She will stop by on her own dime in the morning and get them collagees or donuts. Anything to keep the jury happy. She is always volunteering for special projects, like getting the Tyler computer system up and running on the county court side, just endless amounts of work this woman does. But with all that said, her true, true calling is just a people person. She is such a kind heart. She's a living soul. She would do anything for anyone. I always have my funny story. I talk about Peggy came and rescued me off of a bridge at midnight on a weekend. And then I realized it sounds like I might have been going to jump. But that was. I would have in car problems. Peggy was so involved when our court reporter, Paula, passed away a few years ago. I'm sure most of you remember Paula. She was so supportive and so involved with the family that the family actually asked her to write the obituary. And she did. So I just can't say enough about Peggy and with all those things that she does, you would think that she didn't maybe have time for her own self. She has, what is it, five green kids now? Four green kids. I'm sure it's going to be five soon. She's got a mom who's aging and special needs that she takes care of. She's got like six or seven brothers and she's the matriarch of the family and so they're always calling to help out with stuff like that. And she's working on her master's degree on Heli Dance in At Night. And she's doing an internship at our probation department besides working for S when she's also on weekends at night. Gentlemen, Judge and commissioners, just very briefly, we are all familiar with the state historical marker because of the overload of the Texas Historical Commission that reviews these is getting increasingly difficult to get state historical markers except for those that are regional or state has statewide significance. So our county commission along with following the lead of Harris County, Walker County, and now several other counties in the state are proposing a county historical marker. I think you've got a mockup of what that would look like. Made by the same company, the Southwell Company that makes the state historical marker, we will as the commission still be encouraging people to apply for state historical markers. But this allows us to recognize historical structures, historical people, historical sites and cemeteries that might otherwise get lost. Given the fact that this county has grown so dramatically, the ability to capture the history for the newcomers to the county as well as the old comers will allow us to preserve more and more of our history. So that's the purpose of the proposed historical marker program. I think it's great Larry, I know you spent a lot of time at the marker that we've got between Conor and Willis to rest stop. That certainly needs to be saved. And it's just a matter of time too, that they widen the highway and it goes away. So I think that's a great effort that you put forth. That's pending. We haven't heard back from the Historical Commission about that. But once we get that approval, I don't have to come to you and ask to make sure that the State Highway Department has no problem with moving it. Well it We'll see if we can't get through that but it needs to be saved and and we appreciate the work that you do Well, I know how much I'm raised people on our commission full-time job Sometimes my wife thinks it is I Want to also well have an opportunity. I know the commissioners know this but there will be a I want to also have an opportunity, I know the commissioners know this, but there will be a dedication of a new state historical marker depicting the five county courthouses of Montgomery County. And it's in conjunction with the upcoming birthday celebration of our county, which was the third county created by the Republic of Texas in December of 1837. So this commission is incredibly very involved in that. Thank you so much for inviting us to be here today and to share with you our progress on two pieces of work. The South County Mobility Study and the County White Thurough Fair Plan. With me today is David Wartlow. He's one of our program managers at HJC, his team, and our consultants have been working on this effort with the study committees both in the South County and the County White work. Let me just say how impressed I am with the continued growth and development in the county. David. Let me just say how impressed I am with the continued growth and development in the county. David's going to touch on that. But I think it's going to be a major challenge for us to continue to keep up but we're looking forward to working with you. Thank you very much. I appreciate it. Your time today again for the record name is David Wartho, Program Manager with HGAC. I believe we have printouts for everybody on the dius and we have some copies for those in the crowd. We do have the slides up on the monitors as well for you to review. If you don't mind, since you got those notes there, I have a fairly substantial amount to cover with y'all today, because we've been working hard for the last year. So you know, mind holding comments or questions till the end. I'll try to get through this pretty quickly. Again, we'll give you a little bit of background as I mentioned. I just heard a moment ago about the growth in our county and the need to preserve its heritage. It will be a substantial challenge coming forward. So we'll highlight a little bit of the demographics that we see coming forward and what inspired us to work with y'all on a number of studies in the county. And then we're going to cover two with y'all today, as Alan mentioned, the thoroughfare plan, covers the whole county, and then a more intensive project focus study we've done with the South County area precinct three in a little bit of additional area. Again, population wise, it's been spectacular growth in the county that you all have been very aware of over the past 30 years, about 4% a year growth, which is incredible