Vicki has been a longtime supporter of the library and specifically a leader in the library Friends of Conroe. And so if you would allow me to read this resolution. Whereas Vicki Christopher has been an integral part and valued member of the library Friends of Conroe since 1992, sharing her enthusiasm, energy, and tireless dedication. And whereas she has helped the organization achieve its many goals in support of the library, its patrons and the Montgomery County community by volunteering some 1400 hours annually. And whereas she has coordinated efforts to raise funds through the Friends Book Nook as well as semi-annual use book sales. Sorting donated items almost daily and organizing the work of friends members to ensure successful sales, resulting in as much as $30,000 annually, which is used to offset diminished county resources. And whereas she motivates and brings out the best and volunteers who participate in these events, including providing opportunities for seniors to contribute to the community. And whereas she has shared her organizational skills by developing and implementing special events, informational seminars, and social activities to both stimulate interest and to engage and entertain current and future members of the friends group. And whereas she is partnered with local boy scout troops, involving them in book sale setup, providing opportunities for their members to earn badges for community service. And whereas her dedication extends beyond the borders of the county, exemplified by the collecting of paperback books each December to send to those in armed forces stationed overseas. And where as she has proven herself a valuable asset to our community serving on the Library Advisory Board from 1996 to 2000, contributing strong leadership, enthusiasm, and loyalty to the mission of the library system and to the friends, even during times of personal difficulties. Therefore, it is a bit resolved that Montgomery County hereby recognizes and honors Vicky Christopher in appreciation of her leadership at the Library Friends of Conroe, her support of the Montgomery County Memorial Library System and her dedication to the community. It's an authority following Carrie at the present where the tax offer is. I knew you'd been there long with that. Considering to approve the 2012-13 Montgomery County Emergency Communication District operating budget, this is 9-1-1 budget commissioners. Morning, Chip. Morning, Chip. Morning, sir. Well, thank you for the opportunity to present our budget. As you know, the 9-1 district is a separate governmental entity, but we have oversight provided by county officials and by city officials. I have a five-member board, two of which are appointed by this body here, two by the cities in the county and one by the fire cheese in the county. The cities in the county also approve our budget. We're funded by 911 fees that are paid for phone service both landline service and wireless service. We are only maintained equipment at five call centers to those are what we call primary call centers. That means they get all the initial 911 calls. If anybody lives or the calls made within the city of Conroe that call goes to Conroe Police Department. If it's made anywhere else in the county it comes to the Montgomery County Sheriff's Office. And those two agencies dispatch for the law enforcement, all the law enforcement agencies in the county. If it is a fire EMS call that call gets transferred to one of our secondary call centers either the Woodland Fire Department or the Montgomery County Hospital District. And then finally we operate one more center at the Montgomery County Emergency Operations Center for a backup. have a different revenue source as more folks are dropping their landlines and switching over to solely having cell phone service. As a result it's changed up our revenue picture. In the year 2000 we operated the 911 system for $9.94 per person per year. Today that's dropped down to $9.57 per person per year. If you ingest that for inflation it's a 26% decrease from the year 2000 one service for. We've completely converted our 911 equipment. One equipment, it is getting away from telephone. A telephone system is more of a computer system. It will allow eventually for the delivery of 911 information via text. Also allow people to send videos and pictures in the future. Our largest single line item is for call taking expenditures. We contract with the Sheriff's Office and with Condra PD to answer those 911 calls. So that is about $1.8 million total. Excuse me, about $1.2 million total. Two-thirds of that comes to Montgomery County. We fund 18 of your call taker positions from the Sheriff's Department. Besides salaries, our next largest group of expenditures is to pay for phone internet connections that keep our systems talking to each other and talking to the larger 911 world. We also fund the early warning system, the code red system, that lets people know about different emergencies as they come up. And capital plans this year, we plan to install a microwave system to interconnect our networks. It's a cost of about $600,000, so we believe it's going to save close to $200,000 a year in phone connections and circuitry. The adoption of NIMS not only provides a consistent approach to effects of management and disasters, homeland security presidential directive five requires the state and local governments adopt NIMS as a precondition to receive certain federal grants. Whereas it is also required that County adopts a plan for the training of its employees and courses related to NIMS and NIMS and management command system, Montgomery County OEM or Confederate departments in the county, all of the NIMS training plan that provides guidance and accountability to ensure that the county continues to meet and or exceed the federal compliance guidelines. Whereas Montgomery County desires to ensure full compliance with Homeland Security Grant Program