Thanks for being submitting the opportunity to speak. I want to follow up on correspondence. I heard the Council back on October 23rd. And this is related to AB 38, 3088. This was a long-acted beginning of September that offers ten, some evictions from protections for loan payments when loan payments are affected by COVID-19. As you know, of course we have our own ordinance. One of the questions raised by the State law is whether it preempts as it was intended, whether it preempt claims the local ordinance. I found that all the cities around us were tallied with an automatic or call for city grandel broadband, Los Angeles, Los Angeles fighting for that. They're all up-cremed and they have all provided guidance to their tenants exactly how the state law applies and what to do if you're attending and you're local moratorium is granted. Now, and you have not aged, the full rent now you will get a notice from the landlord 15 day notice to pay. That's exactly it intended by the legislature and then the tenant has to respond. If it's a different approach than we had taken notice of you taking what the tenant co-act of we said. I can't pay. Anyway, long story, a little shorter. We don't have any opinions from the City Attorney exactly on formal things or to whether our local ordinance is granted, I think it is. And the City is, I think tenants here need to go out and do the plan that I think there's some confusion out there because the tenants have some go out and get 15 they know this and well what does that mean is the city notice etc. So I will thank you for any help that the council and the vital direction that might help qualify things for residential areas. Honorable Mayor, Vice Mayor and Council members, please permit me to count of the assertions of Todd Johnson that's published in the weekly regarding the close session item regarding the Metro law suit. First, it seems that Mr. Johnson was pretty to the specifics of a close session dialogue. That is not supposed to happen. Second, the holiday construction moratorium that he seeks revoke can be handled through an amendment in the M.O.A. It is an important issue that needs to be handled separately. Third, the only leverage the city has with Metro's through the lawsuit, and that leverage remains until the construction of the Rdaa Stations complete. That is at least several years. And that leverage remains until the construction of the Rdaa Stations complete. That is at least several years. This metrostation is your station, not Metrose. Some examples of scores of items that could be handled in the settlement agreement, you will have an ugly station unless you negotiate for better. You could have a world-class station for as little as $250, or $500,000 by simply changing the specifications of the lighting and the fit and finish. You have no operational control of the station unless you negotiate it. Would you permit this tasteful advertising much less bending machines on the radio drive? That is what will happen in the metro station unless you negotiate it away. You will not have any first mile or last mile unless you negotiate. The projected 2500 people using the Radea station per day will be the current metro users and no one else. And the list goes on. And perhaps the most important element negotiating metro is whether they can actually perform. When I was making a last-ditch effortge for the elimination of bus lines 14 and 16 of last-weeks Metro board meeting, what was made clear is that Metro is technically insolvent. By the end of September, Metro had already spent all of its $750 million in CARES Act monies, funds that were supposed to be be used for the next two years. Metro, for example, will be able to wreck the canopy over the redata station or have only one of two elevators operating or will that be deferred as it's been the case in other stations. All metro bus rail and services are being reduced for 20% percent for next year, yet it's forging ahead with boondogles such as next-gen and creating a system where no one pays, which will mush from the homeless problem on Metro. Metro has been accused of being run by drug counselors, but the fact remains, drug counselors could actually navigate the rough waters today better. Negotiate with all of these factors in mind. There are few in May, and I was in the council. This report that is here before you is an update on the Recreation and Parks Commission interview panel. The airview panel, this slide, please. Woo-hoo! There was one thing you can see recreation and parts of the mission and the interviews were held on Wednesday, October 14th of this year. The recreation and parts of the mission and the interview panel consisted of council member Lily Bosse, council member Jillian Goll, who reccomparts the mission to the resilience of the board and reccomparts of the missing tear of Gillians aboard and repart the missing bicep tear of Susan Missler. Next slide. Thank you. There were a total of 15 candidates who were interviewed for this one position. It was due to the resignation of former commissioner TV Fenton to resign from the commission in July of this year. The panel selected a resident byro-i, the philiposition which missed spent in last, and her term, the council of proof, would begin on November 11th to complete the remaining three years left on Miss Kent and Serm for Sue and to take that on. But she, at currently, she is not eligible for reappointment unless the city council directs otherwise. Since you approve this recommendation, then the item will be placed on the formal consent agenda for November 10, which is why her term would begin on November 11. Like all we think, everyone who applied, we have an extraordinary pool and there was amazing that there were 15 candidates, it was a very busy interview experience and I think the council liaison can't access to that as well and we thank everyone for participating and that concludes my report. There were 15 people in a very diverse group. All of them could have served with the station. Because I think these teams, finally, I saw a way some new service that together this presentation brings today at the disaster, how it gets improved service and sustainability. Thank you, Shana. Good afternoon. I'm Bill Mehr, and when we get to City Council, I'd like to go before you, or present before you, the new proposed data electricity schedule. And as a will be the above the purpose and benefits of the new data I speak to the schedule, we also will discuss all the schedule and challenges that are presenting it to the proposed page and schedule and to propose these schedule example along with our intention to do really outreach and I show a brief matrix of the next steps and recommendations and then discuss. The purpose of the government, the purpose of the public world yesterday, the nighttime streets have been scheduled challenges in the city of the city by having an efficient and consistent row. The benefits of the business will address the conflict model, the increase, which is the best-minded practice application in the client with the framework. This new data extrusion, the schedule was okay, efficient data extrusion from Rally, which is the staff that's called the during for the