And as the judge read on 9a, we're going to do a certificate of obligation issuance. Page one of the presentation shows the bond market. The blue line represents the bond buyer 20, which is a general obligation index. Right now, we are nine basis points. They're almost one-tenth of a repressant off of all time historic lows on this index. You can kind of see right there, far right, it's a 3.69%. It's an excellent time to be entering into the tax exempt bond market. Page two is an overview of the refinancing that we're looking to do. We're looking at refinancing obligations from series 2002, 2003, and 2004. We can take these bonds that are out at an average interest rate of a 4.89 percent down to about a 2.9 percent. Far right column reflects the savings that will be generated by that interest rate cut of about $4.8 million, roughly $350,000 a year, out into the year 2026. Page three is simply the overview of the debt pattern that we're looking to do on the certificate of obligation. We're going to be structuring an issuance to generate $15,395,000 in proceeds. And that will be for the various projects that we gave notice on. Page four is simply the schedule events that we're trying to adhere to. We're actually going to be asking for your approval to adopt a parameter order for both the certificates of obligation and the refunding. Today we're going to be getting moving into the market as quickly as possible, actually, and we're pricing both of these issues tomorrow morning. But with your approval on the parameter order, it gives us the flexibility to go out tomorrow morning. Additionally, I didn't want to point out that we talked about standard and pors and moody's rating agencies. Miss Brazil and Miss Martin represent the county very well. S&P affirmed our AA rating, which is very good, but moody's actually upgraded us to AA1. So AA1 is one notch below AAA. So the market and the rating agencies and the bond buying community recognize the financial stability of the county. With that, I'd be happy to answer any questions you might have, but we're, uh, we're cute up to go and get some good interest rates for tomorrow in the market. Ron, considering this is at virtual all time low, is there any more debt we can refinance at all? Or, or we've done every lifetime? We're, we're, well, there's still debt out there, but with the way it works is bonds are issued with the call dates. And those call dates go out into the future. And when we have those call dates so far out, we have to build an escrow, which is basically a big pile of money that's invested. Well, with interest rates low, those investments are very anemic. So the further we are from those call dates, there's some inefficiencies there. So we're judging the answer to your question along the way. We're doing the bonds and make the most economic sense for the county to refinance. And we look at this. We think we're going to be in this industry environment through most of this year. Consider a proof and if appropriate, take action to construct a storage building on the lone star executive airport, purchase an aircraft rescue firefighting vehicle and discuss finding a funding source. firefighting vehicle and discuss finding a funding source. This item comes from a meeting that was held on February 15th at the initial request of the fire department in the city and also with the interest from the Fire Marshal's office. That meeting was attended by elected officials and appointed officials. The subject really was the look at the future of the airport, where it's likely to go over the next few years and what demand will have to improve safety, particularly for aircraft rescue firefighting, which acronym is called RF. And out of that meeting came several ideas, but essentially a phased approach to increasing safety at the airport. And this discussion is centered around, will be phase one, which is the acquisition of a vehicle that meets our requirements for up to what we call an index B aircraft that has to do with length of aircraft and frequency of operations. And having a place to put it at the airport will be operated by the city of Conrail but having a vehicle that could respond as they do now, but with proper RF certification, meaning that the right type of materials on the truck and the right quantities that meet RF. And then in the future should and when the time comes where ARF coverage on the airport is required to meet certain time frame to respond to an emergency. We would be ahead of that process because we have a vehicle that met the requirements and have the training from the city fire department. And it would be an ability for the county to provide our coverage in the future because we took initial steps. So that's the purpose of this item for your discussion. Scott, do you feel it's important for us to do this now? Or if we wait until budget time appropriate the money then and by the truck start to build and we would be up into the spring of next year. Do you think it's important that we do it now instead of the end? I think we really could go either way on that commissioner if we wait and make this part of the budget process and deliberation. We would be losing essentially any change in status right now and there is no pressing issue that requires RF to be on the airport at the present time. It's really planning for the future. So we could certainly I I think, wait without penalty. The fire department has a vehicle at station two that provides our coverage, although it doesn't meet what we call the index that we're going to want to see. I think in regard to the vehicle, I try to answer your question on that, in regard to the storage building, of course that is going to take a fair amount of time, I think, to design, decide what we're actually going to need for the building, get located on the airport and may require some utility relocation. And so that could take a longer time. If there's anything that the court would like to consider on moving ahead, some kind of sequential task in regard to a storage building, that could save us some time at the at the other end of the process. Personally, I think what I think everybody knows the steps of the airport has been taken. I think right now we're real close to beginning the runway extension. There's people looking at our airport now that never have looked at it. To me, I think it's important dealing with people that may possibly move to the airport. We can show them, you know, it's under construction. We've got the truck