I grew up in Ashboro, graduated from high school here, and I've lived here most of my life. I went to school with some of you, and I know all of you. I think you all probably know that my son Keaton died after an accidental death all over dose in June of 2019 and that I co-founded Keaton's place with my best friend Angel Schwartz who is Keaton's Godmother in March of 2022, 2021. I think most of you know what we do, but I'd like to take a couple of minutes to remind you and update you on our work. Our primary mission is helping people with alcohol or other drug addictions find help. We are not doctors or counselors or therapists. We're just people who care. We are a bridge to recovery. Our help may be linking someone with detox or inpatient treatment or both. It may be sharing resources for outpatient services. It may be providing information about 12 step meetings and other support groups. If someone does not have transportation, we take them. Since March 1st of last year, we have driven 17,000 miles, taking people to detox or treatment facilities from Asheville to Wilmington and from Rockingham to Rockingham County. At Keaton's place upstairs, which is the former bank building, next to our main office at 120 Worth, we offer space for support groups and 12 step meetings such as alcoholics anonymous and narcotics anonymous. We do not run these meetings. They are independent. Our goal is to offer space for a variety of meetings that can help people on their journey for recovery and for people touched by addiction of others. For instance, we are working to help establish a group for grandparents who do to addiction are raising their children's children. There are currently nine meetings and groups weekly and the average monthly attendance is over 400. For several months we've been working with Rhino Leap Productions on a film about drugs that we plan to take into local schools. Thanks to City Manager John Ogburn and the City, the film will premiere at the Sunset Theatre on the evening of Thursday, May 11th. We continue to work on plans that will expand what we do to support people in recovery. But our mission does not include, but our mission does not include working with the unsheltered people in Ashboro unless they want help for the substance use problem. The homeless people were here when I opened the office two years ago and they will be here if Keaton's place closed tomorrow. We talk often about staying in our lane because it is not our mission to provide services for people who are homeless. I need to say that again services for people who are homeless. But unsheltered people pass by our office every day and we do not ignore them. We are non-judgmental, and we try to be kind. We start the bird box out front with bottled water, snacks, hygiene supplies, and we serve coffee and hot chocolate, which is especially welcomed when it's cold. Many unsheltered individuals have addictions, and sometimes, and a lot of times untreated mental health conditions. We do not treat mental health conditions. When they are ready to seek help, we help them. If they want treatment, we help them get started on that path. If they want shelter, even if they are not seeking treatment for substance abuse that day, we try to help them to. In the past year, we have taken between 10 and 15 women and men off the streets of Ashboro to treatment or shelter outside of the county, which is not what we do. We took them because they did not want to be here. But sometimes after a few conversations or after many conversations over many months, someone says that they're ready for a change. You never know when that day may come, but we're ready when they are. Thank you. Susan Hano, one of the employees, police in questions the Susan about their mission or their location or anything at all Says I like to you that I appreciate what you and chip do It's a very needed service Mental health is is certainly The root of our one of our biggest problems right now. Agreed. Thank you for your work, Chip. Thank you very much. Appreciate all you do. I had a question. Yes sir. How many detox beds do we have in Asper right now? We have 16. They're located at day mark. Okay, they have 16. Okay yeah. Across from the high school and we work very closely with them. We also have a contract with them where if they have which they'd never had before. If they have some a bed available in Fedville they have no way to get them there. So we have a contract with them that we transport people for them to rehab and after detox. Yes sir. Now I heard that the hospital is trying to set up after detox. Yes, sir. Now, I heard that the hospital is trying to set up some detox quits. Have you heard anything on that or anything going on that so far? No, sir, the only time we really use the hospital from our point, if somebody comes to Keaton's place, is for alcohol detox because you can actually die from that. And daymark won't take them. So sometimes if they go to day mark, day mark will call us and say Susan, we've got somebody trying to detox from alcohol. Can you pick them up? So we pick them up from day mark, take them to the hospital so they can get medically evaluated and medically cleared for detox, five or six hours later, sometimes two days later, they'll call us back to pick them up from the hospital and take them back to day them up from the hospital and take them back to date mark and the hospital has no transportation so we do this on our behalf and a lot of times it's on our dime that we pay for it. How if someone doesn't need detox or is out of detox how long does it take to find a place my treatment center for now usually? Well, we traveled like I said all over North Carolina and sometimes it's the next day It's been as long as 10 days So they're stuck after detox they get they get discharged from day mark and then they're wandering the streets and a lot of times they either go back to where they were using and a lot of times and a lot of times they either go back to where they were using and a lot of times they they overdose. I know that when my son got out of 28 