and desire to adopt and implement a written-immostraining and reporting plan. An of interest also on the budget is even though we have awarded $80,000 in tax credit project funds to Timberedge Village. Timberedge Village did not win the tax credits in state competition, so we'll be doing a revision later on once this year starts to change that back out. Other than that, we provided funds to the homeless coalition, Access Build Children's St. Vincent de Paul, Society of Samaritans, Children's Safe Harbor, and the Friendship Center. Participant County attorney in 19a it has come to our attention that there are campers that are parking overnight at some of the parks the current park rules are silent as to overnight camping at the park. And we just wanted some guidance from the court whether we should amend the park rules to do something about that. And we have three options. One is keep the rules the way they are and allow overnight camper parsing. Two, designated certain spots for campers so that the rest of the parking area can be used by cars. This would be a compromise, but would require some restriping and signage. The third option would be to prohibit parking campers on part premises overnight. Do you have a preference? How are you going to enforce it? Well whoever goes out to the parks and does the maintenance. I don't know are some of the parks locked? Which parks have we talked about? So all of the county parks and you're very depressing. Put a damper on it,off. Yeah. And fam, we'll have gross off bone. We can't turn it to people bringing a motor home to stay in there. I'd prefer to leave it as it is. I don't see it being a big problem. Unless it's a one-off one. No, it's not a problem in my place, anyway. I don't see the problem. Okay. Well, great. Then we will do nothing about that one. On 19 B, we asked you to consider and approve a tax abatement agreement with Dr. Dirk Luchin, who is the owner and lessor in Clareant Corporation, which is the less C. On raw land in Woodlands Research Forest area, they will be building two buildings with approximately 64,000 square feet. So all of this is an emergency development laboratory facility for its oil and mining services business unit. Substantial completion would be July 1, 2013. would allow a partial sublease during the tax abatement period, not to exceed 16,000 square feet until the tenant needs all of the space. But there will be no tax abatement if they do it on that part that is subject to a sublease. Under the agreement, there would be a seven year abatement, 100% the first three years, and reducing by 20 percent each of the four years after that. By substantial completion they will provide 41 jobs to increase to 85 jobs after June 30, 2015. And this is with 85 people that's a nine million dollar payroll estimate. Current annual tax revenue $2,181. It would increase to $11,877 after substantial completion and ultimately would reach $33,531 after abatement. I move. JR, anyone here. Thank you, Dave. In 19 C we are asking the court to approve funding of some special expenses that arose during the county's recent seizure of a number of dogs, including overtime cost. Different departments all work together and this is a phenomenal effort and a possible holy field is here to address this for you. Judge, permission from the morning. Morning. We have an agenda item this morning asking the court for some assistance but I would be remiss if I didn't take a few moments to give you some background of the seizure. The county in conjunction with the Humane Society of the United States seized almost 300 pit bulls from a location precinct one. That had built itself as being a refuge with pit bulls, but the conditions of which these animals were forced to live in meet the standards of cruelty. With the corporation, the county attorney. With cooperation the county attorney's office, the district attorney's office, the search warrant was executed Tuesday and a resulting seizure warrant was signed by Judge Spikes on Tuesday and the animals began the seizure process. Seizing that many animals took a tremendous effort and had it not been for a hospital chemist's office, a hospital Hills office, a hospital Hayden's office, and the building maintenance department. We would not have been able to get that accomplished by 6 o'clock Wednesday morning. But again, without the human society and their coordinated effort in getting close to $30,000 in resources provided here to house and care for those animals, we couldn't have done it either. So, I'd like to recognize Chris Schindler, who's the manager for the dog cruelty and animal fighting division of the human society. I say Tiflund from Washington, DC to be here as part of the inspection and the ultimate seizure. And it's with his efforts in contacts at Pet Smart Charities, at least two 18-mood workloads of dog food, cages, kennelsels and supplies and organizations from around the nation come in to help care for the animal. Sheriff Gages been helpful in providing inmate labor as well to clean those kennels. However, we do have the amount of overtime that the county departments incurred in seizing and transporting those animals. The Commissioner Metter was kind enough to provide us a truck late Tuesday night and helping to transport some of the animals and I'd ask the court for permission to fund this out of contingency to allow for the payment of those officers and employees who help with that seizure. You have much need to. Commissioner, through Friday's payroll, it's about 13,000 in change and what we would commit to this court is as this goes through the process through the district attorney's office they will be aware of the county's calls associated with that and should there be prosecution they would certainly consider that as a restitution portion. You know tell us a little bit more about why this happened I mean was this person just trying to, was the reason behind all this? Judge, without