Montgomery County EMS and many of the East Montgomery County Search and Rescue, Montgomery County Constable's offices, precinct 1, 2, and 4. Montgomery County EMS, in many of the East Montgomery County Fire Departments. And the County of Liberty, where much of the territory remains rural and difficult to diverse, it can be a daunting challenge to law enforcement and search and rescue operations. These tasks are even greater to overcome with few resources and equipment to draw upon. When we turn to you, Montgomery County for help, you did not hesitate to send all the help that you could. Since January of 2012 until today, the Liberty County Sheriff's Office has responded to six major search and rescue operations and an additional five law enforcement related operations, which require the assistance and experience, equipment and dedicated personnel of the above listed agencies. Those agencies, when contacted by Liberty County Sheriff's Office, immediately responded without hesitation and served with distinction, which the citizens of Montgomery County should not only be aware of, but be extremely proud of. One of those difficult tasks of any peace officer is to duty to inform a family of the loss of a loved one, especially a small child. In late March of this year, Devin Davis, a two-year-old boy, was reported loss by his mother and father. An extensive search ensued with personnel from all over southeast Texas. Some of the first persons to arrive were from Montgomery County. This in my mind speaks of volumes as the integrity of the first persons to arrive were from Montgomery County. This in my mind speaks volumes as the integrity of the men and women who serve your county. With the help of the men and women from Montgomery County law enforcement, we were able to locate and recover the body of Devon Davis and return into this family for the closure they sold desperately needed. Please know Montgomery County and all of the first responders who aided Liberty County or in our prayers and we here at Liberty County Sheriff's Office. Sorry it's really grateful for your gracious assistance in our times of need. I would just and closing what I have to say is not very often that a word of thank you comes to emergency responders and I wanted to take just a moment to recognize all of the emergency responders from Montgomery County who every time I picked up the phone never hesitated to respond. And like the letter says, it speaks volumes of the personnel that you have working for you from the sheriff to the constables, search and rescue. The new regulations, the new statutes, allowed you to do a regulation that makes it possible for these vendors in the farmers markets to sell prepared items such as tamales or to sell fruits and vegetables that are actually cut and opened up. If they sell them in a natural state, they can do that and the no permit is required. This permit would allow them to sell the tamales and things without having, well, where they couldn't do that before. And this also does not apply to cottage foods which are in a prepared and sold out of someone's home. And the new rules would require them to comply with basic sanitation rules which would be, you know, washing their hands and implements that might be used to cut open foods. The county would release them from claims against us for using the county's name solely for this purpose. And in the contract it already does allow them to use the county's name as a reference to show that we had been a prior client and this just puts it in a video or print case study form. Second. Okay, in 20A, we're asking the court to approve an order accepting the terms of a form agreement between the county and the Texas Forest Service and individual employees of Montgomery County. Under this, the County employees with commission of the department head would sign onto this agreement and volunteer to help the Texas Forest Service in case of an emergency, where there would be instances outside of Montgomery County, which primarily is a fire. The benefit to the county is that the people who participate in this program on these volunteer services would be able to further their certifications and credentials that would be useful for any emergency incident that might occur in Montgomery County. In twenty B we ask you to approve a resolution in order accepting a grant agreement from the East Montgomery County Improvement District accepting funds from them to purchase equipment for the precinct for Constable's office. The court already approved applying for the grant. This is just a formal contract accepting the money and I believe there's $29,000 and it would go toward the purchase of radios. Move. Second. And finally, in C, we have three CDBGG Hurricane I Recovery Grant agreement with the Texas General Land Office which is administering the disbursement of these federal funds. One is an agreement that allows 1.76 million for rehab reconstruction and new construction of 32 rental housing units and a hundred percent of this would be for low and moderate income families. CDBG would administer the program and the contract would expire December of 2015. The second one is for 10.4 million for rehab reconstruction and new construction to assist 80 households. Again a hundred% or to be low in moderate income families, CDBG would administer and the contract would terminate in 2015. The third one is 1.4 million for construction of drainage improvements for the deerwood neighborhood and highline boulevard, which is east of Conroe. This includes almost 62,000 linear feet of ditch regrading cross-street culverts, etc. The administrative infrastructure department would administer this grant program and the contract would terminate in December of 2015. These are all grants where the county would be reimbursed for all allowable expenses incurred by the county and performance of these agreement including administrative cost Most move The second All in favor say out motion passes Alrighty All right. All right. We need to reach this. This commission is court for public hearings. For the county attorney and for precinct to. I'm interested in 21 I believe it's a public international as as contact of the county seeking nomination as an enterprise project under Texas government code chapter 2303. The statute requires a public hearing and nomination by the governing body of the county as justification for their request, Huntsman is stating that they anticipate spending up $30 million for improvements and upgrades at their wooden facility. The Texas government code provides that enterprise project that the nation can be applied to a business. When that business feels 35% of its new or replacement positions with economically disadvantaged individuals, that are currently unemployed, living low in the federal poverty line, disabled individuals, etc. A Huntsman is pledging to meet those employment numbers for five-year period. Statue also requires that the county appoint a liaison to interact with state regarding this project. I have to court decide to move forward. The resolution that we prepared for this currently has the county judge that does the liaison, the county judge or his design. If you guys decide that you would want to change that, you would need to do so on the record. It also requires a submission of a somewhat lengthy application and payment of a fee to the state. However, Huntsman's consulting firm has indicated that they will prepare the application and pay that fee. And I don't know if the court had any questions about this, I could answer those. Does the county have any liability associated with this? No, we have to monitor. There's an annual monitoring report that would have to be compiled and submitted by the county. That's essentially monitoring these employment numbers. Ryan LLC, which is the consulting group that is working with Huntsman on this, is indicated that they would assist us with preparation of those. If we fail to submit those reports on annual basis, the penalty is essentially that we couldn't, the county could not nominate any more enterprise projects until we submit those. So there is some liability, the penalties, however, are not real, not real severe. This is real close to what JR currently does with the tax abatement. Would it be beneficial? Is that something you could handle through your office, JR as far as reporting on that? I'd like to look at you guys, and I do trust you with the other that's the promises you have to make.
