So we are here on behalf of the Montgomery County, Waka Krox across Texas Community Challenge. Texas A&M AgriLife Extension Service has teamed up with United Way Healthy Living Alliance. And what we want to do is encourage everyone in Montgomery County to participate in walk across Texas. The way you do this is team up, teams up to eight. You can also walk individually if you'd like, but ideally it's in teams of eight. We can kind of have a friendly competition between all of the county offices at school. It'd be awesome to have that teams there. So what you try to do is collectively walk 830 miles, which is the distance from Beaumont to El Paso roughly. And you don't have to just walk. You can do other types of physical activity. That's 20 minutes of physical activity that gets your heart rate up would be equal to a mile and so together Teams can walk 830 miles or more So we've got a t-shirts for the team captains and then we can also get additional t-shirts for The team members as well and the first 100 teams to sign up, the team captain will get a free t-shirt. And then we've also got some goody bags for you guys just to kind of encourage you to be healthy and to remind you about walk across Texas. The reason we're here is to ask the current flag park to either the city of Conroe or the friends of the flag foundation for purposes of constructing what will be a called the revolution found. This fountain has been a dream of the friends of the Flag Foundation for numerous years. It is projected to be 88 feet tall. It will be the tallest fountain in the state of Texas at the time it is built. This land that is currently just north of the county laboratory is primarily in a flood plane and we're not for sure what other purposes it could be used for. We are this land we're asking for the county to donate is in connection with a business development that will take place and on page three we believe on an eight acre site that is a joining 105 and flows down to alligator creek. The owners of this land, ST financial group, are proposing to donate approximately two to two and a half acres of the land that borders alligator creek for an outdoor theater. This outdoor theater will be utilized by the friends of the Flag Foundation or another nonprofit organization for entertainment purposes. It is projected to be a 12 hundred seeding capacity for this particular theater. The reason that is important is about 80% of all your acts and plays can utilize a 1,200-seat person theater like this, whereas a lot of your acts are too small for something like sense and words. So we're trying to bring some more Entertainment to this area this two and two and a half acre track is also in the floodplain So as as you can see from looking at the sketch there on page three It should all tie together fairly well The office building there office office building number one, is proposed as well as office buildings two and three. Obviously there are certain regulations. We have to go through to get those office buildings built, but we do project it that will take place over the next year to two year timeframe. We would like to point out to the commissioners that 6.3 billion inheritance each traveler spending took place in the state of Texas in 2011. These statistics are from the Texas Historical Commission and are available on the state of Texas website. There were 53,000 jobs created in 2011, directly associated with the Texas Heritage Tourism. We feel like this will be historical significance to Montgomery County because you will have the flag park, you will have this revolution fountain, you will have this revolution fountain. You will have this outdoor theater. And then in front of Building One on page three, you'll see a statute area where there's plans to construct the Texas Lady Liberty Statute. Texas Lady Liberty was on the battlefield for the troops that fought for the great state of Texas at the Battle of San Jacinto. To our knowledge, there is no other statute of her in the state at this time. That will be a proposal that will take place again over the next year to two year period. In addition to the Texas Lady Liberty Statute, we are proposing that there will be historical markers around this Texas Lady Liberty Statute, which will honor the groups that fought with the leaders of the state of Texas for our independence. I would like to point out that several members of the Friends of the Flag organization are here today in support of this, Miss Annette Spikes is here, Mr. Jim Walker, Mr. Larry Forster, Mr. Craig Campabella, Mr. Kevin Bass, and the president of the organization, Mr. Dave Clemens. And they're all seated back here. The Friends of the Flag is a 501C3 that is currently operating in Montgomery County and has this court is probably well aware maintains and works with a Montgomery County in the City of Conrone maintaining the flag part There any questions that I can answer on behalf of this request How tall would this fountain be? 88 feet I understand 88 feet? 88 feet. Wow. I mean, it's a great project. It absolutely makes a way to this area of a tourist attraction. And I had no idea that the heritage tourism was as great as it is. But, yes sir. Tell me that the other day it's tremendous. A lot of money spent in this state, people want to understand and know the history of this state of Texas. We think this would be a great project for the city and Montgomery County. I can't imagine a better use for that land. Well I can't either you know it's something we can never use obviously being in the floodplain but I'd like to see us make that donation to this project. I