day rehab in Asheville for the first time he overdosed the day he got out. Okay now we're to get this money from the drug settlement and I think I heard like something like 17 million over like four years Yes, sir, and so he'll department's believe it's business money So we should be able to build something right in this area a treatment center rights treatment centers So so you won't be holding people so far. Have you heard anything about that or I just so far? Chip chip is probably better suited to speak on that, but we have We we applied for some of that money we asked for $50,000 but again we don't do treatment and sometimes it's better because we deal with people all over sometimes it's better if they're Randolph County residents that they get out of town yeah so I'm not really pushing for a rehab here because sometimes they can rehab and you turn back around and they're right to their grandma's house or their user's house or their drug dealer's house, they need to get out of town. And that's why we've taken no less than 10 people out of town. But the money is there and you application so. We have asked for $50,000. It had come down yet but you're is. We should find out next in June. Chip, thank you in June. We should know in June. Yes sir. Oh I thank you. I appreciate your work really. Thank you. Susan. Yes ma'am. First thank you very much for the work that your organization is doing. It's vital in the community obviously. Thank you. Can you talk a little bit about where your funding comes from? Most of our funding now has been from the generous citizens of Randolph County. We did get money from the county. They gave us a large amount. I think we had about 50,000 the first because we started right during COVID and I was by myself and I raised probably $75,000 by myself and once we told the county what we were doing they were very generous and gave us $175,000 to help with vans and to help expand our offices over to the bank building next door. The in-condination is what we have on Worcester, because that's Angel's property, her personal property, and that is an in-condination that she gives to us every month. We don't pay for that at all, because she is Keaton's Godmother. And, you know, there's addiction in her family, and she feels very strong about it, and I think the reason we got so much money from the people here in town is addiction is in everybody's family. And if it's not in your family, you just don't know it. The statistics are too strong. Our board members have, everybody on our board has had someone die in their close family from addiction. And I didn't know it. I asked them because they were friends and I knew they had, you know, the talents that we needed to form a nonprofit. And when I talked to several of them privately, they said they had had children or parents or nieces and nephews die of addiction. So I think that's one reason. And we really don't have anything that we need. We can put it out on Facebook or we make a couple of phone calls. And it's there because it touches so many people. Thank you, Kelly. Just for the audience, I'm wearing this. Garrett, back during the cold, it's whether or when or getting his place, and some awareness. Back during the coldest weather of the winter, Keaton's place, Chip and Susan, and many of their volunteers with assistance from the soup kitchen and a couple other groups in town to open the warming centers just to get some of our homeless people into a warm shelter overnight during the coldest weather. I appreciate that. I've discovered quite a bit of being taken involved as you and I have talked. I'm discovering it too, David. Never knew about all that red take. We're new about all that red tape. Yeah, but the emergency services has made cuts available. They've got some units ordered. Yes. I hope they'll be along shortly. They do. Now they're just spraying it's kind of a move point. No, it'll still be used. It'll still be used. And again, that's not my lane. I worked really with other people that helped get it started. There was about six of us. And it's not my lane, but it was. And you know, David, excuse me, we had four people fill out paperwork to go to rehab while we were connecting with them in that shelter. So I appreciate it. Thank you for all your help. Somebody. And I know we talked about several things, so I didn't want to throw out the name yet. And as part of that, the former Surgeon General of the United States, Dr. Jerome Adams, will be here. And he will be talking about his brother. So if the Surgeon General's brother can have a service and surprise problem, it's everybody's problem. You would be shocked at the people that come to Keaton's place. For meetings, you would, they're nurses, doctors, kids, attorneys. I mean, it touches everybody. Thank you. Thank you. Okay. Thank you. So as you know, we have a rare ladder for our employees. There's always somewhere on the top and all the way to something coming in. And you can be proud of that a lot of this space is our size and smaller. We had the North Carolina Parkville Labor had a luncheon on the 27th, Safety Ward's luncheon. 25 of our city and employees were able to attend the department attend departments in the city were recognized at that luncheon that were three silver awards which means you have to have days away less than 50% of the industry standard civil award was a police department, wastewater treatment treatment, fleet minors, and then we had seven gold awards, which the days away restricted and transferred has to be 50% or less of the industry standard to receive that award. And we had street minors, facilities minors, water sewer minors, recreation department, public works, water treatment plant and administration, which administration I didn't realize that they were the 29th consecutive year they've got the gold award. So we're proud of that too when you see our folks out there and they got helmets and eye back in protection there's a reason why we're doing that as a reason why the police officers wear all that big gear, the reason why firefighters wear yellow when