First we have three changes to the agenda. The first one is to move the proclamation under announcements and the Lucille Clemens Road interchange medallions under the business items to the July 8th meeting. The second item is to remove the item under Manager's Report for Triadman Municipal ABC Representative Follow-up Report. He has sent information via email and is unable to be here in attendance. And I think the report's at your desk. And the third item is to add an item on the manager's report for the TAC update. OK. Any other recommended changes to the agenda? I'm going to basically just offer a quick announcement as to why the Mayor Rogers is not with us this evening. Let me grab this. And sir could I ask you to go ahead and throw the PowerPoint up. Before we undertake our agenda I want to note that Mayor Rogers is in Raleigh today. He has gone there to address the Senate's rules and operations committee. Mayor Rogers is there to convey our council's unanimous opposition to House Bill 106064. House Bill 1064 is titled City of Southport slash remove ETJ authority. Now you may wonder why the village of Clemens actively opposes the legislative bill crafted to deal with extraterritorial jurisdiction authority for the city of Southport. The simple reason is that HB1064 has been edited and amended to now include provisions that fundamentally change how the village of Clemens conducts local elections. Bottom line if HB1064 becomes law, Clemen's elections will go from nonpartisan to partisan. Our issue with HB 1064, the issue being conveyed to our state legislators, primarily concerns the process by which the bill was crafted and introduced and amended and forwarded, all with no input from anyone in Clemens. Legislation that will fundamentally change how we in Clemens select candidates and ultimately select elect our local officials doesn't just warrant timely, careful, considered an actual actionable local input, it demands it in the statement. And that's why Mayor Rogers is not here this evening. He's again, in Raleigh carrying that message. You get a copy of that Excuse me just one second. I did not get a copy of that. Could I get a copy of that? Oh? All right, okay, that's that's not what he's saying. Okay. I'm my attempt to explain why it's not everyone I've gotten a copy of my bet apologies, okay the confusion With that explanation in hand moving on the next item item six or business action items and At this point would like to ask for a motion to call for public hearing of zoning map amendment for abattoir properties LLC. Passes unanimously. Call for a public hearing is approved. The next item in business is resolution 2024 R05 authorizing increase in federal micro purchase threshold and strad. I believe you're going to leave us in that discussion. Yes. And I do have one change on the second page number two. That should be June 30th, 2025. But this is a resolution letting us use state purchasing thresholds, which is higher than federal purchasing thresholds. And when we do federal projects, if the federal grant allows it, it was mainly done in connection with American Rescue Front Funds. This was something they allowed. I do think we could also use it for some other federal grants if that grantinging authority. Every founding grant has their own rules, so some will let you do this and some won't. But it does increase it to the state, which in architecture, things because the state does allow that 50,000 exemption. Federal government does not. And for some things, trying to go out to bed for something that's under $50,000 is problematic if you're trying to get a project off the ground. Any questions or comments from Australia? We have another hot weekend ahead for the farmers market. So we encourage all of you to come out. Most people are coming out a little earlier now to get of course the best selection and not when it's so hot. But we still have a nice steady flow of customers and vendors that are participating. So we'd love to see you out there this weekend. Also we're busy planning the Christmas in July which is going to happen on July 12th at 6 p.m. at the Jerry Long Y. We'll be having ice skating snow so I know that all sounds really lovely on these hot days. It's a hundred percent chance to snow that night. We'll have some holiday music going on and our farmers market is going to have the first evening market and coordination for this. So it should be a great time and another thing that I wanted to take a big note of is a huge thank you to Novant for sponsoring this event with the bill. Okay. I guess if there's nothing else in marketing communications, no questions or comments. Next would be the manager's report. Thank you. Councilman Conbesse. I think we're going to do the TAC update. I think Councilman Taylor is going to elaborate. Thank you, Mr. Manager. So as the TAC rep, just a really key update for you all. So the 2026, 2035 state transportation improvement program program known as the Stip. If you're in the transportation world, there's like a whole acronym book. So that's the Stip. Planning is ongoing. Our Winston-Salem urban metropolitan planning organization has a lot of memorable jurisdictions, including the village. And so we had the opportunity to sign local input points on certain projects that are evaluated under the DOT strategic prioritization process. And so this was a really great opportunity for us. We could assign up to 40 points. And there was one project that affected Clemens and of course we wanted to assign all 40 of our points to that project, which is H2305557. This project is titled US158 Improvements with bicycle and pedestrian accommodation. So the project would actually widen the existing roadway to a three-lane section with curb and gutter bike lanes and sidewalks from Harper Road to Lewisville Clemens Road to Harper Road. So kind of in that area, that's how it was listed. The project would transition to a road diet from Bermuda Run Drive roundabout to Harper Road. The really exciting part is this is a highway project, so there would be no local match required. And currently the project ranks 9 out of 35 total projects, so really good ranking. But here's the exciting part that we need all of our public to chime in. So currently the step has entered a public phase for feedback between June 14th and July 15th of 2024. An email actually was sent from the village to our email list on June the 20th about this opportunity where the public can like, dislike, and or comment on any of the projects. Obviously, we want them to like this project and that will allow some additional points to go toward that ranking. So we encourage all of our Clemens and surrounding residents to check out the really cool interactive map and then like the H230557 project. Any questions or comments? Thanks, sir. Yeah, just a question, not a question, maybe a comment, but can that be pushed out through social media but can that be pushed out through social media so that people that may not be watching tonight's meeting would have access to that information in social media? That's something we could do. It has been pushed out to all of our channels and it'll continue to be on a weekly basis. So it's on LinkedIn, Facebook, Instagram, next door website website listing, and email blast. We don't have a list or I don't think we've ever had a list of, we did it one time, homeowners associations. I know we tried it at one time and it was like hurting cats. It's actually been tried multiple times. Yeah. That they change so often. That's what I thought I remembered I just want to make sure. And I know a system manager flight and I talked about this earlier. I believe this actually has been shared with those homeowners associations that we do have a contact with that are along 158 including Asbury Place. So they can share it with their folks as well. Certainly it's going to be a value add and improvement. But that has been shared out and if you want to add anything. Well, anyone out there in Radio Land who's listening to us tonight, if your members of a homeowners association contact your homeowners association and spread the word with them. Because the more people who comment on this the better off we are Any additional questions or comments observations Hearing none next item of business is council comments I'd just like to offer one comment and it's to, again, pile on to what a tremendous event that farmers market has become. I mean, it really is rocking. And I was like this week and I wouldn't have thought anybody would be out there in that hate that everybody was there. In fact, if you don't get there early, you're parking in public. If you're going to have a serious disease, it can be. If you're going to go to that market, it's great. So congratulations to everybody involved. Yeah, I've won two. I want to see everybody put on some ice skates. Everybody who can skate, come on out to Christmas in July, like I told Lynette, I was going to lace them up and hopefully not break a wrist or a hip.
