Word has it as a game on so we're going to roll tonight so be prepared. Roll call. Thank you all just know who's here. Shafi, Edward, Bill, Michael, Olivia, Erin, Jillian, Adam, Kristi, and Chairman Jackson. We have a quorum. All right, let's roll right into it, Department update. Okay. I won't be too verbose here. I'm glad we had such a good catch up last month. So this month we have a lot of just updates and what I've been telling you. Of course our new town field lighting is complete, so thanks for those of you that showed up to help us cut the ribbon. It's being well used already. Parks under- I'll tell you the funny thing we went for the pictures and it was you. Shefeke goes, why are we standing in front of this light pole? Here it is. No. I think there was a garbage can next to it. I'm like, why are you standing next to garbage can and there's a light for it? Yes. Continuing on to park center design, we are still working on the Chattahoochee Greenway, again that is with National Park Service, so it does take forever. But it is an effort we continue to push forward. Creekside North, they made it through 60% design there and we actually received our Army Corps approval just like this morning, which is a huge milestone. So we still have to get EPD and a few others ticked off but we're making progress there as well. The Autry Mill Ampitheater should be ready for bidding within the next month. So that is an item that will go out to bid. It will have to go to council and to Spain the cost threshold. The idea is to have that under construction and completed before summer camp starts back at Autry Mill. So it's going to be a really great asset for them. Same thing for the trails. That is, we're finalizing the scope of trail renovations out there and that too should be under construction this winter and then done before summer camp begins. So we're excited for Autry Mill on the progress out there. Colleague Creek Maker Space we're in to preliminary design on that project. So other things happening that you will see and get notices on soon. The Pickleball Courts at Newtown will be fully renovated. So the Pickleball Courts are right now is four. They'll be, the actual asphalt that will be demolished and repaved and there will be six courts. We can actually go pick six where we had four before. So that will be under construction. I believe in November and hopefully finished by the end of the year. Soon we'll see the Rogers Bridge public art piece be installed. That's the one through Fulton County. Over there it'll be bought near the bridge where the trail goes by the bridge over there. It'll be bought near the bridge where the trail goes by the bridge over there. Another thing you'll notice at New Towns soon is we've got our wayfinding signage. We developed new wayfinding sign standards. We have a contractor on your contract. He is submitting shop drawings. So we'll get those signs fabricated and installed within the next few months at New Towns. So that's the standard that we will then sort of roll out to our other parks as we go. And of course our anticipated Colleague Creek Park Athletic Association proposals are due in another week, so we look forward to seeing those. As for the recreation side of things, we had a lot of great events, outdoor fitness classes, park place, senior center. By the way, you know, park place is just a gem. They just do so many great things over there. So if you know anybody that fits that demographic, send them that way because they have really great social events and craft things, all kinds of great stuff. Our biggest concert was who's bad, the Michael Jackson concert was well attended, and as well as our John's Creek Symphony was especially well attended. We had the quote, any Van Halen of violinists, and I've heard fantastic things about him, and apparently it was a great show. So after that, there was the public police. Additionally, we had our health wellness innovation 5K at Colour Creek Park last Saturday. It was great. We had over 300 runners. It was a beautiful day. Everyone had a great time and the park handled it very well. So glad for that. a great time and the park handled it very well. So I'm glad for that. And they made a lot of repairs. So, yeah. I think complaints. No, I've not heard, I've not heard a complaints and for a minute. So I went walking an hour after they did it. Yeah, we've working hard on that. We do continue to have, fall is a very busy season for park events. So coming up we have our adaptive dance at the Amp Theater. We have Chunker Treat here at City Hall next Wednesday. We have adaptive bingo at Park Place, of course, Duoli. Donna, the athletic club and the Holly Jolly Brock party is coming back in early December. Any questions? Sorry, I have one question in terms of the summer concert series. When we have 2510 Ds, how does a parking work go? In that park? That is a good question. It is packed and overflow goes to publics and it goes to Mt. Pesca and it just spills out into our neighbors. So then people just walk from those locations? Yes, and our police, we always make a special effort to coordinate with police on those very well attended events because we have to make sure that someone, you know, put their safety into crossing of streets in the dark, things like that. And the reason why I ask is