He did let y'all know at the time that they didn't have funding for this particular project and that was something that they'd be coming back to y'all for. So that's what this item in. What about addressing this during the budget hearings is critical time crunch yes sir we're we're we're addressing us now because we are at risk of losing a hundred and sixty five thousand dollar discount on this the total cost and that ends this week yes you and I spoke last week on some money that are in the non-departmental budget, about 1.7 million that's for radio payments in the future. And if I remember right, I think you said that payment is due until October and the money is there now, and during the budget hearings we'll allocate another $1.7 million into that. Couldn't we use that million dollars? The problem with that, the reason those funds are there for this year, even though the payments do in October is because that payment is to do at the beginning of October. And so you have to fund that a year in advance. Otherwise there isn't time to actually get that check to the less or in time for it to be on a timely basis. So that's why those funds are there in Didn't we talk last time about you move and some of that money forward and then kind of like what Mr. Norfolk is talking about, but part of the money that we're allocating every year, what, didn't we talk about that two weeks ago? I think we're all concerned right now about what's going on with our southern border and the lack of any kind of reasonable response out of the federal government to help us in the midst of this crisis. And we have approximately 11,100 to 1,500 illegals coming across the border every day now. And there's been something of a fall off in July, and you'll see it in August again. It's a seasonal thing. It may drop down to by 5 or 600, but it will pick up again towards the end of August. 12 million are already here illegally. I met with Major John Nichols who is the TAG, Texas Aged in General three weeks ago and I met with Steve McGraw, the head of Texas DPS, and they'll tell you that for everyone that we're catching there are three or four more that are getting in that we don't know about. 12 million here already, and we can add as many as one to 3 million in the next year. So what can we do about it? And that's what I wanted to address y'all this morning about. In the US versus Arizona, the Supreme Court ruled that immigration law belongs with the federal government. But we've also heard on numerous occasions where the Supreme Court has ruled that General Welfare and Public Safety belongs to the states and local government. And over the past couple of weeks, we've seen a couple local governments, League City as well as Galveston County. And it's interesting that Galveston County, it's a largely Democrat area, his rule is as well that they do not want Illegal's housed in their county. And League City ruled the same thing. No more Illegal's being housed in their facilities. And I know this is a big issue for our county because we have the GO unit here and we also have the key corporation unit, which is housing a lot of children. But I really think it's imperative that county governments across the state of Texas start to act up. And I'll talk to the off line about a discussion that I had with some from the Attorney General's office about this is that this would overwhelm the federal government. If county governments across the state of Texas started acting appropriately and demanding that the federal government not ask us to take care of this problem that they have created. This is a full blown invasion. We've got four key southern countries that are working with Mexico to move illegal through the interior of Mexico through these 72-hour visas. And it's overwhelming us on the southern border. And I just think it's imperative that at a minimum that we say know that there will not be any more illegals released in Montgomery County in the Joe Corley unit of the 1500 Samad beds. Am I off on that? Roughly 1,000 are illegals. A small percentage are repatriated. They're flown back to their country of origin. A small percentage are taken up to Huntsville and released there. But 60% of them are released in Montgomery County. And I just, folks, I just don't see how we can absorb that as a local community. It doesn't make sense. The world that we've seen roughly a 10% increase in the number of people attending Conor Independent School District in the past five years, yet we've seen the number of anglos during the same period of time drop by 2% which is telling us that And again, there's no way of knowing Asertaining how many of these kids are illegal that are in counter-dependent school district by virtue of the fact that we're not allowed to ask But this is going to overwhelm our local community up in Parker County, which is just north of Terran County We had just over the weekend. We had Nileg Lalyen that went into a local residence and sexually violated a young girl when the father ran the guy off. They eventually caught this guy. They found out that he had been deported four times. What the federal government and state government won't do, we as a county government, should do everything we can. And I think it starts with saying no to ICE that we will not house these people here anymore. Number one, and at the very least telling them we will definitely not release any into our community. And I'm just calling on you as commissioners core to call on ICE