We do have a PowerPoint to guide you through the first public hearing for the milled rate for 2024. By way of background, Fulton County assesses the value of real and personal property. Assessed value is defined as 40% of the fair market value. And the assessed value of all property in a taxing digest is commonly referred to as the tax digest. We remind everyone that the tax digest changes in one of two ways either by reassessment or by growth. Annually the city goes through the process of setting the millage rate based on the value of the tax digest to generate revenues to pay for essential city services. And as stated in the agenda report, we encourage you to view this rate setting not as an annual reconciliation of the fiscal year but rather a funding strategy to generate revenues to provide essential services. We've provided a separate memorandum that describes the purpose of the milled rate and historical information in much greater detail. We also remind you that the millage rate is levied against the tax digest by each of these taxing jurisdictions, namely the school board, the county, and the city. Millage rates are stated in dollars per 1,000 of net assessed value. An example would be a millage rate of 5.000 mills would be $5 for every 1,000 of net assessed value or in this example $200. For 2023, according to the State Department of Revenue, the average county and municipal millage rate totaled around 30 mills. We've illustrated for you the city's portion tends to be the smallest portion of the overall milled rate paid by a property tax owner. For 2023, schools accounted for 57% or 17.14 mils. The county had a combined 30% or 9.0596 mils that included the city's MNO as well as the park bond military. This slide illustrates for you the military that were adopted within Fulton County for 2023. You see on the slide that there was a range, the highest was 15.209 for the city of Paypal, and John's Creek represents the lowest at 3.646 followed by Roswell, which was slightly higher at 4.049. The overall average for 2023, military for all cities in Fulton County was 8.440. And then the average for the five cities in North Fulton County, Alfa Reda, John Scriek, Milton, Roswell, and Sandy Springs was 4.353. Again, I highlight that John Scriek's adopted rate of 3.646 was below all of both the averages. On this slide we've demonstrated and shown you the city's milled rate since into the corporation in 2006 all the way to 2023. In most recent years, 2021 and 2022, the rate was held steady at 3.986 then in 2023 Council adopted a rollback rate which is the current rate of 3.646. On this slide we illustrate for you that even though a milled rate may be the same for a defined period of time, it doesn't necessarily generate the same amount in revenue. We have a poll that is in the state of the state of the tax levies in fiscal year 2013. Property tax revenue accounts for about 29% of the city's general fund revenue base. And as I've for stated, it provides necessary funding for public safety, police and fire, as well as city administration. On this slide, I show for you the 2024 tax digest that was received, the preliminary digest overall, a net of 6.2 billion, so it increased 284 million or 4.8% from 2023. Just by way of comparison, that growth was 555 million in the prior year. But then when we break it out, reassessments versus growth, 222 million comes from reassessments, and then 62 million comes from growth in the year-over-year tax digest for 2024. What was advertised as a part of this process is the current military to 3.646. And we have provided on this slide the rollback rate, which has been calculated at 3.516 or $3.516 per 1000 of assessed value. 516 per 1000 of assessed value. The public hearing schedule is detailed as today is the first public hearing. There will be a second public hearing this afternoon at 6 p.m. And then the third schedule public hearing is July 29th at 7 p.m. With planned adoption of the 2024 military.