right now, Collie Creek, as we know we have built limited parking for the right reasons. But if we were to do an event in the future that draws a lot of people, then I guess the lessons learned here, which is use adjacent parking, create pathways for people to walk and all that, could be something that we can potentially implement in Collie Creek or the coming months until permanent parking is built? Well, the difference is that Colleague Park, we don't have any neighbors to share parking with. There's nowhere else you can walk from. That Colleague Park, so that is it. Except for the Duluth side. Except for the Duluth side, and their parking is not very much parking, so literally we don't have those those same, we don't have that spillover capacity like we do in Newtown. So that was a big lesson on our grand opening and how, what we can safely accommodate at that park. So yeah, we've been talking to our emergency services friends about how to safely operate events out there. Right. Because you know, the thing is by the time we get to the phase two of Collie Creek is going to take a couple of years. The meantime people will get to use Collie Creek and will get to know Collie Creek. I think the demand for parking will increase. So we will need to start thinking about maybe we don't have a Jason Parking just like Newton Park, but some sort of shuttle service or some mechanism so that if an event comes about and it does end up drawing a lot of football visitors that we have a game plan and we just turn on that switch. So I think shuttle service or some other kind of thing. And if you look at Brae Stadium, what do they do? You don't park at Brae Stadium, you park some rails, but you get shuttles into the Brae Stadium. So the models out there, we just need to figure it out. That solution could be good for next 24 months, 36 months until we build ample of parts. Yeah, absolutely. We've been actually looking into these things. Yes, it does. Thank you. Any other comments, questions? We build envelope on it. Absolutely. We've been actually looking at these things. Yes. Thank you. Any other comments? Questions? I have a quick question. I still get to play the new card, right? So, for these projects that are in flight and where we talk about design development and otherwise, is that something that will be brought here so that we can review it as well or is it not open for our comment or feedback? In general is there a specific project you're asking about? It's just a general question. I mean certainly we're all paying attention to Cully Creek, right? But just in general, right? Because I'm starting to see it right as I'm starting to look through content in otherwise. So we do within projects, depending on what the project is, as staff, we provide updates to Council periodically. So those are, if that was an update that you all wanted. I mean, this is my time to share updates with you. In general, you are recommending body. So we have our charge on these projects on how they're to be executed. So usually we come to our pack in the beginning before it like at a master planning stage to ask what elements are included. We take council directs and we go forward with that charge. But this is my time to update you on the projects. Thank you for that. Yeah, I think it would be nice. I don't know how everybody else feels if you'd wanna see that. Oh, it's just that you've seen the plans. Are you already seeing them? No, and then after their formalized studio right in the present, the comments are anything like that. Awesome. Yeah, I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I You know the comments, questions? Is that it for you for this moment? That's it for me for the moment. Okay, I don't have anything to add. Six one. You know. Okay. Where am I? All business, there is none. New business, I'm looking for a motion to approve the minutes as they are presented to you from September 20th. Christy got an opportunity. Motion is for a second. Second. Thank you, Olivia. Any opposed? Any discussions on that? All those in favor say aye. Oh, yes sir. Madam just remind me of this. Yes. Last meeting. Yes. I gave your names to the folks. They wanted to know RSVP by the 11th, but if you call them wrong, you've got two tickets here for you and I guess. Thank you. Any other discussions? Seeing none, all those in favor? Say aye. Any opposed? All right. Passers. Okay. One to you. This is why we are here at this point. Absolutely. And I think this item should be familiar to those of you who have been on the board for some time. Each year we bring our calendar of events to our pack for comment and feedback before we bring it to council for approval for the next year. In this particular event schedule here we have all of the events you know and love. Papua Paloza concert series and movies in the park, things like that. The one thing you won't find in here. Anymore is the MLB play ball. We have taken that off the schedule. It was, we had very little attendance and we do have a great athletic association over there that does a lot of baseball events. So we dropped that one off the schedule. We also include in here the different events, the different culture events that have been added on the calendar, Daffodil Days, Duwale, thank you, Lunar New Year and Juneteenth celebration. So those are all