they're working in the street if they don't have their bunker gear on so all that means we have a lot if you look at the top the 10 most dangerous jobs to open up police officers and firefighters. But if you look at those jobs and think about the tasks they do, we do most of those tasks. We work underground, we work in traffic, we work up high, we work with electricity, we work with chemicals, we work with natural gas. So if you think about it and we drive, and drive, lots and lots of miles. So if you look at, get a chance, just look at that and think about it. The task we did in general with those jobs say that most dangerous one, of course, is, you know, lots of efficient and all that, which we don't do. But it's like that, that local government is more dangerous than mining and manufacturing. So that's not public works, that's entirely all we do. So there is a lot of moving parts in the city. These awards are sponsored by the Department of Labor every year and our department, many of our departments, when are awarded performance awards after year. I thought I was batting a cycle, but I realized there were a lot of consecutive years on there, so. Thank you. Thank you for having me. Mr. Hackett, item nine, the Assistant Finance Director, Steve Hackett, will discuss the results of the request for proposals for audit services, and it's good to have you on board, Mr. Hackett. Thank you, sir. I could still have a name flag, he never said to back this room. Did he even get him a decent desk? I told you they have a day. It don't matter. I'm all about the work, not about the appearance. I told some way long time ago to do an audit. I said, they're paying me for this, not for this. Obviously, they're not paying me for this. It is good to be here on staff. I have a lot of respect from this Reeves. Every 26 years are doing y'all's audit. I have even more respect than hell after working under her for one month. I don't see how she keeps all these balls in the air. And I've learned some from her this month. And I'm just amazed. I knew she did a good job, but I didn't know what she had to do with to do that good a job. And now I do. The Finance Department of the City of Bashborough sent 42 requests for proposals for audits. On February 8, 2023 to eligible audit firms for the audit of this fiscal year, 23, next year, 24 and we went after that 25. The Finance Department received six responses to its RFP by the due date of March 13. All the firms that responded had extensive experience in government auditing and most had experienced municipal, school district, and county audits. Of the six submitted, the Finance Department department recommends the firm of Thompson Price Scott Adams and Company PA as the most responsible bidder for the City of Ashburr audit for Year-Ending Gene 23 to inform 25. The firm has six offices, Whiteville, Wilmington, Elizabeth Town, Carrie, Shalow, and Cleveland. The audit will be staffed out of the Whiteville office with assistance from the Carrie office if needed. Alan Thompson, a partner with the firm for 25 years experience, will be a partner in charge of the audit. The audit will be staffed by an audit manager with three senior staff. The audit fee for the year ending June 30, 2023 is a not to exceed amount of $41,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000 The $41,500 out of fee has also been quoted for the year ending 24 and 25. But a current governing board can obligate a future board so these amounts are not binding and may be renegotiated for those subsequent years. Available for your view if you would like is a detailed analysis of each response submission. The lowest bid was from a firm in boon of blackburned children's and stegal CPAs. They're based out of Tennessee, but they have one office in North Carolina. Their estimation of days on site for field work were two to three. And in my experience, it was audited for 26 years of your audit. Two to three staff persons on site was estimated by the AM and it should take more than two to three days in my opinion. Plus the logistics of them being based out of moon Let us to believe that considering those logistics has reason for not selecting that firm. Is there any questions? I think I heard you say that it was going to take full from five full to replace just you. Did I count that wrong? A lot of firms, probably not. A lot of firms. A lot of firms will staff to do more audits, they'll staff a lot on each job, and a lot of them have a financial staff and a compliance staff. And Thompson Price does that. They have one person that's basically nothing but looking at grants. The others will be staffing for the financial audit. We, I hate to bring, I hate to talk about my past experience, but we had a hard time finding staff as everybody is. And so that's why I ended up doing all the work myself. And I found it in my place, it was easier because I would run into something here and I was like, okay, it's going to affect this and I go over here, but lots of times when you have more staff, they got a talk. I've got to talk. This firm here, out of all the submissions, I corresponded back and forth with the partner in charge. And I feel like their fees fair. A lot of other firms had a not-to-exceed fee, but they charged so much per grant. And so I made your fee go even higher. And I confirmed with him that this was a not-to-exceed no matter what they ran into. And he agreed. and I'm going to go to the other committee to see if they can see what they're going to do and he agreed. So I believe this firm was the best one, in my opinion, to choose. I like a good fit in the fixed number. I think he is. Is there any other questions? Do you anticipate any compliance of time frame problems with this firm? I think they said they want to come in like do some preliminary testing in June which is normal and then basically some testing of internal controls and select which is normal and they'll come back probably a couple months later I believe it was to start a field work and And I've been tasked with drafting the financial statements. So that's going