doing of them. Current scheduling challenges. We are providing here with just an overview of our snapshot of a section of the city, considering regarding the overnight exemption conflict with current streets of the city. the super-special. As you can see on this slide, so the numbers represent cars parking at blocks. That impacts the streets you can occur tonight. The shade of orange area is just a reference of the multi-family blocks. So those shade of orange areas represent remote-type buildings, this and its current daytime streets, you can see the schedule on the door of those streets. The streets that are not high-lighted is all nighttime street. And to the two families of some of the areas that are that applies to this, these particular areas are parked at a park. to this particular area is called the apart. And they are currently in the area that is no day time sleep in these areas, particularly this slope at night, but due to the parking exemption, overnight parking exemption, they are able to get swept. As mentioned, we do, throughout the day, no as the parents relating to nighttime street heating, particularly throughout the city, but particularly in a soft side, we notice that we do it more frequent, nighttime noise dependence, related to street heating, by bringing this street heating to today, we'll address some of your issues. This particular schedule, our student at this particular map is a core snapshot of the core Monday physical route. This post is to be data in post-a-row that's scheduled sequence. So basically what happens is it's free super bouncing around throughout the city to make these windows. As mentioned in the report, they have reported that these existing data and schedules have been placed on data, especially in post-it, throughout many years without any type of uniformity. So it's created a hot-statutake where trying to cover these various winglets. Another idea is that the street street being silenced needs to be brought up to cold. A very example of a street street design is starting to fade, particularly those silenced regulations where it will be silenced, the silenced industry silenced, and the street silenced we can meet. And so, deciding of the street signs, any street signs we can meet. And so doing all of the street street and signing to be replaced and endorsed, so we can also correct the time and conditions. This next slide provides a zoom in capture of the proposed new students scheduled to be able to. On this slide, we have Monday and Tuesday, row, quick slide by side. And basically, what's happening at the street secret is going to figure out as he's going through street finish streets. So particularly, the arrows that we've experienced in power industry as we go to the ground. The opposite side is free, we'll provide parking. As you can see, they're on the next slide. So basically every other block would be available for parking. So when the street is swept on one side, parking will be available on the opposite side of the street. With these windows, we target to try and a red represented 8 to 10 window for the street, street, street, street. You want to try and do anything out to provide additional parking for those to the heavy to just get it. This side right here basically just showing how we can, how we would face them, which is a schedule, this is a example, not set up in any phase in it as well, but I want to provide this a visual dish to show that we would sexual off-sittings and do a thing then. We also understand the importance of communication with the residents as far as making sure I understand the time frame and giving people time to adjust. Let's bring things about community outreach slide. So in doing so, we did bring this item before public worst commission as well as the traffic and parking information. And we got good feedback as well as concerns with proper schedule. So we are going to reach out to the community as we roll out this with the approval of this new schedule. We will make sure we are conscious of communicating with the community in advance and providing Apple notes. This slide right here just showed that at 10 o'clock, we would like to try to talk this November December, actually started next month, this began a phase one against the nation. The steps in its work staff, we are looking at doing some piloting as we roll in today's guests to make sure that there's no issues with the scheduling that we're rolling out with the community and the parking arrangements. So we're engaging to do first aid, so we're going to resemble sending second phase and the board to march and third phase may begin. This is a kind of a schedule. It'll be depending on how well the valuation is going. And how well the pilot project goes. But we're trying to be a communication with the public works commission as well as the traffic and parking commission and the city council. So recommendation, stat residents that are constantly supporting the modification industry to be scheduled, which will result in improved service levels and provide input and feedback on the main method describing this report in presentation. And then, so you're going to hear from the archive the photo of our Holy Street, when I was purging back in 1926. I just saw a testimony telling the stories to men, men, and maybe sure the streets are clean and badly built. And open for your feedback and discussion. Thank you, and thank you for that last picture that's really cool. Okay, with that, before we go to Council Member Council questions, are there any comments in the book? Now we do not have any comments. Okay, thank you. And starting with just a member or a goal. Well, thank you, Mayor. And thank you, sir. You know, it sounds fine to me if I do think that the rolling of out piece and letting the community know is going to be important. I will say even in our neighborhood, I think our current standard is 2-9. Usually as we've centers the council meetings, I hear the sweep sweeper go past, sweep sweeper, sweep sweeper go past. The street sweeper in the whole past. So and then on the opposite of Tuesdays, I still wake up here and go, so I think daytime and a word north, but I think that daytime is much better, much better received. I do think that the issue of getting a car is off the streets when you sweep is going to be important. But I leave that to our enforcement arm to get that accomplished. But I do think that it's going to be very hard if you don't get people to move their course. Anyway, I think it's a great idea. I'm all for it. So thank you. Thank you, and tell. Thank you. So the reason this has been brought to us, as I understand it, is why we're because we've never been able to do as good of a job in terms of cleaning the streets because there's cars on the streets more than we had expected. Is that because of COVID or while of a sudden the switch and then I'm going to talk about the the element of waking people up but at least in terms of the report you're suggesting that part of the problem has been too many cars on the street which were unable to clean the street design after it. Yes, that's correct. So then my question to you is just counter intuitively to me, I would expect that we have more cars on