actually, going from just over 100,000 folks in 1980 up to the last census of over 450,000 residents. We see the growth continuing over the next 30 years, again doubling the population to over, well over a million residents by the year 2040. So that's again a 3% annual growth rate which is really spectacular. Employment is much the same picture in fact even greater employment growth in population. They're well aware of the employment centers coming online and growing very rapidly in the south part of the county as well as further north up along 45. As we see that continuing to be a substantial trend and something that will greatly impact mobility throughout the county folks needing to traverse within the county and come to your county as a destination, not just as a as a bedroom community, you're gonna have a substantial employment base of your own. This is highlighted by a long list of announced developments within the county. I apologize it's just 45 depicted here. Slide from our South County study to help highlight where the development was occurring relative for them. But it's a long list. You know that highlights huge corporation is substantially moving on its property holding, including huge landing and stuff further north around Willis, as well as the Spring Woods Village site. Just south of the county, we'll have substantial impact on residential and associated employment growth within Montgomery County. With that as a backdrop, we've been working with y'all over the past year and other local governments in the area on three studies. In fact, I'm not sure that we've ever done three studies in a particular area at the same time quite like this. It's reflective of the amount of development and pressures that we see here and the need to stay in front of the mobility challenge, at least to the degree we can as we move forward. So three studies, again, the thoroughfare plan, the covers of the whole county. Then we have a South County Mobility Study, which was pretty project focused on the roadway needs. That's basically precinct three that's highlighted in yellow. And then we worked with the Woodlands Township on a more intensive transit focused study for their portion of the transit service area really that covers the township and a little bit of area into Oak Ridge and Shenandoah. I'm gonna jump right into the thoroughfare side of things just to get you all up to speed. I haven't had the pleasure of presenting to you all before. Now you've got a brief update when we launch this study, but we haven't been back to you. So we wanted to get you up to speed and onboard with where we are in the study. Again, the purpose of doing a thoroughfare plan is really make sure the public and developers understand what the long-term plan is for the roadway network within the county. So that as property is developed and redeveloped, as folks move in, they understand how things are supposed to be planned and where roads will likely be located in the future. It's a potential location for future roadways. It allows you to have a meaningful dialogue with your constituents and with development community to make sure things are being implemented as that development occurs. It promotes connectivity to make sure that we can utilize the roadway network efficiently. We're not being funneled onto the same facilities. That was a key issue in the South County study that we'll get to in a little while with 45 being very congested with a lot of trips that we're hoping can find some alternative pathways that don't need to clog up 45. The key for the county's development is making sure you preserve future right of way. Making sure this is an adequate tool that you can utilize to make sure that right of way, making sure this is an adequate tool that you can utilize to make sure that right of way can be preserved as development occurs. Design standards are important, they're part of this too, and as you guys are allocating resources and making decisions on implementing projects, the Thurafair Plan will guide that process as well. So in general, the overall process for the Thurough Fair Plan is we work with you all in your county and the local communities within it to develop a Thurough Fair Plan. The seat of Conor is a key constituent there. They have already done quite a bit of planning work on their part of the county and through their in their corporate limits and their extra territorial jurisdiction. This includes a public engagement component, making sure that it's properly noticed, so that when you adopt the plan, you can implement it. And again, that is implemented through really your development process, subdivision regulations and plot review, and through your direct allocation of resources and construction program with the county engineer. If you do wish to seek to preserve some corridors and excess of 120 feet, there is a process and a way to do that under the local government code chapter 232. It does allow you to identify key major thoroughfares needing more than 120 feet and as long as they are consistent with the regional plan which HGAC helps manage then you can in fact preserve more than 120 feet. Counties use this differently in our area. Some do this to make sure that interchange areas are radically preserved. Some do it across the board for all the thoroughfares. As part of our outreach process right from the very beginning of the study, we conducted five focus group meetings. This is back in July. They're really targeted there outside of PreSync 3 because we did a study for PreSync 3. And we tried to gather information on current needs, congested roadways, missing connections in the thoroughfaring network, as well as understanding where future development is likely and already occurring. This helps us update our forecasts, so it's useful for us. It really helps us make sure that TheraFare plan that gets developed reflects the issues and needs of the county. We also got quite a bit of input on safety and operational enhancements, intersections where