agree, Tony. I'm asking for a judge as a revisionary deed that says they have, and this will be up to the county attorney how to word it, but I'm guessing five years or so to perform this deed. And after that, if they have not completed this revolution, the land would be burnt back to Montgomery County. The county attorney's office has investigated this since we've talked Mike and we're going to need to donate this to the city of Conroe as we did the the flight park. So I'd like to modify my motion on 9 a.m. to make this donation deed as we as we've talked commissioners if they don't get the money to do this in five years it does revert back to the county. Whereas thousands of dedicated public safety telecommunication personnel daily serve the nation by answering their 911 calls for police fire emergency medical services and dispatching the appropriate assistance as quickly as possible. And whereas the critical function performed by professional public safety telecommunication personnel also include those related to other governmental agencies providing public safety telecommunications services. And whereas professional public safety telecommunication personnel work to enhance the emergency response capabilities of these communication systems through their leadership and participation in training programs and other activities. And whereas the Montgomery County Sheriff's Office employs 52 telecommunicators that work multiple shifts including weekends, nights, holidays and overtime, making emergency services available to all citizens of Montgomery County. And whereas the Montgomery County Sheriff's Office telecommunication personnel provided emergency response for the sheriff's Office and 32 other police agencies within Montgomery County by answering 480,549 telephone calls in 2013. And whereas the ladies and gentlemen that work as telecommunication personnel deeply care for their community and the welfare of the police officers that they serve. And whereas the second week of April has been designated by the Association of Public Safety Communications Officers and the National Emergency Number Association to recognize public safety telecommunication personnel for their crew for role in protecting life and property. Just we have with us, Scott with Ironman, Texas. So these folks are all here in support of Iron Man and Scott, if you could just give us just a kind of a high level overview of the race and what a type of economic impact it brings to the county, then we can read the resolution. Bruce, maybe you can read the resolution for us. So the event started back in 2010, the planning stages, May 2011 was the first year of the event. Since then we have athletes that travel here all over the world, and we've had representation from every state across the country. Brings in roughly 15 million of economic impacts to the county, as well as great volunteer support throughout the county. We have about 3,500 to 4,000 volunteers not only planning up to the event but working race week in which we donate $100,000 to local charities and communities for their support. Judge and commissioners, resolution from Montgomery County regarding Ironman, Texas, whereas the Woodlands Township entered into a host agreement for World Triathlon Corporation to conduct the event known as Ironman, Texas. A world renowned triathlon taking place in and around the Woodlands and Montgomery County and certain surrounding counties on May 21, 2011, May 19, 2012, May 18, 2013, May 17, 2014, May 16, 2015. Yes, the World Triathlon Corporation would like to extend the term the original agreement to host Iron Man, Texas, in our, 2017, April 28, 2018, and April 27, 2019, and April 24, 2020. Whereas over the term of the original Greenman Army, Texas is shown to bring athletes and their supporters along with sponsors, volunteers, and spectators from around the world, including every state in the United States and participants from 40 plus different countries to Montgomery County, Texas in the surrounding areas. This event places Montgomery County, Texas on the map as an international sporting destination and brings millions of dollars to our local economy per year, including dollars in sales and hotel tax and occupancy tax not only on race week but throughout the year for training. Last year just the reports were that we had hotel rooms that were occupied as far north as Huntsville and down in Houston. Whereas Montgomery County recognized the importance of promoting health living and health lifestyles. Now therefore be it resolved. These are associated with some debt issues that range between the ages of 2004 and 2006. Those issues we currently pay $300 per year for their service anywhere between 300 and 2000. The rates will change between 750 and 2,200. There's no negotiating we can do on those rates. We could probably engage a different paying agent, but I don't know that it would really be worth it for such a minimal amount. Okay. Those are pretty standard rates, or do we? Yes, they are. I'm a favor, C.O. I'm pushing passes. The next item before you is the presentation of your fiscal year 2013 comprehensive annual financial report. Are your monitors on? So on your desk in front of you is the comprehensive financial, comprehensive annual financial report for the county. This is for our fiscal year that ended September 30th 2013. And we've spent the past several months in our office looking like that screen where we have crunched numbers and put everything together to prepare this report. It explains the county's financial position for the 12 months that do end in September. Our county