And she has gone to Lone Star Community College and made a partnership with the Social Services Department at LoneStar and she now has set up two different types of internships with two different classes and so she has an internship program with the Department of Social Services that allows for the interns to do over 100 hours of community service with our program. And so I've nominated Jackie, and she has been honored enough to receive employee of a month from March. So if I could get Jackie and we also have our two volunteers, our two interns from Lone Star, Valencia Shaw and Kimberly Stevens, I'd just like y'all to meet them. And I think that we ought to make sure that all the voters have every chance that we can to make sure that we have a decent turnout. Do you have a recommendation of what you would like to see if this reflect your wishes, Dr. Wally? I think in the city of Conno, since there's gonna be a city election on the same date, we could certainly, there are some precincts that have a hundred or less turnout during the primary that we would be able to consolidate the number of those in and around the city of Condra where would be Convenient for them to come to the same place where they're going to be having a city election, which would be city hall Aren't we decision me we've got ten boxes Excuse me that's one of the options that's up to the court But on your proposal today are we That's one of the options that's up to the court. But on your proposal today, are we with the City of Connolly with the same location? Yes. That's an option, yes, sir. This isn't actually a proposal. Before we make a final decision, and Susan and I worked together. I'll work that out and bring us a list of the consolidated boxes. I think that'd be great. Well, we already have that proposal. I mean, you emailed it to us. I did email a proposal of possible consolidation not part of this but Right all of all of those consolidations are not recommended by the election board Okay, and the the ultimate decision is the commissioners I agree with Dr. Wally we certainly don't want to suppress voter turnout and an election is important as electing the new state senator. Well we all recognize it cost money to hold election and just as a side light I've been proposing to my counterparts in the Democratic Party that we go to a joint primary election in our county, which is okay by the Texas election code, and this would cut in half the cost of a primary election. Just the Republican primary loan was estimated to cost $130,000. So if you double that, we're talking about real money. It requires the agreement between the both political parties and I've been unable to persuade my friends on the other side to say they're best interest in ours to do that. So I didn't appreciate any help you could give us. I don't know if I would occur until two years from, but that would be important for our county to do that. And Susan, we just conduct the primary election like an early voting. So it's a very efficient way to do it. And Susan, you, I believe you have some concern with trying to staff poll workers as well as equipment that we may need to purchase additional equipment if we have so many polls open because you're going to have to have these machines program for both the special election and then the runoff election. And so that was only 17 days after the special election. So Judge, we're going to need to consider the cost of additional equipment if we don't consolidate. Well, I think that they did get with the candidates, the other party, it was all be above and come back to the court with a final recommendation. Okay. Let me know when you're ready for that. We'll call a special session. Yes, sir. So the court does support the consolidations that would be recommended. What about early voting? I know that there was some consideration of trying to make sure that voters are aware of this other election on May 10th. That's unusual for this time of year being a special election. And that there would be some confusion or voters might even miss the early voting period occurring, but that they are aware of the con-ro election. Is there any consideration of changing any early voting locations or do you want to keep the same locations, the same six the same six we wouldn't be using the Mitchell library. Same location. Would that mean if someone in Conroe went to vote early, they'd have to go to one location to vote for the this Senate race they'd have to go to one location to vote for the, this Senate race and then they'd have to go to another location to vote for their city council races? Yeah, that's correct. That's what we want to try and avoid. Well, is there a way they can go to one place to vote for both? The city has offered for us to conduct early voting at City Hall. They're not willing to move their location. But if we're interested, I know that they vote on the sixth floor they've offered to give us space on the first floor to conduct early voting if we need to hold it there so that voters don't misunderstand that they would have to go to two places. They could just do everything in the same building and that would be able to move in our early voting from the location across the street over just over to the hall. Yes sir. That's the option. But they thought to vote twice. They had to go up there. They would have to vote for the balance. Right. I don't know. What do you'll think, commissioners. But how many would percentage of the voting population for the SD4 race is going to come out of Conroe? We're talking about that. You know, yet it doesn't look. I don't have that information. Okay. All right. I wouldn't have a problem with moving this voting location over to City Hall. It's just right across the street. I'm still close. Right. And we would have noticed of course and put signs out. I