Mr. Chairman, turn it over to you. Thank you, Commissioner Noak and thank you, commissioners and judge. Good morning. I am appearing today to urge the support of a resolution for the Woodland townships request of the Houston Galveston Area Council for representation on the transportation policy council. That's the policy making arm of the HGAC. The Woodlands is a political subdivision. It's been charged with the Texas legislature to serve a governing population over 100,000 residents. That's both in Harris County and Montgomery County. We're also responsible for providing public transportation services, primarily the Woodlands Parking Ride, within the Conroe Woodlands urbanized area. So just recently we have this large urbanized area that Conroe and the Woodlands are providing all of the funding formula receipts and allocating those towards transit and mobility projects in the Conroe Woodlands, UZA. The contributions of the Woodlands Park and Ride are very critical to reducing the admissions to the HGAC, MPO, and meeting clear-air compliance and attainment goals for the eight county area. In fact, the Woodlands Park and Ride is the second largest next to Metro, so it makes it very significant to reaching the air compliance attainment goals. The purpose of our request is that we be provided representation on the transportation policy council as one of the second largest transit providers in the whole eight county region within the MPO. We are now, as I stated, a dual designated recipient for the Conorow Woodlands Urbanized Area. This was a result of a 2010 census change. It created the new large urbanized area just north of the Houston Metro boundary and as a result of that the Woodlands Township is assumed full responsibility for all our transit. It used to be Brasis transit and now we're taking over for them and we will be handling all of the comprehensive transit programs including the Park and Ride Services. We estimate anywhere from 750,000 to a million rides annually and it is increasing. The Woodlands Park and Ride is the most successful Park and Ride in the nation. It returns a 85% fair box return. We serve Montgomery County, adjacent to North Harris County from the township to downtown Houston, Greenway Plows and the Texas Metro Center. Our public transit services provided by the Woodlands include fixed route transit and complimentary Americans with Disability Act, ADA, Paratransit Service, Demand, Response and Water Transportation Services. water transportation services. We believe that the benefit to the woodlands parking rises approximately 750,000 that we have calculated close to a million in estimation. And the elimination of this would provide a significant impact. What we're faced with now is that when the woodlands decides to further either maintain lease or purchase the buses, this is going to be somewhere in the neighborhood of a $20 million expense. For that type of financial commitment, we are requesting a seat on the TPC. There are much smaller cities on the TPC and the majority do not even provide transit services. So really the big issue is the woodlands is a township, it's not a city, but it needs the support because we are a large transit provider and that fits within the bylaws of the HDAC. And I have a resolution that we have provided to the court and I would respectfully request that the court consider this resolution because I'd like to present it to Judge Emmit at the TPC on Friday along with Commissioner Noak and I thank you for your time this morning. Chairman Tuff, this request will add to Montgomery County's voice on the TPC and it also recognizes the leadership that the township in the woodlands has demonstrated both on the transit needs and the mobility needs for our county and I believe you had a question. Yeah, is this gonna require the TPC to make a change in their bylaws to yes They will have to make the resolutions request right to fit us in they will have to make a change in the bylaws So it is it is somewhat of a big deal That's why we're trying to get as much support as possible right and commissioner judges, I move that we pass this resolution in support of the township. Appreciate all the work Marie. Thank you and Commissioner that you all did in their fabulous committee This year the campaign raised over fifty seven thousand dollars that included doing an online auction and a chilly day and I heard the chilly was really good that day wasn't able to make it but I heard it was great So thank you all for your ongoing support of United Way 37.5% of the employees Contributed or participated in United Way, which was a big increase over last year. One of the values of United Way from the county's point of view is, you know, a lot of agencies come and ask the county for money and we partner with you where we have agencies that are having difficulties, United Way works with the county to help those agencies do a better job to improve their performance. But then also we provide funding to all the organizations that you all fund as well. So it's a way for us to help when we increase our campaign to release some of the pressure off the county as well. All righty next to the June is Extension Office, 2003 taking a different presentation. Good morning Judge Sadler and commissioners. It's a beautiful day today and I'm glad I'm here with you all today. As you know, Texas A&M AgriLife Extension Services is a well and alive here in Montgomery County and we conduct a lot of important educational programs here in the county to address agriculture, hard to culture, family consumer sciences and the 4-H Youth Development Program. Next year will be our centennial celebration of the passage of the Smith-Lever Act in the federal Congress which was passed back in 1914, which created our cooperative extension program across the United States, and assigned that responsibility with the land grant university and our state that's Texas A&M University. So I think you realize we have a, thank you. We have a great staff here. We have a couple of staff members that joined us a little over a year ago. You know, at that time we were concerned about the shoes to fill with Tom Loroi and Linda Moe, but I assure you that Michael Potter and Amy Ressler have made their own path and have their own shoes to carry on our program and continue that today. I want to thank you for your support in supporting our organization here in Montgomery County. So I'll call on Amy Ressler to give some highlights from the Family Consumer Sciences program. Thanks, Sam. So in Family and Consumer Sciences, we offer practical information for families to improve their lives and to some of the highlights that we've done interestingly have been an association with United Way. Our walk across Texas program, 2,825 people participated and walked over 60,000 miles. About 100 of those folks filled out wrap up surveys to give us an idea