Mr. Judge, this agenda item is in two parts. It actually has to do with the alarm billing and also with the VITI machines. About two years ago now we had a budget reduction committee made recommendations that we moved these permitting things to basically to environmental health. That didn't work out well. And as a result of that, the sheriff ended up with the alarm and nobody's doing anything with the vending machine. So my recommendation was to get with the sheriff. And that's what I did about maybe saving a lot of money, including that on our alarm billing, along with our tax statements, but also to find out what our cost is. We found that we are losing a lot of money on false alarms. Because it's average in a 9.2 seconds, 9 minutes and 20 seconds just for the dispatched and the time he's dispatched, he gets to the scene. And there's not a record of how long he's on that scene, let alone if there's actually a potential issue taken place to have a second deputy. Authorize the tax office to include the annual renewal fee on the annual tax bill. That'll save post-eastern supply and labor costs. The appraisal district has agreed to identify that existing property and they've already turned it over to them and I talked with Mark and Mark said that's a slam dunk. We'll get the account numbers. You'll identify them if they're Property that's being leased and it's not the owner then he'll set up a different account number form So we'll have them each year so our billing will actually go out and October with the tax bills instead of in the November and December Number three Adam there is Number two will require a separate bank account for my office to deposit those long fees in because we'll be setting them up just as if they're an entity. That's an issue that we moved all the permits over and we went through the change of job descriptions and Pat Busby and I sent that to HR and got an evaluation or review and then for whatever reason he didn't budget for it. And subsequently I got with him and I said, well, there's coming over here and I'm sending them to you and you're telling me you don't have it and they said no, I don't have any money. So I said, well, I got some permits left. So I gave them to them last year. Well, then Mr. Buzz, be passed away and subsequently this year, the new person didn't know anything about it. So he didn't budget for it this year either. So once again, they come to me looking for the permits and I say I don't have them. I think it's time that we decide whether or not we want to go on with it and so my recommendations, if you look on that last page is it would authorize an extended implement of the current part-time chief deputy so that we can test that. I got a list from the appraisal district for example and if you look at that there it shows it you know we we basically have another 400 and some odd potential businesses that have these machines from when we had it. They're unidentified at the corner? That's right they're not and so these are places they're typically known as even in establishments that they're your bars or they're your game rooms things of that nature and we feel like it's going to take a part-time person as well as a full-time person but two part-time person sorry one during the day and one in the evening time and I have a fund balance over there that's called the personal property rendition and those funds are given to me each year because of people that fell to actually register and and render their property for personal property. It's only be used to discover that and so I have the funds to cover that budget so it won't cost you anything. I'll just once we finish those cost analysis, I'll write Phyllis a check, let her do the audit on it and it won't be required of any additional funds from Yolfe. And again, I think this would be something that ended that one month period between December 1 and December 31st, we can discover and list those and then determine whether or not we want to keep doing it. And that will be at the sheriff's discretion because I've asked a sheriff and he said he liked the idea And that was to use one of his reserved copies for that part time position That way if they kept it would be really easy for them to put him into the system or whichever way they want to go with it So those are my recommendations if you've got any questions, I'll be glad to answer them Good job. The county's current practices that we try to budget in the specific departments for the cost of those utilities. The next item is a request for Yolter Approve Methodology that the auditor could follow for charges to be made to the J.P. Technology Fund and the County District Court Technology Fund. We'd like to make those charges based as a percentage of positions that are in those particular departments as a percentage of the total positions adopted at the beginning of the fiscal year and charge a portion of IT salaries to those funds. The internal revenue code requires consent by the county, but there's no county funds being pledged for this project. I sent eight to be an email and shared with you the results of a working together with the Montgomery County Animal Children Advisory Committee and Dr. Wilbank's on behalf of the Montgomery County Veterinary Medical Association about some revisions to our county ordinance. There were two things that I felt would go very quickly in one of the ownership of the animal which would allow for the immediate inoculation of point intake. The other had to do with reducing the stray hope period from 96 hours to 72 hours. Now that the shelter is open seven days a week and that makes it available for people to reclaim. The point that I thought maybe of concern or at least debate among the court would be whether or not we want to embark upon a TNR program or a trap new to release program it's been recommended and I'd like to allow Dr. Wilbank to speak to them as she probably is best qualified to enter pros and cons on that regard. Good morning, gentlemen. How are y'all? So one of the large problems that we have and y'all are very well aware of this unfortunately is the number of stray animals that are present throughout Montgomery County. In particular, happens to be the feral cat population. And when we're discussing feral cats, we are specifically talking about a population of cats that under no circumstances, amount of time, amount of working with, will these animals be able to be domesticated, be adoptable? They're not going to become functioning parts of society in any way. And unfortunately, just picking those animals up and destroying them is not exactly a particularly viable option. However, we need to be able to get the reproductive capacity of these animals under control. Unfortunately, by not doing that, we are going to continue to perpetuate the animal control issues that we're having. A trap new to release program is designed to address those feral populations of cats simply to be able to reduce the numbers of animals throughout the county. There's two aspects of this that we are attempting to approach. One is going to be to allow people who actually have feral cats in their area to track them, bring them in, and the county itself would take care of it. We would neuter them, save them. If the owners so desired to actually take those animals back out and release them back out to where they particularly came from, that's fine. If not, then we would address that. The other aspect of this is going to be on a larger scale and it's actually going to work with several of the rescue