to take something off of them. And I'd negotiate to price down some on each submission. I'm sure that did come off. So I should be able to save the city a little bit of money there in drafting financials internally. A plan is to have them all wait and form and they get here and they all they got to do is like we used to call it tick and tie numbers. I'll have the numbers, the financials drafted ready. All they got to do is tie the numbers into the confirmations or any other evidence they want. And it's going to be like what we call a true audit. It's going to happen to a what we call true audit. It's it having a hunt for items. So I'm hoping it'll go a whole lot smoother. I hope it'll be one of their clearing audits. They run into a hook. Anything else? Physical Year 2324 budget request. Good afternoon. Thank you so much for having me today. I'm here today to ask for Council to consider $550,000 to be allocated to the Trade Street Project in the next fiscal year. More specifically we're requesting that the two parcels that you see listed in your packet be purchased so that we can provide additional parking downtown, provide trash receptors for businesses downtown and also power transformer units. The after doing some surveying on the property and assessing what available space we had with Trade Street and this project it was found that this acquisition was needed to make sure we properly fit required trash and power and it will also provide extra parking. My understanding is as well and you or John might have information to that that providing space for the transformer bank that location frees up access on trade street as well as save some money in the distribution of the electricity should that it's correct. There was a tremendous vault expense by you had we not had an alternate location of dimension number one maintenance cost is that that's correct so it's not I'd say a partial reallocation is opposed to straight expense yeah and what we'll do is when we get to the budget workshop, the engineering department will have a layout of what we project if we fund it to the AI, what the end product will look like. And we should show you how that ties in with Trade Street, which is our project, which is on here somewhere, number 12V, and we'll show you how all that ties together, and how that works with the selling of the potential dealing with the At and recovery, the language is Twitter A. I think I've also understood is, well, goes far as I may as a matter of timing, of sequential timing, that we know the answer to this information so that the Wooten Company could properly incorporate the transformer bank in lieu of the valve situation. So they know what to design and not have to redo work. That's what we're working towards. There's those items to consider. Is there any further information that relative to this property acquisition to be discussed. Details. Got good things going on downtown, sir. Absolutely. Our next item, 12A, that was brought up, Trevor, will present the following community of out-and-out items, update on the city staff's plan to begin outlining a framework with DAI for the potential conveyance of the North Street meal property for historic preservation purposes and North Carolina General Staff. Thank you, Mr. Moffit. Tonight the staff is seeking council consensus to allow us to formally discuss with downtown Ashbro Inc. and Addie Quarter as executive director of that organization, the potential sale of the former Acme Macrary Mill, which we at the staff have started referring to as the North Street Mill since we now own the property. So if you hear a reference to North Street Mill, it is the former ECME Macrary property. Over the last few months, staff has had informal conversations with downtown Ashbro Inc. as well as other organizations and stakeholders about options that are available to the city related to the rehabilitation and repurposing of that structure both prior to and since acquisition we have been sharing information and seeking input from many different parties who have a vested interest in the continued revitalization of downtown. Most recently, the redevelopment commission toured the building this past Monday. The commission discussed potential uses that may make sense in that structure. The various opportunities that the site offers, but also but also the recognized challenges that may be faced with the project of that size. Members of the County Historic Preservation Commission, as well as representatives from the Chamber of Commerce, as well as Downtown Ashboro in board members, have toward the facility, as well within the last year. And that occurred as the city was going through the evaluation process for acquisition. In addition, we have heard from developers, even without publishing a solicitation or a call for proposals about the property's potential to serve as really a catalyst for a downtown investment. But in addition to that local input that we have been seeking and receiving, we've also been reviewing mechanisms and processes that other cities have used in North Carolina for projects that have similar circumstances. That work led us to contact and receive a proposal from the UNC School of Governments Development Finance Initiative. That program at UNC from their website is identified as one that can partner with local governments to attract private investment for transformative projects by providing specialized finance and development expertise. And in fact, in the proposal that I've provided to you in three discussions with that group, that's exactly what they seek to do. As I said, your packet includes that proposal. You will see that it's very detailed. It's a very well crafted offer that the School of Government has provided the city. And I want to publicly thank the staff of that program who have spent several hours talking with city staff about various paths that could be pursued to lead to successful project. But not surprisingly, you know, due to the breadth of the services that they offer and the activities that they require to complete that process. It's