of the impact and the economic impact for that was about $2.5 million in savings in healthcare based on the physical activity that people will do that will delay the potential onset or help minimize the effects of some of the diseases that are directly related with physical and activity. Also our fathers and families reading everyday project was done with some of our health head start groups and we had 366 parents and children participating 238 completed surveys and there was a significant increase in the amount of family time that they spent and that also helps our children increase their literacy skills because they're being read to every day. Some other things that we've done in family and consumer sciences are Extension Education Association continues to be strong with three clubs still in the county. We also offer a child care provider conference to help child care providers maintain their continuing continuing education hours that they need. We have done some cooking schools to help people learn to eat healthy and prepare good meals and we've also done some food preservation workshops and we continue our child passenger safety. And we also have two special projects that I'd like to share with you. Laura Jorgensen works with the Better Living for Texans Nutrition Education Program and Michelle Skave works with the Texas Grow Weed Go project. And I'd like for them to share just a little bit with you as well. The Better Living for Texans Program, it provides educational programs to SNAP recipients. And SNAP, of course, is a federal food stamp program. We target that audience and we hope to help improve their ability to plan and prepare nutritious meals, stretch their food dollars and prepare and store their food safely. These are the objectives of the classes. In 2013, we held 88 educational sessions giving these programs. We reached over 4,000 contacts and 28 people have graduated from a three lesson series. Those three lessons, the first one is called Reduced Your Stress Through Menu Planning and Physical Activity. The second one is Save, Spend Less, Save More at the Grocery Store and the third one is Keep Your Kitchen Safe. So very much focusing on food safety nutrition and physical activity. So 28 people graduated from those three lessons series and completed evaluations for that. Texas Growie Go is a research-based program addressing childhood obesity through gardening, nutrition, and physical activity. Our goal is to bring healthy habits back to the classroom and expand them into the home. This year we're working with Willis ISD with the Growit Go project using third grade student classes and curriculum from Hardy, Cannon, Parmilly, and Metta Elementary. Approximately 400 third grade students are participating in the research this year, being reached with various levels of intervention. Our most intensive interventions reach 212 students with gardening and nutritional demonstrations. Our program and curriculum line up with the Texas Educational Requirements for Science, Math, and Language Arts, bringing concepts through eight different lessons which meet different, teach curriculum requirements. We encourage parent and community volunteers to come into the school and explore gardening and nutritional recipes as we do it with them. Our goal is to assist the teachers in schools for one year and encourage sustainability and continued use. Good morning, commissioners. Judge Mike Potter on the Horticulture Agent here in Montgomery County. I kind of have something to share with you guys. We have a great group of volunteers. Every year we train about 40 to 50 volunteers to become masterguards and stewards of our land. And basically, you know, some people ask, what is horticulture? Basically, it's everything you eat and grows around you. In some cases on roofs. So we really pride ourselves in training our volunteers to do the best that we can possibly do to get out to the community, express and stress the importance of water conservation and environmental stewardship. Our interns this year we had 42 of them graduate just recently at an event that we had. They put in over 4,000 hours of volunteer service just themselves and that alone equilates a little over 100 hours on average for every volunteer which was a total of $99,231 in $48,000 back to the community. As a whole, the volunteer program had 38,366 hours. And I have about 308 master gardeners on the book. So that right there tells you they're putting in well over 100 hours each, just to volunteer and help educate the community on what we do. And also have a symbol of what they've accomplished this year and the form of the Nikes Big Old, well, it's not bouncing yet, but it's close enough to it. So we've got a great big old check here for $849 plus $1,000 just for the volunteer service that our interns and master gardeners themselves provide the community. Great job. provide the community. Good job. Good morning. Most of the time the 4-H program kind of takes a pass on this day because we come to you in September and give you our full blown highlights for the whole year. We're going to take our opportunity this time to share one of the big highlights we told you would be bringing and I'm going to introduce Jacob to tell you a little bit about the trophy. Hi, my name is Jacob Buchanan and I live in the southern part of Montgomery County. I am here today to thank all the commissioners for their support of 4-H in Montgomery County. As a member of the and officer of Montgomery County 4-H shooting sports, our club has a approximately 100 students ranging from ages 9 to 18 who live all throughout Montgomery County 4-8 shooting sports, our club has approximately 100 students ranging from ages 9 to 18, who live all throughout Montgomery County. Our club is dedicated to the teaching firearms, safety and familiarity through eight active projects throughout compound archery, re-covartery, air pistol, 22 pistol, BB gun, air rifle, and 22 rifle. As a senior member 4-H, I was selected last summer to be a part of the Texas National 4H shooting sports team. The 4H national tournament takes place in Nebraska in June, where teams from across nation meet to compete 9 different 4H shooting disciplines. Each discipline has a 4 person team and competes in three events each. For Texas, we took the maximum number of 36 students from 25 different counties. Thanks to your support of 4H, I was the first shooting sports 4H or from Montgomery County to be chosen for the Salute team. I would like to share with you today the National 4H trophy. In addition, as a member of the commissioners and the county. I would also like to announce that for the 2014 national team we have not only one but three students competing in it, two in air pistol and one in recovartory. Being another test ministering then support of 4H in our county last year only six other counties has three or more students