there are issues, high truck count areas, things that might be useful for you guys as you consider what investments you might be considering in the near term. And this included elected officials. We had representatives from all of the precincts involved in those meetings. And we also reached out to the municipalities in the area, City of Montgomery, hosted the meeting, City of Willis, hosted the meeting. And we also reached out to school districts, key users of the infrastructure, police, fire, other first responders, and our Chamber of Commerce was the key engagement point for getting the private sector involved. We basically had a series of maps that folks were able to mark up. We collected those and came back to y'all with a list. We sent this out to y'all earlier this week, and it's just a kind of a data point for y'all to consider as you may be looking at investments to make in the near term. What corridors were folks focused on? And again, I apologize for the copies for the folks in the crowd, but the court members all have these. We highlighted for you areas of concern that came up in multiple meetings. It doesn't surprise anyone that these are the common areas of concern. I think Rayford Road came up in almost every meeting. So even if they weren't in the South County area, folks were. They knew where the mobility problems were. There's substantial consensus around this. We took this input and have identified some key corridors that need addressing during the life plan of the third-fair planning and it's a long range 50 plus year document. This includes both additional capacity and intersection work on the existing roadway network as well as some additional connections that would be useful and help to manage mobility throughout the county. I'm going to move quickly into the South County study to give you an overview because we're wrapping that up and you'll kind of see how we dig down the next layer and look at specific investments for you to consider. Again, the study area was predominantly precinct three, it goes a little bit into Harris County. We had a strong group of folks and local governments involved in this study. There was, you know, we got engaged right in the middle of an interesting time, I would say. And it's been really amazing to watch these local government, City of Shenandoah, Oak Ridge North, Woodlands Township, the Woodlands Road, come together with precinct three and other constituents to really reach consensus on a broad range of mobility improvements that are necessary in the South County region. There's not unanimous consent on every last item, but I think we've gotten to a point where we agree where the problems are and that issues need to be addressed. How those ultimately move forward, there are a couple of areas that additional dialogue will be necessary, and that's not a big surprise. Key issues that the study focused on or east-west connectivity, again across 45, being a key barrier north-south connectivity, including alternatives to 45. So those local trips don't have to get on to the interstate to make those connections. There's a big gap between a lot of those interchanges to plus miles in some cases. So circulation is a challenge around the interstate there. Making sure Grand Parkway has adequate access so that folks can again feed to that as an alternative to funneling all the way to I-45. And we've, of course, took lots of pictures of congestion out and about during the process of the study. I did wanna highlight these groups are already working together to implement a number of projects. Some of you all have already seen these in action, a lot of turn lanes, the flashing yellow program, as well as some other enhancements throughout the county area. They've already come together with Harris County to work on the Kirk and Dolby Ridge widening, and then the 2978 project is moving forward as well. So these local governments are really moving forward, as fast as they can to address the challenges before them. I identified a fairly extensive list of short term needs, which I'm not gonna bother you with going through the nitty gritty details of today. I would highlight for you that all of these study materials are on our website created for all three studies Montgomery County mobility dot com so you can review the entire list of recommended improvements in South County and stay up to date with the thoroughfare plan as well. There are of course a lot of long-term needs focusing on interchange issues and really those missing thoroughfare connections on the east side of 45. There's a substantial lack of roadway infrastructure there that will be difficult to retrofit in some cases. In other cases, as development occurs, we want to make sure that we have a plan in place to accommodate it and that it can come online to make sure folks really have adequate access for safety and from ability. The complete network, this is kind of a preview for how the rest of the county might sort of look, not quite this dense agrid, but we want to make sure there's an adequate, really network of facilities to preserve access and make sure that folks can really get around the county. We did also look at bicycle and pedestrian needs as a growing area of interest for a lot of folks, not everyone, but some folks. And we identified some core routes, key improvements to be made, some east-west and north-south connectors, as well as opportunities to use other corridors for transportation purposes. Utility corridors are key example of that. There is legislation in place for working with center point, look at other opportunities as well, as well as the Grand Parkways of potential long, linear corridor for folks to traverse using non-motorized vehicles. All this has a pretty substantial cost. The short term looks almost manageable at $340 million, but that's really the biggest bang stuff that needs to go probably in the past already. So it's kind of a catch up, more than really a short term. The long term cost is pretty substantial. Well