Thank you and we are recording and just a reminder to use your microphones tonight for those that are streaming. Thank you. All right. If you've noticed something different here, it's up for me this week. Shefeke is out on a business trip, so he asked me to step in this week and run the meeting. So I'll probably screw something up. So bear with me, but I guess we have Corm and we can start our meeting. And I'm so looking forward to this part right here. Cool. All right. Roll call. Aaron. Yeah. Okay. Perfect. So we have Sandra. Yes. Here. Christy. Here. Adam. Paul Nolan. Here. Paul Viva. Here. Ed Maloney. Here. Michael. Here. Bill. Chris. Here. Gillian. Here. And Aaron Chris, Julian, and Aaron's walking in. Thank you, we have a quorum. It looks like I don't see any public comment. Nobody here for public comment, right? Does not see you in a peer. So move to next is reports and presentations. All right, that's up to me. So I'm going to go through my report and I will say I was realizing I'm also due to give you a, like a sort of one year in update. So you might hear things twice because there's someone duplicated, but I'll just go ahead with it. So the report here is for March into April. We continue to have really great participation over at Park Place. I think it's a wonderful resource for the community. So you can see our programs there and that we served over 1100 participants in March and over 1200 participants in April. Some highlights are that we did have the ARP tax aid which assisted folks in filing over or filing 184 tax returns for participants there. They also took a day trip to the Kia plant in Lagrange. We were hoping for greater pictures, but they don't let you take pictures inside there. So you get to see everyone's backs right there. Of course, March and April open our busy season in terms of events, special events in our parks. So we had a wonderful, fun Battle of the Bands program. We had five bands participate, 300 attendees. The winner of that Battle of the Bands We had five bands participate, 310 D's. The winner of that battle of bands was the opener for our summer concert series, The Opened in Early May. So that was their award. The Easter Bunny Hop did get rained out here at City Hall, but we flipped that over to the amphitheater and still had good participation. Everyone had a good time. We also had the Daffodil Days Children's Market that was well attended. We had over 80 children with boost here at City Hall. After that was Special Needs Sunday, which was hosted by Rausal Recreation of Parks over in one of their parks. We did participate and they had over 200 attendees there. So you can see on the second page there, the events coming up. Yeah, so adaptive bingo is this Friday. Hello. We have touch of Chuck coming up on Saturday, cross your fingers, send good rain vibes and blow all the rain chances away for that. We will not hold it if it's raining. The next concert is Chuck Martin and Ren Katie Ren. And then we have our Juneteenth Festival and a movie at the park coming up in June. We have expanded our free outdoor fitness, so we had over 150 participants in March and more in April because the weather is nicer, of course. In April we did open our pickleball lessons and had 33 participants over there and I'm going to start to try to tell you like even how many five-case we have because they're interesting to know they're private five-case we had two in April. There's been a lot going on as the weather, as the winter season is behind us and we're opening up into some drier weather sometimes. We have gotten a lot of construction underway. If you haven't been over to Audrey Mill, make some time soon. The renovated trail is awesome. So if you ever walked that trail before, it was really rudy and redded and so it's really a pleasant walk through the woods now. We're finishing up a few boardwalk trail crossings over some of the steepest bits, so it's really a pleasant walk through the woods now. We're finishing up a few boardwalk trail crossings over some of the steepest bits. But it's almost done. You can also see that the amphitheater in the picture there is well underway. So that's going vertical. I was just speaking with Aaron. Sorry, no, speaking with Sandor here about all the lady slippers that have been pink lady slippers that were covering up state bridge park and covering up the woods and archie mill a few weeks ago. So they're very lovely. There's a picture I took. So other park projects we continue to work with National Park Service to try to move the greenway forward, hoping to have some further updates on that later in the summer. Creekside Park is literally, if it's not out to bid today, it will be within the next couple days. That's really exciting to have that one on the street. Then the Makerspace as well. We are hoping to have that out for bid before the end of the month for the phase one construction of the maker space. Other projects, I want to make a correction. The next public