I want to express my appreciation to you all for y'all's continued support of our Texas A&M Agro Life Extension Service here in Montgomery County, the great educational programs that they are conducting. This morning the agents are going to briefly share some of the highlights of programs that have taken place in 2014 and how those programs have made a difference with the residents here in Montgomery County. So I think Amy Ressler is going to be first up this morning. So Amy. So back into why I was here and told you a little bit about walk across Texas. I just wanted to remind you a little bit about that. We had 1491 people who participated this year. That was 105 teams that registered and 41 of those teams were actually Montgomery County employee teams. So their total mileage count in Montgomery County for 2014 was 164,562 miles, which is pretty awesome. So we estimate the benefits of that with 439 of those participants that were between the ages of 18 and 66. If they continue walking, we estimate that that will include a collective $6.5 million in healthcare savings by avoiding type 2 diabetes and reducing work absences. Another project that we were really proud of in MMM, Family and Consumer Sciences is our family's reading every day project. We call it Fled for short and we do this with the Head Start Group. We've got had about 350 families. This project encourages literacy development and increases family time. And United Way has actually provide very generous support that allows us to provide incentives and books for the families and the children. And then volunteers also spend time with the children fostering their web of reading. And United Way has also been very generous in helping us with our on the road to healthy living mobile cooking school. And with this project, we're able to provide on location cooking schools and nutrition classes for families to help them become better equipped to prepare nutritious healthy and economical meals for the families. And so July, we've had 36 people participate in 14 classes which is equal to about 152 educational contacts and we're looking forward to expanding that even more into the future. A few other things that we do in family consumer sciences, we have our education, extension education association and that includes a group of dedicated volunteers who extend our outreach to the families across the state. We also provide child care provider training and that helps child care providers continue their education that they're required to have for licensing. We've done some dinner tonight cooking schools and some food preservation classes which helps people feed their family healthfully and economically. And in child passenger safety, helping children make sure that they're secured safely in child safety seats and I've actually become a certified child passenger safety technician and so I'll be able to check courtesy to hear at the office. And then we'll have several young and heart-news letters and a master of mimic classes which helps reach older populations and help them maintain the quality of life throughout the aging process. We'll have a couple special projects that we wanted to share with you. Michelle Skase works in our Texas Grow Eat Go project and I wanted her to talk a little bit about that and then Ivonne Walther works in our Better Living Protection project and she wanted to share a little bit too. Good morning. My name is Michelle Skase. I'm the project specialist with Texas Grow Eat Go which we refer to as TG-EG. This is a childhood obesity intervention program using gardening, nutrition, and physical education to affect children's behaviors, and reduce Childhood Obesity. The program combines the efforts of the Junior Master Gardener Program, walk across Texas, and coordinated approach to child health. We have a three different phases of this program. The first was a research project focusing on third grade and will a PSD. Our research shows that 70% of teachers reported students making good changes in the food they brought to school or in their choices in lunch line. And 95% of teachers said that this was extremely beneficial to their students. Following this, we've expanded into the Conno Parks and Recreation After School and Summer program where we had 515 participants in 5,390 educational contacts. Surveys from those activities showed an increased number of students helping families with meal preparations, a reduced time in media, and that they are more interested in being healthy and eating fruits and vegetables. Currently, we're expanding even further this year we have K through sixth grade and Willis ISD as well as multi-grade level participation in sixth Conor Afterschool sites. This is 2,160 participants with 25,920 educational contacts. In 2015 this program will complete the research phase in Willis ISD and we will finish our Conorught after School sites with the potential of repeating the same progress in the next year. We have possible expansion in the Splendorist ISD to help me program through United Way and we also have interest in non-toddling schools in the woodlands. However, the future participation and impact of this program is based on the continuation of a dedicated professional. The current position is funded through the summer of 2015 with university research funds, but future funding will be needed. Without the professional focus on this program, this participation will have to be adjusted dramatically. Excuse me. Howdy. My name is Ivonne Walther. I began in this position of Extension Assistant for Better Living for Texans Program on May 15, 2014. Better Living for Texans is a cooperative endeavor among Texas A&M AgriLife Extension Service, Texas Health and Human Services Commission and Food and Nutrition Service of the USDA. BLT is a component of a supplemental nutrition assistance program that provides educational programs to SNAP recipients, applicants, and other low-income audiences to help improve their ability to plan and prepare nutritious meals, stretch your food dollars and prepare and store food safely. In 2014, I have conducted 61 educational sessions and made 493 contacts. So far, 55 people have