rather expensive to engage with that program and we would expect if we were to do so for that engagement to take over a year to get to the point where we may be at a point then to To solicit partners so all of that has kind of been weighing in in our evaluation as we make a Recommendation as how to how to proceed it is our current opinion that collaborating with downtown Ashbro Incorporated About what might be necessary for that organization to purchase this property right now is the preferred path for the city to pursue. Historic preservation that supports economic development is a primary objective of D.A.I. As you know, one of the main reasons the city acquired this property was to ensure the preservation of a historically and culturally significant asset in the manner that complements and supports downtown. And speaking with Ms. Corder recently, redevelopment of this property is in fact a strategic priority of that organization and while there's no commitment from DAI to purchase the property, there is interest in developing what could be a framework to use to accomplish both the cities and DAI's goals. So unless there is an objection from the council, we'd like to begin earnest conversations with Ms. Quarter and also commission a property appraisal that would establish current fair market value of the North Street Mill property. Should those conversations with the AI be productive, we'd expect a return to council with an update of that progress within 60 days. I'll be happy to answer any questions either about where we're at or perhaps the proposal that's been provided to you from the School of Government. I was curious about the UNCG consultants for a chart, like a matter of the screen. I presume they just start that yesterday and that they have some examples of what the results of their efforts are and considerations and all that. Is that something that sounds like it would be very interesting. I've mentioned a half of you. How does this go about and where did their efforts lead to? Yes, and they serve in a conservative and different roles. I think what we have found in talking with them is we're hopeful that our project is a little bit further along in terms of public interest and developer interest out there. I just based on conversations, you know, calls that I frequently get from even out of state development firms who are interested in the property. A lot of times our understanding is that they will be brought on largely to ensure that there is interest. That's right because a big part of what they do is kind of a pro forma type of review that can be presented to developers to show that there's profitability in the project. They also can do kind of third party consulting for local governments as well. So yes, they've done, they've done. I would say the projects we've looked at are a little divergent from our particular project. And they certainly are an option if you know the conversations with the AI don't don't go anywhere but we'd like to at least investigate this option first before spending the kind of money and time on that proposal. What they may have accomplished so to speak, it sounds like we We have a property that's of a tier and a scenario that we may have the luxury of a way proposals, but You may not know what all proposals may be possible. Sure Looking into some creative mind You know I'm more better one plus one is two kind of engineering the creative thing. I enjoy your good presentation. And I think we've also learned is that this resource is there now and it will be there. There are very well maybe a different type of project down the road that engagement with the school immediately makes sense to get that assistance. Okay. Annual report from Chief of Police Mark Limerick. All right, good evening everyone. Start out with 2022, the calls for service, 27,878. And as you can see, that's up from the previous two years. Part of that though, probably half a year, we worked with 911 and traffic stops were added as a call. So that shows some of the inflation. But the reason we done that, it just helps us in our audit process because we were mandated by the state to do stop forms. So we audit that every once in a while and it was kind of difficult but this makes it a whole lot easier. So 9-1-1, every card at an officer stops 9-1-1 puts that in as a call. So that's part of the reason and the coal seems to be by what they think. The next page is part one offenses. This is your most serious crimes. As you can see, the numbers on a three year, there's some fluctuation, but nothing really sticks out as being real significant. You know, if we go down in a few things, nothing really sticks out as being real significant. If we go down in a few things, we may go up in something else, but that's the most serious crimes. I think it was three homicides in 2022. And you can see in 2020, it was five, I believe that's what I'm sorry. In 2022, 2020 it was five. I believe that's I'm sorry in 2022. Lost my three and 22. 6 and 1 and 2. That's right. I'm still that rashes. But it's always good when that number comes down for sure. always good when that number comes down for sure. But that's the most serious crimes. The next page is our response. As you see the top 10 calls that we respond to, alarm calls is the most welfare checks, suspicious persons vehicles vehicles 911, you'll see the liest. One thing we strive for is a five-minute response time and after 911 tells the officer of the call the travel time is what we're looking at and you can see we was just under five minutes at 458. Now there is occasion sometimes that it would be longer or less but on an average we're under our five minute response time and you see pre and route that's the time that 911s taking the information for the calls, entering in the computer and a lot of times they'll enter something in the computer. The officer can see that in the car as the calls come in so they can get a head start headed that way which helps reduce that travel time. Chief, is escorting people to the bank? That's bank, the finance department or water