And whereas Argo has worked tirelessly for almost four years having been deployed 162 times and has now reached the end of his career. And whereas pursuant to Texas local government code 263.053B, the county will be relieved of costs incurred and caring for Argo. If you don't mind, I can elaborate on that a little bit. We've been involved in that for about six years, Constable Hayden and I. We got involved in it because one of the clerks in my office was commenting on how much school supplies had increased at that time, was having a little bit of a problem. Of course, we bind together and helped her out with that. Without her, she's having a problem then maybe the schools are. We check with them as I have a history of working with them closely, coming to find out there was a need there. First year, I think we were able to cover about two schools and supplies they needed to scroll to eight and we hope to be eleven this year. We went to something that stands out to me. You're before last. It didn't really dawn on me how important it was till we went to one of the schools I was there. And one of the teachers just tears just started streaming down her face and it was a bit of an awkward moment because I didn't know what was going on. I asked her, I said, Ma, she said, Judge Mets, you cannot imagine how much this means to what you and Constable Hayden are doing. You cannot imagine the need here. I have been taking money out of my pocket to help, but with my salary, I can only do so much. And I appreciate what you guys are doing and to help us out. It was quite moving and it made us want to try a little bit harder We Ask ballmark for this donation. You don't always get it and usually if you do get it You're gonna get the lowest amount which is $250 not only did the grant I request but they granted it in the maximum amount for $2,500. And we haven't been in this position before and that's why I'm here today is to ask for your approval to do that. Now we've checked this out. We don't find any legal problems anywhere. It's not uncommon. The Miss Davis, the Treasurer, has talked to three different Treasurers that county Treasers that accept this. Ms. Dunham, with the County Attorney's Office, has checked out. If she, he does question, but that's simply why we're here to try to help these kids out. Not to be a burden on anybody, but to do the right thing and help someone that can help themselves. Nobody likes to be embarrassed. I certainly don't. And it is embarrassing when a child goes to school and they don't have adequate clothing or the simple basic tools that they need to do their job. So, gentlemen, the concern that we have is the request is written as the county accept this check and then that they proceed to write a check to judgements were concerned that there could be some tax implications that he may need at 1099 at the end of the years if this were income that he received from the county. We feel that this could probably be addressed best by either having an interlocal agreement with the school district so the county wrote the check directly to the school district or possibly depositing the check into the budget of Judge Metz and then expending the funds through his regular operating budget. But to just turn around and write a check to Judge Metz, we're very concerned about those tax implications later on in the year. Well I can assure you I'm not concerned about I have three different businesses to do a number of them. I have a very good CPA that takes care of all my tax matters and I'm not concerned about any issues there and as far as interlocal agreement that would be up you to decide but there are eight different schools and two different school districts now it was three to provide those two. So the tax implication is strictly for judge mets not for the county. If he has no concern about receiving a $10.99 from the county then certainly we can do exactly as is requested on the agenda. The funds are being moved to pay fees associated with OmniBase, which is a program used to flag driver's license for nonpayment of court-caused fines and fees. We're moving it from an unrestricted line to a restricted line. The issue is that for the third and what will be the fourth quarter bills, we do not have the money. It's a $30 fee that is associated that $20 goes to the state, $6 goes to the OmniBase program, and the county receives a whopping $4. So when someone's driver's license is flagged, when it's removed, we are required to pay that fee. There is an increase in collections to an extent, but we're going to have to evaluate the program to determine if someone doesn't pay in full and we're having to pay out these funds, how we work the collection of it on the on the front side because in court cost and fines, the state requires that you pay them their money first and and OmniBase has come in when we take that $30. It gets thrown in the big pot. So we need to figure out a way either to separate it out or meet with the judges and see if there's a better way for the county because I can it my feeling is we probably spend more than four dollars. I'm an effort on this fee. So we want to be it we have to make the third quarter payment which is around five fifty five hundred dollars I think for the third quarter and we're not sure of course for the fourth quarter yet. So that's that was driving the need to move this money over the fourth quarter? Yes, we start out the year with $32,000 and we've been through that. Now so far we have paid the fee for all the county courts at law, the district courts, and all of the JPs except JP4. And those are the ones that collections department is responsible for. Some of the JPs now for the fourth quarter, of course Judge Matt's, if he has any, will be responsible for his and Judge Mack will be responsible for his. We won't be handling the payment of those. And as the JPs go off and out of the collections department and go into the contract with net data, they'll be responsible for those themselves. The step plan would be based on the employees' date of hire with Montgomery County as a certified peace officer with end and interrupted service, new applicants or employees returning from a break in service like Henry County would be flooded at entry levels. The plan includes all certified piece officers of the Sheriff's Office and Constable's Office, the beginning October 1, 2015, also those certified piece officers employed by the County Attorney's Office, the District Attorney's office, the district's attorney's office, and the fire marshal's