compromising integrity of the criminal case, I would say to you that the organization has been in existence since 2007 in Montgomery County and a number of people have reported that they paid to the organization upwards of $750 per animal and a board to rescue program where these animals were sent there to board in hopes that they would be rescued. During a course of an inspection that occurred on June 28th, it was learned from former employees that 38 animals died of heat stroke on June 14th and were buried in a mass grave. Dr. Melinda, I'm sorry, Dr. Melinda Murk, a forensic veterinarian, was there exhuming bodies to try to help understand. I believe whether money was a motivator, whether a desire to help the animals motivated, I just can't speak to the mentality behind it. But to say that there were 178 animals and a 2,500 square foot facility where these animals were living in crates that were designed simply for temporary transport. They were living 23 and 24 hours a day in those crates that they weren't even able to stand in full body position because the size of the crates. Animals had such urine scalds for their feet to where they were laying in their own feces just to keep their feet out of the urine and feces in those kennels because of the long periods of time. Certainly shelters are not without complaints from time to time but I don't know if a county or municipal shelter that houses animals in these conditions. Are all those animals in our shelter now? No sir, we set up an emergency shelter that I'll be happy to share with you privately, but we currently refer to it as an undisclosed location. And there these animals have adequate care. They have adequate shelter and they're being received in veterinary and care. Mr. Schindler and his team have brought in veterinary and spiv this weekend. Each animal gets a personal evaluation and examination. And as many animals that we can return to the people who originally brought them to that facility we're trying to do so our goal is to have every animal reunited with a family that brought it there or to farm it out to a rescue group across the nation so as to not create a long-term burden on our county and give these animals a chance at life. Well good job, Tim. Yeah, obviously. And you have to be done. I agree, Judge. It's as you have to be done, I agree judge. It was something that just got out of control and could have been good intentions to start with and just grew and grew and grew into a serious problem. I agree with Judge Satter, you know, made a great effort to rescue these animals. Nobody knew it would happen. It's absolutely a true contingency item and I move that we've funded out of contingency. Back in January 23rd, the court approved an agreement with the Texas Department of Motor Vehicles pertaining to electronic access to motor vehicle registration records that would assist the tax assessor in the scofflaw work. The DMV has made a few minor changes to that agreement and they've asked us to execute a replacement. The minor changes just pertained to changes in the state contact information and additional terminations for cost provisions to it. But it's basically the same as what you had seen previously. Move. Second. All in favor, say aye. Mm-hmm. And passes. In 20B, we ask you to approve an amendment to the 2009 contract with TSEC for the LIRAP program, the low income vehicle repair program. They are just making changes to the previous agreement to be consistent with some legislative changes that came into effect after that original agreement was executed and the changes from the recent legislative effort was basically a definition of eligible projects. I'm on the paper. See how? In 20C, we ask you to approve an airport project participation agreement with Texas Department of Transportation. This pertains to the preparation of a wildlife hazard study and management plan for the airport. You previously approved preparing this study on October 10, 2011. It has been determined that the cost of preparing this study is a little higher than what we had originally thought. The total project cost will be $88,310. Tech start would pick up most of that with federal funding and we would approve or designated them as our agent to obtain federal funding for the bulk of this. But the county's match would be 10% of which is $8,831 and we need to identify a funding source for that. We'll do that. We'll find that out of my budget. I move. Sorry. On the paper, see I. Okay. And then last on 20D, we'd like you to approve an amendment to the annual agreement for public service contract with the Brinchips Center. In the past, we've done a separate amendment or separate document for transportation services to the VA hospital. And this would be just an amendment to the existing one that would go into the new budget year. And starting October 1, when we do the public services contract, it will be a part of that agreement. You're not letting him come up? I don't have one. I did pass out prior to the meeting of a brief presentation like to walk you through. This does cover items 21a, 1 and a2. Like to get Miss Linda to help me on item a3. What we're presenting is a proposed schedule events for $15.2 million for sipsicus of obligation as well as there's a refinancing opportunity with the 2009 pass-through toll revenue bonds I'd like to discuss as well. On page one of the presentation, simply an overview of the tax-exempt bond market. What we always like to start with, you can see over on the far right the blue line shows that the current tax-exempt bond buyer index is at a 3.83. Basically in a quarter percent away from all time low, so we continue to see a fantastic industry environment. Page two is an overview of, again, the refinancing and opportunity. We issued the, in 2009, Pastery tolle revenue bonds. We did these bonds with a five-year call or redemption provision. With today's industry environment, we were able to