and the geocorporation not to release any more of these folks into our local community. Thank you. Thank you. Appreciate your time. Thank you for coming. Did you want to address some of the pickup issues we talked about earlier? Well, I've phoned Geo this morning to the Corlec facility, just to get some information about the... I phoned Geo this morning to get some information on the number of detainees that are released here locally and the warden is here today and If you want to you maybe you can say a better to me or correct me But I think within the last six months where it's been roughly 575 Detainees that have been released 472 of them on going off memory Have were released out the back door but they were released to family members that come and pick them up and these family members are coming from McAllen Houston San Antonio Austin some other local and that the the warden and his staff can't remember anyone being released to someone here in Montgomery County, correct? Correct. And the other 133, we escort them to the airport there in Houston, the family member of Portia Semae airplane ticket. And the rest of them are sent to either the Huntsville bus station because they have a bus ticket to go to the final destination or to the Houston bus station. We do not utilize the Conrad bus station whatsoever. And none of them are just being released. No, some of the facilities are just being released. We have a release to the family member, the family member comes and picks them up. And myself and my two assistants look at all the paperwork. And I spoke to the two assistants and over the last six months we have never seen one to our knowledge being released to any city within the government county. Steve, does that explain to you what's going on at the Joe Crowley Center? It does, but it's different from the discussion we had last week, which was that this is turning over every 60 days the 1000 that are in there and then roughly 60% are released out the back door. Well the least released out the back door to go to the airport. No, no, from what I understand 60% released out the back door. Just heard that 15% were released to the airport, 15% were taken up on the phone. And Steve, I don't think it changes the conversation that we don't want the illegal aliens being released in the Montgomery County if we can help it. And if there's things that we can do, I think this court will be proactive in doing so. And I think Geo's been a good partner to the county and to ICE and we've got to find a way to keep these people locked up or sent home not released back on our streets and you know same thing working with CISD. There's a real problem. It's not being addressed at the federal level. It's not being addressed as well as it should be at the local state level and so if there are things that this court can do to mitigate that I think we're all ears. J.D., do we have the authority to take any action? Commissioner, to my god, this is something our office has ever looked at. We'd be happy to do that. I think one general comment, the restrictions on a county, and the authority that a county has, very limited. The county really only has the authority that's given to it by mistake. So you can do these things, but only what's articulated by mistake. Conversely, say the beginning of the policy of city and high school or something, it's somewhat the opposite of that. They could do anything except what the prohibitive from doing it. So county government, we get asked all the time that we do this or do that. And some legislative changes, which would be very nice in some circumstances, but we're really limited a lot of things. This particular one we would have to look at, see if there's any avenues that all these are. And Representative Tothi said the Galveston County passed. Yeah, Galveston County passed Yeah Galveston County what did this an accident on it? Can you get in contact with your counterpart in Galveston County and Yeah we can say I'm not sure that's going to stay in for very long but yeah we'd be happy to check with Galveston because I'm aware that that just recently was done together Great thank you One other thing we can't we can't blame Gio for releasing because he get orders to release him right so you can't say no we're not going to release him. And again Joe you think that most all of them have gone to some player of their location besides the location here in Montgomery County as they're released. It's a good point. But if somebody comes along and releases them to somebody in my gun mechanic, you've got to do it, right? You got no other choice. Okay. Next, the signed up, Mary Brown. In review of just the statement you just made that they are released to people in Montgomery County. Do you have any way of knowing if the people they are released to are legal or illegal immigrants, illegal citizens or illegal immigrants? No, I wouldn't think they would. There is an issue. But also this is concerning our health. Because these people that come up here are some of them have TB, some of them have all kinds of diseases. I don't know what, but I know that in the school districts, my child was going to public school. She is now graduated, but when she was going to public school, I could not, we changed school districts. I could not find her immunization papers due to the move. She had to go through and be re-emunized. And to my understanding, these kids that come up here illegally don't have to do that. They just are released