Whereas the signature wounds of Iraq and Afghanistan are traumatic brain injury, TBI, and post-traumatic stress disorder, PTSD, and our significant health issues for Texas Veterans returning from service in Iraq and Afghanistan. Operation Enduring Freedom, Operation Iraqi Freedom and Operation New Dawn, whereas the effects of the conditions are usually long-lasting and often life threatening, frequently suicide, and currently there are no definitive medical treatments for TBI, and the treatments being provided today are only palliative drugs and or counseling. And we're asked several well documented more curative therapies are available, including hyperbaric oxygen therapy, and offer additional alternative curative ways to restore affected veterans' lives and minds. And whereas numerous studies have demonstrated that the untreated lingering effects of these injuries adversely impact veterans' lives, resulting frequently in destroy families, drug and alcohol use, unemployment, mental illness, incarceration and homelessness. And whereas these results show up in society and community as increased unemployment, rights, public health care treatment cost, mental illness cost, alcohol and drug treatment cost, family breakups, and disruptive lives. Whereas neither the VA, military medicine, nor Medicare will reimburse medical practitioners for their efforts to help these veterans. Therefore, be it resolved that Montgomery County strongly urges the Texas State government to provide appropriate funding and focus to provide result-oriented evidence-based proven treatment, including hyperbaric oxygen therapy, for returning Texas veterans that suffer the residuals after effects of TBI and PTSD. And restoring the balance of justice reminds us how truly groundbreaking this bipartisan legislation continues to be for the means of crime victims who are helped by it each year. For them, the victims of crime advocate bill means that they are not alone. They and their families are not left to face the physical, mental, and financial devastation of crime without the services and support they need. And the next 30 years will bring new challenges for our field. Among them the growth and financial fraud, online solicitation, online victimization, the urgent need to address human trafficking, the increasing role DNA will play in justice for victims, and the ongoing work of reaching out to underserved victims, marginalized populations, and those whose victimization is hidden or under reported. And whereas the District Attorney's Office and victim advocates everywhere have a passion for building the lives of crime victims, we look forward to observing National Crime Victims Rights Week and continue to work together to serve crime victims, their families, and the communities. Whereas a child's journey in the child protective system can be an extremely frightening, confusing, and traumatic experience for a child who has been removed from his or her home and placed with strangers often in a different county away from his or her school, friends, place of worship, and the only life they have ever known. And whereas the impact of abuse in neglect has long term personal economic and social costs therefore, hurting not only the children's future but also Texas future. And then probably one of the biggest products, the pan is Ranger. Ranger is our, you know, he's become a informal mascot to the attorney's office. Really, Ranger is there for children and usually victims of violent crime. So they have something that they can adhere to or something that's comforting to them. The office sits in the well where the witness is sitting. He's the children are able to have tactile stimulation and they're able to know that Ranger is there. What we know by the office, and just stated though, was how much of a common effect Ranger would have on us. And it was through PAMS work when I first started at the office. It was her vision. And it was through her work, the Senator California. I know at least one time we had a few disappointments. But Ranger is just one of the few things that Pam has done for our office and for Montgomery County. I know every lady here on the staff, I can give 10 awards to Shirley Williams and that'd be 10 to less. That the entire program is contingent upon the county actually receiving grant funds for the procurement and once we transfer ownership to the other entities and they would own it, they would be responsible for all the maintenance and ongoing operation costs. And an item 22F, right in the court, to a proof, a letter from Montgomery County to Mid-South Bank. This is related to Steve Ratcliffe's entity, Greatland Holdings, and his lease at the airport. This letter acknowledges the lease with the county and also acknowledges that the county would give the bank notice if there was a default by Ratcliffe allowing the bank to an opportunity to cure that default. On item 23a2 we're asking for to receive consider and take appropriate action on our report from on a proposal or proposal for latent certificates of obligation. At the start what I'd like to say is a couple of things. One is why we undertook this project to what we did and then thirdly, I'll give a brief conclusions. We undertook this project after a request to Commissioner Noak after he received a proposal from Mr. Bill O'Cellvin and in this project we had two requests. One, the first one was to review Mr. O'Cellvin's proposal and two, subsequent request to render an opinion as to whether adopting a proposal limiting the use of the certificates of obligation is in the county's best interest. Attached to the agenda is a our white report. We published this report in connection with the agenda so I won't be labored and go through it. I did want to start with our conclusions. Oh, first what we did, we reviewed the current laws of certificate obligations. We then reviewed the Montgomery County's currently issued an outstanding certificate of obligation and then finally we reviewed and analyzed Mr. Osovans' poval in relation to current law and then came to our conclusions that are in the paper. Basically all of these certificates of obligation currently issued an outstanding by Montgomery County were validly issued. The projects and the purposes for each of these COs were valid and laws of state of Texas. The county has used certificates of obligation primarily for smaller capital improvements in related projects and that is the traditional use of certificates of obligation. Total amount outstanding on certificates of obligation is approximately 114.5 million dollars and this amount does not appear to represent any significant debt burden upon the county's current financial condition per county author and the two most recent consolidated angel financial reports. Proposals regarding to restrict the use of certificate obligation are probably most properly brought before the Texas legislature. In fact, in the last session there were two proposals, one by center of Williams and one by a legislature, and those were referred to committees and did not make it out of committees. Our opinion in that local proposal or proposals limit local uses, CEOs should be done through the legislature. The legislature has the manpower, the expertise and the statewide vision, so to speak, such that they are better equipped to make changes to state laws. Another reason, if the county were to adopt a proposal, policy proposal, it really has no force from the fact of ordinance or law. It would merely be a statement that could be changed and even the subsequent commission of court meaning. When you look at the current uses of the county's stiffness obligation. They're all valid. They're all for capital projects. They all, for matters which are generally used for stiffness obligation. And they do not represent a significant portion of county's debt service in the overall scheme. Finally, in sum, based upon all those conclusions, all those findings, we really don't recommend that the court take any action today with regard to limiting their use of certificates of proposal. What they are designed to be is a form of lending borrowing for the county. Other than general obligation bonds with the all the entanglements and cost involved in general obligation bonds. A simplified version of lending. It is still responsive to the community because if there is a provision whereby if people do not care, there's public notice and for the purposes and the search-itb obligation can only be used for the purposes expressed in the certificate of obligation. Therefore, you can't say we're going to issue certificates obligation for one purpose and then use it for another. So, and there are notice provisions to the public. There is a provision for petition that would allow the stopping of the issuance of certificates obligation. So there are procedural safeguards put in, but clearly they are not meant just for emergencies. They are meant for, and the traditional use is what this county has used them for, relatively small. Of course, when you're talking millions of dollars, that's not small to most of us. But capital projects, otherwise otherwise and projects that you really could not fund out of the current tax year and that's the basis of the specific obligation otherwise county's expenditures generally have to be funded from the taxes in that year and just as if you would not necessarily if you're going to make a significant remodel to your house, you may not very well have the funds in that current year to pay for it at the time. But you may want to borrow it for a shorter term than maybe you're a 30 year mortgage. And that is usually what's typical of the obligation having you for and especially by this county. Great. Let's just say for example we need to spend 500,000 for a storage building for the sheriff's department. What are you going to do to have a bond issue for that? I mean it makes no sense.