art installation is going in at Bell Bulls Park. We were hoping to have that ribbon cutting on the 21st. That's why that date's in there. But it's going to be the 29th, I believe. So you all will get invite on that. Hopefully you've noticed our new way of finding signage at Newtown Park and Colleague Park. We'll continue to roll out that standard through our parks and even add more in those in the parks that are already there. So Colleague needs more signage. Newtown actually can use more signage. our parks and even add add more in those in the parks that are already there. So calling needs more signage. Newtown actually can use more signage. We're going to do some more OC. We're going to put those similar use that's the most aesthetic for trail signage at Shakerag and Audrey Mill. So that when you come into our parks, you'll see the signs and you'll kind of know it's a dog's creek Park. It's just a way of creating a place. I wanted to point out it's not a park project but it relates. Public works is about to start groundbreaking on the Rogers Bridge Trail meaning roadside trail meaning widened sidewalk but that will take it so if you know Rogers Bridge Trail the road. So if you know, Roger's Bridge Trail, the road, the sidewalk ends halfway down. That will take the sidewalk the rest of the way down, Roger's Bridge Trail, cross onto Bel Road and all the way to Colley Creek Park. So that's why I'm mentioning it. OC Park Quadimprovements. This has been something that we've been trying to get done for some time in the summer. We anticipate doing some more hard-scaping to in the quad there to basically address maintenance needs in that area. So that's coming in the summertime. And as I mentioned there, more way finding signage at our trails. Any questions on what I mentioned so far? I had one real quick. We're going to do it back to Daffodil days. Yes. I heard that was with last one of the meetings we had we're considering not bringing that back. Or am I mistaken? This is the last one I guess. Daffodil days, the event. Yeah, the event. So it is, we'll probably put it back on the counter whether or not Council decides to keep it going. Okay. I've not heard we're not doing it, so we're going to keep on keeping on until they tell me otherwise. 510D seems like it's a success, right? Yeah, the vision for that continues to evolve, so it's looked a little different each year. So what that looks like for next year, I can't quite tell you yet, but we'll figure out something awesome, I'm sure. Just want, and then the, the quad improvement at OC, what, like, so hard-scaping is more of this landscaping there? Um, it really is hard-scaping. So if you are walking into the quad and there's the fields on either side, where there is landscaping is grass, it's really just dirt because of all the feet. I mean, it's grass just isn't going to go with that many feet. So really we're going to pull out where the the shade structures are. We're going to pull out those shade structures, put them back, don't worry. And really concrete the common space in there. Yeah, and then drainage. I mean this year, it was everything was a puddle. Yeah, exactly. So adjusting that drainage within those areas. And then we didn't have scoreboards at all at OC this year at any field. So I guess that's still in the docket. Thank you for letting me speak on that one. So yes, it has, that is, I know, and it's been a good point of frustration. We purchased new scoreboards some time ago, maybe two months ago now. They carry a long lead time. There's also, so once we replace the scoreboards, there are certain components within the scoreboards that were taking down that would then be used to fix the other ones. There's also an issue within the scoreboards related to an app that's used to control them. So that is actually a software issue and not a hardware issue, but we can't control the software issue. All that to say, OC has been without scoreboards and I'm not proud of it, but we are working and promised to get them back up. Okay. Sorry to keep it on OC, but the other thing is, a lot of parents are just asking the defense. They have the fence that's out in the outfield. And it's so high that the balls kind of go right under it. And then we're having to stop the play. The kids, you know, kid might hit it. We're basically punishing the kids for hitting hard balls because it goes under the fence and that's only a two-run, it's called a ground rule double. They can't run past second. So, I don't know if that's an OCE. The permanent fencing? The permanent fencing's out there for the little guys. They move that temporary fencing up, but it's it to them. Okay. And then my last thing about that is if you want to consider that quad area, the fly balls all come down there. And I don't really know what they can do to stop that. But I was surprised. Nobody got hit this year. I've always been kind of a hit. Even hit. Okay. Well, we have one. Yeah, I mean, it's. Yeah, it's a common