has received an award for the previous 25 years from the Government Finance Officers Association for Excellence in Financial Reporting that's through fiscal year 2012. Your financial report is comprised of three major sections. They're the introductory section, the financial section, and the statistical section. Your introductory section begins on page one. It includes things like your letter of transmittal, that certificate of achievement that was previously mentioned, an organizational chart of the county as a whole, and a list of principal officers. Your financial section includes your independent auditors report from the new accounting firm of Patillo Brown and Hill this year where they gave us a clean or unqualified opinion. The management's discussion and analysis which is these schedules presented in a narrative form, whereas you've heard me say before if you don't read any other part of this financial report, I would encourage you to read that part. It includes your basic financial statements that begin on page 30 and we'll cover those in a little bit more detail coming up. It includes your notes to the financial statements as well as your required supplementary and additional supplementary information. In your basic financial statements there are two sets of financial statements. The first is government-wide statements. Those are prepared on a full accrual basis. They're the ones that are the most similar to a private sector business. They include things like capital assets and long-term debt. The other section is your fund statements where the focus is on near-term inflows and outflows of your available resources, but they do not include data on your capital assets or your financial or on your debt. So in your government-wide statements we discuss your statement of net position. It's a mathematical formula that's derived by looking at your assets and deferred outflows and subtracting your liabilities and deferred inflows. Your assets for the year totaled at the end of the year totaled $940 million. This included things like the building that we're in right now and the roads that you drove on to get here. Your liabilities totaled approximately $550 million. Those included bonded debt as well as compensated absences that you would have to pay whenever employees terminate their employment with the county. That leaves you a net position of $389 million. Your unrestricted net position becomes a negative $37 million. And that's largely due to the county's participation, as I've told you in past year, in the past through toll program, where we issue debt to improve certain roads that belong to the state. So the state gets to book that asset of the road, but the county has issues of debt, and so we are responsible for putting it on our books. The other schedule in your government-wide statements, well the other statement in your government-wide statements is the statement of activities. It reports your revenues and your expenses at the function level. So it shows you to what extent each function has enough revenue to offset its purposes, leaving general revenues to show you to fund the difference. So if you look at the next slide, you'll see a chart that we've prepared that shows the revenues that have come into the county on a government-wide basis. As you can see, a little over 40% comes from property taxes, and a little bit in excess of 27% comes from fine fees, forfeitures and charges for services. Some grants come in, those are in excess of 20%, leaving the rest to be funded from other general revenues or some other state grants or federal grants. Also in your statement of activities, as I previously stated, we show the expenses and the revenues as they can offset those expenses. Not unusually you'll see that public transportation is the only function in Montgomery County that has enough revenue to offset all of its expenses. That's just because of the mathematical way that we're required to present these statements. So for instance, we've had an excess of $25 million in donated roads this year. That happens whenever a developer goes in and builds an entire subdivision and you accept that entire subdivision into your maintenance system. You bring those assets in as assets at the county, but you also have to count that as a donation revenue. So that's why you wind up with that function on this particular schedule supporting itself. Moving on in our basic financial statements, the next you'll see are the fund statements. These are the ones as we previously said, focus on your near-term inflows and outflows. They don't report capital assets or your long-term debt. At the forefront of those financial statements, as you can find on page 36, you'll see that the major fund activity is what's most important, and our primary focus is on our general fund. In our general fund, you'll see that there are revenues in excess of $203 million and exclusively our general fund. The expenditures are of approximately $178 million. Our other financing uses were $8.4 million. This included net activity from the sale of the Joe Corley detention facility where we defied that debt and we brought in that revenue and we retired that asset out of the counties, off of the county's books. This left us a net change in our fund balance of $16,000,000.