This grant request one additional detective to fill a position that was vacated by the city of Conroe detective who retired City of Conroe is not replacing that detective that Position will be funded half by the sheriff's office and half by the 80 TPA grant This was already approved by the sheriff And their budget I move second all of say, why did the city opt not to? The Tech of Grasshopp retired and they decided just to keep the position in house they needed it for other duties. That's what I was told sir. Do we do a lot of work with them on? Yes sir, we do. We're responsible for six other counties or five other counties, including Montgomery County. So we're needing that other position to go out. I mean, do we do a lot of work with the city of Conroe? Yes sir, we do. Inside the city of Conroe. And it was a decision in house. I talked to Chief Dukui and his thing was they just like to keep him in house. So they're going to continue to do the task force, but just do it in house. Yes, that is correct. They're not going to participate in the task force. They're going to do everything in house. OK. Yes. The second item, sir, was to consider and approve the 2015 interlocal agreement with Grimes County. And that has been signed. Second. All in favor say aye. Aye. Thank you. Thank you sir. Just to clerk. Morning. Good morning, gentlemen. The District Clerk would like to ask the commissioners to consider and approve an adoption of a $10 fee per case filing effective 10-1 2014. This is per House Bill 1513. This is to increase the records archive fee from $5 to $10. It will be used for the old documents that it was designed for beginning in 2010, which we currently, we've been getting around 40 to 45,000 a year that will double that and allow us to get those older documents conserved and preserved. Okay, first of all, second. All of the oversea. Thank you. Thank you. All right. Please consider and approve the appointment of election officials for the May 10, 2014 Good morning. Take action on the new director of building custodial services. Good morning Judge and missioners I visited with each one of you and I'd recommend that you consider appointing a rank RC effective May 3rd to replace me as the director of building custodial services. Is she going to be a reserved deputy on the weekends too. Well, if she does, I'll just make sure she ignores people's speeding down one by. Wayne, I think that's a great recommendation. You've given her a glowing recommendation as well, and I move on that. All the favors say out. Thank you very much. Congratulations. Congratulations, All right. County is there. Morning, Martin. I'm asking appropriation to PTP for the PASR program. Jenny Terrell is here. If you've got some questions that you'd like to present to her, but we do this every year. It's their annual appropriation for the program. I move. Well, this one finishes it up. Do you need anything? Second. All in favor, say aye. I'll let you out of the room. The first item before you is a request to consider and approve the compliance report for the year that ended September 30th. This is the schedule of all federal and state grants that we've received throughout the year. Move. Thank you. Okay. We'll see. The next item is a request to use $60,000 in funding from the revenue that was received from Black Forest for improvements at the airport. This is an item that was brought to you during budget hearings and it so closely mirrored a different one that it was mistaken as just one item. It really is too and so it needs an extra $60,000. The revenue is already there. Thank you. All in favor say aye. And finally before you as a request to consider and approve the use of $878.1 from the Court Reporter Service Fund, this is for County Court at Law Number 4. Move. Second. All in favor say aye. Aye. Thank you. My judge and commission. All right. Our lose hour. Doing good. Item number 18, I would like to present a recommendation. Item number five, RFPQ, lease of office space, Sheparell Library and DBA Sheparell, Genological Society, lease agreement to follow the county attorney in precinct two. I move. Second. All favor say aye. Thank you. I'm going to take item 19a and b together in one motion. Those items are amendments to occupancy agreements for the North Montgomery County Community Development Center. These amendments only extend the term for one year as no other changes in the terms and conditions. Only extend the term for one year as no other changes in the terms and conditions All the favors say I'd like to the fur item 19c and Item 19 d rise in the court to accept a grant award from the office of the governor This is related to security for the new county attorney's office being constructed Additionally, the authorization for judge salad to execute the documents for the new county attorney's office being constructed. Additionally, the authorization for Judge Sallard to execute the documents for the grant. The court approved the application for this grant several weeks ago to pure grant. There's no county match required. What is the purpose of the dollars for this grant? It's being used to enhance the security in our lobby for the newly constructed office. I don't know the exact details of the construction. JD can probably give you those details. But if you recall, maybe a year or so ago, I think Kaufman County, two prosecutors were murdered. And the governor's office set aside months for county attorneys and district attorneys to use for enhanced security purposes. And so we applied to that grant any done. I'm going to carry the ball on that and they granted us it's about $14,000 and it will provide complete security for our new lobby area. That's the one issue my staff has brought up about us relocating. As you gentlemen know, there is no security whatsoever in this building other than I commissioned a score on these days. So this will bulletproof our lobby, including the windows and so forth in there, and we will no longer have a person sitting in our lobby. Particularly concerning, since we prosecute all the juvenile cases, in fact, we're prosecuted in juvenile capital murder case right now. And we prosecute all the CBS cases, protective orders. So we sometimes deal with people who are less than happy and less than friendly. So this will take care of a secure, a whole lobby. Great. Thank you, Jim. Thanks. It's your motion. Move. Second. I'm favor say. In item 19 E, right on the court to approve a HIPAA business associate business associate agreement between the county and the hospital district. This is related to the agreement that was recently approved for the hospital care of county inmates. All this does is set out the rules for the use and disclosure of protected health information by both parties ensuring compliance with HIPAA. Move. Second. All in favor, say aye. An item 20A, right in the court to accept a minute, accepted minutes from March 18, 2014. Health Treatment Facility Advisory Board meeting. Move. Second. All in favor say aye. Okay. 20b rise in the court to accept the monthly performance indicator report from March 2014 is recommended by the advisory board. Second. All in favor say aye. Bill, can we direct those monies to be deposited into the Spring Creek Greenway Nature Center fund? Can we do it now or do we need to wait until the funds are here? I believe you did that now we could do that through a budget amendment. We would of course make it revenue first. Fund we can we do it now or do we need to wait until the funds are here We could do that through a budget of course make it revenue first, okay? Yeah, if we can if we can do that that would be fantastic I move Is that part of your motion? Yes, sir His motion is second all of your favor say aye An item 21 B1 resting the court to acknowledge a resolution that are proving the plan of finance for the Harris County Cultural Education Facilities Finance Corporation. This is to finance certain facilities for Memorial Hermann Health System. This is one of these situations whereby statute the county must approve the financing, even though there's no county obligation to pay the financing or anything like that. Move. Second. All in favor, see. I. And an item 21 C one, right in the court to approve an order that authorized county judge to sign a professional services agreement with an architect. This is for the customs facility that's being constructed at the Loamstar Executive Airport. And that money's in your budget scot. And from what I understand, we've got our kickoff with customs this week and prior to that, we should have an architecture in the contract. Is this guy we met with? I move. Can you make part of your motion the use of those black force revenues for this item also? Yes, the funding for the architect will come from the black forest fund Thank you second There's a motion the second all in favor say Motion passes Okay in precinct three we have Bay. Is anyone here to speak on behalf of this? All right. Let's adjourn the public hearing you're being commissioned court. Judge commissioners, I move. I don't favor say aye. Motion passes. Okay, on your article 551.071, the government code, let's recess this court for executive session. Okay, let's bring the court back to order from his executive session.
