Councillor Wooden aye Bush and Kerry's unanimous We have our agenda set Next item is announcements special meeting village of Clemens council will have a budget workshop on Monday April 22nd 2024 at 2 p.m. At town hall Monday, April 22nd, 2024 at 2 p.m. at Town Hall. This is items. First item is a master transportation plan, contract agreement. Planner more, please. Thank you Mayor, tonight we finally have a contract before you to update our master transportation plan. Let me tell you when you have a contract that has 41 pages what that means is that a bunch of different organizations of people have looked over it because it just keeps growing and growing and growing. So actually I do feel very fortunate. We have had extensive review from DOT. We've also had involvement from the MPO in addition to our staff with this. So yeah, I was working with the project manager from Kimlee Horn. And we thought we had a pretty good scope worked out until we handed it to DOT. So, and Anne's been involved with her view as well with the two. So, this scope, DOT's really been watching out for us. They saw the frustrations that we had with the pedestrian plan. And so, they really have been really overly cautious, helping us work this through, which like I said, it's been really nice to have that kind of attention paid to this. And also other than that, I think it's pretty straightforward. Federal funds actually come through DOT and then the MPO to us for this project. So that's why you'll see a lot of the federal contract information in here as well with it. So are there any more specific questions I might be able to answer for you. Any questions, Council? Are there any time terms I know in a few of our previous actions and plans that we were running up close to what that looked like? This is under the gun. Okay. We need to have one of the first phases kind of invoice to us the second week of next month. So yes, you know, I think with all these that involve federal funding, we're going to be pushed up against the time with that. What's really nice is you know, we're getting close to going back out to RFP for the action plan. After the first of the year with the new budget, if you approve that, that includes the match for the SS4A 2023 project, which is the ADA transition plan. And so this will all be the transportation plans will be all kind of coming together. In addition to the UDO update with that. So, you know, it is really good timing to kind of merge. We're very concerned that the public will get confused. We just got done with the pedestrian plan. We're going in. We've got three transportation plans that will go be going on somewhat simultaneous, but that's also a good thing because in all of our RFPs everything that we're doing, we're saying we all have to work together and we need to be able to share the different public events that we're putting on to help alleviate confusion. So you might come into a public workshop where you'll have someone from Kimly Horn but you'll have whoever with the other two projects that that we'll be doing as well. And they're all going to be sharing information with that too. So like I said, we're working very hard to make sure that we capitalize on all of this together and alleviate as much confusion as we can to the general public. I wanted to also just kind of follow up on that. I mean, not certainly no expert on this, but it looked very comprehensive. And I guess, do you have, that was one concern you had might be about a flood of information to the public. Do you find it, or are there other areas of concern that you have that, and what could be done about those if anything? Well, I think the other concern is that people will think that hey we did a survey with the pedestrian plan. We don't need to do another survey. If surveys come out of this I'd say more than likely there will be. That's not the case. You know this is ongoing. This is pulling everything transportation together into one. So as much public involvement, and we'll rely on all of you to help us with that. We'll rely obviously on Shannon over there to help us with that as well. So hopefully Randy will be on top of all of it. So. You've been busy. Thank you. Yeah, you bet. You bet. That's our man. All right. Any more questions? Come see me. No, that was Mary speaking. You have a motion to approve the Master Transportation Plan Contract Agreement? I move to approve the Master Transportation Plan Contract Agreement with Kimlee Horn as presented. All right, do I have a second? I have a second by Councilman Convust. Councilwoman Cameron, how do you vote? I. Councilman the councilman. Councilman Convust. Councilwoman Cameron, how do you vote? Next up we have a budget amendment 24-g-5 for roof replacement. Finance director Stroud please. This roof replacement is something that we got insurance reimbursement for. So it's just a matter of getting the insurance reimbursement in our revenue, budgeted revenue and then the