area so people aren't paying attention to the fireballs come from everywhere. I know other parks they use netting so we can certainly look at that. Just a little bit. Yeah, especially field three. Field three, a lot of right handers and there's a lot of congregation in between three and four. Yeah, and I've been hit twice. I'm paying attention. I'm still going to hit it. So, also since this is a department update, I thought it was appropriate time. Clear asked me to mention to you just explain how things went with the field striping at Cully. So I just wanted to, in case you've heard, back in summer last year, Council gave direction to staff to pursue a contract to cut up the turf fields and so in permanent football lines. So that was something they directed last summer, I believe it was. Through the fall, there was some other things going on in the background and council asked us to actually pause that effort. So it was a council direction to pause the effort. There's some things going on, there's a reason why that was private. But then when the council, so we were operating on pause, which is why it didn't happen. When council brought it back to say, hey, it's what we put this on pause, we need to take action. They have changed their direction to staff to keep us with temporary lines, so basically painting the lines. So that is why the permanent typing didn't happen. So I just wanted to take the opportunity to explain that, tell you how it came together, but that's it. So. I have a question for you. So when I went into Newtown today, the Newtown Park rules are right when you pull in on that main road. Is there somewhere else that they could be put that I mean as you pull in you can't slow down to look at the rules. And so I just think that there might be a better spot for them. Sure, I've happened look at it. That's okay. Yeah, I think there's more. I think we put more than one of the rules sign out there. So I looked on our walk today and I didn't see it. Maybe I just didn't look in the right spot. But I just thought, you know, for the location of it, it just, you know, it's a hazard for driving in. But I love the colors and the polls that they're on just all around the park for new town. It just really was nice, especially when it's directing you to certain fields. When you didn't have that before, you're like, I don't know, look for your team, you know, look for your Jersey, and you can find where they are. But, um, and then is the free outdoor fitness? Is that all those numbers? Are that from new town? Callie as well, we have three other things as well. That's right, that's both. Yes. And then I had somebody who reached out to me about the track at Colley, just not being as level in different areas kind of having some dips in it. Have you heard anything about that? Yes, that trail has been an ongoing effort of mine since it was constructed. So, yes, I'm aware we have a 10-year warranty with the installer. So by no means are they off the hook. So yes, I'm aware if you know of any specific locations that I haven't addressed, I'm happy to take them. But yes, it is something we keep a close eye on. Okay. Great. And then, um, no, that was all I had. But I think the signage looks great. I love the colors. I think so too. Going back to OC. Um, the other thing, right, and we brought this up before, right, Chiffee, because highlighted it to the lighting. Yes. Right. The lighting goes off at the worst time. And so the biggest fear right is that a player will be throwing a ball. The lights go out and the player on the other end doesn't see it. So it is a safety issue. And we fight to figure out how to get the lights back on, and it takes forever. And then of course they have to warm back up. So do we have any updates on that too? Because it has become a pretty big issue from a state-deep perspective. Sure, I can speak to a couple of those issues. Thank you. I could be mistaken, but my understanding of the timing of the lights is we have a set schedule for the lights that is operated by OPA. They operate the lights, the timing of the lights. They have control of it. It cannot be changed on the fly. So if the schedule that is set, and I'm happy to look into this further, so I don't, you know, I don't want to, if I'm misbeaking, I'm happy to be corrected. But it can't be changed on the fly, so then it's like hard to find the person that has a control and changes it. So that's that. Now the other question about the replacement of the lights upgrading them basically. That is part of the capital plan and the parks. It does require council to give us the funds to upgrade those lights and that's stacked up against all the other needs of all the other departments. It has, you know, it's all part of a capital plan that Council's been working through for the, you know, to outline plans for the next five years. So it is certainly something that we all would like to see done when the funds are available. What park would