the street during the day than we do during the evening because we do have the nighttime prohibition. You know, even though I do recognize here from multi-family, there are lots of park on the street, but generally, I would say that there's more cars on the streets during the day and the evening, so that we address that reality. So, yeah, so basically one of the challenges right now with the current schedule is because with the night kind of junction we have that in particular we see a worst thing, some of it is another, it would be overflow parking on the outskirts street. So on that particular map and that's on that attachment as you can see on trolleyview, there's a, because of the bloods, you know, most of them are under block. You have a lot of cars parked there. Those bad particular streets, they're not closely built this set this week at night. So we're on success way able to sleep there. That's a 16-hour off the template that exists right now. During the day, by way of time, during the day, you are providing parking and the opposite side of the street and around the block. So the cars can and we work, we work, mindful of that. That's what we try to make the windows as high as possible. Just in between, excuse me, three to two hour windows. So that parking will be available on the opposite side of the street and around the corner to accommodate the parking. And what do we do regarding construction during the day? There's a lot of homes or businesses that have construction vehicles and such. How do we address construction? So yeah, as we also applied to construction, they would need to pop on the opposite side around the corner, but that those hour windows, the day after the window is completed, they can move their car and it will be able to back closer to their work side. But if you are able to, we'd be surprised what I would be constructing. Constructuring out. What about the handicap records? Pantica, as well. They will need to move to the railing, so to stay through this. And I know that you showed a slide that we are going to do outreach to the residents that this is potentially going to occur. What does the outreach look like? How are we going to reach out to people? So we're going to do matters. We're also can do some go to doors and can sometimes I know some some some actual door hangers to the most effective area. We do know sometimes people don't read the mail so we're also doing communication and as far as on our website and can do some hosting as far as social hosting. Okay. As far as I'm concerned I think we should do anything and everything that we can to get the word out. What time and night generally does the night time sweeping occur? Very good questions. So the sweeping shift starts at 8 p.m. and it gets up at 6 p.m. in the morning. So they're sleeping off for those hours. So they can get out with the would air the street to start. So, I do get those calls and those complaints. And what we do find is, you are trying to shift them around this, but from time to time, they only spark another complaint, another section of the city. Um, but the schedule is from 8pm to 6.31pm. So, um, that's the time frame. And my last question is in terms of cost to the city, does it cost less to do it during the day as opposed to to the evening? Because intuitively, you know, one would think that working overnight shift that it might cost more than if you're working during the day. Just wondering if we, if we switch it, if we get some sort of credit financially to the city as well. So, here's a goal that they did have, there was a variants and the shift differential. So the night shift died, they were in continuous sleep at night with this, with it did go, it did provide additional coverage going today because at night we have the innovative staff. So we're gonna call out, we have an unexpected call out, there's such an city that will have to be back long to get service. So by bringing it today, we have a distance gap during the day that we can put in those slots to provide coverage. So then in answer to my question, there is no financial difference to the city by doing it during the day versus the evening. One of the days we also looked at it, we want to roll out day-sleep and on the northern section of the city, we could to solidate routing and then see some safe and safe. to see if things stay this way. Sean, did you want to hear something? There are many different things to talk about. That is, we expect there to be. So we haven't been able to. We will be able to monetize it till we're able to put everything into play. OK, and my last very last question, once we put this in place, will we also be able to monitor in case, which I don't expect, but in case we get it to mend this amount of pushback from the community and then want to go to the community that we can bring this back again if we needed to. I just want us to have that flexibility in case we find that, you know, the residents don't want it during the day. I want us to be able to relocate it if that doesn't happen. Yes, great question. I did consider that. So my approach is going to be evaluation phase. So like we can consider before we order the permanent sign, we can do the paper signage, do the notification, and then run it that way and then see how well it goes. If there's any glitches in the time frame of scheduling, we can make those adjustments before the permanent sign is afforded. Great. All right. Thank you. And I do support their recommendation. So thank you. So if I understand correctly the reason we're doing problem in regards to the conflict with a nighttime addiction parking that conflicted with the nighttime sweeper. So we have that factor as well as that the species we've been trying to be brought up to cold. And so we don't want to actually order the signs under the existing condition and best to correct the problem at large and bring the size of the cold as well as the breast sweep and efficiency and the efficiency. So you're saying there's no impact at all from the pandemic. So there is impact in regards to additional cost being part, but the planning for the species is going to move prior to the pandemic. So what is the impact of the pandemic? So there are additional cards, or they speak because people are working from home. What we did, we did do, we had to evaluate the current existing day high-streak and routes. There are some states that are more problematic than others, particularly with the multi-dominers, or multi-dominers properties around. But we are touches of it, and we pay and kick me that as well. And we roll out and evaluate this sketch. But going back to what council member Bossy said, it seems at some point you're back to a level of normalcy where people go to work in that sort of thing. Or as he mentioned, we have the acceptance of the certain streets where we have they try and parking exemptions because it's multi-familite. Why would they sense to continue to do this in a single family neighborhood where we don't have these exemptions? Yeah, good question. So prior to the pandemic we always dealt with with the overfield parking from the parking addiction with the apartment that, which those streets are hosting. It's just that the