expenditure, because we're getting ready to do that project now. Okay. Any questions of finance director Straub? Very none, I'll entertain a motion. Now, I'll make an motion to approve budget amendment 24-g-5 for roof replacement as presented I have a second second Councilwoman Cameron, how do you vote? Councilman Taylor. Hi Councilman Congress. Hi Councilwoman Barson. Hi Councilman Wooden. Hi motion passes unanimous Thank you, Mr. Straal. And then the following weekend, which is April 20th, another big weekend in the village, it is community day by Louisville Clemens Chamber as well as our first market pop-up. And that's going to start at eight o'clock. And then we have the community that's going to be in the next week. And then we have the community day that's going to be in the village. It is Community Day by Louisville Clemens Chamber as well as our first market pop-up. And that's going to start at 8.30 for the market. Community Day actually kicks off at 10 o'clock and we'll go until 2 p.m. that day. On that same day we're going to be doing a recycle which will be at the public works facility and that's going to be 9 a.m. to 3 p.m. So like I said big day in the village we have actually closed the Farmers Market applications. Excuse me and we have over 60 full-time and daily vendors that we've accepted so right now we're pretty much out of space. Coffee with a cop is going to be held next Tuesday April 16th that's going to be at Chick-fil-A in Clemens and we hope to see the next day. We will see you in the next week. We will see you in the next week. Coffee with the cops will be held next Tuesday, April 16th. We hope to see everyone out. Also on your desk this evening you will see that you have the new relocation and tourism guide. That is out now. We have some here at the Lich Hall if you happen to need extras of those and they're also at the public works facility. Thank you. All right. Thank you. That's forward. Very good. Looks like this weekend is going to be very busy weekend coming up. Moving on to the manager's report. Upcoming citizen board openings. Clerk short, please. I just wanted to advise you all that will start advertising for the citizen boards, for the members whose terms expire at June 30th of this year. Those appointments will be made the last meeting in June. So if you know of anybody for a planning board or zoning board of adjustment, we need three planning board appointments, two regular seat on zoning board and one vacance, one alternate seat on zoning board. Very good. Thank you. Next item, clerk short, is yours also, a North Carolina League of municipalities voting delegate board of directors? Yes, this is sent to us from the league councilwoman Cameron is on the nominating committee for the board of directors, but the league will be sending electronic instructions to whoever you all designate as your delegate to place the vote for the board of directors. And that will be I think by April 12th that needs to be done. So I'll let them know tomorrow who you select. Very good. Thank you. All right. Do I have a motion to authorize someone as a voting delegate for the North Carolina League of Municipalities meeting? I move that we authorize the mayor. Sir, would you say that again? I want to make sure I'm saying this exactly right. I don't have that on there. Wow. I move to authorize. We got to pick somebody first, right? Yeah, well that's how you can do that and we can vote on them and they don't like it. We do nominate someone else. I think it makes sense to have our mayor represent the council unless somebody else felt strongly otherwise. Yeah, I just wanna make sure sure I told me I came talk I concur. All right. Do you want to carry on with your motion? Well I just want to make sure that we got to agree. It consists of before I put my foot in the end. Okay. You've already done that. I moved to authorize Mayor Rogers as the North Carolina League of Municipalities vote in delegate for the Board of Directors All right, do I have a second? second All right, Councilwoman Cameron. How do you vote? Hi Councilman Taylor. Hi Councilman Conbus. Hi Councilwoman Barson. Hi Councilman Wooden. Hi Motion carries unanimous Thank you. I think all right Moving on we're parking in the street ordinance discussion manager good nail, please Thank you mayor counsel Kind of bring us everybody's attention. I think it's over the past years as more of our subdivisions are being built I over the past years, it's more of our subdivisions are being built. I think our ordinance was originally written with the general flavor to allow parking on the street to be a temporary basis, but I think it's become in the past years, it's become to be a permanent situation in some of our neighborhoods. There's been several instances, I know our trucks have a hard time or limb trucks and stuff. Have a hard time getting around some of the cars industry. So I think there was an incident. Maybe a couple of weeks ago that a