sport? What? O.C. Park. O.C. Park Baseball. The lights are old. The challenge is, right, because they're supposed to be on past 930 if you will when the last practice is scheduled to end. But what we have found is the lights are going off at 910, right, which has presented a challenge. Well, updating the lights will stop that 20-minute delay that you have because there's LED that'll be a terrific. Yes, I hope to get that done as soon as we have the funds. I had one more question. Do you we know the movie that's going to be in June? I can find out I don't know it off the top of my head. I mean, I know they put it out there, but sometimes it's just kind of nice to know going into the summer, people have guests coming and things like that. Yeah, I think it's all on our website. Oh, okay. Yes. Perfect. Thank you. Any additional questions, comments? All right. Moving on to old business. I don't believe we have any old business. Let's anybody's got old business to bring up. So we'll move on to the new business. And I guess that's made consideration of the meeting minutes for the March 20, 2024 meeting. Need somebody else to step up here. So looking for a motion to approve those minutes. Motion to approve. Looking for a second? A second. Motion passes. All right. Recreation, parks and department, progress update. Yes. So at this point, I'm here. This, we're, we don't have an ask of the committee tonight. I'm presenting our efforts from when we started the actual Parks Department last summer. To today we're coming up on a one year anniversary, which is pretty cool. So I'm just presenting really our efforts and they fall into three main buckets, being parks, programs and special events and partnerships. So I'm going to speak on these and again I'm going to rehash a little bit what I just said just from the last couple months. But first of all and really you know we're just looking for our pack feedback you know where have we done well where would you like to see improvement but there's no ask per se and then I'm going to take the same update and update council later in May. So during the first year of our department's efforts, we have continued to try to improve refresh and create new park facilities. We are excited. You may remember we installed field lights at Newtown Park on the LaCross field, which has been a wonderful asset. And what that does is it expands playing time on a field we already have. So with a relatively small investment, we expand the amount of time we can actually use the field. Of course, there's a new way of finding signage that we're long-awaited funded by the CBB. Also, the sculptures made from the steel of a Mistorec Rogers Bridge. Hopefully you were joined us for the ribbon cutting over for the ferns across the lake here. Lyrical loops is our next one to be installed at Bell Bowls and then there'll be two more installations one at Morton Road Park and one in front of Newtown later this summer and hopefully hopefully before summer ends but potentially into the fall. I mentioned the trail improvements at Autumill Nature Preserve and the amphitheater construction out there. And really the big project of course this Creekside Park that being park amenity but also it's intended to be a catalyst for redevelopment of the town center area and really make this an active and vibrant spot for our community. The makerspace should be exciting as well. It's just a really cool thing to get started not to mention. If you don't already know it, we don't have much of the way of indoor space. So we're going to have a building with four walls and a roof, which is pretty cool. So we can do a lot with that. For programs and special events, I'm going to rewind the clock back to our first five caries at Colle Creek Park. We also had an annual Trunker Treat Festival out here in the parking lot, draws a ton of kids and costumes. We had a very big effort, of course, we've discussed Duwali. And the Duwali in 2024 is going to be a much lower key event, but should still honor the holiday and speak to that area of our population, our community. And then we had a joyful Holly Jolly celebration, which was a little pivot for rain, but we still enjoyed a celebration out here in the parking lot with a lighting of the the tree. In February, we had a lunar new year over a high-smine field, which was well attended. I mentioned Battle of the Bands, which was a cool teen-centered program. We're hoping maybe to do that again sometime. Park programming, I'm pleased to say, I think that's a really cool thing we're expanding with our new department. So I'm offering pickleball lessons, offering bike riding clinics, free out door fitness, even the Zumba Gold and for our senior population. I just thank having more things for people to do in the parks is really a great, I'm really proud of that effort we've done so far. As for partnerships, as you know, the Johns Creek, our parks department, we really thrive on our partnerships with our associations. It's what