would agree with that. I think one of the biggest complaints out here is when you have to go to two different locations to vote on the same day. Right. One of the biggest complaints I've heard for years. I submitted what shows up as B first and so I would ask you to discuss approving compensation for part-time library assistance at the library system comparable to that for full-time employees. When the KR Morse study was presented and a recommended minimum for that group, it was only applied to full-time employees. Subsequently, the court authorized that change in minimum and I received a list of payroll changes to put forth to the court. We did so, but then we realized that our part-time employees in that same position were not receiving the same rate of pay. Some of them are being paid as much as 96 cents an hour to do the very same job that a full-time employee is being paid to do. A few are at three cents an hour less than the minimum. And so I'm asking that you discuss compensating the part-time employees at the same rate. Now, supporting that is that we've had several long-term employees who have retired. And because of that, there are funds within the current salary budget. And this has been reviewed and indicated that the funds are available by staff member in county auditing who works with the budget. And so if you should approve this then the transfers are here to cover those costs that would be no increase in the salary compensation budget. with our emailed HR director, she indicated that our compensation administration plan covered only full-time employees. However, in my nearly 17 years here, I don't believe I've ever been instructed to take increases of whatever at the time that increases were approved and not apply them to part-time employees similarly, if it was a percentage to whatever, even the 5% that was authorized in October was applied across the board to all employees. And so I'm asking you to continue that and not break that precedent. Dody, if I believe it was your intent throughout the remainder of this year to continue to study the recommendations by K.R. Moore and to come back to the court with how much that would cost the county if we were to move up the part-time employees to their minimum, is that correct? And so would it not create more imbalance to just take one department and do them separately? Should we wait for you to come back and do everybody at one time? So, would the recommendation from HR is. So if we could wait one more port date I think Dode would be able to come back and we could address all countywide part-time employees at one time. I don't know how many other part-time employees at one time, the library, and possibly custodial services had the greatest number. In this case, it affects 14 employees. Well, the part-time employees are a big part of what we do. They contribute a lot to the operation we can. and I think it's a disservice to them to not at least allow them to be at minimum. And I'd recommend that we do that, but if you'll have that done by next court, how much that, what that number is, other than... Then we can do everybody at one time. Be fair about it. I'd ask that you please consider discussing discuss and approve the intent to submit application for discretionary grant to be submitted to the Texas Injured Defense Commission for the purpose of funding the purchase of an online Injured Defense System and authorized judge Salar to sign the resolution for the intent to submit. What this is, currently we receive Inigent defense numbers through the auditor's office that shows our current expenditures. As a large scale metric that works, but for individual cases it's a little bit harder for a judge to see in real time how much money they're spending on engine defense in specific case. What this online system does is for judges, attorneys and court employees that helps them look both individually and in the aggregate what they are doing in terms of engine defense. This would provide greater ability for me when it comes down to budget time to say, okay, well, this is your portion of indigent defense in terms of how much you've spent. And these are the average number of attorneys you're appointing per case. These are the average number of ex that you're doing in terms of each case. And it would provide greater transparency not only for us but for you, for me to come to you and say, this is my recommendation in terms of intervention defense. So it would just track what we're spending on intervention defense. Wouldn't necessarily help the team in indigency. It's a system that also helps to determine indigency. It's basically a one-stop shop, basically, for everything in the should defense. Everything that's, when someone comes to indian defense, seeking an attorney, this program would be used to help qualify them. When it comes time for a judge to say, well, I want to look at this case and see how much money has been spent on this specific case. They can do that in real time and say, OK, well, this case should not cost the Count Tax Bear's $10,000. It should be something more like $5,000. Why is it costing that much? Is your motion? Historically, know that this has only been done once previously as far as grants and it's been 100% grant funded and I anticipate that this would be 100% grant funded. On the paper, see you. And I'd like to see a couple of things considered, which is essentially that one, if they're there, after 6.30 and at the wrong place, they get some sort of a ticket, and they have an extended period of time to get to their actual polling place. And the second thing, if not, to have those polling places that they go to an early voting and for some reason they come there on that day, that they be able to vote there in some way, shape, or form, even a provisional ballot in some way, shape, or form.
