I'm the Vice President of the Texas Papers Pack, and I reside in the Woodpeas. I just want to make some comments about this budget. The first comment is that I don't know what we're doing comparing everything to an adjusted budget. Last year, you adopted a budget. This doing comparing everything to an adjusted budget. Last year you adopted a budget. This year you're adopting a budget. That is the budget. What happens apparently is of course the each year adjustments are made to that budget and then we start comparing ourselves against the adjusted budget instead of the original budget. So really the budget process is a bit of a farce if we're not going to be living within the budget that we adopt today. And we certainly didn't live within the budget last year. Last year you presented a balanced budget of $251.9 million. Instead you spent $290.8 million. That's an increase of about 15%. But there's more. There was a surplus. And I don't know where the surplus is from last year. The budget this year shows that in 2012 we had revenues of $327.8 million and expenses of $290.8 million, leaving a surplus of $37 million. And I can't figure out where from the information here. I can't figure out where from the information here, I can't figure out where that surplus is. Also, I have a question of why next year's budget is appropriating expenditures of $15.8 million for the Joe Corley detention facility, a facility that we sold earlier this year. So, I don't know why we're spending more money for that. 15.8 millions about 5.5% of the total budget being allocated this year. So I mean that's about that's a huge amount to be allocating to a asset to the country's art the county's already sold. The budget also appropriates 13.1 million to the mental health of treatment facility. It's another asset that is up for sale. That's the treatment facility, which is another asset that is up for sale. And I don't know why between those two we're allocating almost 10% of the budget, which is a lot of money going to things that are either sold or are on the block. Meanwhile, property taxes. Revenue from property taxes is up 7.2% over last year. And they've increased over twice that amount over the last three years. Yes, the tax rates have been kept flat, but it's a bit of a joke to talk about flat tax rates when property tax, the actual taxes are going up because the appraised value of our properties are going up. I know that some of that's growth, but a lot of that is appraised value and our taxes are actually increasing dramatically. I don't think that taxpayers should have to spend the time I've had to understand, or try to understand what's going on, and to raise issues like this. We expect our public officials to do the right thing and look out for interest. Those interests include efficient government. That doesn't appear to be what we're getting from this court sadly. And I really don't see the level of fiscal responsibility and efforts to really keep government efficient that we would like to see for the court. Thank you. Wow, was your money allocated to the Joe Corley Center? It's a wash. Judge, what we have is a contract with GO, who is the owner of the Joe Corley facility. We also have a contract with the federal government to house prisoners. So what we have to do, according to accounting rules, is recognize the revenue that we anticipate receiving from the federal government for housing their prisoners. Consider and approve the proposal from Quadrant Consultants Inc. for the Economic Impact Study for the Lone Star Executive Airport, U.S. Customs Facility, and the amount of $34,916.50 in the court to name a funding source, and Scott Smith will answer any of your questions. Scott, if this facility, if we move forward and this facility is built, what are our reoccurring costs and how will they be paid? Well, Commissioner, we don't have a number that we can nail down at this point, but we do have estimates based upon the study so far that it's been accomplished. When we look at other airports, particularly in Texas, and that are similarly sized general aviation airports, we're going to be, we're looking at somewhere between 125,000 a year operating costs up to, I think the top end is about 180. So somewhere in there, depending on the rate that's applied and when the custom agent is finally supplied, plus the rates that are applied for the custom agent is finally supplied plus the rates that are applied for the IT component which is an upgrade of computer and IT lines that's required every year. And would the county be building this facility would it be paid for by private dollars? Do we do we know yet? We don't know yet Commissioner there are those options. And you know my preference would be to try to find private dollars to build this facility. That's one thing that studies going to do. It's going to be kind of a fundraising tool that we need to go to different entities within the area. That's going to benefit from a customs agent and try to top them into helping with the capital cost that we're going to have to build a building. So we need to ask for capital cost and continuing operating costs. Is there a recommendation for revenue generation? Once that facility is there? Yes, there will be a component for revenue generation commissioner. But looking at the other airport operations in this program, it's not likely that direct cost recovery through user fees is going to be accomplished. The fee would be set so high that then diminishes the utility of the service. So we look to fill in the amount of money you can receive by setting your clearance rates appropriately, that we'll still make it marketable. And then also we have airport revenue. Certainly, when we look at fuel flowage, which is per gallon charge, we have some leeway there to adjust our flowage fees at the airport. And then we have the third component of participation by other entities. When is the last time a master plan has been completed for the airport? Kind of a short mid and long term plan because I understand there are some economic benefits of the airport to the community and also that our state senators and all of our state legislators of issued letters of support as well as the governor for this customs facility. But when I'm out talking with members of the community, most of them don't have airplanes. Most of them aren't able to. They're not using this facility and there's, you know, I don't want it to be a black hole for tax dollars and just something since I've been on this court we spent a lot more money on this airport runway extension and so Hannah when is enough enough when is this airport going to be at a at a state in which we're not having to continually pour money into it. Well Commissioner the last master plan that was adopted by the county was in 2003. So that document is very dated. Typically the master plan will be five to eight years possibly ten for a life expectancy. Over two years ago we approached TechSdot. We met with TechSdot up in Austin to request funding for a new master plan for the airport. Text. at the time was not in favor of making the investment in a whole new master plan, but rather prefer to embark on a lesser planning document. addresses more of the Southeast side of the airport, which is being developed now. And that document is close to being ready now for your review. And it does have new aviation forecasts in it and economic impact model. And so that will be forthcoming shortly. In regard to the when will the airport, let's say turn to corner and be break even and then profitable. That takes time at the last analysis we did. It's somewhere between 35 and 50 acres of additionally leased land would bring us to break even on operating costs. And looking at the future of the airport without the benefit of the master plan yet, but I can say that there certainly will be capital improvements required on a longevity basis. Right now as we have the asset those improvements will be need to be made. Right now according to the data that best on the skydive put together, we have an international flight arrived at our airport almost every other day. But they've already been somewhere else to clear customs and they're still coming here. That number could increase, I mean, nobody knows, but it's going to be, it could be huge. Especially with the tech park coming in, it's going to be it could be huge. Especially with the tech park coming in, it's an international operation. That area out there to include the convention center, they could all become self-sustainable. And I think we'll see that in the next few years. But... And then Scott, the last thing you and I talked briefly, I think we'll see that in the next few years. But. And then Scott, the last thing you and I talked briefly. I had asked you why wasn't this economic impact study done previously? It kind of seemed to me like we were putting a cart before the horse. And you had a ration out behind that. Both in the course, the economic part of our community and as well as in the airport world. And I think the rationale for not having done this earlier will end up being well for two reasons. Number one, when you reach the decision point as a court, we certainly want to provide you with all the data that's up to date that we can give you for your decision making. And doing the economic impact study now over these next 11 weeks will provide you the latest data and best qualitative analysis. And then the second reason is that a current study, fresh off the press will be a great tool for us to approach other entities and demonstrate the economic impact that they will receive from the customs operation at the airport and be a better selling point for us. Scott, is this study just on the economic impact of the customs facility or the entire airport? Of the customs facility only in relation to the current economic impact of the airport which is about $31 to $33 million a year. I thought the overall impact would be substantial on that. Therefore we believe so. It's going to be huge everybody. But just to give us the tool to do that. I move about a funding source, Commissioner. I'm sorry. Funding source commission will use We'll use contingency. We can be reimbursed when we get the black force money in, which I think is going to be within 90 days. And we've also issued certificates of obligation in 2012. And Scott, there is still contingency money left in those, if that would be something that you all would be interested in using instead.