ordered. And I don't know, you know, we're talking, maybe a five month difference there. Possibly could cost us a client. I don't know. It possibly could, Commissioner, it's hard to tell. We know we have these inquiries and some of them I think are serious because they're repeated visits. Then we know that there are some timelines coming up by 2014 on some leases at other locations where corporations are going to make decisions on where they want to be located with their flight department. I think it could be important. Scott, if we made the commitment to go ahead and proceed with plans and spend some the building now, by the way, that's going to be a temporary building. Yes, Judge, that's the idea. It would last for some indeterminate amount of time until such time as the city makes a decision in the future if and when they want to construct a new fire station in the area and if they would then consider the airport campus. But I think if this court made a commitment to proceed with this plan today, go ahead and start the plans and specs. Go ahead and make the order into next year's budget term would be much more palatable to the court. Certainly we'll work for your airport operation to be making progress is really what we want to be doing on this issue. Scott, what do you think of, what's the funding from Black Forest, you know what that schedule is? Yes, Commissioner, it's going to be about six months after, technically according to the lease, it's about six months after we have completed granting the easement for utilities and the road easement to their parcel and the completion of those tasks so we get those tasks completed by say mid to late summer then we're looking at a six month period after that to the requirement kicks in for their uh... they release payment okay commission better i i would move that we proceed with plants and specs for the building now and If you would got Scheduled the delivery the truck Equipment and let's let let's let mark Bosma be in charge of getting the plants and specs mark Thanks Mark. And in the past, this office has been self-reporting, bringing in fines and fees with the worthless check elections. However, things have changed and there are less checks being written. Most people are going to debit cards. We've had to reduce the staff in there. We're down to one clerk that is handling all worthless check issues and we have an investigator that's only able to work half time because he's also serving subpoenas. Some of these cases have been dismissed and we're not bringing in enough money to cover the cost in that department. So our salary is, we're down about $15,000 covering salaries in that department. So this budget year, what we're asking is that you give us 15,000 from contingency to cover these salaries We're gonna do our best to cover them, but we do foresee that we're gonna be down about a thousand dollars a month Through the end of this budget year and we're going to be asking in the new budget year that this be a part of the county budget It not be set up as a department that is supposed to be self-supporting. So, what are you going to ask for during the budget hearings? We're going to ask that their salaries be included in our budget, which would increase our budget by their salaries. And then whatever fees coming in would go to the general fund. And I just speak to David Walker about this a little bit. The revenues that come in are just not sufficient to support the operation of a hot check division anymore. But he feels that the service is still greatly needed. My preference is that since this is already set up as a special revenue fund, even though it is not self-supporting, that the Court authorized transfers to that special revenue fund in the amount that it is short every month for the salary and the operation of this. It is approximately $1,000 a month and we would also like to catch up the shortfall that already exists. We are working with the DA and the Sheriff's Office trying to find a method to increase our enforcement efforts here, but with these checks, people that have disappeared not in the county. It's hard to locate them and we're just not bringing in enough money to support the whole operation. What's been the total revenue taken in for this current budget year? I don't have that with any commissioners. I'm sorry. That money will go back into the general fund. I'll set the answer. It's already been used. I'll set the cost. It would have already been used. It has already been used. I'll set the cost this year. And it's really important. For 15 hours. I think it's important to keep a hot check division. In the last couple of weeks, there's been two meetings hosted by the Community Development Department, Montgomery County directed and put on by the Houston Galveston Area Council. The Houston Galveston Area Council Sustainable Communities Department received a $3.75 million grant from Obama Sustainable Communities Regional Planning Grant to develop a regional plan for sustainability for the 13th County Texas Gulf Coast Planning Region. Montgomery County has been being one of these areas not one dollars rewarded by the federal government they didn't come with strings attached. The key term here is sustainable development. You may be asking yourself what sustainable development is. Definition I'll give you came from the Bernhardt report, our common future for at least during the 1987 United Nations World Commission on Environment and Development. It is. Development that meets the needs of the present without compromising the ability of future generations to meet their own needs. Now the term sustainable sounds like a great deal on the service but the truth of it is it has a political agenda that will have a monumental effect on our freedoms and liberties that we've been so fortunate to enjoy. Sustainable development is known around the world as a gender 21. This initiative is a comprehensive plan of action to be taken globally, nationally, and locally by organizations of the United Nations system. This is a global plan intended to redistribute the wealth. Is that term sound familiar? The removal of private property is the ultimate goal of the United Nations agenda 21. In the two meetings that were held by the Houston Galveston Area Council so far, a technique was used called the dialectic process or the Delphi principle. Those that held the meeting had a vision that they wanted in still and the participants that were there and they asked survey questions that led