Obviously, the world has witnessed some unbelievable brutality and evil recently directed not simply at the state of Israel but at the Jewish people themselves. On top of this, there have been openly anti-Semitic actions taking place both before this episode and especially since. I implore the people of our community to obviously never participate in such anti-Semitism but also to condemn it. I hope that relative peace can return to the Jewish people soon. On a happier note, this past weekend the vineyard right there along 141, they planted 1,100 daffodil bulbs along Medlot Bridge Road with the support of John Street beautifications daffodils for Hope Project and volunteers from Northview High School's future business leaders of America and students from John Street High School and Alfreda High School. We are well on our way to making John Street at daffodil city with 30,000 daffodils that have been planted so far. This Sunday there will be another daffodils for Hope Project with volunteers from John Screpe Methodist and John Screpe Baptist Churches along Belroad. That'll take place at those churches. And then finally, you may have seen on social media that our city manager Ed Densmore has announced his retirement. Ed has very much been long admired as an acclaimed police chief and he has definitely respected city manager. But he is going to be a leaving public service after spending the last three and a half years in the role of City Manager. And so his last date of the city will be November 30th. As Acting City Manager and Acting City Manager will be announced soon to ensure a smooth transition. Ed has had a very distinguished career and his presence will be greatly missed. Would you all please join me in just acknowledging his great service and his career and we just give you a big round of applause. I would ask him to get up and give a speech, but I know how much he absolutely hates that. So I'm not going to ask him to do that, but this is a big transition time for us. We have director Song to kick us off. I'd like to make a quick comment or speech on behalf of the community department or for our distinguished planning commission chair. So Chip Floyd has heard the City of Jones Creek on the Commission since 2010, and as the chair of the Planning Commission since 2014. Chip ensures that all participants of the public hearing process, applicant opponents are given a fair opportunity in process to present their case and voice their opinions. He's skilled in taking complex information and simplifying the important factors of multi-layer planning studies and difficult rezoning requests to an understandable and relatable level for the public, which has been beneficial obtaining the public support for city initiatives and projects. He is highly cognizant of the goals of the mayor and council and the strategic parties related to the future growth of the city, which is one of balancing control development, promoting win-win scenarios for both the property owner and John's cook residents. His unwavering desire to assist and support the city, its residents and his neighbors come as a second nature to chip. The community of the moment staff can always rely on his commitment, moral character, and the quorum that has been exemplified continuously for over a decade of service to the city of John's Creek. The city and I personally owe a significant amount of gratitude to Chip for a service. I'm honored to join the Georgia Planning Association in recognizing Chip as a recipient of the Singlish Planning Leadership Award. Tonight we do have Adam Hezel with the Georgia Mountains Regional Commission to represent the Georgia Planning Association's award committee to present the award to Mr. Chip Floyd. I'm just going to offer a few quick comments that way you can put this into context. I know I've personally been doing this for almost 28 years around various communities in Georgia. I know the time that it takes to get folks to participate, let alone the energy to try to stick with it and to do the right thing on behalf of a community that has experienced a lot of change or my face a lot of issues. It's not as if you just get to sit up there and not deal with anything contentious. I'm sure. When we do this once a year, we want to make sure that we recognize the folks that take the time to put in the work and to try to make their communities a better place. And the awards that we do are a way of celebrating that effort. This particular one is on behalf of folks who are volunteers in the process. We're looking for people that are local champions and trying to inspire and to try to lead as well as put in the work. We received a number of nominations. We received comments from the staff that we vet. We go through, we also do some follow-up and research. Now, on behalf of Mr. Floyd, we're able to look past a lot of that stuff. But seriously, we do want to make sure that we are recognizing the folks that are doing the effort and everything that we heard from people who had the chance to work with you or have experienced John's Creek over the years had nothing but positive things to say. And we think that he pretty much exemplifies what we hope to work with in the profession and certainly would like to have his champions of our hometown. The next item on the agenda is the Manager's Monthly Report. We have City Manager Jensmore for presentation. Mayor and Council good evening. First, monthly report also includes because of last month's one meeting has August, and September included in it. The only thing that was included that I thought was significant is the long awaited migration of Microsoft 365 will begin November 1st. As you know, it's a large project that's going to involve migrating all our email to the cloud. As long as we read a point into all the computers and several back office enhancements, the first phase of course is going to be the email migration, which we plan to have completed by the end of this month, 1st of January. The second phase will start immediately after that, which will include all the back office support, migration to share point teams, so on. We anticipate that will probably be completed 1st quarter of 2024. With that brief, but I'll take any comments, questions or concerns. If you have it noticed from the new podium. I meant to compliment and thank you. It's a nice improvement. Thank you. We thought so too. I just wanted to bring it to the attention because I didn't want it to be missed. Now in your report you give us the tentative completion date. Do you also, can you include next time, Avion track in terms of money also? Are we on the budget? Are we tracking? Sure, absolutely. In community development, I don't know whether it makes sense for us because how our Assistacity is doing, we don't get a chance of unless we read their code to their website. At some point, if you can send us an email or something, how our sisters are