Several years ago we were approached by DPS to do a pilot program for fingerprinting for people that are well not arrested. They are ticketed and given a promise to appear on a class A or B misdemeanor. Or for people also that are arrested out of county. What this does is this gives us the ability to report that conviction back to their criminal history. So if someone has given numerous tickets for failure to maintain financial responsibility. It shows on their criminal history for the prosecutors and for the court or if they are arrested on Montgomery County warrant in another county we had no way to report that to DPS. So we participated in the pilot program, probably for five or six years now and it came to our attention that we could no longer participate because the information was not being updated by DPS because the program was no longer available. So if we wanted to continue this on behalf of law enforcement and the courts, we needed to make this purchase of the laptops which is a sole provider. So that's the reason we're probably paying a little more from the laptops than we might if we could buy them ourselves. And what we do is we actually take people's fingerprints in the courtrooms and in the office, we then develop the TRN number that is used for reporting to DPS for these crimes. So we've all felt like it's very important to continue to be able to report these without these the criminal history is going to be incomplete. We've listed with Philist. We've listed with Philist. If you'll recall during budget, we talked about your special revenue funds and one of those is a fund that was created in the Code of Criminal Procedure for the County District Court Technology. We also believe the incoming revenues for the rest of the year will be sufficient to cover other costs that may arise that we would need to bring to you. Out of this $17,000 that's being requested a little over 4,000 is annual maintenance. So we also believe we'll build it in the next year's budget that it would be sufficient to cover that as we go forward. The initial expenditure is high because of the laptops. Item 18B is the consider and appropriate adopt the Longstar Executive Airport Southside Development Plan as a guiding document for airport planning and improvements over the planning period, 2014 to 2032, including the base-dare craft and operations forecasts and recommended capital improvements. Gentlemen, I have an executive summary that has been distributed to you. I'd hope to show that. If that's what you preferred, we're having some technical issues with digital switch. So I have to speak from the executive summary slides if that's your preference. I don't know if you want me to go through these or if you, what's your pleasure? I'm really good, Scott. Pardon? Just the summary. Okay. The plan, the 20-year planning horizon, does a couple of important things. It updates the forecast for based aircraft and aircraft take-offs and landings known as operations. So we have an idea of where we think we're going with activity level. Then the plan looks at the development scenarios on the southeast side of the airport, particularly the hunter-daker parcel where Black Forest built the Galaxy FBO, and it looks at a couple and silvery projects that are on the west side in terms of land available for hangar development. Then it establishes what could be built on the south side plot of the hundred acres which resulted in a variety of hanger construction, road construction, and taxiway construction to show a preferred development plan. It also added in a couple other projects and specifically the perimeter road that would tie in the west side to the east side of the airport, of which we actually now have a budget number four. And then the plan takes a look at the economic activity in our region and in our area and matches that against the national activity and the plan recommends improvements and based on the forecast and recognizes that our over our planning period we're doing better than the national average in terms of what economic development that we're seeing in the Woodlands North-U.T. Conroe area. Lastly the plan has a capital development program that recognizes the important infrastructure improvements needed to support development on the Southeast side and attaches some budget numbers to that as well, which are forecast. And isn't that about a $12, 13 million participation by TechStyle? It is. And there's also private development commissioner. One of the slides shows us in total cost for development for hanger construction and infrastructure improvements is about $38 million over the planning horizon. Of that FAA money funneled to state TechStyle aviation would be almost $16 million. We've identified as a local contribution about $2.4 million over the planning horizon and then approximately $20 million in private investment will be required to bring this plan to fruition. And this plan will be absorbed into our long range plan that we're going to do in several years. I would do for that. I believe so, Commissioner, where last full master plan was adopted by the court in I think 2003. Generally, airport master plans are good for five to ten years. We will be due a new master plan. I think we're overdue for a new master plan, but text.declined to fund that about three years ago and instead talked us into doing the Southside Development Plan. And I think within somewhere in three to eight year time period, we should be able to secure funding from text.to do a new airport master plan and at which time this would be absorbed in that and you would have absorbed in that and you would have all new forecasts and development plan. One thing I know there's in the summary was a taxiway to the west of the main runway. What about making that to the east along all of our undeveloped land. Judge, and that particular side of the airport, the plan referenced the ability to do that. It didn't make a recommendation because that side of runway 1432 was not included in the scope. However, the consultant recognized that, recognized that there's future aviation development area on the other side of runway 1432, and recognized that to open that up, eventually for development, we require the construction of a full-length parallel taxiway to give access. And the cost in today's dollars would be somewhere just south of about $4 million to build that. And the consultant's recommendation is that with TechStyle is that as we build out the southeast side on the remaining 75 or 80 acres, when we get to two thirds, three quarters of build out on that, then it will be time to address that other side of the runway and start serious planning efforts. And I think before we get to that point, we should be in a master planning process as I previously. I'd like to force it at some point to look at that far east side and building those taxiways to the standard that would accommodate heavy heavy. The heavier planes, or either a freight operation or a year operation. And Commissioner, that's really possible that in the planning efforts we could identify that and that's somewhat similar to what the city of McKinney did in the last several years when they reconstructed their runway, they did that. And back to my original question, couldn't we change that taxiway from the west side to the east side now? Well Judge the west side taxiway from the west side to the east side now. Well judge the west side taxiway is critical to the circulation for the development that you already have. It have to be an additional taxiway. To have two taxiways? Yes Judge, we do. Secondly, we've also endorsed the Loan Star College bond. We spent a lot of time with the new leadership and there are things that are going to have to change over the next five years. And they realize it regarding utilization of space. So we're gonna work with them over that period of time till they come forth within the next expansion. Thank you. Thank you. And the mobility issues that we have coming up need to be addressed now. I was under the opinion we should have addressed it three years ago when money was cheap and people were out of work and slow. We could have been ahead of the game on a county that has continued to grow for other parts of the country in the state. My government county is a shining star and I hope that we can move past all the scandals and everything that's been going on for the last few years of the Joe Corley and different things that we can get back to doing the people's business in our government families.