to no true consistency, but the ideas that would conclude that their vision is what the public wanted. They asked questions like, how important it is to you to have clean air or to have clean water. And it's like very important, somewhat important, neutral, not very important. Well, those kind of questions are leading to get to the idea that they want you to have to check the box that says that these people on board were the idea. Anyway, it's not like we want to breathe small and drink water. Anyway, known around the world, Jim 21, this initiative is, quote, a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations system, governments and major groups, in every area in which humans impact the environment. The in-game of sustainability or agenda 21 is to convince the population that we're destroying our world for future generations and believe it enough to give up our freedoms that we would never consider otherwise. Some of the examples are like global warming or climate change, ozone depletion, carbon emissions, etc. And when each of these claim catastrophe comes more loss of our freedoms through other groups of extra constitutional government agencies like the EPA, they condemn areas of land as wetlands, they force us to shut down power plants, keep us from being able to build new ones and effectively tell us how much electricity we can use. They also have a huge say what kind of cars that our free markets can build, which must meet certain guidelines and requirements for milk or gallon reducing our choices as individual consumers. This mindset leads to a loss of individual freedom to the collective and leaves out the natural free market driven process and deciding what products are best for customers. When we start down the slippery slope of allowing our government to tell us what we can drive or what we can plug in our electrical outlets at certain times of the day, then we've given into a socialistic style of government that supports the collective over the individual and sustainable development will be allowed to dictate to us where we live, what kind of living quarters we can have, and what opportunities we get that we can get to via bike walking or public transportation to provide for our living. The UN Council on Sustainability has our private ownership of land in their sites. They believe that our natural resources like farmland, aquifers, natural habitat and wildlands are far too important for sustainable development to leave in the hands of private property owners and will condemn our land and take it for government use. If this doesn't scare you enough to stand up and stop at this at our local level, this either means you're part of the problem, believing in a socialistic style of government where the rights of individuals are not important enough to protect. Or you choose to keep your head in the sand and neglect your duty as public servants to protect those who place their trust in you when you are elected in the office. I'm not sure which one is worse, but both will lead us to loss a freedom that we cannot afford to lose and should be opposed at every opportunity. I would come so far from the liberty that fueled the desire of our forefathers to point to the point of declaring independence from England over far less intrusions that we face today where the Patrick Henry's of our time that are willing to defend the liberty that was brought for us by the blood of the Patriots in the past. I don't see that it warranted the second meeting in New Cane for someone to come and tell us the police were there if we needed, if anybody else spoke out. Though I went at the meeting, I did get report back. The UN agenda 21 Sustainable Development is all about the collective, the community, and that's what it's all about. Communitarianism is the balance or subsuming of individual rights before the needs of the community. The community is defined now as the global village. So anything identified as serving the global village takes precedence over the rights of the individual. In the United States, our Constitution guarantees our rights to life and liberty. Ownership of property includes that of your own person. So how can you balance those rights with those of the community? The community has no rights under the U.S. Constitution. Individuals have rights and responsibilities, but the community as a whole. What is that? The collective. Whenever you balance for sure soon or subordinate or concensisize the individual's rights, you get something different from what we are guaranteed under the Constitution. Communitarianism balancing your individual rights with the rights of the community. This is being pitched to you as a new and lightened form of this political discourse. You are selfish if you insist on your own individual rights and freedoms. This is a justification for agenda 21 sustainable development for the good of the planning to limit the workplace violence to stop bullion. All of these things are lottable but somehow they always result in more restrictive laws that affect everyone. To criminalize everyone, in many towns the civil code has been criminalized. What does that mean? If you don't know your law and it's a misdemeanor. Will you be held responsible if your employee shoots someone and you knew he was upset over a breakup with his wife? Will your 15-year-old daughter be stripped searched at the airport? Will you lose custody of your 10-year-old because he is obese? Will you be evicted from your apartment because you smoked on your balcony in violation of the local ordinance? Will you be taxed for driving 15 miles to work instead of riding your bike? Will you be fine for watering your vegetable garden? Will your smart meter be used to tell advertisers what to sell you? Will your smart vehicle with remote shut off capability be shut down by someone in your state capital while you're driving? Will you be required to donate acres of your ranch land for country? Open space before you can put a house on it. Will you pay years of property tax without receiving any services for it? Because redevelopment debt has crippled your city. Will you be required to do your mandatory volunteering before you can get your child into little league? Will you be accused of not caring about the planet if you question sustainable development? Your rights have been balanced. I just ask y'all to think about this in 2021 and the sustainable development and the meetings that they're holding in the area. Thank you. Can I hang all these? Sure.