included on the calendar for 2024. We also did include, although I may not have since you the attachments I'm realizing. When I printed this, my printer ran out of paper, and so thank you. Okay, you did get the calendar as well for 2025. The reason we went, we include those in there, is especially that lunar new year event. It does occur very early in the calendar year, so we just want to just keep an eye out, because we do start planning for that early on in the fall of next year. So all that to say, we're just looking for feedback and we'll take this to Council next Tuesday. Normally, I wait for the end of the thought start'll start off, move it around. I agree with the NLB, everyone with the exception of this last one, out of town, and I watch those numbers kind of dissipate for whatever reason. I mean, it was a neat idea, but guys, the first one I went to, 66 years to five years ago, six years ago. It's probably 55, 60 kids, and then when I went to 66 years to five years ago, six years ago. It's probably 55, 60 kids. And then when I went to last year, maybe 25 or 30, at best. And Kirk was having to pull people in going to other baseball games, going, hey, come over here for a minute. So I get that. The second thing moving, The second thing moving Diwali from our park to across AAC, what's the cost of that being that our park? We're having to rent, right? So there is a higher financial cost in that we have to rent that field. in that we have to rent that field. What we gain back is a safer place with adequate parking for the event. And that is really, you know, we talk with our fire and PD a lot about that event. And you know, what we need to operate a smooth event and not gridlock the roads around any venue. And that particular venue can accept a whole lot more people than any of our parks. So that was, you know, we would have to have additional fire and police if we held it anywhere else. So this, in terms of cost, there is a higher financial cost, but you know, we don't, the city doesn't see the cost of these police officers, you know. And they're having trouble recruiting anyway, so we're really leveraging resources, I think, to make that move. So the benefits are way to call. They do. They do. Okay. And I think the other thing, correct me if I'm wrong, you know, Diwali, I'm looking at the flyer, you know, Macy's technologies is a major sponsor, we have other sponsors. So am I correct that the facility cost is part of the fundraising for the oral expense or is that picked up by city separately? So we have a budget for that event. We do have a budget and that is part of all these costs. So we're actually going to have some parking attendance, professional parking attendance. We have the cost of the venue. We have a lot of costs associated with. There's also fundraising on top of that. So are we leveraged that fundraising against the budget we do have? Yeah. So I think in a nutshell, it's great that safety wise is a better location. More importantly, because of these sponsors that come on board, they call it the expense as well. So I don't think we're going to be in red for this particular event. And then obviously, you know, we can do a lot more at that location. So, so long as these kind of events where we can gain sponsorship to be part of the event, I think it's a win-win for everyone, you know. So my last thing before I pull around the horn, the daffodil days, I agree with the pullback. While I appreciate the fact that the city puts on a fence, I think it's to a point now it's saturation. And I think the fewer that we're involving Tense and festivals and what-aviors probably better in my opinion just simply because it builds anticipation for certain things. And I think I went to that and when I went, it was very few people. Maybe it picked up. But I think there's a saturation point of when you just go, okay, enough. I'll do this, that's maybe that's just me. I'm getting older, so I get more angry about things like traffic and stuff like that. But I appreciate the fact of the pullback a little bit and trying to retool this and go, what's better? Yes. Because you get these vendors out there and they spend their money and they get these tents and then they don't get the return and investment and they don't want to come back. So then when you ask them to go do the arts festival or the international festival they go, I don't know. I think I'll go do that somewhere else. So I think that was a smart move. I'm the youngest here and I agree with that perspective. So maybe I'll hold and cranky by. Well, I'm holding cranky. Chris, I don't think there's any sort of... Chris, let's start with your piece. Actually, I was going to comment on a dappable vase as well. Like, please. Sorry. Thank you. I never do that. You don't want it. You don't want it. You want it. You want it. You Thank you very much. I don't think it was really well advertised last year. I didn't know about it until a couple of days before. And that could have been why there were so few people, but there was just for the amount of vendors that were there. There just weren't enough people. And I felt really bad for those guys. And I'm completely on board with DeWally being at, what do we call that place? Heisman Field. Heisman Field. Thank you. We didn't know it had a fancy name until the other