Lafayette renew we have now on our agenda public hearing for the award of the Bill to operate transfer transaction for service area 11b. Are you speaking to that sir? Yes, I will be. Yeah, so we have a, this is our first time warding, awarding a bill to operate transfer project through the Board of Works. One of the elements of that is before we award it, there does have to be a public hearing on the award of that contract. Notice of that public hearing was published. Just a little reminder that service area 11b is a large service area that's generally located south of the city of Lafayette. Some of the work is within the city limits and the majority of it is outside of the city limits in the county. The primary purpose of this project is to extend sanitary sewer and water utilities south to serve close to 1000 undeveloped acres on opening day with a full build out potential of approximately 4000 acres and it's intended to help the greater Lafayette area by supporting additional need for residential development. We also anticipate there'll be some commercial development that'll come along in the future to complement the residential development. The primary elements of the project include a new regional lift station that'll be located on Weall School Road close to the community center. Six and a half miles of forced main from the lift station to a gravity sewer on County Road 4000 South. Two miles of gravity sewer that will extend outward from the lift station to adjacent properties and help open those up on opening day for development. And then 3.2 miles of water main ranging in diameter from 8 to 13 inches. The city contracted with HWC engineering in September 2022 for the design of the project and in January 2024 this board approved the RFQ to select a contractor. In March 2024 a bone was the contractor that was selected to submit a guaranteed maximum price proposal, which they submitted to the city for review on June 11th. We've reviewed their proposal and found it to be found the submittal to be satisfactory. The GMATs price for the contract will be in the amount of $43,270,000 and $43,270,000, $816. The notice to proceed begins today and construction is expected to be complete within 22 months. The construction will be funded primarily through a bond issuance that was closed on last week. And along with some other funding sources, including a ready 1.0 grant of $600,000 that will pay for a portion of the water main. We have representatives here this morning from bone engineering if you have any questions specific to the contract itself. And the city attorney has also been integral in the process to develop the resolution and we thank her for that. And it's also been thoroughly vetted by Lafayette Renew. It is a way for the city to bring a contractor on board earlier in the process to be able to have their input in finishing up design, which Bowen was in control. And that is we wrapped up the design to get a good project, make sure it was going to work. So it really is just an alternate procurement method. So all of our contract language is the same. It's still, they're going to, they're going to, GMax pricing. GMax pricing is the same. So no change orders, anything like that. So it's, it's really just an alternative procurement method. Okay. All right. Gary, could I make another one quick comment please? Sure. I do think it's important at this point because we're finally here to say that this has been about a two year process or probably longer where we have sat down with the builders and the developers in the community over the last couple of years and we had meetings with them working on what would be the most efficient and advantageous way for the community to grow. So we will do have opportunities for industrial commercial residential. So this is also part of this is 11b but as you know we also did work in 11a and we are continuing to do that and this is finally the culmination of really maybe even closer to two and a half years of actual planning and meeting and talking to the people that are going to be building and working and looking at our long term economic development plan and forecast as we tie into some other things that we're trying to do here locally. So I want to thank all the staff because this has been a long process to get to today and then all the bond work that Jack and the controllers office works on besides this. So, but this really was a partnership of talking to the people that are going to be doing the work to make sure that we're building and that ties in with the exploration on the two new well fields that we've talked about in the specific areas they are. And now we are finishing the, we we are ridge water tower in that portion and so I just want to thank everybody. It germinated a great job and it sounds kind of easy today but it's really like three and a half years total of work to get to this point that we are at today and this will both well for our future growth. And thank you to the board all along the way for the approvals that get us to this point also. But sometimes people lose track of how long it really takes to get here and what's happened behind the scenes to get here. So thank you. Now this board really, Tony, we understand all the puzzle pieces. We understand everything that's going to happen. We understand how we got it. Awesome home. With that Gary can I ask one more question. Yes. So Jeremy mentioned the bonding phase of it and I'm assuming the funding side of it, the bonding is approved by council. Yes. So one of the methods, so build operate transfer can be used as a financing mechanism as well as part of the procurement. However, we do not need to utilize that for the build operate transfer. We have such a great credit rating that it was more advantageous for us to go ahead and obtain our own financing. So that did go through all the council approvals, I believe, and probably March and April, maybe April and May, and then it did close last week. So. Just for the funding for this project. Just for the funding for this project, that actually the council did approve it as a two phase bond issuance, not only to fund to service area 11B, but for the upcoming final stage of long-term control plan, which you the last two months. We have a few questions. I'm not sure if you have any questions. Not only to have found a service area 11 be before the upcoming final stage of long term control plan, which you'll see as we get closer to the end of the year. And as part of the construction inspection contract, United's services will include, but are not limited to daily inspection of the work to ensure that it's being performed to specifications preparation of daily inspection reports coordination of all progress meetings meeting minutes coordination with the city and county representatives utilities property owners there will be quite a bit of coordination going on and assistance in obtaining a resolution to contractor questions or construction issues that come up.