department, bank, funeral homes, the escort, things like that. That's your escort. Here's our most common arrest offenses. And as usual, people don't like to go to court. And that's the number one failure to appear. Wants to get issued and that's the number one offense. Someone gets arrested for it. But then you see, second is drug. Larceny, third drug parent for NAY for stolen property, five and then your trespassing. And then, driving while I'm paired in 2022, was 137 and that's not a big jump or a big decline. So that's the top 10. And you can see total arrest in 2022 went up a little bit there. Gene, have you seen still lots of opioids in your cell and of your narcotic cell possession and manufacturing? That's right. And that's the next slide. And it varies. I looked at that, and it looks like the heroin in 2022 was down. As you can see in 2020, it's way up, 2021, slightly above what 22 is. But a lot of times that is, bison narcotics, a big bust. So in 2020, obviously, they probably had a big bust and that gives an inflated number. Also, we have to keep in mind, that's where, as I know drugs is a problem, but we have to keep patrolful. So when you're shift in personnel they come out of specialized units first to feel patrol so but we're hopefully we're working you know out of that for sure and chief those numbers when you say total drug seized, is that a gram waste? That is gram. Everything's in gram is set prescription peels and we just do that as per peal. That's right, dosage unit. No matter what size the dosage, we try to keep it as simple as we can. But it is in grams. One thing, the drug problem, the overdose calls for 2022 were 249, and that was 149 incident reports taken. 14 of those overdoses, the person died or was deceased of those overdoses, the person died or was deceased and the police department administered 43 doses, at least 43 doses units. 14 deaths from overdose. 249 calls. It seems like usually, and you know you have to cause in the county but when you start getting an overdose death or a lot of overdoses there'll be some deaths and it'll be here in the county probably because whatever someone's selling that week or that day is stronger or whatever and people tend to overdose more and then when the deaths start happening you'll start seeing there's a couple in the counties, a couple in the city and then of course our vice detectives try to make that link just like the county does to see who was the supplier. But it's definitely a problem for sure. Traffic crashes, top five locations, no surprise, Vixie Drive, always number one, Fetville Street, Salisbury Street, the Interstate, and then Highway 42, Crickton there, and a Lifetime Park Street will be in there, because really on Highway 42, there's a lot of that's not in the city, right there in front of the wire, and so we give those wrecks to the highway patrol But that's your wrecks and I believe they was weighed down and showed a good number down from the previous two years I did pull some data on Dixie Drive Because the new road they built in 2022 Dixie Drive 425 Rx 2021 it was 502 and then 2020 it was 542 so I think 21 was the first year it was opened out there I think that's right so it's starting to come down, but a lot of reduction in Dixie Drive Racks for whatever this year was parking lot racks. So the new road didn't have anything. We can't give it credit for that. Chief Long those are intersecting streets. So how do you make a determination is that it's available street and salesman for 42 and Dixie Drive. We just pick one. Most of the time it's the way the officer enters it. Like if it's at the intersection of Fable in Salzburg more than likely a Gof Fable Street. And so that's it's usually ever who the vehicle, the officer how he writes it up is what determines that. Animal control is the last slide I believe today and it looked like they went on 1,388 animal related calls for service in. And of course they did welfare checks, field interviews, running at large is a big one and they picked up 567 animals. And I think probably in the booklets that, yo, it has more of a breakdown dogs, cats and things like that. But their vital for sure, patrol loves them. We got two good people there and animal control right now and things seem to be running just pretty smooth there. I know sometimes the shelter is full just like something used to be. The jail got full now. We're adding onto the jail, but now that the shelter needs space. So, but that's pretty much an overview of the report. And I hope you all can study the books. And of course you can ask me any questions you'd like. I will agree with you on the kudos to animal control. It's a, I know you've had staffing issues just like everybody else, but, currently it's doing well and they do, they do, they do, they follow up. I mean, on their own, they take, you know, just like this. I'd like to echo that we had the occasion getting very frequently in the last month. Two very, very helpful, very professional. Two really good people in that position and they seem to be happy and they work hard at it. Chief, the social district now, we're still not getting much more for crime there, right? No, I haven't seen an uptick in that. And then I had had some people come to me and say they see more of a police presence at night. And of course, and then I'll get the call or they don't see no police. I mean, you're going to see them if you're looking. I suppose, but we tried to do the patrol teams where we could get more personnel downtown and we started out about the first of January mid-January so but I had had some feedback where they see the officers more but we haven't had any problems in the social district no okay thank you and chief I know you got your eye on some students who are in BLIT to hire them? Sure, yes. We have eight currently RCC, and these folks will graduate, I think, in May. And then they'll wait and get their stuff for the state and start their field training. So those eight hopefully come out and they'll be in patrol in October or so. And then we have one young man at Davidson