completed one of the BLT 3 Lessons series and back to basics, don't get bugged and 3 easy bites to be considered as a graduate for BLT. Participants must attend all three sessions and completed post surveys, pre-imposed surveys. We are looking forward to a very productive year in 2015, working with many other agencies that have also served low-income audiences so we can make a positive impact for Montgomery County. Thank you. Thank you. Our next report from the 4-8 office. Good morning, Judge. Good morning, commissioners. We've heard a lot from 4-8 recently. We've been here, I think, twice over the past month, month and a half. So we won't repeat everything that we've already told you about the 4H program. Just a couple of brief updates since then. One of the programs that we're most proud of is of course our Junior Master Gardener program. We were able to certify 45 new teachers through our training that we hold here in Montgomery County. And that's not just people from Montgomery County actually it's a statewide training so we had people travel from six different counties come here to Conroe to become trained so they can take that information back and share within their counties and so that's one of the biggest programs that we're most proud of. Another one is our Food Challenge for H Contest. And it's actually one of our fastest growing areas in for H with the Food and Nutrition Project. Just recently, about two weeks ago, we had a workshop for food and nutrition. We didn't think we were going to have that much turnout. We ended up having 32 foratures that came out and participated in that contest. We're getting them ready, starting to think about the contest that we're going to participate in the spring. So we do hope to have quite a few foratures participate in our county and district ground that hopefully will have some seniors go into the state contest with the food challenge. We have another workshop coming up this weekend for our fashion project so we're getting our members focused on what they're going to participate for this coming year. So we're certainly working on those activities. We are going to learn more about entrepreneurship and what it means to start a business. Those are some of the projects that we'll be focusing on this coming year to continue the outreach that we have with you that are both in for age and that are not yet for age members to help grow our for age outreach that we have within. The community and with the partners that we work with and so, Gilly, thank you for your support. All of those project areas that you let us go and work with and partner with. Good morning, Judge Commissioner. I'm Michael Potton, the Horticulture Agent here. As you know, and as you can tell, a lot of our programs and extension are revolved heavily around our volunteers. And one of our biggest programs that we have is our Master Gardener program in this county. We had our 2014 intern class this last year. We had 52 people signed up, and 50 people have already completed all their hours to become a certified master gardener. And with that we're having graduation today, so that's going to be a fun event. The other part is that they provided over 4,000 hours just themselves just this past year for volunteer service back to the community. As a whole, the home master going program, we have over 300 and about 350 volunteers that are managed through our office. They've provided a little bit more than last year, but about 41,018 hours of volunteer service, valued at over $924,000. So as you can see, we have a very good program. A lot of this volunteer service goes into our extension office as far as maintaining the grounds and showing demonstrations to the public, as well as the educational programs they do for outreach education. And currently we're also working, as you know, water is a big issue in our county, and throughout the state of Texas We're working very hard to cater our programs to the community and currently we're in a partnership with the city of Conno Water Department to provide a result demonstration Garden out of the Carl Barton junior Park that's over here on the south loop which ground has already been broken and we're started doing that So hopefully we get to show some people everything what it's like to actually do some water conservation provided by plants in the right place and I thank you all for your support and what you do for us. We did a water well testing program. We had a lot of people look at the quality of the water that was provided and feel uncomfortable about what they are utilizing. So, you know, there's a variety of aspects and then, you know, three program area committees between the egg and the beef and the horse have all provided program areas that you can find reflected in that. So, again, we appreciate your efforts and your support of our program. Again, I think we're making a difference in the community and it doesn't come without you guys being there to help us out. The final comment I wanted to make is that we did submit an nomination for our extension in the city awards program and Judge Seller statewide recognition for elected officials and we do appreciate your effort and support and again congratulate you on that recognition because again there is a lot of good people that are put up a state level all the way through all elected officials and we appreciate your support. Good morning, Mr. Stuller Dunman has been appointed as the chief of all of our specialised divisions. And I'd ask the clerk to allow AB and D and the first C. I spoke with each of you individually on C and Phil, you'll be a peer to discuss that. But it's in regards to the grant deal with DWIs the Texas Court of Court repeals the state legislature addressed a ongoing battle of DWIs and of course it gave the discussion to law enforcement do what were called mandatory blood draws without a search warrant. Depending that came down from the Texas Court of Court of Court repeals a couple of weeks ago, addressed that specific issue saying that the mandatory blood draws were no longer permissible even though the legislature had enacted it. The read anticipated that because the case had been on