makes us unique and also allows us to provide such great services to our community. While it's a small shift, I think it is important to note that the change in policy, where we can now promote our associations' efforts through our social media channels is a step forward in the right direction. We still would love to do more to support our nonprofits, but that's a policy shift that it's fun. So now you know an Altramill puts something out, we can push it out through our channels, saying with our sports associations. They develop the content and we can push it out from there. I believe I mentioned our last meeting in March. I brought forth that we were hoping to develop a partnership with Follon County Schools to potentially use one of the school's grounds as a park after school hours. So we're continuing to work with the board on that negotiation in hopes that we can get something signed. I do understand that that particular school has some construction over the summer. So if we're able to get the terms set, it probably won't be available to the fall, just due to their onsite construction, but we continue to pursue that. So in accordance with the Recreation Parks Plan and Council direction, we are very much prioritized Creekside Park this year and the Maker Space. So both of those projects will work their way through the bid process and Council action and hopefully be under construction in the fall. In other efforts, we'll also continue to look at what we can do with the riverfront parcel over at Colley Creek Park. So that's an area where we put out a, I was a request for proposals of sorts, basically soliciting the private world if there was a partnership to be had there. We had one Senilla, I believe, and it wasn't really what we were looking for, but we continue to try to see what that might become in the future. And of course we're going to be keeping on keeping on with our great special events, including Juneteenth of the Literary Fair in September and Tetichuk. And so that rounds out most of our efforts. I'm really proud of our staff. I will say also of note probably should have been on the department update. We should have a new special event coordinator in early June. So I'm thrilled to have found a great person to fill that role. I'm taking Stacey's. Correct. Okay. So Erica taking Stacey's? Correct, okay. Okay. So, Erica, a couple of questions. Yes. For the events that are here, the touch of track, and the wrong-ha-treat, how's parking accommodated? I mean, do you find it overrun that people have to park elsewhere? Does it accommodate it? They do not park here. So, we do depend on our neighbors to help us to allow us and to use their parking. It generally works out fine because our events are after business hours so they're generally office use so they've all left. No it has not been a problem. It has not been a problem for the scale of events we currently running. And then the June taint that I recall was not hugely popular, like the international festival. Right, you know, so parking should not be an issue, traffic should not be an issue related to that. Right, it was in that event, it's a long event and it's not intended, it's to be a drop, come and go event, so it served a lot of people over time, but it wasn't like everybody came at once and brought it to one. Okay, thank you. Questions or comments? Okay, yeah, good. I just, so this is a personal moment where, I'm traveling some kind of way through all of John's Creek for all kinds of reasons, right? But I always love when I see our John's Creek signs that says this park, right? And it says the park. And I always reflect on that. So you all have done a fantastic job. I want to give you that shout out, Kudos, for you and the team. Fantastic job there, right? I just think about it. Right. Just like John's Creek. We have the parks right. It's like that we have the parks. We really do. They're very nice. They're very well kept. And I enjoy walking on them and exploring ones that I haven't been to yet. So nice job. Great job. Thank you for that. Thank you so much. And my understanding is you are looking for feedback for next year or two or just kind of feedback on. You know, just general feedback on our progress to date. Okay. All the more. Yeah, I think obviously, yeah, Koli Creek was a smash there. There's a lot of things that you guys have done with the nonprofits. Something else with the. Folk County to use the fields. Those are huge helps. They're going to help our youth programs. But we wish those things were to have five years ago. And unfortunately, we're down in a situation where we've lost our lacrosse program for the boys, I believe. So, I'm also not existing, unfortunately, with them changing's mind about the football field, football's probably on the chopping block too. So, we've put in place a lot of things are going to help those programs out, but we're really going to need to kind of refocus on how to rebuild some of these sporting things. If