In accordance with the truth and millage timetable. This is the time of year in which we establish the proposed millage rate. The current gross taxable value for the coming year is projected at $6,887,968,520. Which represents a 9.3% increase over the current tax year, 2324, which represents $517,756 or 142 cents. The current year of rollback rate is calculated at 4.1564, which is roughly, and at the current, proposed mill is rate of 4.5, it's 8.27% greater than the rollback rate. 1 mill will generate approximately 5.8 million in revenue, which is budgeted at 96 percent. The current year's budgeted ad-alarm tax revenue is $24,000,000, $63,000, $317,000, and based upon previous years, budget to actual experience. We don't see any reason why we will not achieve that amount. If the current mill is rate, a 4.5 is adopted. The projected ad-loom tax revenue would be calculated 26,300,000, $24, again, budgeting at 96%. If you were to go with the rollback rate of 4.15 per 1,000 of taxable value that would produce 24,292,000, $33 or $2 million,2,7991 less revenue than at $4.5. Obviously, we're not going to recommend an increase or a proposed millisrate greater than $4.5. So I'm going to skip what would be required in the event of going above. The Tremac states that the millisrate established by the Commission through a vote and provided to the property or pressure cannot be increased. the the the the the the the the the the the the the the the out new notices in taxes. So as we go forward into the two public hearings if you decide that you want to ultimately lower the tax rate you can certainly do that. You can't go above or recommend it tonight. With that staff would make a recommendation that we set the proposed milled rate for Fiscal Year 2425 at the current rate of 4.5 mills and set the public hearing dates for fiscal 25, for the second, fourth Thursday in September, which would be September 12th, and September 26th at 6.30 PM, and be happy to answer any questions they may have. Okay, city attorney. Yes, Mayor Commissioner. Just one item with respect to the Orange County Commission's efforts to put before the all of the voters of Orange County to charter amendments. It's now two. One was as we've discussed in the past this idea that the Commission would adopt, well, present to the voters to adopt a rural area throughout Orange County, and then what carve-outs, if any, would occur. That is set for a hearing and a decision by the County Commission on July 30th of this month. We don't know for sure what they will present as far as the language to that amendment to the voters that will afford in November whether it will have carve outs for the joint planning area for the areas within the urban services area and or other matters. So it's still an issue. Also the County Commission divided the previously combined charter amendment to now have a second charter amendment which would deal with our annexations, not just winter guards but all annexations for cities in Orange County where the county would impose on voluntary annexations, county would impose through the voters if the voters were to approve and propose to amendment a county process. That the county would craft to put to them, where the county would be involved in approving the annexations in a voluntary annexation. So if we, as is allowed into the law now and as we typically do we in a property owner may agree on an annexation the property owner and the city enter into negotiations discussions and then the city goes forward with an annexation in the property owner. So thank you for annexing. We've done I don't know, 100, 200 of those over the last 10 years or so, maybe 20 years. But now the county wants to control those. And the thought is, well, maybe they'll carve out the same kind of areas, carve out of the joint planning area, the urban services area, where other areas, but we don't know. So the county commission on Tuesday of this week decided they will have a workshop. I think it's on July 7th. Well, it's in a week and a half. I think it's two weeks. A workshop on that and then they're going to have a hearing on that issue on August 13th. So I'm sorry, they also have, I think, so they've got two different hearings and two different workshops. The hearings are July 30th on the rural area amendment and on August 13th for the annexation amendment. John Williams and I went to a mayor, city manager, meaning today with the other cities in the county. That was the primary item on their agenda. And City of Orlando was there. City of Ocoe was there. When the garden was there, Maitland, Winter Park, Eatonville, and Apapka. We're all there. We intend to do all of the mayors and the managers that were there agreed to do was to craft a letter that the city of Orlando, Kyle, Shepherd and their lawyers, and I will put together to explain why we would retain as our city and each of the cities in Orange County would retain their ability under the current constitution and current law to do as we've done in the past for these voluntary annexations and explain the legal basis of why we think what they're doing is unconstitutional and violates the statutory provisions that are now in place and it will actually set up the opportunity that if the commission does go forward and adopts these items to go on the ballot that the cities can then make a decision in a unified fashion or independently about whether to challenge or at least issue a challenge like we did on the peer cycle issue. So in any of that, that's the update. John, anything you'd like to supplement? No, I, obviously we're the major concern we have here is the impact that it has on our home rule authority. We certainly know that and feel that we can provide services much better than what the county currently does and has done in the past and evidence is some of the co-enforcement issues that we see appear on South Park Avenue. So. And I think the other thought is at least my perspective on this is our cities in Orange County and throughout the state is the government that's closest to the people. I mean there are citizens and we're closer to how we should regulate our city through their our citizens' elections of you as our commission and it ought to be this commission under the current constitution and law as it is that decides those things and it should not be given to Orange County which may have a completely different objective and they're further away from our residents. So all the cities are going to sign this letter is the intent. Yes This from the timing. Yes, sorry. Yes. From a timing standpoint, we'll need to get it out before we have our next commission meeting and the commission's already approved Needed action.