appeal for over a year. So we have moved towards blood warrants a long time ago and so this grant deals with those and so Commissioner, I just kind of address this deals with the taking of blood but it has to be done so through a throw warrant issued by a judge. The person has to have a dollar address AB&D. One in Judge Commissioner. One. Our 12A is considered to approve the increase in early rate from 45 an hour to 4650 an hour for Fiscal Year 2015 grant for the Parallegal Investigator for the No Refusal Grant from TechSot. This will not increase the amount of the grant. I hope they were sure. B is considering approved the district attorney's office to apply to TechStyte for the no refusal grant in the amount of 2-3-1-2-1-8-1-5 which includes a match of $9,300, $760, $65, which needs to be budgeted in fiscal 2016 as done in previous years. In the past with regards to the Quart reporter service fund and the District Quart Technology fund, those quarts would go through a process where there would ultimately end up with a request in the auditor's office which would then be presented to you. This year through the budget process we budgeted anticipated costs for these funds with those courts. The Board of Judges did approve in their November meeting a change in the process where since those were already budgeted and the budgets were approved by you, they would just still have those approved by the administrative judge and they wouldn't need to come to commissioners court anymore. Because that involves a change in the process on how y'all have done it, we also wanted to bring that to you for approval. So it would be less items for you to approve in the future. We've also done some projections on some proposed items that were discussed. One of the things that was discussed was going from a reimbursement process to one where we would pay a prudium rate. If we had had that policy, it would have cost the commissioners' additional $230,000 from what was budgeted. So we then went with what seemed like the most fiscally approachable when considering that the budget's already been adopted, which is to continue with reimbursements for receipts that already exist, but to grant an additional 30 days for that paperwork to be submitted. This fund does get its money from participants in this court as well as some other participants and the anticipated cost annually is a little bit in excess of $20,000. Does this a fee that's charged to certain cases to be used for defense in the Veterans Court? Is that what that is? There's a fee that can be assessed to participants to participate in a pre-trial diversion fund. All of the participants in the veterans court are in that pre-trial diversion fund, as are others that don't go to veterans court. What kind of cases are held here? What are we talking about? The Harris County Office has a veterans court, and I believe the district attorney can speak on it as well. We're some of, go ahead. No, go ahead. You could probably explain it farther than actually. Well, we just attended the first graduation for veterans court when we talked about implementing one, the one that we have done was in conjunction with the award winning one in Harris County. The amount of resources that the veterans are able to receive for Harris County are substantially greater than what we have here. But in conjunction with Montgomery County VA, you have hair scouting when I went to the staff last week, they had 14 professionals including the judge, the head of Baylor, who have defense attorneys that are signed to them. But globally, the pre-trial diversion is a discretionary contract that the district attorney's office can award to a defendant who's committed crimes. And so the screening for pre-trial diversion for veterans obviously they have to be a veteran and they have to have been on a bladish-charged. They have to have seen action themselves. And so the two that were in there right now obviously suffer from post-traumatic stress disorder. But because there was a large body of people who applied who were granted permission to go into the pre-trial devotion program, we're entitled to assess up to $500 per applicant. And initially that's what we did. But we've scaled that back to $200 per applicant. Because frankly, the account got to be larger and it appeared as if it was a money making episode which was certainly not the case. And so we've had the ability to turn some money over to adult probation to create a pre-child of version, a juvenile probation officer that was assessed with the mental health, or with the veterans health with the veteran's court for over a year. So, actually, with paying their some of the defense attorneys down there, how some get occupational trial results is to induce some other things. In this particular fund, I will be administered by adult probation. It will pay those attorneys to do that kind of stuff. Obviously, we should not be approving the defense attorney work. Yeah, you don't want to. That's why it's the operation name. Right, money generated by the cases to be held by veterans. Absolutely. And the law refaraged it. And let me tell you what, the benefit wasn't last week. You took two broken soldiers and after their program, you got back two solid citizens of the community. And I couldn't have been happier by nose. I'm kind of a prosecute first kind of a guy. Now, the reason I get up about this is it's going to involve, it's likely going to involve land seizure. Now, if you're familiar with the QL decision, it was seizing land, private land, for private purposes. And the government doing it. And the people in Grimes County were just I haven't seen that much enthusiasm since the early meetings at the congressional meetings in the districts on Obamacare. I mean these people are on fire. They're about 300 of them. And a lot of it is going to involve taking their land. Some people would lose their farm exemptions for the amount of land it's taken. A lot of things is going to impede. High-speed rail has never made money anywhere in the world. There are two lines which make operational money, but they've never paid for the capital. So I don't know who's behind this thing.