adjacent streets are not, so those streets are not swept and not swept effectively because the cars are parked in. Excuse me, are they parked there legally or illegally? So, like Wednesday, REST FUR say, rest for the 200 block or something. And that's multi-family, and then you go over a street, and it's not, and you're seeing people are parking on those other streets, but they, from a multi-family, don't know how allowed to, are they, except maybe if we're making assessments for COVID, wouldn't it make sense to only do what you're suggesting in the multi-family areas? So the multi-family areas are, yeah, they're all closed to the multi-family, so it's in a J-Sex through the middle of the night. So how many years have been in the city? How many years have been in the city? Yes, we have. We have had pubs and children pubs overnight. And the convention center is also big. And you can see, if you can see from the map, there is a hundred and seventy-one cars that were pubbing just that square phrase. It was not to say Muffet, it was also waiting for the symbol family as well. And so these things are maybe we could look at the rules and we are as flexible as we need to go back. Maybe we should look at the rules for disabled parking on the street for in single family where people have pride ways and you know, and make discussions about that. I mean, I don't have a problem doing this in a multi family. I think it makes all the sense in the world. But I completely agree with council member Bossie. I think there's more of a chance at night. And I'm here on my street too, but it doesn't disturb me in fact, you know, it makes sense that at night that there, that that's the time after a day, and there's dirt, and there's all of that, and the people are blowing their leaves, and all of that night is the right time to do it. I think if you have a lot of the gardeners who are out doing leaf blowing, you're going to have maybe a clean street and then two minutes later, gardeners or residents are going to blow the leaves out on the street and they'll be dirty again. So night would seem to me if possible, would be the right time to do it. I understand that COVID is getting challenges and so I would be absolutely supportive of changing it to deal with this now, but to make it permanent, I think really nice if we can do it is the best time for numerous reasons as well. And most of the families in different situations that I get, you have to do it because otherwise the streets are in the hospital box. So I would support the multi-family part that I want to kind of wait on doing everything else, especially the single-family areas. And maybe we need to look at rules because I'm guessing that there are a lot of people who are using disabled cars, even though they may have a driveway and maybe we need to figure out other solutions to deal with that too. I think it makes sense that, especially since during the day, if you have in the morning streets, we've been fighting with you very, very, very, very, especially with all of you. Look at all of the people around with these These flowers now sort of thing, they're going to the street. Anyway, that's my thought. I definitely supported from the most of my work. So I know that you were having an audio problem. Did you want to say something to that and say before... No, I think Council Member Meyers got the chance today. I know you were having a hard time making a problem with you. If you want to use a slip to that and say before... No, it's best that. Okay, I think the thing that is the inevitable folks incoxin Council are rice mayor wonderful concern. Do you remember? Yeah, I had a question about the map that you showed to be getting in the presentation, the map of the parking, we put that one back up again with like the third slide. And so just to make the question specific, for example, the congratulatory way, and congratulatory way has three areas that are highlighted in red. Did we look at the entire expansive congratulatory, and those three areas of the only places between scholarly and Robertson at anybody park, or those the only three places that we get survey and those the numbers that we found where we did the survey. Cool right, so this is this is the fact that I'm in section of the city at night. So where those red, red, red, red, red, red, that's what cause what part on where we are so yes. But so we did absolutely the entire length of grid grade between the folding and the Robertson and at the time we discerfated the only with regard to that entire length. No there's no that this is this snapshot of the section of that, that seems to be from Ralph. We go into another section of the city, which is pretty tedious. Drop it out, those levels on the back. When I get provided with this snapshot of this section of this Ralph, so the area that was evaluated would be from Spalding to Roaddale. So on Gregory, there were only just those. We had three, four, five, six, seven cars. And this is based on one particular nine, it's based on several nights. So this is just a bad night, bad day. We've had nights we've been to that particular day. You know, you're going to buy a room. OK, very good. Yeah, I would evaluate it just on that particular sleeping night. And I think he was trying to see both these at Adam Boppinett it, the cars never part. Do we have similar information about date and date? I think. Date and burden. Not this time, just only, only will we evaluate it as, for this night, this particular slice over for the night, we did go through and evaluate some of the areas of the current street sweeping routes, daytime sweeping, and we did find because of the COVID course parking and service parade, but that was evaluating the current street sweeping day folks in route. Did that address them as far as looking at the day-by-speed street? the day post and walk. You got a question? As far as looking at the day post, people want it. Right. This is what I was really asking was, does the city collect and maintain data that parking on our very streets? And so that in addition, then I mean this match at the night time parking, we also would have information about daytime parking on the same streets. And I'm gathering that this was a special parking study parking, we also would have information about daytime parking on the same street. And I'm gathering that this was a special parking study done in connection with this study, as opposed to this being a database that we maintain and so that we always acknowledge both of the parking situations. So this is exciting, but particularly with this. It's really my question. Yeah, for what? You would just be different signs. You're looking at the night, the night, the night, the sleeping, and the non-date high and post-date streets. I can go ahead. Well, I think this makes sense. So it would be a good combination of not able to sleep, to sleep thoroughly at night because of the conflict, then also because we have to change the streets we define. We want to get proper routing, the colon routing and the stolen at one side that the truck is jumping throughout the city, half-staged and throughout, city, the cover of Wingo. So it's the great new authority, and they also address