over a billion dollars. A total cost, construction. This is current year dollars, construction value of $1.6 billion for just the South County area. We're asked by Commissioner Doyle to kind of spitball an estimate for the rest of the county. We don't have a real scientific way of doing that, but I don't think it would surprise anybody if that number is four, five times that number for the whole county. Again, you're going to see a lot more urban development occurring in the county. You're going to be transitioning what were rural roadways to an urban standard that's expensive. with that. So I would not be at all surprised to see a number of $5, 6, 7 billion of needed investment over the next 40 to 50 years to make sure mobility in the county is preserved. Just to give you an idea of where we are with the EG study, we have steering committee meetings coming up for each of them. December 3rd for the thoroughfare plan and November 19th for the South County. So later this week, we expect to finish the South County study. Hopefully by the end of this year we're working with our consultant Brown and Gay. Very hard to complete that. We may take over into the January before we wrap that up. The Fairfair Plan will continue through the spring. Again, this is a long range portion of the plan. We've already delivered to you guys the list of short range kind of issue areas that you might consider for any near term investment programs that might come around. We did get a lot of value out of a joint steering committee meeting about about two months ago. Commissioner Dulli or I bet a joint ask. Commissioner Reinhart was there as well. I'm not sure. I don't remember if Commissioner Nogu are there, but it was very useful to bring everybody together and see the progress on each study. The steering committees worked well together. We think it's useful to have everybody sitting around the same table and understanding the problems. So with that, that ends my brief. Brief hopefully slide presentation and if you all have any questions we'd be happy to entertain do you have any The roads Recommended for the county the South County today Today no specific recommendation out of the Therafare Plan But we are aware of a number of corridors that are likely to come out of that process obviously 1097 105 the major corridors that that everybody's kind of aware of their issues are going to be highlighted in that study. David, as you know, we've talked about a bond issue next year and we talked about some of those short range projects, maybe by the end of the year, we'll have some of that available. Our first meeting of our Citizens Advisory Committee is going to be Wednesday at four o'clock in this courtroom. Bring any of you that would like to attend. I think David, you said, y'all are going to be able to be here. Like every effort to join y'all, though. Bring a map and we can kind of mark up and look at and at least begin that process as we wait on some of those roads that you guys have identified. Maybe there's some others that we can kind of add to that list. At Bond issue, it'll be short of four billion. I I'm sure we're going to have to get started pretty soon. Or we're going to be, we're already behind the curve. Quite frankly. So, David. I'd like to thank you and Alan, Carlene, Thomas, everybody for the hard work on the South County Mobility Plan and the major fair plan. And just the amount of work that went into this was pretty amazing. And to see for the first time, I think, in this county's history history and especially South County bringing the township and Shenandoah, Oak Ridge, Harris County, Montgomery County all together. It's one table to sit down month after month after month over what to take 18 months or so to go through this. We started talking about it. And it's been great for the community as a whole it's been really good just to learn about these areas that in come to some sort of consensus on where we need to improve the roadways first. It was very well done and I think that you know Craig as we get new commissioners coming in I would recommend that each of them go through this same process and look at their precincts individually and get this level of detail it's certainly helpful. It's been helpful. We kind of know where they are but it sure helps to see it on a map and have an idea. I'll be able to put some numbers to that to determine exactly what those costs are going to be so that people get a better idea. It's very very expensive to build that infrastructure and so I think people need to understand how important that bond issue coming up is going to be moving us forward into the future. Absolutely. Just to address the minimum concerns that came out of this South County mobility plan, we're looking at $150 million for precinct three alone. And there's a challenge there. There aren't a lot of other resources. Obviously at HGAC we help local communities access some federal funds and state funds. But local funding unfortunately is where the heavy lifting happens so. Item A is basically just authorization to fund this project out of the technology fund. I'm hoping that once it goes out for competitive bid the number will be less than that, but the initial bid that we received for each courtroom came in at 49,000. Our current courtroom does not have a working, neither courtroom has working audio in it. We recently had a jury trial where we had to have the jury, the defense, the state, all gathered around my bench looking at one computer screen so we could watch the video that was offered as evidence. And so we just need to bring it up to date. And so would ask you to please consider authorize these technology funds for this process. Obviously, it's something that we need to do and I think we have the money to technology fund. I move. There's a little in excess of $560,000 in that fund balance. Judge, do you anticipate needing this technology for both of the courtroom? Yes, both courtrooms just do both of them. 49,000 per courtroom. And