refinance roughly $16 million in these outstanding bonds and save the county about a million dollars highlighted on the far right-hand side of the page. Page three is simply the principal and interest layout that we envision on the certificates of obligations. The middle columns there this would be a 20-year issue. And again, this would generate $15 million for county projects. Page four, we wanted to look at the tax rate impact of all these components. There's a lot of numbers on this page, but I wanted you to focus on that center highlighted column with the inclusion, the cumulative effect of the issuance of the COs, as well as the refinancing, does not increase the county's debt service tax rate, which is at 7.45 cents. We're assuming modest assessed valuation growth, 98% collection, you can kind of see some of the other assumptions in there, but again, we don't anticipate this impacting the debt service tax rate at all. Page 5 is simply a calendar of events that we're trying to adhere to. We're looking for your approval today on the schedule events regarding the refunding as well as authorize a notice-ventant issue the certificates of obligation. We will come back Monday, August the 27th to look for your approval for a parameter order that allows us to issue these and we look to price the week of September the third for both of these issues. And then closing or funding would occur the week of August, I'm sorry, October the first. Marcus Deez, Bonn Council, full bright and jaworski is here. One thing I would like to do is make sure these are separate on the votes because I do not plan to vote for the CEOs. The City of Conroe basically squashed that project on Friday, demanding four lanes of concrete that frankly, I don't think we can afford. We've agreed to Mr. Metters agree to compromise to go two lanes of concrete instead of two lanes of asphalt on the legal on road project. But I don't see a voting for the CEOs on a project that we cannot do at this time. Of course, I will vote for the past-rood refunding part of this. It's not dead. Obviously, I haven't heard from the judge that Friday, but I think they're hoeing out for four-lane, but I believe we can reach an agreement with the city over a period of time. I'd like to go ahead and prepare for the sale of COS. I think today is a day to do it. Obviously, there are time and it's right. As you said, we're right on all time low. If you approve the notice, you wouldn't necessarily have to approve the COS. There's going to be another separate action that the court has to take on August 27th to actually approve the CO. I then wish to know. This is a notice of intent to sell. That's correct. So that's what we're doing today. And I'd like to go forward with it. And I appreciate your help. And I make a motion that we we Passed those some intent to sell Yes, we're yeah, I guess I should talk about what we want to do here. The long story short, east of Connolly, around our airport is our economic development area. In industrial park, the new technology park that Conor's doing, our airport is at the stage that we're fixing the Scott and I were in Austin last week. We're ready to begin our runway extension like forest is breaking ground. A lot of things happen out there. Right now we have a traffic situation. Any other travel 30, 83, certain times a day, it's a gridlock. We need another way in and out for these people to go to work, use our airport to continue the economic development that we've enjoyed in the past few years. The extension of Ligline Road will accomplish that. That'll give us a four lane traffic in and out of the industrial park, technology park in the airport. Also, we need to, a man now, Commissioner Reinhardt's got some things that he's got in this, and I'll turn it over here in a minute. But also we need to, I guess, add language to the bond governance that possibility we could use 2 million of this or approximately 2 million for the extension of our runway. We've got some, an issue with the airport funding mechanism out of the federal government. That's possibility. We may have to come up with some more money, a couple of million for this improvement. And I'd like to go ahead and do that today. Commissioner Riner, would you like to address your? Yes, mine consists of two roads that connect 29 and 59 and 105 that's totally going apart. One of them is Crockett Martin, the other is Fawstoria Road. Also, in Valorant, we got a new football stadium going in. The people are going to need to weigh in and out to get into the park and it's also going to bring a lot of economic development in there. I think that 2018 should put about a billion dollars back on the tax roll so I think it will take care of all of it when it's all said and done. With that I move. You think both those projects would generate an economic development offset the costs of that production of those projects. In my opinion those are developer roads I cannot support those either. The reason I'm here is to talk about some issues going on in my neighborhood, Creekside Village. We have a lot of illegal dumping going on, especially along Raleigh Fuzzle and also within the Southern Vision. And so I want to see if you guys can address that, maybe get some additional law enforcement additional resources to investigate those violations as well. We would like some more street lights from Burnham Woods to the end of Crowley Fuzzle at that front end, that's actually don't down because it's just pitch black. And it's a lot of drivers. It's probably about a thousand families that use that stretch of road to get the vendors land in the Creekside Village. And at the time that I addressed it, the preaching through the commission's office, we still had the developer and they said there was developers responsibility. Now the LGI is gone, they're saying it's on the county. So I was just wondering, we can get some more lights and do something about the legal dumping.