to the public school. They don't have to prove that they've ever been immunized. And they don't have to be, I mean, they're just, my child couldn't attend school until she'd had these immunizations. These kids don't do that. They can just block in there on the public schools. In addition to the financial stresses that's gonna put on our school districts, it is going to impact everyone's health. Because if these kids are exposed in public schools, then it take it home and then the family has issues. I mean, it is totally unacceptable that we are allowing and giving illegal people. Illegal means broke the law, and we're giving them more rights than our legal citizens have. This is unacceptable under any circumstances. And it is a public issue for safety and health. Man, we agree with you. There's no. Don't fund it. Don't allow it to happen. We don't fund it. If they cannot prove they are legal citizens, they have no right to be here. We're not funding one dime. I found out about the Connoir's shelter a newspaper article, but also from a relocation map. Are any of you aware of this relocation map? I have a scene. I would like to provide it with you guys with it because what it shows is it just was updated a few days ago. It shows that the places in the state of Texas, all around the country that have implemented and are taking illegal and Condra has been implemented and it's been implemented for a long time. We all know that. But there are places that are shutting down and saying we are, they're fails on the map because you're seeing people protesting and they don't want them in their town because of the various reasons that this lady was speaking about. My husband and I formerly ran a halfway house in Willis. We made sure we were very transparent with the community. My husband and I served on the board of the Montgomery County Homeless Coalition for a number of years and also we were part of the community participation council for Conor of Parolder Division. We understand full well what it means when someone doesn't want you in the community, and we made sure, I'm sorry that Mike Metter isn't here because he was invited to our facility many times, and we received awards from both Governor Perry and Governor Bush. We are no longer in service, and I am now a substitute teacher in the public schools. And I see a lot. I see a lot of these kids, because I do a lot of ESL as well. And these kids, it breaks my heart. It's not that we don't want to take care of children, but we have this shelter up here. And that's causing me a lot of concern because it has multiplied. They have people who live up in the area, live right next to Teeswood, right there. They thought it was a manufacturing plant. And maybe six or seven months ago, there was, there was in very many buildings that they now have 10 buildings. And it's not a 22 bed facility, but they have 22 bedrooms. I've been looking at stats, and if you guys wanna be provided with information, I'm happy to give it to you, because it really disappoints me when I look in a newspaper, and my commissioners don't know anything my mayor said I heard about it but I don't know anything about it but it took me a week to find out what's going on and it's just hair raising to me. I live in the Old Tangledwood subdivision and we're talking about people coming through the back door from Joe Corley. Why is Department of Homeland Security events coming into my neighborhood? I have 80-year-old neighbors, and I'm telling them to double lock their doors. There's a concern here, and I think it really needs to be addressed. And I guess if I want to say a few more things, my concern is as more and more communities say, no, we're going to become the underground railroad for the illegals. Do we really want to have that as a mark on our community that we're gonna be the underground railroad to pipe these kids through? Only 0.1% of these children at the children's shelter are being sent back to their home. That there's a wonderful fostering organization that's getting these kids put right into communities, not just here in Conroe because these kids are only coming 40 to 45 days. But the impact on our country is these kids are going all over the place and they are not part of our society. And I want to know, are they making these children a part of this society? They're teaching school in there? Are they trying to naturalize these children? My next door neighbor just became a citizen and she waited for years and she came to me crying instead. It took me so long to learn the language well enough so I could read all this and take the test and she just became a citizen after years of waiting. And I said, honey, when you show me that you've become that citizen, come on over, we're going to have a FESD at my house. I'm not throwing a party about this. This is really going to impact our community if we don't do something about it. And I hope you guys do because there's people every time I tell people they want to go up there and protest at that place and I said you can't protest at that place. There's little kids there. So we need to be do something. And I hope you guys respond to that. One problem Denise is that this is a privately owned facility. They've asked for no money from the county. They're taking federal funds. Well, there's no way for us to even know that. they've asked for no money from the county they're taking federal funds well well you know that so we just gonna say we're not going to do anything