organizations as well as with the county as well as with the state in regards to grants and funding and that actually would be able to do a trap new to release program on a larger scale and we would go into particularly low income areas that just don't have the capabilities of either trying to catch those animals or even the people that want anything to do with them. And actually, obtain those animals, stay new to them, and then turn around and release them back into the environment. Now I know that there's probably some thoughts people say, well, that's not very good. We've got stray cats still running around all over the place. These particular populations of cats, they're going to live or they're going to die regardless of what it is that we do with their sexual reproductive status. They are being fed by straight people. They're being fed by chief burgers, which are being pitched out the window by cars. They find a way. They find a will and they live. Our only goal in this trap new to release program is to completely decrease their reproductive capability so that we can decrease the numbers of total population of cats that are straight in the county. What's the associated cost projected with it? Well, that is something that at this particular point, I don't have because we've not actually done one in this particular county. There will be no additional cost to the county whatsoever. All of this will be done completely through funding and grants to the organizations that actually work with. In the county now we have three smaller organizations that have sort of tried to do this type of a thing sort of on an individual basis. And our goal is to try to pool those funds together as well as apply for larger federal grants from Humane Society in order to be able to do this. The only thing that the county would actually potentially, if anything, be responsible for, is potentially lending us a location in order to be able to have a surgical facility do do do. However, that being said, I've already contacted several of my colleagues, and they have also willingly donated their facilities for these types of things should we need to be able to do those. But there's not actually going to be any costs associated to the county. Great. I think it's a good program. And thank you for getting involved, Dr. Appreciate it. I'm moved, we accepted. In item 17D, resident court to approve two agreements with veterinarians to provide services for animal control. This is with Dr. Wilbanks and Dr. Key Hay. These are both one-year terms. The vets are paid $300 for a full day of services and the veterinarians have provided their own malpractice insurance. Who? I'm a favor, Siah. What's the passes? Judge 17 E is a public hearing. We need to recess this court and convene a public hearing. 17 E is a resolution that will nominate Huntsman International for an enterprise project in the county. The county has already taken action on this previously. However, the way the program works is the project has awarded a certain number of points based on contents of the application. The resolution has been changed slightly to include language that the government's office specifically wants to increase the likelihood of this project being successful. Last time also, Jair Moore was appointed as the county liaison for overseeing the project. And as part of the incentive program, Huntsman will provide, is obligated to hire economically disadvantaged individuals for 35% of their new employment positions available over a certain number of years. So basically, the resolution today with nominate Huntsman does ignite J.R. Moore as the county's liaison for the project. What's the advantage to Huntsman to be in this program? They get tax incentives from the state. It's a state run program, but for them to participate, the county has, the governing body of the county has to nominate them. No abatement issues on our part. We can do abatement, but we don't have to. I mean, it would not have been an un-motion question in this. The commission's court is just saying that we may give a certain incentive in the future, but you're not obligated to do so. It's at the discretion of the court. I personally already had you on years ago, and so they wouldn't qualify. You can't go more than 10 years and all that stuff. So, the ground's not subject to the movement. And item 18A is an agreement between the county and the first Baptist church. This is for the use of the parking garage on North Main. The church is going to pay the county $100,000 a flat fee. The contract is only an effect as long as the county is utilizing that facility for parking. So in the future, if there was some change in the county's layout, we need to use that location for something else in the position of the county with the agreement terminates then. These are provisions in there too if we need that buildings on say on a Wednesday or Sunday for example the catfish festival parking that we have for our to use. Tammy can you answer that? Hey there were no CEOs put before the voters. No, no. So the issuing of debt generally is supposed to be put before the voters for bond issues. Yeah. That you have to do it in a quick and expeditious manner to take care of the 90-10 split. I understand that as well. And that's what I'm talking about. It's the timing thing that you let the people vote on. OK, and the only other thing is, I'm hearing the last Chamber of Commerce, the $50,000 a year for five years, and I understand the 180 day out that you have on it. And it all went into precinct three. Don't they do everything for the entire county? Yes they do. Then just out of curiosity curiosity why did it all go into precinct three? With one it came out of precinct three. We paid $50,000 to economic development partnership. Okay so what did the other precincts pay? I couldn't answer that. Nothing. Nothing. Nothing. Okay. The question is why not? I've never been approached by the development council and don't know. Is that a point? Let me finish. I don't know if the language is even there to allow me to do that. I think it's a great thing to do. The economic development is what drives our train, but Commissioner Chance can do that. He's done it for years and years. It pays off. I tried to do that with the economic development partnership in Magnolia, but because of the enabling legislation and the way it was created, I was not able to do that. Magnolia, what would that? OK. So plus Conrose, let me give you another example. Conrose economic development team is funded by the city Conrose for B sales tax. So they have plenty of funding through a sales tax. County money is not needed. Where that may not be the case in precinct three. Okay. And so they they advocate for the whole county, but it only goes to precinct three. I'm that's that's basically nothing. I'm not following you. In other words, the 50,000 year year which is going through the Chamber of Commerce, OK? Advocates for the whole county. That's correct. And the money will come out of it. So they advocate for South County first, but they play a large part in procuring any industry to come into this county. If we don't have a site suitable or meets their needs, they'll take it to Conroad or wherever they have to go to get that job based into Montgomery County. Okay. And just the question is why did it all go into the Commissioner precinct three budget? That's my question. And if you're going to be advocating for the whole county then it's something which should be spread. If you get them to pay us back, I appreciate it.