doing well, as far as their economic development is concerned, so that we know where we stand. Either you can include it in the report or I don't think it will be interesting. We have to refer to the team specifically Randall because I don't know it will be interesting. I think that just warrants a discussion with the team to see how to understand the question. The best response I can give you is let me circle with the team's hand. We might be able to do that. In the multiple roles that you've had. So thank you very, very much for that. The other question I had is Friday, I believe, we're closing the Hulken Bridge in Brumble Loam. Is we all set? You know, actually, I feel really good about it. I think it's a good concrete plan that the staff has came up with. As in with any plan, you always plan for the unknowns. And I think we've got some contingencies built in. If things don't go the way we think they're going to go, we'll continue to monitor and address it as they go. I think this is one of those plans. I like it. But it's also got some flexibility into it so we can adapt it as needed. Because you know what you know, but you don't know what you don't know. And there's always, there's, look, any plan I've ever had, whether it's a tactical plan, whatever it is. There's always something that you don't see, but I think the staff's got some good backups to address it. And we'll continue, I think this one is one, you always say overcommunicate, but I think anything will just keep pushing up to overcommunicate it. If there isn't an unknown, it hits up there that we can talk about it. Because along with everybody up here has probably had several conversations with the community about it. So the one thing I promised everybody I'll talk to is that we would make sure we communicate any issues that we come up and one's important is you here to pass them along to us too so that we can address them if we don't know about them. Is there, and I believe the city has done a great job communicating. I think, you know, I see it on all the social media apps and everyone's talking about it. So, words out for sure. At the back end of things from traffic central if you will upstairs, are there cameras that are actually going to be sort of real-time monitoring that area a little bit more than normal? As much as possible, we don't that long-to-take-an-area. You know, there's a stretcher that doesn't have the good coverage. But I mean, it's the TCC is aware of it, the plans are aware of it, and will adjust it as possible if we have to, but we're gonna have boots on the ground. There as well. I know the public works team, I want to self, have had conversations with the contractor about the importance of this. So there's always good dialogue going on on the project, but this one is ramped up because of it. So that's why I like the plan. There's just, there's a lot to it, but I personally have had contact with the vendors and the upper management of that company to express the heart concerns. I think you did a great job. There's no good solution. So I think you've done a great job with it. You picked the best one. Right. Thank you. Thank you. I mean, before with it. And in that vein, any updates about plans for us on addressing Halloween, trigger, Sure. Talk to the staff as well. That's specifically chief Mitchell and team. All right, thank you. Next item. Thank you. The first item under new business is resolution 231024. This is a consideration of a resolution adopting the comprehensive plan. Five year update, we have director song for presentation. Marron council, this is the final phase of the five year update to the comprehensive plan, which is the adoption based upon feedback that we received from the Atlanta Regional Commission and Department of Commute Affairs. Just to quickly go over the timeline and milestones, the most recent was August where we brought this item as a final draft to council for that Transpennal to take place. The transmittal did take place in September. It gave the opportunity for, again, ARC and DCA to perform their review. And we got their feedback, which I will present to you tonight, really minor, which is always great news. And for tonight, it's the consideration of adoption of the five year update to the comprehensive plan. So again, we went through this long journey actually in a very short amount of time and we're finally at the end of this major milestone. One thing that just to remind those who may be watching and just as a refresher to everyone that's here tonight and Mayor and Council is what did not change from our scope of updating the comp plan. The vision and goal did not change as we maintain from the beginning, which has these eight particular items that were derived as part of the public engagement process that took place in 2018. The community areas did not change and the densities that are applied to the specific community areas have not changed as well. What did change as we shared previously is all the updates that we require to account for the demographic housing profile, employment and everything else that is integral to understanding the health of the city and so that information has been updated along with the fact that the 2020 census was published as well. And as I mentioned to you, ARC and DCA did perform their review and they only came back with one suggestion and even then it was just sort of semantics changing of the wording. And this is particular to the community work program if you call every five years we do, we do, we redo the community work program because those are very project driven. A lot of the tax, the results of the previous CWP were already issued, provided to the RC and DCA. A lot of projects were completed by the city. So we had to come up with additional ones that also accounts for different sort of strategies, priorities that have been established by Council, and especially the T-splots too extension that came along with it, that identified additional programs. So, with that, the one change was PK7.1, this is related to parks, open space, and natural resources. We just wanted to make sure that we, or ARC, wanted to make sure that we had clarification in terms of language that we will look to identify a list, the potential parcels for future acquisition, and then ranking them to determine how we proceed as a city in terms of acquiring additional public land. I think V is a city if you plan to position yourself as a city of biotech and high tech. This is an area we need to really have a good push, especially with so many people working from home. I know it may not be under your preview, that's why I'm addressing the city staff as such. We need to get the US average is 118 US entire US average. And if we are looking at 25 MPBS and feeling happy about it, saying 99.5% completion. I think we need some we have some work to do there. I hope we can address this issue going forward. Thank you.