office would also participate in this plan. Starting. October 1, 2015. Next year. I think that's what we discussed. Yes. And employees transfer between Montgomery County agencies would not affect the step status. And employees currently in the step plan will receive a step increase when eligible based on their date of hire. But after October 1, 2015, all step increases will take place annually on the first day of the new fiscal year, following that the employees' attainment of the required service time. So that's that single date that we're talking about. We're doing away with the vehicle stipends or salary supplements on or before September 30th 2019. The step plan is not affected by any merit increase but it in the case of any cost of living increase the entire plan shifts with a cost of living increase. And then we also added that department heads and officials are the administrators of the step plan. So they're responsible for turning in the PCRs for the next year. But following the single date, those salaries will be included in your salary schedules. So effectively, we will lose about 600 PCRs every year. So awesome. Sounds great. Your motion? And then next I would like to, I have Casey with Vector Disease Control and Justin Bostic with the mosquito abatement program for precinct three and to give a quick update on post-ariel and mosquito spraying few two guys would like to come up Commissioner and judge each of you should have a packet in this black folder that is from Vector and the mosquito abatement program for Montgomery County. Do you want to start Justin? Sure. Good morning. Basically, just a quick overview. We all know we did the aerial spraying several weeks ago, and we know why we did it, so I'll kind of skip over that part. But basically, through the data that we've collected both before and after the spraying, in conjunction with the township, the Woodens Township, we found that the number of mosquitoes caught in our traps was greatly reduced. Some sites had as much as a 98% reduction of the disease carrying mosquitoes. On the low end was about 30%. In the week leading up to the aerial spring, we were receiving multiple positives of what's not on the mosquito samples that we were catching. In fact, heading into August, we were getting 20 to 30 samples per week coming back positive. But since we've done the aerial spraying, we've had a total of three mosquito samples come back positive. So that's a very large reduction, which were... 99% reduction? Yeah, we're pretty happy with those... The carrying mosquitoes? With those numbers there. And the week after the aerial spraying, there were no positive samples caught whatsoever. So I think that was a pretty obvious and beneficial impact. So if you're to ask, was the aerial spraying effective? Yes, I think it was. Also, was it worth it? Absolutely. There's no way to tell how many people would have gotten sick, had we not done anything, but I think it's fair to say we've reduced that number dramatically because I don't think we've had any cases come back from the health environment of human cases. No, I visited with Dr. Eskott Friday and we've not had one confirmed case of human West Nile since his brain occurred. And we had 14 prior to that. So it's definitely worked in our favor thus far. Yeah. So, you know, basically we're going to continue the program that we're doing in precinct three with surveillance and, you know, public education. I would really recommend the same kind of program to be implemented elsewhere throughout the county because it's, it helps to know what you're dealing with when you're going out there and putting the chemical out there and spending money on that kind of a program. So, as you don't have any questions. Is the trapping program effective in the rural areas as well? Yes, because we actually trap in people's yards. So, you're seeing the kind of mosquitoes that you have people that are actually they're dealing with them. So you know you said you're traveling someone's yard and you know okay well this guy has you know 20 of these disease-killing mosquitoes that's who we can do to reduce that. And so you know we don't trap that much in the unpopulated areas if you have you know like a big forest because there aren't a lot of people out there and can't treat out there anyway. So it's effective anywhere that people are living. And because of the increase we had in West Nile, the state had offered some additional traps and equipment to help us do that. So we put more out, you know, around all of Southern Montgomery County. And again, what we're seeing is exactly what we'd want to see after the investment that we made in the application. Even throughout our precinct, a lot of still considered rural, there's less and less unenhabited area. Yeah, well, really the township is technically a rural area, because you have a lot of cul-de-sacs, and it's not like a big city area. A lot of those areas, especially out towards like Aldenbridge and Stirlingbridge, you don't's a lot of those areas, especially out towards like Alden Bridge and Stirling Ridge. You don't have a lot of urban type areas. It's pretty effective. Good. All right, thank you, Justin. Thank you. Casey. Good morning. My name is Casey Zantz. I'm here on behalf of Vector Disease Control International. I just want to give you a quick overview of how the mission went. As you know, we started on that Saturday. We planned for about five days of spraying, ending on Wednesday and luckily because of the weather we were able to do that. For the first two nights we had three planes going, one, Cessna 402 and two Aztec planes. And then for the remainder of the nights, we had two airplanes going. We sprayed just a little under 470,000 acres. And it couldn't have gone better. It was very smooth. I think the turnaround time for fueling and reloading the pesticide was between 7 and 10 minutes. So a pretty quick turnaround. And everything was performed within 8 p.m. And 1 a.m. because that's the peak hours for the mosquito swine around. So everything went really well and you know the results were very pleasing as well. And so yeah, really good mission. I guess going forward, I would just recommend, I'm not recommend, but I'd like to just let you know that we also do fully integrated programs all across the country and about 13 of those up in DFW where we go out we set traps disease test species identify. Larval treatments ground truck spraying and aeros fraying as well. So going forward if the county ever had interest in partnering with our company.