Community College as a police trainee. And we have three conditional offers out as police trainees to RCC's having a summer school. And I think that starts made it first. So, and those three are in the background process. And we just open up another hiring for police trainees for the class that starts July 31st. So police trainees seeing the pools getting a little better for the police trainees side. Of course, you know, we're paying them to go to school. But it seems to be working well. We don't get many lateral. And the laterals are the ones that, you know, we can get out on the road a whole lot quicker. But hopefully if everything will stay its course this fall we should see some a lot of rookies out there so you better, if you're speeding you better you better slow up. So anybody else got anything? I'd like to ask now when they graduate school in the state for us on documentation, Ali. They still come to us, what he said October, he went on their own. We have a field training program to run somebody first. Field training, 16 weeks. But once they graduate, rookie rookie school and we get their stuff back from the state then they get a nice pay raise they're called police officer warn recruits and then they start their field training which is generally about 16 weeks. I like the chiefs said, Christmas shopping that end of October better like speak. So, because I can remember way back when I was young. Some attorneys give me a fit there. He was just teaching me. Appreciate your host time. Appreciate everything, y'all. You guys do. Again, I'm Eddie Garner. I'm chief building inspector. I've been since 2021, the latter part of the year. So our focus is to not harass people, but to make sure that safety standards and the buildings are in building code compliance. And also we strive for customer service. That is a big thing. I like to continue doing and making progress on that because we're getting a lot of feedback now from people that say they appreciate, they love to come in dealing with us other than other inspection departments and things. And that's my goal is to continue for that. To help us do that, we implemented the new software that took place back in 2021, but I think it's around September of 2021. And that also provides us the ability to provide that customer service for everyone. It makes it easier on everyone to apply for permits, pay for permit, schedule inspections. And it just makes everybody, makes everybody's life more easier. They don't have to come into the building. But COVID probably generated a lot of that software and other jurisdictions. But again, I said it last year, it's ever done a tremendous job on selecting this. It's the best I've ever had. I've done five of these software, this by far the best. We made some changes between last year and this year we heard a new building inspector which he has previously worked with the water resource department which is Nathan Lawflin. He was a licensed general contractor so he wanted to come aboard and it works out real good for timing. For get the inspections done now, the Department of Veterans wants us to get all residential inspections within two business days. Or they could, you know, people start complaining and and you know, the time, time goes by, and it starts, starts affecting everybody else down the road. If we put one off, we put another off, and we're doing a very good job of keeping up with our inspections, and we do a lot of same day inspections, and Nathan come along and helped out tremendously. He has already, he started last March and he's already achieved this level one in building electrical mechanical employment. Now those levels, level ones in all four trades in the first year are very, very good. He done very good job at it. And to the ones that doesn't understand it, you got three different levels and all four traits. So you know, you got to level two and all those and then go up to level three. So he's got some time go. It usually takes five to six years to achieve that. But he has hit the ground running and been a great help. We can tell when he gets back from one of those coaches. Yes. Yes. Everybody. And which kind it was? Everybody calls me on it. So, like I said, we're here to help people. And it's worked out very good. I haven't, having another respect there is. It has not been bad. We've worked a lot too. It has missed because you'll do an excellent job in the last time. We're getting comfortable in our friends. And we hired a new permit technician, which she come from our neighboring county, which is Montgomery County. I think she's been doing this type of work about eight years or something. She is tremendous. She's very good at what she does. The customer service has stepped up another notch there too. And that was our goal too, to treat people like we want to be treated when they come into office and get a permit and put a smile on her face. And so she has done a tremendous job. Cantilee is her name. Cantilee, Ki-Holanum. Now, I practice the second name a long time. So I'm only saying it one time, but she has been awesome. That goes back to my next one. October of 2022 is when the Department of Insurance required us to get those inspections out within the two business days. And that again is why our department had grown like it has in the last previous year. I think this is a two-side, the only screen got two sides. There are two slides. I mean, the permit type report has just to break down of all your build and electrical. We've included fire construction and fire operation, mechanical plumbing permits. It's a breakdown of the revenue that was generated off of each and individual one and the amount of them to the far right. It was like $256,000 that we took in and then revenue for issue impermits the previous this this past year 2022 so we had some as you see I'll get to we had some increase and some decrease on the next slide but get my carried away here that for the next slide. Get my carry away here. That first, the next slide on your right side is the breakdown of the new single family, the single family