Good evening. Tonight, my name is Ruchi Agarwal. I'm the principal planner with Community Development Department. And tonight we have one rezoning case, and I have the applicant who will be presenting shortly. But before we start, let me give you a brief description of the format of the meeting. We will only livestream the presentation portion of the meeting, and if for our online viewers, and if we have any residents who may come later or in a few minutes will hold the Q&A session more interactive portion of the meeting later after the live streaming portion of the meeting. With that I'll introduce the case. Tonight's rezoning case is RZ-23-002. And the subject property is actually persons retreat subdivision, which is located at 610 or sorry 12 properties. This is the entire subdivision as you can see in the map. And the addresses are from 610 to 770 Paul's walk. The entire neighborhood is 4.40 acres and it's zoned currently are 4A conditional, single-family dwelling district. The proposed zoning remains the same are 4A and the request is to change in conditions to eliminate condition number 7 which is to remove the pedestrian trail located on large six and seven in the southwestern portion of the Parsons retreat subdivision. And I'll invite now our applicant, who will provide you more information about this Thank you. All right. Thank you. My name is Bryson Mercer. I'm zoning in land use attorney with miles. As Miss Ritchie stated, this is a changing conditions rezoning application for Parsons retreat neighborhood. There are approximately, there are 12 properties, as Miss Ruchi said from 610 to 770, Paul's walk and we are not changing these zoning from R4A. We are just requesting a changing condition on 4.44 acres. We are just requesting a changing condition on 4.44 acres. And then this is an aerial of the Parsons retreat neighborhood. And the current condition, zoning condition number seven of RZ 17012, it states provide pedestrian access to existing trail on Southwestern portion of the site. Access shall be contained in an easement to be maintained by the Mandatory Homeowners Association for the subdivision. The final location and design shall be subject to the review and approval of the director of community development. And we are proposing to delete that condition because the persons retreat HOA and the neighbors have voted to remove that zoning condition which burdens the property owners and the HOA for the maintenance of this. Additionally, this trail does not lead to any Parsons retreat HOA amenities. It actually goes down to the South Haven and Randolph Hall neighborhood detention pond. So it doesn't actually access anything and I'll get to that in just a second. This is the easement we are proposing to remove highlighted in red. This is a site plan showing the easement being removed. And then here are a few pictures of the easement as it exists currently. Not anyone, no one really walks on this easement or trail because it doesn't lead to anything. This is the aerial again and I wanted to zoom in a little bit. So as you can see, this is a little bit outdated, but the trail would go right through here and connect to these steps, which do not lead to anything. And we can see that in this, maybe at all, let me zoom in. So that trail would go right through these two houses and down to this detention pond, but there is a pretty steep grade that's really inaccessible. So that is the overview of our rezoning application and I would be more than happy to answer any questions from any concerned citizens. Thank you. Thank you, Bryson.