do you happen to know about the other J.P. courts? I know you wouldn't want to speak for those judges, but do you know if they already have something that's more technologically advanced than your courtroom? Oh, I know the courtrooms that I've been in, which is Judge Spikes and Judge Mets have it. I'm not sure about Judge Manson. I wouldn't want to speak on their behalf. I want favor say, I'm in favor. See I item B is an error on my part. We did this during the month of May. We did we did evaluations and a PDQ assessment of all our positions. I don't have a good excuse except the month of May. I'm here to ask you to consider and approve the deobligation in $90,105.60 for them they manage to find council program discussion and grant from the Texas Indigent Defense Commission for fiscal year 2014. The auditor's office requires these obligations on grant programs. I know we're picking up more and more of those costs every year. There's no way we could use any of these funds for next year. For next year or the other. No, that was just for fiscal year 2014. I don't know. Honestly, the auditor's office asked me to put this on the agenda every year and I don't know exactly how it works with the unused funds. So if the unused funds of $90,000 have to be returned, this was a county match as well as a match from a grant from the Indigent Defense Commission. This was the last year of that grant and if you'll recall it was a declining grant. So we were in the year that we received 20% from the Indigent Defense Commission and the county paid 80%. So 20, we were in a year where we got 40% for 10 months and then 20% for the last two months of fiscal year 2014, I apologize. So it was about 33,000 from the Indigent Defense Commission and the remainder was the county match. So the county match would go back to the county and the unused portion from Indigent Defense goes back to Indigent Defense. The auditor's office returned these requests because they exceeded the 30-day time limit. These employees traveled for training on 827-14 and 819-14 and again on 915-14 and 919-14. Our office is waiting until we receive all the requisitions for each training so we could turn them in together for processing. We then invest 30-day time limit. These travel requests are not being paid to the county funds but with state funds and the states that have a time limit for reimbursement of travel expenses. It's your motion. Second. We did have off. The petition was prepared with all of these lot owners on those adjacent to those roads, which signing off and asking for the petition. I do believe that there may be some people here want to speak with regard to this, but we believe petition is correct in all its respects and there is the support of property owners. Perfect VD thanks for meeting with the HOA and as I understand it all 18 property owners are in agreement and they understand the consequences of picking this on themselves as a privately maintained roadway. First house in Grogensville, the only neighborhood we had. 1982 moved into the first house in Panther Creek and that was at East Panther Creek in falling star. 200 acres across the street from me was all empty, just woods, no lake, no nothing. About six years later, along comes the lake in then West Isle. First house in West Isle was started in 1988, but Don Wetzel. That's 26 years ago we're talking about. The final house was built just two years ago and it has been there since 2012. This area in West Isles is called a sack. The Woodlands is full of called a sack. Why is this one deserving any special treatment about ownership of the street in front of their home. There are 21 lots in that neighborhood. However, only 20 are occupied by homes. One of the dot com fellas walked in and bought the lot next door. So there are 21 homes on 21 lots. There may be 60 cars in the all in that total neighborhood. Not a lot of use on that street. Therefore, there's not a lot of maintenance issues for this county to support that street. There are no sidewalks in this neighborhood. Therefore there are no sidewalks to maintain. The high fencing around every lot, they have sealed themselves off completely from the streets. They just use them for their cars. The issue is that those fences are all wholly on their property, so there's no maintenance here for the county. I'm not sure what it is we're getting. There's no quid pro quo here. We get nothing back for giving up our right to walk and to drive on a cul-de-sac in the women's of which there are many as I've already stated. This is conversion of private property and making it into private property from a public property situation. It doesn't require this kind of concern. This is a bad precedent to support. We have a lot of call to sex throughout the woodlands. This one is not special or unique. We don't like it. We don't want it. We'd ask that you objectively view our neighborhood in its entirety and reject this proposal. I'd like to show you one thing before I leave. This was given to me a short time ago when I'd be here and I had this conversation. This was found in the woods at the entrance to West Isle by one of the young boys in the neighborhood and gave it to his father who brought it to my attention for you. This was the only announcement ever posted out there and it's not BD's fault by any stretch, but this was intentionally put where it was by someone who didn't want the usual public to know about this meeting today 930 Monday, November 17, 2014 in this courtroom. Also, the roadway will become the responsibility of the homeowners no longer the county. And then lastly, you'll need to get with the township to work with them on making certain of waste management, has access to get in and out of the neighborhood as well as the fire department is made aware when the gates go up. We're aware of all of that. So we're, and as that first, the talking to the the hospitals, we're going to go that path as well. So in all the property owners are 100% unanimous behind this. Perfect.