from a single county. Now Montgomery County joins this prestigious group of counties. I look forward to your continued support of 4H so we continue to shine not only in the county but throughout the nation Congratulations. Thank you Thank you. So we've been striving to work with pesticide safety and make sure that products be you know according to the label and protecting our resource. So that's been a big emphasis But we do invite you to take some time and read through that and kind of see the things we're doing and we invite you at any time We try to keep you in prized of activities coming up through newsletters and emails and anytime you guys want to come and Participate in a program sit on in it. I appreciate you taking the time to listen to my proclamation. My name is Betsy Steele. I'm a licensed teacher, educator, and a licensed driving school in Porter, Texas. Car crashes are the number one killer of teens in our country and not only as drivers as passengers. My son was a statistic on December 7, 2003, and that is what influenced us to start a driving school myself and my sister Jean Pritchard and my mom to teach teams to be safe drivers. Well during our, we established a fund called the Garrison Steel Safe Driver Elite Award where certain students can apply for to receive a cash award toward their academic goals in life. I believe that students are rewarded for their academics or sports, but I believe they should be rewarded for being safe drivers and for promoting safe driving as teens because it goes with them the rest of their life and then they teach their children to be safe teens. As an instructor I've learned that that is a great influence as the parents teaching their children to be safe drivers. And as such, I would like to honor one of those such teens that really stood out and promoted safe driving during our classroom time and also in the car, but also around his normal settings. And so I would ask that you would consider a proclamation of appreciation for Jacob Hayden team safe drivers day. So I'll read the proclamation. It says, whereas Jacob Hayden has actively and successfully demonstrated safe driving skills in that he was ranked the highest in class achievements and in car driving skills set forth in the driver education course required and approved by the Texas Education Agency. And whereas he has provided constant leadership ability with his peers concerning being a teen safe driver, he encourages classmates and friends to participate in the hands-on learning in the classroom and in the car. And whereas he participated in the application process having presented an excellent presentation along with two exceptional references and as well prepared essay on safe driving for the scholarship, Garrison Steel Safe Driver Elite Award, given to chosen outstanding teens who promote teen safe driving, which led to him receiving the scholarship for advancement in his future academic goals. And whereas he has contributed and shared a positive and safe driving attitude by example in his driving technique and has proven himself a valuable asset to our community and promoting the need for teens to be safe drivers. So today I would like to make her look good. She's been an employee from Montgomery County for almost 20 years. That says something itself. Deanna goes way above and beyond the call of duty. She goes the extra mile and I was kind of looking at she's the kind of employee that makes Montgomery County looks good. The court cannot take any action in executive session. So any vote or any kind of action like that has to come out into the open court arena to do. But for those that are not aware, executive session is the only time that we as your lawyers can advise you and give you legal counsel legal advice. And as you know, we cannot meet with you as a group or even as a quarrel to not be in violation of the Open Meeting Act. So that is our opportunity to give the court legal advice or proposed settlement offers if there was such to be had. And of course, real estate dealings can be done in executive session. A lot of crossroads were and forks in the road were approached and decisions were made. There was a decision made to have a special purpose entity. Why? There was a decision made to have certain people involved in it. Why? There was a procedure on all the bills and I don't know what that is and how they came to be and how they came to be reviewed. And if anordinate trust was given to Miss Brazil, I don't know. I don't know why. I don't know what the final approval process really builds. I know ex officio that the members of the court all sat on the special purpose entity. So at the same time that that was happening it was happening to you and people were missing missing things. There was a reason to go to a developer rather than do it through it. I think at the time it was purchasing. Why? I think we need all of those answers. I think we need these answers and it has to done is through some sort of an open forum or an open inquiry and a report written and testimony taken under oath. I said this 11 months ago and I say it again. We still don't have those answers and this is $12 million. I remember getting involved in the fight on the contract and that my that contract may be a big detriment to what you're doing relative to her. And it's just I think it's something that you have to do and I would appreciate if you would do it and we could get find out exactly what happened. This past year in the eighth or legislative session, there were two issues that came up on a pretty regular basis. One was the egregious behavior and the part of the federal government towards our fourth amendment rights and the issue of transparency came up over and over again. And more recently at the state level, we've had an issue with a university, University, Commissioner Member, that I don't want to name the school, it's not important, but he brought up some egregious behavior in the part of one of the other members. And rather than opening up a full investigation, it actually led to one of the state lawmakers not running again. And rather than throwing transparency and showing transparency on this action, they took the ethics commission and they turned it on him. And I really believe that there is a, we have a trouble. We have some problems right now with people trusting its government. And it's not a result of anything that y'all have done. I don't believe that for a second. I'm not shining a spotlight on you and saying that you've done anything wrong. I'm simply saying this is the attitude from the federal government and the state government towards some of the things that have happened at the federal and state level. And I just want to tell you how much I respect you guys and I appreciate the fact that you're looking into this and I asked that you'd keep it open and transparent You get to the bottom of it.