about it and just turn our faces and they'll have to be one of the how many they're taking can we limit how many they're taking because they've expanded over the past six months uh... that's what we've asked jade to look into an island talking about the great and he sits on the Homeland Security Committee. He's talking with Congressman McCall to try to find some issues that we can relate to. It will help us give us some tools to work. I'm just about to get a little inflamed, but you can imagine when I start telling other people how inflamed they get and I'm trying to maintain. But this is becoming a very serious problem in the community and I hope you guys I'd be happy to offer you guys as much information as I've pulled up over the past two weeks. I'll be more than happy. We understand and we agree with you. Who's funded in this house? Federal contracts. It's federal contracts. It's private corporations. Yeah. But we have a lot of information of where the funding is. Private corporations. Yeah. And I can provide you with this map. You don't want we don't want Conor to be the Hoppy the map. It was just updated. A couple of days ago. And it shows all the implemented facilities and all the Shoes that fail and those failed for people from Community. We're not going to. They shut those that shut down completely. the fail and I'll fail for people from communities that are coming. We're not going to do that. They shut down completely. They tried to get them into Maria, Georgia, California, and they send the bugs back to Houston. And so now we're in Houston and we're there coming. We're seeing them. We've been doing surveillance at the children's ship. The shelter and they're coming in a little dark. The people who have tainted windows and we've seen the children. I realize that the location out there on League Line, which is run by Southwest Key, is a private organization. It is government funded. My question is, it sits in the city of Conroe City limits. How is it that nobody knows about this? Do they not have fire and code inspections? We're not prepared to really answer anything on this facility. We know nothing about the facility. We've not been approached by anybody because again we don't fund it. Oh, I understand that. I was just wondering how was it that happened? Yeah, how did it happen? That's one of the questions that I have is how is it that? How did it happen? Yeah, how did it happen? That's one of the questions that I have is, how is it that this has come about? But nobody knows about it. I'm not passing blame off on y'all, not by any case. But that's my question that I think one of the big ones that we really need to ask everybody in the community as far as our mayor and our elected officials. Well, I can say, I mean, speaking for myself, I don't want Montgomery County to be the go-to facility for illegal aliens. None of us do. Period. And whatever we can do, I can mitigate that. I can say on behalf of especially myself, being a parent that has children in school, one of my youngest one I am homeschooling now, but I do have other children that are in school. And the thought of me having to go out and make sure that my child has, you know, all of their immunizations, but yet I'm forced to send them to a school they might be sitting at lunch or in gym class or wherever the case may be with other children that have not had to go through those immunizations and what communicable communicable diseases are being transmitted. And not only just in the schools, but these children, they're kids. They're sitting out there. You know they're not being detained 24-7. They're being taken out. They're taken to Walmart. They're probably going to the movies. They're going to the mall. That's what kids like to do. So the question is there, is it these children are being taken out to go out and be kids. What is being shared amongst our community? What illnesses and things like that are getting out there? That we are I know that we don't know about. Has been has since this has come up and I'm assuming at this point City of Conno would be looking into this matter. I mean they would send out their inspectors for fire code. Back in February their water usage was approximately 105,000 gallons. As of May it was 377,000 gallons. As of last month they had not paid their water bill. Apparently they were being forced with having their water cut off at the time. The last minute they came up and paid the bill for the water to continue to be on. There's just so many questions with this place and like Denise was saying several of us have gotten together recently and that's all we've been doing is we've been researching and finding the records and finding out what we can about this place and I think anybody that lives in our community that should be concerned about it, because there are so many what ifs we don't know. I suggest that you come up with, shall we say, a form of resistance that you can do, whether it's inspections, whether it's, as Mary said, about releasing people to people who either have their green card or our citizens because I mean it doesn't make sense to release into somebody else but I don't know what control you have over that I tend to think it's in the in the contract I think I should be what I think Geo should be looking at a post-reform when they're not going to get ICE prisoners anymore, because they're not going to exist anymore. And take a look at that, because you just don't want them to come through here.