day. You saw my beard. Oh. Oh. Yeah, I think, again, the benefits are definitely going to outweigh the cost on that. That's such a huge event and we need that. And I will say also specific to the Quetta Dadi Park Parking and even overflow. The perimeter church has allowed us to note theirs for any overflow parking. So should we have some even beyond what the husband field can accept, they can park at perimeter church and walk safely on sidewalks down to husband field. I don't. I don't. I'll just make the one comment about the MLB and I agree with it too, but I think we definitely says it in here, but reiterate that OC does such a good job with people who want to do baseball things to have baseball opportunities. So I think more or less it's not that there's a lack of baseball. The interest is just, OC does a really good job of fulfilling that. So I think that's the right choice to make in that. And it's a compliment to them. I know that we're losing something, but it's actually, we're losing it for a good reason. Thank you, sir. Kill him. It's funny, right? Because I was there when they were doing the MLB thing. But we were my send-as baseball, but we were so in the middle of all of that that we didn't have time. And I kept looking over and going, oh my God, John is up over there on the field, right? And I thought, geez, right? I wish I could go over there. But the coaches were like, no, nobody can leave. I gotta stay here. We're, right, you practice, you practice. And so I, I get it, right. Oh, she's a great program. So there's that. I do have a question. So we just finished the 5K. I don't see it on here. Is there no intent or is that not going to be sponsored by this any longer or is it being done through the managed aspect? So it was tagged as an event to sort of celebrate the opening of Colleague Creek Park. That's how it was tagged. to sort of celebrate the opening of Colleague Park? That's how it was tagged. So that is how we celebrated, yes. Sad news, okay. So just coming off of vitality, right? There was a lot of feedback in our survey that we did about having a 5K type of thing. One of the themes, and I'm just sharing, right, just because I was part of that effort with the survey, was an interesting thing, maybe not just the 5K aspect, but doing a turkey trot. And so that was something that came up in the, so I'm sharing, right, because you may not have that survey information. But I do know that there was a lot of interest and feedback around having 5K something of that nature. So, Jillian, if you don't mind tabling that because when it gets to me, I'll tell you what Another group is working on that potentially should be part of the calendar as well I just hate to see that missing from whatever perspective right I hate to see that missing. All right that down to speed back Thank you. Thank you I'm pretty good What is touchy truck? Oh, touchy truck is a lot of fun. So, they really, I have a truck, but I don't think that was good. So, it's actually partnering with our public works team. And so they get all the contractors that are working in the city and they bring bucket trucks and excavators and bulldozers and cranes and the police cars and the swap vehicles and all these cans from like three to six come and they can climb all over the equipment and we serve like literally a thousand hot dogs I cook them all this year so it's really fun. Can you bring your chocolate in my new room? Well, okay, well that sounds like fun. I'm glad to see there's a lot of the adaptive events there, but other than that, I mean, it looks pretty good to me. Thank you. Olivia. So I see the literary fair calendar for 2024. Can we get an update on how this one went for 2023? I know that just happened. Yes, I actually have that data. If you'll just give me a second. Let me see here. Yes, so let me see here. Sorry, pardon me, I didn't have that on my fingertips. It was very well received. I don't have, you know, we struggle to quantify exactly how many people come because that was a sort of drop-in event type thing, which works really well. We did have a great keynote speaker and the presenting sponsor was Emery Johnson's Hospital, sort of 11 sponsors. It was a, like they served wine and I think there was some light nibbles available but it was really well received by that community. I heard great things about it. Yeah. And then one other thing, just some more comments on the Dffodil days. Whether it's advertising the time of year, I think with us being such a family-heavy community, that's such a hectic time of year with graduations and prom and college visits and all of that. So I think that might also be a contributing factor to low attendance on that. So I think that that calendar slot just might be something we want to keep in mind because that's also when people are starting to travel and it just seems to be the busiest time for families. So in 24 it's currently tagged for April 12th. Are you saying that is a you would recommend an earlier date? I would recommend maybe pushing it to summer or maybe pushing it a little bit earlier or pulling it up a little bit earlier because I think that might fall I could be wrong around spring break. Spring break is usually the first full week in April. Okay. Okay, 25 is it March? Yes, it is. If it's going to be down the dollar, they need