fire truck can get through and had to take an alternate route because of parking industry. So what I want to bring up tonight, I think I went back and read through the ordinance. I talked to Sergeant Chatham about it, about his take on it. There's a conflict in parts of it. So I talked to chief stars and got his opinion. I think right now my recommendation and that want to get counsels consensus on it is to go through our parking ordinance and kind of take another take a second look at it and revise it to try to address some of these current situations we have now. All right, very good. Good questions of manager of the NIL. I'll just say with your first approach, I think it's great involving all these individuals. And I think, you know, this is just what we're doing with our UDO updates. We're realizing that as we've grown, we're needing to evaluate our ordinances. And in my particular subdivision, I feel like it's a pinball machine. As you go down the road, I'm traveling. So I think it is something that could be impactful, especially for emergency person. Also, I think it's a great idea to look at this and get input. Yeah, I agree. It's one of those little problems that is consistent. And sometimes it can turn into a big problem like when it stops an emergency vehicle or when it becomes like a neighbor versus neighbor issue or like a safety issue with walkers and kids riding bikes, et cetera. And eliminating the ease of seeing down the street because of all the parked vehicles, et cetera. So I agree, I think it's definitely worth exploring, especially while we're updating our UDOs. And now that we have our new grandmaster transportation plan and all of that, it seems like the time is ripe to take a fresh look at that. So thank you for doing that. Thank you. All right, so do we have, we have, do we have consensus to allow manager Ginelle to proceed with a street, on parking, on street parking ordinance? Yes. Yes. Councilwoman Cameron, do you can, do it asking for consensus? All right. Okay thank you. Thank you Mayor Sullivan. All right thank you manager of the nail. Council comments. Do I have a motion to adjourn? I make a motion to adjourn. I make a motion to adjourn. I have a comment. I want to talk about the textile recycling bin that we have here at Village Hall. If something is not up to par for a consignment store, we have many wonderful consignment stores here in Clemens. If it's not up to par for Goodwill, remember they are a consignment store as well. And like to have seasonal items that are relevant, they only have so much room. And if it doesn't fit any of those places or the Salvation Army or a clothing closet, if it's truly on its last leg, recycle it, don't throw it away. We have a textile recycling vent here in Philadelphia. I'm excited to use it too. There's some things like nobody once. In the parking lot. So thank you to the staff for securing that. I was really excited about it. Clearly. So thank you all. Mr Mayor, one comment. I believe that on the outside of the drop on it also says it except shoes. Is that correct? I say that. I think that's what I'm saying. I think that's what I'm saying. I think that on the outside of the drop-off it also says it accepts shoes. Is that correct? Let's say that on the outside of it. That is correct is what it does state that on the outside of the box. Okay, so it is clothing or any kind of text files and shoes. Correct from what has listed on the box. I'm just excited to see that it might be done or close to being done. It looks great. I know it's been like two, three years in the making. So I'm really excited to see that. I'm really excited to see that. I'm really excited to see that. I'm really excited to see that. I'm really excited to see that it might be done or close to being done. It looks great. I just, I know it's been like two, three years in the making. So I'm really excited to see that. And hopefully not too long. Maybe we'll have something better at the Louisville Clemens Road Interchange. It's looking kind of ragged. I do have a question about that. Also, the trees are beautiful. The also. The trees are beautiful. The daffodils are beautiful. The original plan talked about having shrubbery also. Is that going to be coming down the road? Manager Gignello had to weigh in on that. I believe if it was on the original plan and yes, I know they're taking it in stages. So I'll have to verify it for you, Councilwoman. I'm supposed to be sure I'll be that would be blooming at different intervals, if I remember correctly, so that we kind of have continuous color there. No, that was the idea to have to make it colorful year round. So let me verify that for you. It's been a while, so. Any other council comments? Do I have a motion to adjourn? Motion to adjourn. Do I have a second? Second. Councilwoman Cameron. How do you vote? Aye. Councilman Taylor. Aye. Councilman Thomas. Aye. Councilwoman Barson. Aye. Councilman Wooden. Aye. We're adjourned.