we're going to expand these fields and fill these programs in, there's really nobody to run them now because we've effectively kind of killed them off. So as much as we've got these good things in place, we've got to figure out how we're going to bring that programming back to John's Creek. So just something like that. But don't let that overshadow the awesome work. Yes, it does this year. Thank you. Thank you. Nobody else, right? I forgot I'm running this meeting. All right, so moving on to other business. This is where I'm probably gonna screw something up. Shafik is obviously not here tonight. He has a business thing he had attend. He also is not going to be here for the next three meetings. And he has asked us to propose that we change thing he had attend. He also is not going to be here for the next three meetings and he has asked us to propose that we change the next three meetings to the fourth week of that month. So that would be moving the 619 meeting to 626, the 717 meeting to 724, the 821 meeting to 828. Just to caveat to that, if we don't do this, you're going to have to listen to me in the next three meetings, and it's probably not going to be very good. So I guess we're looking for a motion to pass that, is that correct, Jacob? Okay, so looking at motion to pass, I guess. Can we discuss it? I'm sorry, yeah, thank you. I think that if you do that because of the constraint that members have on, you know, their attendance and not missing more than two. That would be nice to say that these members may be exempted for some reason or schedules. They've reserved the third Wednesday, but the fourth Wednesday is not available. Because it's sort of it's a move ball game, that's all. Yeah. For, I would propose that we keep the June meeting on the 19th just because the other one leads into the 4th of July and a lot of people might already be kind of planning vacations. But if not, I agree with not being penalized if we have to miss one of the meetings or two. Any other comments, suggestion? Comments suggestion? I just want to state that I don't know how that works with the penalties. So I just to be clear, that's a, I'm not sure what allowances we can make when the dates are changed, but that's why you have a, you have to, as a group determine if you all are on board with this plan or you're not. That's right. So it doesn't need to be anonymous or? I mean, I don't believe we can make allowances in attendance policy based on the change. So, you all as a group have to determine if that's the appropriate way to move forward or not. Correct. Okay. Yeah, I mean, that's the other thing. It brings up a point that not too much happens in June if I'm correct, that's probably our highest cancellation meetings of our PAC because typically you guys don't have too much going on. So something to consider as well that you know we might not have a June or July meeting or maybe August or all three or June. I will say at this point I don't currently have any business planned for your June meeting. Okay, so it's looking like that. So if that is the case more likely that 24th and eight than the 28th would be those two. And if we don't all agree on that, I guess we'll keep the dates unless anybody else has any other comments. Sorry, Restate, what you're saying? We're moving all three weeks to the fourth. Is that correct? Yes. I mean, all three. Sorry, June, July and August. It's moving to the fourth week. Okay, thank you. Okay, so now we're voting individually or just looking for I, Yez and Naes, so I was going to say so. Correct, motion second then. All right, looking in motion to pass that. Can I just be clear again? So we're moving all three of them. Just the July and August. June to the stage, there's a high liability, like, cancel. Sorry. And July and August were moving because they're the high liability they're going to happen. If they don't, then we can come back and change them. But we're just really June staying where it is, and July and August are changing. If you all want to do that, then. Yeah. If everyone's fine with that, then you might see me in June. Okay, so looking motion to pass, changing the July and August meeting to the fourth week of those months. So looking for motion to pass. Second. Motion passes. July and August, so that's 724 and 828. I was asking, yeah, then Aizen. I told you I was going to mess this up. I told you all, and I have. So we're looking for. Raise your hand if you look in favor of that. Oh my gosh. All right. The motion passes. All right. Now, have I really screwed it up permanently? Are you good? All right. I'm going to get arrested on there in the parking lot. All right., have I really screwed it up permanently? Are you good? All right, am I going to get arrested on there in the parking lot? All right. Yeah, thank you. All right, well if that's it, I think we're going to get out of here at 7 on the dot. That's a world record, I think 30 minutes, Ha Ha Chris. All right, meeting is adjourned.