to have it on the death tolls. There's that. But it was going to be daffodil's bloom around February. There you go. So, potentially, earlier, potentially earlier time. Yeah, just looking at keeping those states cognizant around school age kids. I'm sorry I got distracted. I've got nothing. Good job. Bill? Yeah, I agree with most of the comments. I agree with most of the comments. I agree with most of the comments. The LB, a fair, if it doesn't have large turnout to it, probably he move on. It's probably something we should do with all of the events that we have. This is a very full plate. And some of them are going to rise to the top and be big and some of them are going to be steady and some of them might drop off. But we should evaluate them. Daffodil days. I'm not sure the purpose of it ever got out. Why? What? The message wasn't there. So I don't think it would bring out the kind of turnouts you're looking for the way it was presented and handled. I don't know that it ever will, but I think it would have to have more emphasis and more purpose to it and a community behind it. behind it. So a couple of comments. One is I counted the number of events for 2024. We're talking about 32 events. The overall budget is 355,000. I think it would be great to just get a breakdown over this money is going because there will be probably three or four events that are really the significant events. And rightfully so, I mean international festival, arts festival and all these things. But I think it would be good to just get a breakdown where the money is going for us to understand, hey, if we're spending, you know, we are asking certain programs, but if there were programs, they were very expensive, but we didn't really see alignment, then we could say, okay, there's also budgetary reason why that program may not meet. So I think having numbers would make sense. The other thing is, once this is approved, how do new programs get added? So going back to Gillian's point about 5K, I sit on the board of the Johns Creek Public Safety Foundation and we are working on an annual 5K run, which will be police fire and getting the community involved. It will most likely happen in the spring time. We're still figuring that out, but it will become a 2024 event. So the question is, once this is finalized, it is published, I know we even did magnets, I have one at home, with all these dates and everything. How does that get amended, right, with program like that? The other thing is, we talked about trying to work with non-for-profits to be able to market their activities. How does that play into our so-called calendar events? Because I think if we are going down that path, there are events that nonprofits do that I think would be worthwhile. And whether we have a separate category, hey, you know, nonprofit, John's Creek, nonprofit events that we want to market, but I think we should do that, especially with our desire to go down that path. So my urge would be to ask one is flexibility to add programs as they come on board. So yes, the 5K run for the Public Safety Foundation, it hopefully gets finalized before your end. But then more importantly, if it doesn't go on the program, how do we market that? Because it is a good program. And again, it may be part of the non-for-profit, right? Because it is a non-for-profit. And then in the calendar event before it gets approved, it would be nice to market some non-for-profit events. So I will say we always have the flexibility to add events to this calendar. And I hope to come back to our pack with some ideas that our new staff here in the department has for new events that might come up. So that's always possibility to add events. I do want to say just when it comes to, um, there's city events and there's external events. So the current policy, just so you know, because even like Autry Mill and JCBA, they have events that are their events. They're not city events. So of course they use our facilities and that's great. But just as a policy at the moment, like we don't use city resources to produce banners, we don't use city resources to. It's just kind of the line that's easy to identify to draw. So all that to say, that's just the current policy. So we can talk about that more. I don't need to spend any money out of the 354 towards those events. It's just that if we are going down that path of how do we closely work with non-for-profits and market them, then we'll need to think about how do we make them part of our calendar events because on one hand we say we wanna work closely with them, we wanna help them through our marketing channels and all that and then on the other hand, we're saying, hey, we don't wanna give you the marketing that's desired. Obviously they're not gonna get any funding out of it unless it becomes a city event. So, we, just have to figure that piece out, you know. That's all. Thank you, sir. I do have a question, then. I thought about this. We're down. Special need, when I saw Special Need Sunday. Where are we? I sit on a committee for the North Fulton County Special Need. I haven't been to a meeting in a year and a half. Is there anything happening with that? Care Prele is very tied into their, to their the North Fulton Special Needs community and our partners in our Alfredo Roswell, Milton, things like that. So I can