Whereas Montgomery County commissioners court is proud to honor the 4-H Youth Development Program of the Texas A&M AgriLife Extension Service for 170 years that providing experience-based education to youngsters throughout the Lensar State. And whereas this admirable program, which seeks to provide a learning experience for the whole child, including head, heart, hands, and health, helps young Texans to acquire knowledge, develop life skills, and form attitudes to enable them to become self-directed, productive, and contributing members of our society. And whereas it's more than 535,000 urban, suburban, and rural youth participants, ranging in age from 8 to 19, hail from diverse ethnic and socioeconomic backgrounds, and truly represent a cross-section of the state. And whereas the program undoubtedly could not have achieved the success that it has today, where it not for the service of its more than 32,000 volunteers, who have given generously other time, talents, energies, and resources to the use of Texas. And whereas throughout its proud history, the 40th program has developed positive role models for countless Texans through its innovative and inspiring programs, continues to build character and to instill the values that have made our state strong and great. Now therefore, it be it resolved that the Montgomery County Commissioner's Court, here by a designated October 5th through 11th, 2014, has national Forage Week in Texas and come in the Forage Youth Development Program of the Texas A&M AgriLife Extension Service, and the many minimum and who have made the program of Texas A&M AgriLife Extension Service. Caroline, Chris and I have just a few highlights that we would like to give for you for the year and let you know the successes of the young ladies and gentlemen that are in front of you and all of those that are representing the 4-H program in Montgomery County. We have 1,025 4-H members enrolled in 21 clubs throughout Montgomery County and the results of the competitions that I'm going to read out indicate that they're level of quality and training and their hard work of the 4-H members and Dedicating and their dedication to their projects and the hard work that they've been doing so our horse judging group this year one first place senior team at Houston last time show andodeo and that's out of the whole state. Our state forage roundup, Michaela Wilkins received third place in her fashion storyboard design in the wearable category. We have a sports fishing project member in the Magnolia area, Barry Carter. He has established a competitive sport fishing team in Magnolia called the Clover Anglers. There he is the first youth to be sponsored by Kystler Rods, a decision that they made based on his resume developed from his 4-H record book. The Anglers, the Clover Anglers, have been recruited by Magnolia West High School to represent their high school at Sport Fish and Competition. Our state indoor rifle match, we had three participants and John Buchanan received fourth place overall. He is also one and overall shooter for the NRA National three-position conventional match. In the state8 shooting sports games. We had 34 participants from Montgomery County with numerous top three placings. Archery alone had 14 participants bring home 12 first place ribbons, 12 second place ribbons, two high place overall, and four high place runner up. We are still, Montgomery County County 4H is still the largest dog project in the state out of 254 counties and we had 14 members participate in the state 4H dog show and bring home 18 first place trophies 12 12, 14, second place, and 16 third place, Rosette's in addition to the high point intermediate with Caden Snyder. Some of our members have expanded their activities beyond the 4H program in through American Kennel Club, Savannah Martin, and Caden Snyder, qualified for Eucanuba National Championships. And this year Savannah also qualified for Westminster. Our State Forage Congress participants were went to the Capitol this summer and learned about the legislative process in Texas and those two participants were Savannah Martin and Timothy Rowland. At our State Forage Horseshow we had eight participants with 17 top 10 placings, resulting in Tiffany Cooper with Reserve Champion Mayor and 12-year-old Madison Carter with Champion Speed Horseman. All of those placings pulled Montgomery County into the High Point County overall position. And Madison and Amber Kelly qualified for the State Fair of Texas 4x4 shootout which is a tri-state, invitational speed event competition. They have to place at least in the top 10 of state to be invited to that contest. Once again our Texas National Shooting Sports Team went to the national invitational. This year we had three members from Montgomery County representing that team. Eric Hansen, Matthew Hansen, and Jacob Buchanan. Matthew was on the fourth place overall air pistol team and help Texas bring home the National Sleep Stakes Award once again. So hopefully we'll be back in here. It hits on a commission report date and we bring that trophy back and let you see it one more time. Our 4H record books reflect the 4H members project activities, their leadership in their community service. So it's really a resume of their activities throughout the year. And so their placings indicate how our members compare with others within their categories at district and state level. With 36 record books turned in this year, 24 advance to district, 67% placed in the top three with seven first place, four second place and five third place and from those books two of the seniors advanced to state, Sarah Folgium and Shooting Sports received third place at state and Savannah Martin and companion animals received first place at state and one appartial scholarship for a trip to Washington DC in November and with that I'll turn it over Carolyn if you got some highlights of the special interest curriculum in Richardson. One of our main programs, San Montgomery County, are some of our curriculum enrichment and outreach programs and we know that with just two four age agents we can't do it all by ourselves but the strength lies in our volunteer base. Of course, you're familiar with our Master Gardener program, one of our biggest volunteer programs that we have in one of the largest programs in the state. With that, we train other adult volunteers, whether they're teachers, other Master Gardener's, or other Extension volunteers, to lead junior master gardener programs in schools across our county. We're lucky enough to offer a training, to certify leaders to be a level one leader or teacher. We had our largest group this August where we