the nighttime infection parking and concrete restricting. Okay, so Scott, and Zooda, will I would think that if we make their routes closer as opposed to as opposed to hostile, that there's any sense that he's here. Yes, we expect that to be so, but we just can quantify exactly what we want, necessarily, so that we were going to come home with saving and kind of money if we realize all that. So we do expect some efficiencies, we'll expect some efficiencies, we'll specify some efficiencies because although they'll have two daytime drivers and scattered just one, so someone calls and stick, so there will be a system to ease. And in terms of the disabled placards, those do not apply during the street sweeping posted the parking times at correct. That is correct. And the disabled parking still has to apply to that. In the time disabled parking, the exemption has been enormous for over 20 years. So it's a very unhonored part of our code. I know from talk transportation group that they've always, it's been a big issue and people really support the community. So if I understand that correctly, a disabled platter, night time in front of a phone is permitted and then at night time the street sleeper would not have to go around that car, right? Correct. I am also supportive of this and certainly because it's a phase-in program that will provide us with community feedback. So I think it is a well-reasoned plan. I appreciate the fact that there is a quite time-winding terms of the new parking that is being contemplated, that is actually the three hour window. What I would suggest is when they roll it out, that in terms of enforcement, that for the first period, that there be some sort of curfew notice provided to a car that is parked in leave-in lane, because the streets are sleeping as opposed to taking them immediately. But was this specific notice on the windshield for the person that knows that they have violated it and we're in a moratorium period or a non-sife period so that they don't do it again. But other than that, I'm supportive of the matter with this person. Thank you. I think you have the right to thank you Mr. Hurley, and thank you for the report. Thank you. Okay, going on now to item number A4, elected leaders security preparations and plan holiday activities. We have a report from Police Chief Donald McRevady and Director of the committee and the director of the committee works. Good afternoon, Mr. Mayor and members of the City Council. And I'd like to talk about our plans for election week would start, for us, start on a Saturday Halloween and we've made specific preparations for the election week at Phillipal in Saturday and with flexibility to deal with the conditions that were actually experiencing from election day on. As you know, we contracted with two different security companies for total of 80 security guards and 40 vehicles, and they will start their deployment on Saturday, 31st, and continue for that week. And again, flexibility to send any pass that need arises. In addition to that, we have contracted with the SWAT team to be here again starting that same day and continuing through the week. And members SWAT team to be primarily in the business triangle. And we've also talked to our partner in agencies, the only county district remains office group of investigation, as well as the US Marshalls student at PAS Force and the made arrangements for resources from them as needed. Everything is all planning and everything. We've been going just as we have talked to you about over the last month or two. Been no surprises. We've got the additional trailers, CCTV trailers arrived. and all the different departments involved in that process. And I'd like to thank City Council for providing for providing the funds for those closer to key meet trailers. They all ought to are security package that we're providing the city. The one thing that hasn't arrived and I'm not sure is going to arrive by Election Week is the plastic for a lack of a better term razor wire. That's not really a race wire. We put that order in early, but I don't think we're going to get that by next week. So, again, those surprises, everything's on track for us to have the protection for the entire city as we've talked to you about over the last month or two. And we're fully prepared. And we will protect the entire city as we have in the past. I'm going to turn it over to Assistant Chief Kooobwood, who's going to talk about the Halloween preparations. And then open it up for questions after that. Thank you, Chief. Good afternoon, Mayor of Icemear and City Council. Just a brief overview for Halloween. We have both been or going to post a note parking in the Northeast part of our community as we have in previous years years to the West Hollywood event. Walden is going to be closed from 60 to 10 p.m. including these science-free set in-gress into Walden. We will be doing that with three sources. We will use traffic control equipment. We will use the traffic control officers and we will use the DCS workers. They will be maintaining each intersection for safety and also to screen the residents and any guests. They may have to let them in and out. We're going to start that through about 5.45 pm. And if all goes well, we are playing on Rio, being involved in around 10 pm. We will have a security component as well. And high visibility on the street being involved in key sterling in his communications team has done a good job of the community outreach and we've worked closely with several peace stakeholders on that street to make sure that their residents is well guarded and will be allowed out people in and out of it. And with that, we can take any questions for running up. We can take any questions for the audience. Before we do that, can any of you have anything to add? And that's because of the onsite and online activities we've created for them. And the city of Beverly Hills is very grateful to the city council for your support in doing that. All right, well, one of the things in a number of activities we have for all of you is this is an overview of how we actually reached that already occurred in those that are once occurred here in the near future. Our principal program has had a number of arts and crafts that we're going on, including this going to be a Halloween last day, and there are also a number of activities online. As all of you know, we have our onsite principal programs that have been operating since last Friday. And they continue to be an incredibly important and critical service for our kids and families and that we most. We also have after school enrichment on site and youth, please and to me, actually, is going on both onsite for Halloween and online. We've done all the kids involved in making Halloween cards for our seniors. Our preschoolers are after school youth and our teens have been making cards that are being included in goodby bags. We have an outing goodby guys going out as part of our senior Christian program and our innovative program with the Colton Milt. So they're going to be delivered to the doors of our seniors right in their day. And last Friday, we hosted a special bride and a newbie, the first on the season three with our co-sposers