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00.00 that might be grants that you've received from other people where they say you can only spend it for that specific purpose. That fund balances approximately $2 million. Those that are committed are almost $6 million. Those are restrictions that you put on there yourself. So they might be things that are associated with when you approve carry-overs for certain departments or some functions that are a little bit less. That right away funding we got from St. Senator River Authority from McCaylin was that would that be in that particular line out of? It's part of your committed, yes sir. Then you have an assigned fund balance that's a little over $36 million. Those assignments are performed by the county auditor and they include things like other post-employment benefits. Finally, what's left is unassigned. That used to be if you'll recall several years ago commissioners that was called your unreserved fund balance. And that's what you can do anything you want with it. So it's about $35 million. There is more detail on these fund balances in the notes to the financial statement and how they all break out for the different purposes that they're for in Note 11. So that ends our financial statement. The last of the three major sections that we have is the statistical section. The statistical section shows you 10 year trends of your different activity. It'll show you financial trends as well as revenue and debt trends, some demographics about your economy and some operating information. So in summary, one of the things we should tell you in your management discussion and analysis and that we do tell you is the overall financial position of the county and your financial position is very good. You're assigned fund balance is previously discussed as in excess of $35 million. What does that represent? What is that? Is that on here? Yes, sir. It represents almost 20% of your general fund expenditures and a little over 17% of your general fund revenues. We need to be at 15. Your own policy says that you would like to be between 10 and 15% of revenues. However, the recommendation from the government finance officers association of the United States and Canada is 25%. So I would say that you're in a very good position here. You've exceeded your own policy and you're a little bit below theirs. OK. Your bonded debt is $446,595,000. Your legal debt margin as outlined by the Constitution of the State is $8.7 billion. If you were anywhere near that, I would be very concerned. But you're not. You're only at 4.67% of that legal debt limit. Okay, let's go back to that. Yes, sir. You're saying that our debt limit is only at 4.67% of what we could possibly pass in bonds or COS. Yes, sir. And that's detailed in mathematical formula in your statistical section. Yes. Yes. Yes. Yes. Yes. Twenty fraction of a SES for real property value. Yes, sir. Do you have any population range that you're most interested in? We're always compared to Fort Bend, Denton County, the others that we've worked with. I'll go with those that are considered large in the state and put together a chart and email it to all of you if you'd like. Right, perfect. Finally, in that same vein, you can see the county's bond rating, bond rating with two of the major rating agencies. We are rated with Moody's and Standard and Pores. Our bond ratings are AA1 and AA. He had asked me to put together some numbers to give this court at least an idea of what's going on. An intake at the animal control and animal shelter departments. So I provided you a four year graph that kind of gives you by precinct the number of animals that are coming in. You'll notice a commissioner, Ron Hart, has a lion's chair of animal responsibility for our county, but also when you look at the square mileage and the number of animals that are in precinct four because of the rule areas. I think you'll see that unfortunate to the land mass given the large portion of it is rule and allows for animals to reproduce. Yesterday, we completed the second and six months of free vaccine clinics out in East Montgomery County at Bullsellas Park. 761 animals receive vaccination or 761 vaccinations were given yesterday. In addition, through partnerships with organizations like the Montgomery County Animal Society, Montgomery County Spanuder Project and the like, over 200 vouchers were given out to have animal sterilized that would hopefully stem the tide of the increasing overpopulation of animals in Montgomery County. As you look at this graph, the things that I would ask this Court to consider when you appropriate funding is that whether or not you want to increase the size of the shelter and increase the budget for operating it or whether or not this Court might want to consider putting money on the front end to prevent the animals birth initially and the need for that space going forward. While I'm not asking for any funds today, I want to provide you this number and to publicly thank the members of the Montgomery County Animal Shelter Advisory Committee, those organizations I mentioned earlier and volunteers from Wags to whiskers who were all an integral part of helping work together yesterday and providing vaccines to the low income and indigent families of our county. We prevented or we stopped some years back we were going to each of the four commission of precincts. Remember that veterinarians came and complained about the taking money out of their pockets that I would remind you that these animals and the people who are in need are through all parts of our county and not just precinct four and as this court considers that you might consider opening it up to the precinct as you decide. Thank you and I'll fill it any questions. What time did you finish up yesterday? Commissioner, I got home a little after 6.30 yesterday evening and we left the barn outside of the fire. It was scheduled to be from 11 to 3. I