certainly ask care about that. I know they just set a date for a special needs expo in the spring. Yeah, they did the expo every year. I mean, I went to a meeting at Park Place and we talked about all these ideas. I was going to meetings every month and then that went away. Yeah, me too. I was part of those meetings as well. Okay. I'll be happy with you. I'll be happy with you. I'll be at that further. I'm sorry, I don't have more detail on that one. Particularly. You go get it. I feel. Go quick. Speaking of the 5K, how did the logistics work out parking wise there? Like, did it? Was it pretty good? I was selling shavik. It worked out very well. So I ran it. I parked. I was a participant. So I kind of saw from that side. it and parked in my personal car and I looked around, you know, the park was full, but not like we weren't parking in the grass all over the place. And additionally, we had over 300 runners, but there was also people playing pickleball and there was also people on the field doing field things. And so all of those things happened at the same time and the park could hold it. So it was very good. Something here? Yeah. Like I mentioned, I was there an hour after it was over and that place was still packed. People in the field, pick up what cords are obviously busy, basketball cords are busy. So it's hopefully taking a little bit of pressure off of Newtown. Time will tell how that lasts because it's a shiny new toy right now. Did the field lights get fixed? And then they were turning off before eight for a while there. There was a, we've been working a lot on the lights and it's for Rosetta. Yeah, because I drove by the couple of times and they were off at like 830 or 9 and the basketball stuff and they were all lit up. And I know the soccer guys have had a little trouble. The lights at college. Colleague. Oh, yes, yes, we can yes. So are they they're supposed to stay on a tent until 10 correct? We're not going to leave them all on till 10 so like because it's quite expensive to do so of night You know, but like one field could be let till 10 Okay, so I'm going to those all blacked out Yeah, I mean Eric, we talked about this the ribbon cutting that we'll have to figure out if the park is open to public until We have to figure out if the park is open to public until closure time, which is 10 o'clock, whatever time it is, then we need to let people know that it is also accessible. It's great that we have turf fields and grass fields, but if the lights are not on, then you can't use them. And people don't get encouraged to come out and use them. So I think we, with Collie Creek, it's like this transition period where people need to know, hey, these fields are to be used, right, till the park closes. At the same time, we also need to manage the expense factor because it is expensive, keep the lights on. So we'll have to figure out some sort of mechanism so that either put signage or something, lights turn off automatically through, I know, those timers, but we should let people know that they can come and turn on the timer. So if I want to go and use a soccer field. It should be clear, the timers are at the courts. That we don't have a push button timer at the. But if I'm saying the field, right now we don't. Right now it's centrally controlled. Once it gets turned off, no one can come. But we need to let the public know that that field, or those fields, are to be used until the park closes. And we just need to put some signage there. And I think we do need to have these timers and every one of those fields to be able, because it doesn't make sense to have lights and everything, and not let the people know that, hey, you can actually use the park to the park closes. So we don't abuse the electricity. So if no one is using it, it turns off on its own with timer, but I think people shouldn't know that hey, you want to play soccer? It's 8.30, it's dark, turn on the timer for the amount of time you're going to play. Yes, we'd have to have a policy, just I want to make sure we're seeing the same language because we don't have timers on the field. Yeah. So it's just, we have to come up with a policy that we essentially can control it. So people can, especially when the time changes this fall, and there is no daylight after school. So yes. Yes. So I'm saying is the park is open till 10 p.m. These fields are built to be used. It has lights, whether the sun goes down at five o'clock or seven o'clock, people should know that they can actually use the fields until the park closes. Thank you. Any other comments that we can share to give back to Erica? Is that what you needed? That's what I needed. I hear support of our calendar and the change that we made, some other feedback they're in. So thank you for all that. Okay. Any other comments from anybody? Or I'll shut that one down. Okay. As far as other business goes, our next meeting is November 15th, correct? 630. Yes. So I think until then we're done right? Seven to one I'm going to go home and shoot myself. So I may not be here November 15th, deep depression, a lot of drinking tonight. Is this on? Okay, so if you know the comments, I am looking for a motion to adjourn. I didn't have to look at you. Is there a second? Anybody opposed? All in favor? All right, 707. Thank you for your input, everybody. 36 minutes.