the next Beverly Hills group at the Greystone and was focused on I wanted to thank we had our city manager and assistant city manager, Dwayne as well as council member Gold was there and was I think a really fun night for everyone. I think it's advanced. It participates in this mode. There we go. What is a little bit about what we have a number of actresses on the list and activities on site, which is a little bit about, because it made a major fun out house room within the Rossbury community. Channels is enjoyed by our program participants. We're also doing some indoor movie screenings at both of our community centers for our after-school program participants in our intensive camp. And we're doing kind of an innovative reverse circuit trading for all of the summer camp participants from 2020. And so our communities and staff are dressed up and costume and they'll be using our city being settled to visit local homes and drop off Halloween booty bags. We're gonna basically be bringing Halloween to you this year. And just in the fact, we have two esports online getting tournaments for teams and teams, I specifically asked this app if we could do something on Halloween for our teams so they can be doing some fun activities rather than doing activities that we'd rather be not easy, so we're going to have some really fun and these things, in addition to these gaming tournaments, we also have a hell of an integrity and some trivia going on online. We're also talking about this too a minute. I also wanted to talk about a very innovative website that we've created, and so I want to thank you to that website. that we've created. And so I want to thank you to that website. So this website is the product of amazing Park Climbing staff member, Chris Smith. And a number of our Park Climbing instructors have created this incredible Halloween wonderland. And so there's a whole host of activities, both pre-recorded where you can do, and right click into the page, you can do a whole host of activities from cooking classes to arts and craft and making, workshops, all sorts of things that can basically just gather the materials and spend how the machine based and really fun activities. We also have our library program and our librarians, group reported a number of books that they read as three times. They've also provided activities and trivia here, a number of our librarians in Cl B2 and providing public shows. We also provided a series of projects and themes for the older teams and teams. We wanted to make some of these activities really fun for all ages, so there is some Halloween trivia. I wanted to show you really quick the, I can get my thing to behave. Over here in the board section there's something called the Teen Scene. For those that have older teens, we have Fortnite and among us tournaments at 4 p.m. and 5.30 on Saturday and October 31st and after age 11 and, 11th and 16th, all these activities have been brought to the community for free. So anyone can take part, even those outside of our community. I also wanted to mention we have some chronic pain heart infections for those that just are like they're dying to get out of the house, and go on a virtual tour of some really cool, hot and bright, even though we don't use the parts out of the house and go on a virtual tour of some really cool, fun and ride. Even though we don't use the parts aren't active right now, you can still enjoy. I just want to be finished. Let's see if I can do it. I just wanted to finish with an A from our drive-in. It was amazing. In the back in the halvedad you have events coming up both in November and December for those that maybe haven't had access to come and join us for dry men event. We hope that you do. Those some people have food, somebody I know had an enormous bag of popcorn, and could have filled their whole car. I don't think I'd ever seen so much popcorn. So, but it was a lot of fun, and it was really well done. So congratulations on that. To the point of the preparations for election week, we've been around that subject a lot. I think it's important to thank Chief Ovedi and Assistant Chief Kupor as well as our entire police force. For the months and months that they spent saving this city safe, it's really been quite the flock here as this just continues to drag on. And maybe the ins and say, maybe not. But we really do certainly, I for one, and I think representing this community, just want everybody to know how much we really appreciate their really, really hard work. And that extends to everybody. I know public works is in part of that, our policy and management. Say everybody's really working hard in this timeframe. It's not, in any way, shape a form of business as normal. And I think we just have to acknowledge that, take a moment to acknowledge that. That said, we've heard now several times preparations for the week starting Halloween. I'm comfortable with those. I hope not, but it is possible that some of those probably, maybe all of those preparations will need to continue beyond that week, depending on all kinds of things like how quickly the election, the results get touted and reported and all the rest. And I know that it's true, but I would just reiterate that we need to be nimble, we'll be covered, and I expect that the chiefs of plans will continue to stand. If in fact, we need to continue this beyond just that one week. But all that said, I really don't have any questions that I've asked all my questions in times passed and that will go on your score, my support for what you proposed. So thanks. I'm aware that under Jenny's department that we have started to cover. Hi Jenny, I see you now. We started to cover some of our artwork. I saw that the plenza is covered and that the piece of love is covered and I have to tell you, even with the cover, both of those pieces look fantastic, even covered. My question to you though is has there been thought to cover the Beverly Hills sign? Yes, I apologize I got kicked out of this sort of controversy going on on my block but I was able to battle back in. We actually have asked the same company, was it longer in our LA, who's been wrapping our work for our finance collection, to wrap it the way they'll sign in and wanted to get approval from to be canceled. Later today, I know you guys have discussed in some of the preparation, but we're prepared to do that. We think it's important to also protect that you know, that signs still as punishments were protected. Okay, so from my perspective, I would definitely support that and seeing that all the art that's on all sides of it, is the planning you can be covered as well? But I know that wasn't covered today at least when I walked by. That clearly, yeah. Yeah, we have done that one day through Wednesday, so they'll also be wrapping our works tomorrow. And then I think they'll be coming back on Thursday or Friday to wrap, so that when they'll sign, if you all love proof of that. OK, and now another question. I don't think this is for you, Jenny, so whoever wants to pop in and answer it. During the last many, many weekends, we had different rallies, protests, and such. And I think many of us have received calls regarding parking. And many cars have been