don't know. It was tremendous. I told him that I thought it was different rooms by the time we do it. One thing to him about these numbers, they're fairly uniform. I mean, you're not seeing a dramatic increase every year. We're not. And these are by the sure numbers. One thing that I am seeing is while we see a population growth, which typically dictates or indicates an animal population growth as well, we see that the numbers of precinct fours contribution by percentage of the total intake are actually going down. Right. Right. Which is good. Given our growth in the last four years in population overall, I think we're holding our own and that's in part because of an aggressive spain neuter campaign that's been going on out there and and we appreciate this this court's support for it and while we no longer do it at this animal shelter down south for the public because of the veterinarian's concerns about interfering with their private enterprise the needs are still out there and there are needs people can't always afford four hundred dollars have their animal sterilized but yet we have to consider that because if not we're going to be spending a whole lot more to house it in the years to come. Do we have some data that shows that that's been very effective? Commissioner, prevention is one of those few things that's hard to gauge whether it be drug prevention or the life. But what we have to look at is trends, historic trends. And I think, you know, this has been the No-1 Go on Project project you may recall in 2006 when I came before this very court and asked you to allow us to start the low-cost spade-neuter clinic and it ran continuously at the shelter doing both public and shelter animals. I think we're starting to see the effects of a good, aggressive campaign and I would hate to see that stop and I think if we were going to spend money rather than bricks and sticks and buildings and steel, perhaps maybe some sort of incentive to have people have their animal sterilized. I mean that's the problem and these budgets will continue to grow. I saw recently the city of Houston asked for 15 more animal control ulcers. Each member of this court from time to time might get a call or complain about animal control. I'll remind you we have eight to services in Tarr County year-round. Seven days a week and so we can't be everywhere. We don't even have enough alsters and we have a whole lot more than that that can't be everywhere they need to be. So it's not uncommon that animal control can't be there. But if we can stop the overpopulation that we don't have the animal complaints. Houston needs 3.4 million dollars for 15 animal control officers That's more than your entire budget for animal shelter and animal control and you have nine animal control officers. It's interesting looking at the data that it was climbing every year through 10 11 and 12 and 13 dropped on all four precincts. I think we I think number one I think two we're actually starting to get the message out. We have people who are taking some responsibility and when you start something they say it takes three to five years to see the impact of it. So if we in fact really got aggressive, we're starting to see the impact. The great thing is the need is not there as much, but the cost of running it and the cost to build it, maintain it, add an air condition to it, keep the animals healthy better there or still there. Well, the trim line looks good. Or a spade neuter, well, a guy took you to it for 50 bucks. Commissioner, that's what we do it for nonprofit organizations. That's a bare bones. There's not another organization that can do it for that, but that's what we're able to get it to because that's an bear bones there's not another organization that can do it for that but that's what we're able to get it to because that's an actual cost. But you know if I decided I want to do it and appreciate for cost to be 50. It would the only problem to measure I think we would have is we want to be able to maintain the state law requirement that the animals release from the shelter have to be sterilized first and so we start bringing animals in from the public you may get some pushback from your local veterinarians. And I would rather them be part of the solution by helping to sterilize animals at their clinics rather than overburdening the county facility. And I think perhaps maybe some of our local veterinarians would pick up the banner and run with it as well in the areas of overpopulation as they do with animal health. Thank you very much Tim. Appreciate it. It's the population of the pit bulls. I mean, how many percent you think was there yesterday pit bulls? Commissioner, I would say probably a third of the animals that came in yesterday were pit bulls. You have a case currently pending just as a segue, involving a pit bull attack in precinct two, where a young lady was attacked in Maldon. That case is now still going forward. And it's been pending for over a year. That animals had to be maintained cared for every day for over a year, and it's a pit bull attack. And we have a tremendous issue with animals running at large. We have no licensing program. We have no ordinance that requires animals that are picked up to be microchips so that they come in again with at least know who the owners are. And we may want to be looking through our ordinance to see if there's some strengthening mechanisms we can put in place to hold owners responsible because ultimately every other taxpayer in this county is put in the bill for irresponsible pet owners and perhaps maybe they need to be held more accountable.