certified 45 new adult volunteers. And actually the majority of those volunteers came to us from other counties. We had some come from Victoria, we had quite a few come from the Dallas area, from Austin, from all different areas of the state because they are familiar with the program that we do offer here in Montgomery County. So with those numbers, you know, we hope to continue to increase our program here and also to help build out across the other counties that did not have an established program like we have here. With our Junior Master Gardener Program alone, we'll reach out to minimum of about 6,000 youth and adults during the year through various school projects, various events that we have. So that's one of the biggest programs that we're proud of and we're grateful to have the facilities and resources that we do so we can help train others across the state to bring that program. Those are wash t are tubs those are wash tubs number two wash tub right there okay we have a resolution regarding proposition one can we show you all you want to make a few comments yeah for good senator nickels did a great job the other day explaining prop one it's going to be a great opportunity for the state of Texas you know there's a service taxes paid by the oil companies every year and a portion of that money that service tax goes into the general fund and then the any and the legislature each by any of sets a cap on one amount of money of that service tax goes into the general fund and anything above that cap goes into the rainy day fund as you might well imagine over the last couple years that revenue is increased substantially so what what Prop 1 does is it would set a cap on the amount of money that goes into the rainy day fund. So the same amount would go into the general fund. It would set a cap on the amount going into the rainy day fund and anything above and beyond that would be used to fund road projects in the state of Texas. And it's estimated that there will be about $1.7 billion available this year for road projects to go toward that between $4.5 billion shortfall. So it doesn't deplete the rainy day fund. In fact, it doesn't even decrease the contributions of the rainy day fund. But those dollars above and beyond what they set the capat would then be used to fund those state projects. Those highway projects. I think it's a great proposition and I would encourage this court fully to support it I wouldn't make that motion. It is a time for us to recognize the wonderful volunteers that support the libraries. Today we have Chantelle Weller with us who is the, are you called president or chairperson president of the South Montgomery County Friends Group that raises funds through their book sales and special events. And through the last several years, they've given over $140,000 to support the two libraries in the woodlands. They have assisted us when we've reached a point that we can't get enough bestsellers or hot topic books. They have helped us by donating some of those items, also supporting programming and activities at the two libraries in the woodlands. In the other locations there are also friends groups. Some are more modest in membership, but they do provide that support both to the programs and to the staff for many of the things that the library budget cannot cover. So I'd like to read this proclamation and honor of National Friends of Library's Week, which is October 19 through the 25th of 2014. Whereas the efforts of friends of the library's groups nationwide reinforce that libraries are the cornerstone of their communities, providing opportunities for all who use them to engage in lifelong learning and to connect with the thoughts and ideas of others from ages past to the present. And whereas friends of the library groups throughout Montgomery County raise funds, which enable our libraries to move from good to great, supplementing the resources for materials, and providing additional programming, much needed equipment, support for children's summer reading, and special events throughout the year. And whereas the friends, the work of the friends, highlight our library system as an essential element in the quality of life of county residents. And whereas the friends understand the critical importance of well-funded libraries, they advocate to ensure that our library system has appropriate resources to provide a wide variety of services to all ages, including access to print and electronic materials, as well as expert assistance in research, readers' advisory, and children's services. And whereas the friends' gift of their time and commitment to the library sets an example for all in how volunteerism leads to positive civic engagement and the betterment of our community. They've been the past acted as a very good test department because they have a lot of services. They act as a microcosm of the county. They have a 24 hour operation. They have several grants that are similar to some other grants in the county. So we would like to put this committee together to meet. They will of course have some subcommittees that meet for each of the specific modules that are out there, but we want the committee itself to be able to get together, present to a selection committee, which is not what this committee is. The narrowing down from all of the world to maybe three or four different options that we feel will serve the needs of Montgomery County best. Good. And part of this committee would they go through an RFPQ process so we can look at all vendors that are out there. We will work with purchasing on that. We're not at that stage yet. And in fact, we've discussed with Darlie the fact that at this point we're not allowed to discuss price or anything like that right now. Now, the rainy day fund has a natural cap to it. I guess we were about two, we were two and a half years from hitting the cap, when then all excess would have gone into the general fund because the rainy day fund was full. And it was an article of an impatience and I don't know what got into the budget ahead of water and what got ahead of transportation but they didn't do their jobs and I wish that a part of the proclamation would have been no more gimmicks addressed it in the budget and if you've been watching this weekend one of the group of editorial candidates has especially said that while sitting in a wheelchair saying no more gimmicks on transportation issues so I wish that you had made an addendum to the promulgation telling them to address it in the budget is one of the five key things of our budget for the state that they should address and if they don't address it in our budget they shouldn't go around it.