parked in areas where there is no parking and there hasn't been any enforcement of that. So I'm wondering and whoever wants to answer this, what is the plan going forward, you know, starting from Halloween through election week and beyond in terms of enforcement of parking regulations that we have. I saw that pencil and so part of that, if you're talking about the Saturday afternoon demonstrations at the Burleos Park So it's a part of that if you're talking about the Saturday afternoon demonstrations at the Bernoulli-O's Park and the surrounding streets. We just simply have not had the people available to the parking enforcement because we totally deployed to deal with the demonstration and the keeping the piece and making that happen in a peaceful manner. We have talked about posting that. So we have one more Saturday. The demonstration, we're still getting our intel coming in as to how big that's going to be this coming Saturday. We'll have a better idea. I'd say by Thursday as to what that looks like in all probability. It's going to be bigger than it was this last Saturday, which was quite large, as you can imagine. But we will do the enforcement the best we can, depending on our resources. We're not giving them a pass on purpose. That's just a question of what we can so we connect the accomplice. Mark, do you want to add anything to that? Yeah, so half of the robot that is part of our deployment plan is the parking enforcement and forcefully a lot of the TCOs are being delegated to traffic control spots for the different traffic control plans. But we, as the chief said, will do our very best to free up resources when we can to handle those issues because we're getting the same complaints as well. And one other question, you know, there isn't a day that doesn't go by that I don't get many calls a day regarding mass squaring that when we do have these rallies that there's people that aren't wearing masks and the concern we are not enforcing the ordinance that we have in place. And I would just love for you chief to address that. Yes, thank you, Council Member Bossi. The sense may, our first demonstrations and protests started on May 30th. And we've had, as you can imagine, literally tens of thousands of people exercising their competence whose rights coming through verbally helps with demonstrations and protests. And we have not been unable to enforce face coverings at these demonstrations and protests. It's just, it's simply because we're doing our best to keep the peace and protect the city and at the same time, allowing that we're facilitating the demonstrators to exercise their constitutional rights. For instance, this last Saturday we had more than 2,000 people demonstrating and protesting in the park and in the inner city. And we had basically 60 officers trying to manage that. We can't just impossible to try to do a new facemack enforcement, face covering enforcement under those conditions. We can't, we can't bend 50 officers into the middle of 2000 people to do that. And in this particular group, it's part of their platform that they refuse to wear face covering. They think it's their constitutional that they refuse to wear face garments. They think it's their constitutional right, not the wearer. And also we're going to get the resistant right up the gate. So every day we are trying to do our best to keep the peace. And as you know, it, for the last six months, the national conversation has been about law enforcement and escalating through the virtually. And my decision has been to de-escalate other than escalate when it comes to base carving, when we're basing those kinds of numbers with such a limited amount of resources. We just do our best to keep everybody peaceful. There's bodies sick. That's including the Demonstrators of Protests. We spend a lot of resources protecting them from traffic, their own life traffic, and we're insulating them from lane from traffic as well as doing everything else. So I think it's just walking out. It's a very difficult walking. And doing it in a safe manner for everybody. Thank you very much, Chief. And my final question is for David. So, Murray, is he around? Oh, very well, David. But I'm just wondering where we are in terms of camera footage. I know that there was direction from the council to have cameras up, starting, you know, a long time ago, but certainly during this time and wondering how we are with that, if you could give us an update. Can hear you, David, sorry. Okay, can you hear me? Yes, thank you. Okay, sorry about that. I think we could agree well. We're on target to meet a goal of probably about 200 pounds before before or the end of the calendar year. That work is underway now. As we speak, we've got point about, as of last week about 42 of us gammas and other gammas they're coming in a regular study base. As the chief mentioned, we did just receive our mobile trailer that was either this one time, or this one time, or since he's a failure. So I've created a point and that really helped with the ad hoc nature where you want to go. Okay, so you can take those around the city, where you can leave it. So I think we're getting pretty well. And I also echo Council member Gold's comments to the Chief and the Assistant Chief and the whole department for working literally more than 24 hours a day. I don't even know how many hours a day. And just really grateful for you. And I want you to know that you have a community that is very grateful. So thank you very much and thank you Mayor. Thank you. Before we go to the Council Member of Mayor, so just want to circle back with Council Member Gold on the covering the heavily-held sign. I won't go with it. And taking the member myth. So I'd like to also start by thanking Steve Favett and Steve Pooke for on behalf of the entire art and throw of the efforts over the various forms of challenges that we face over the past few months on REST and people looking to make mischief and a whole, whole slow things and thank you for being prepared. I think that, you know, that's just, we're not trying to stop Malawing. This is something that is your recommendation and we agree with. And we're exercising constant on the basis of what has happened in the past. And we recognize that many of the officers have worked over time. And that it's very difficult when you know a force that was 140 people. And you've got thousands upon thousands of people here who are protesting that it's easy for something to get out of the end. And it's not possible to make sure that nothing goes wrong without good planning. And so I think that's really important. And I know you're following the best information that you get. Not just what's going on in our city, but in the region and doing whatever is necessary to make the community safe while allowing people to exercise as you suggested, or constitutional rights. And to agree with Council Member Boss, I hear from a lot of people as well about, you know, which of those thousands of people and they're not wearing masks. And of course, when you point out that they're living in number of police officers that are just trying to make sure things don't get out of the hand, it becomes very difficult to also enforce the mask