modular town on Duplexes, and the total amount of permits that was issued and the total valuation of those permits. And granted, the valuations is exactly what they put on the application when they submitted. There's nothing that we do with any calculations there. It's just, you know, we put what the cost of construction is and they put it. And that's all we got to go on there is whatever they put on the applications. So it's nothing that the tax department couldn't use anything off of that anyway because it's just what they put down. Then the alterations, alterations really picked up this past year when the single family residents actually went down a little bit. There's a kind of a breakdown of each one resident alterations and the commercial alterations and their valuations on it. So, like the total valuation of all the construction, it was 36 million dollars. So that was 36.7, yep. Of the total construction. This next page is double-sided to, again, this is a breakdown, this is just a breakdown number of new single family dwellings that we permitted in 2022. If you'll notice, it's a significant drop, but there again, it lowered because some of the sites are being prepared during this time. I look for this to really increase this year, so this, especially, it's already, it's already increased this past month. and alterations and additions really increased. So blue. And the next page is where the five years, this is really a breakdown of basically everything as far as the valuations, the permits. And number of permits like 2022 was 63. That was an increase, see from 54 to increase. You see how it kind of goes back and forth if a new single family is, is we didn't have a lot of them and then we had a lot of alterations and things like that. It's never really consistent. And then the five years, based the last five years, is what we got on the commercial and residential valuations. And it increased or it decreased total, you see, from 36 million dollars. So it just just depends on what they put down as far as the valuation on the permit application. We can pull a lot of numbers from it, but it's just that. There's a lot of numbers for the valuation. But overall, we look for another. This year has already been busy. I think the inspections wise, last year, we had 2,900 some inspections that we made here. Some of the jobs took a lot of the inspection such as the school which we finished it up the school up and try to try to hit on some of the jobs that we finished up. I asked for a high school church street apartments, very, very close. You see the day that's putting in windows, they're getting in the very, very short rows there to complete. Black powder, I think. Yep, we finished black powder. And Taco Bell, tropical smoothie, those things we've completed that took a lot of time, a lot of inspections. PICCM were starting to heat up over there. The mental health, the Tension Center now are taking my time, it's the higher level inspections, so those are taking a lot of my time, especially the attention center. They've got a lot of folks out there that's working a lot of conduct, so it's keeping it busy only. And you want to explain to the council while we're doing the attention center, even though it's not our. We're doing the attention center, cause us into city limits. But it's, you'd think, well, the county should be, well, they spectates. Yeah yeah that's exactly right so and then we've got some great yeah got some great projects to zoo zoo city sportsplex in the ballpark spend a lot of time at those two not so much now down at the sports place but the ballpark. Once it starts coming out of the ground there's a lot of required inspections there and once they get to a certain level it'll slow down there on hour end but just the name of few things. The residential like Windcrest subdivision and West Point town homes, you know there I think got West Point I think they got like four or five more homes to build there and then Windcrest maybe 20 25 something like that. And they're heating back up now because I think we get ready issue like 20 more permits out there. So that'll be the single family residence increase again next year. But we look forward to another exciting and successful year. Continue, we'll continue our working closer with all the departments and make this a great place. And I have to say again that we have the best working relationships with planning and zoning, but it's worse. Whoever it is, the associative city, I feel this is the best place to be for anybody to do their job. And we got all the support that we need. And I do appreciate it. Questions? And while we have the design team out there now is the time to kind of capitalize on some economies of scale for design services. So the city staff requested and received a proposal from Wooten to add the data for mentioned segment of North Street to its scope of work. The cost to do so is $74,000. That's roughly one third of the cost to prepare the trade street plans. We believe that's reasonable and do recommend adoption of the reference change order change order number one Thank you. The project did not score very well last year and we're trying to find any low-hanging free we can can to improve it. It's not looking great but they're expecting there are no, they're not going to be any principal forgiveness loans this year. So I'm going to be loans, no grants. So I don't think the competition's going to be as big but one of the steps in the boxes we have to check every year, every time we make the application process as a resolution from the council saying you know we are seeking this funding, you're okay with it. We're not polluting, we're not hiding anything from you. So that's what I'm here tonight to do is to get you to approve this resolution, to put in our application packet to make people that need to know where that you know what we're doing. We receive those 14 bids. We have the low responsive responsible bidders listed there. Is it unusual to have so many no bids? Yes, typically these companies only specialize in certain chemicals.