ordinance. And I think if the possibility exists to do so, we obviously want to make sure that, like when people are voting, that they need to wear masks and that they won't be allowed to expose other people's arrests without wearing a mask which is why by the way we've made curbside voting. They all vote for people in maybe forever raising a side they don't want to wear masks. So I agree with that. I think we need to deal with the larger picture and we need to get through Halloween and we need to get through the election and any potential unrest afterwards. As we've seen for whatever reason we're a magnet for protest even though I would suggest that, you know, from the most of the protest we've had, it's not really a question of a resident since people from the inside of the region and beyond who are using our city as a venue. And of course, while we respect the rights of people to exercise their First Amendment rights, it comes with a cost. I mean, where do we have to pay for all of this? And you know, that's actually financial, if it were janky, that means that there's other things that we may not be able to do for our residents and for our community. So I want to thank you for that. I did also another question for Jenny. Are we doing anything, or seeing all the stuff that we're doing for Delaware is great? Are we doing anything planned for the other little sweat ghosts? We've already created some of the activities that are kind of exciting to that. So a bridge can be used of the activities that are pretty extensive to that. So a bridge can include the activities that we're going to be for arts and crafts. So the memory boxes that one would could easily make, is the crystals. If we were family, if we'd be a center of the arts, it would have an installation of all the kids' memory boxes to invite people to bring pictures of a loved one, to have there and to honor someone who's passed over. We're going to be giving that more as a first-elect society this year, so that people can share memories online through our social media, our Instagram, and that's more of the way we'll be celebrating. And then what you're doing for geroceros, not sitting all of a cedar stale or something like that. I love that. We're doing it. And that's traditionally for those that may not be as familiar with the holidays for a week later. So not this weekend, but the following weekend, we'll be having more of our day of a day and look more to us images and social media activities. All right, well thank you very much for that update. And, John, are you okay with wrapping up the big goals on? Yes, it's absolutely. Thank you, and what's your one bit? Thank you, so the list is you don't have to ask me at the end. I'll start with, I'm okay with wrapping the side and also. But the really step back a moment, and think about this agenda item. Where are we? What a bizarre view this is, that we have in the gender item that simultaneously is dealing with election security and the trick or treating. So whoever would have thought that we have two crises, the pandemic and the concerned debate civil unrest. And other things that I can use this year, the fires, such as the surreal year. And there's lots of unfortunate things, that's unfortunate that we have to do that we feel that it's necessary to be though by security because of the concerns of civil unrest, and it's unfortunate that we have to risk our Halloween celebrations, but in both cases, I think those things were the right things to do when we're necessary. I hope that as regards the security, one of the reasons we're having this today really is just to get after the public that we have been proactive about this and that we've been briefed in all the planning that's been going into this over the last considerable time period. So the long-term practice, the emergency for the day, and to our office, there's some of the other first responders for the average in their planning, where they can go beyond their planning and think what they did in the media games. Barely goes just frequently, prominent in the media games. And my impression is that we've done a remarkable job and so thank you to everybody for that. And I also appreciate what the chief said, so I might fellow with City Council members have said, but that de-escalating happens. Again, it's an unfortunate reality, but I think her angry, I think it's the better approach that we have. We can hope that our briefed up security will not be necessary, but we'll be glad that we have in place should be necessary to use them with it. But also, we can call only on all of us. Even at Beverly Hills, we'd like to think of as a villain. This is a time that anger has been very close to the surface among many, many people. To go into. I don't know if that really, but civility breeds civility and that it's okay to disagree with people, but really, you know, the call apart, it's in every one of us, it's trying to remember that disagree was out demonizing. And then just lastly, thanks and congratulations to the Janine and the community services people for all the creative programs they've developed. I mean that's really those programs truly are some rays of sunshine and I look in the West week times. So thank you very much for that. Thank you. I just want to add a great little comments that have been made by all of my colleagues regarding the extraordinary communication that our police department has had with the entire council in preparation for this unprecedented week that we are facing. I also like most of us and constantly ask about the face mask enforcement. And I think she's really really stated what the much as it is a health test. And the politicizing of the face mask is really unfortunate. I think people are making political statements when they don't wear a face mask and they're disregarding the health benefits of wearing a face covering. And I wish it never got to that point. You know, this several series of why it got to that point, but regardless, we're at that point. And I just want to say everybody would respect the rights of their fellow neighbors and where are they smith? And I know our police department encourages people who are on the street to wear their face mask. And I certainly understand why we're not escalating that issue when we have like this last week 2500 protestors or like when we have the 50,000 people on the Armenian Pro-Tab. So, you know, it's the reality that we have to unfortunately deal with. But thank you, Danny, for your and your team's efforts on this. It's really appreciated. It's one of the things that I also asked about when I asked about, you know, the way Halloween. It was really tough to see them for all of us to do so And you know, I have five grandchildren who are not you know particularly pleased with me But I will be standing the time with you and you will be doing those activities I'm lying so that it'll miss out on Halloween and as a bonus I pull them next year they can get numb miss out on Halloween and as a bonus I pulled them next year they can get them. So anyway thank you all. We're going to endure in this year for those items on our close-up and agenda. Let's give ourselves five, well this is ourselves five, five or ten minutes.
