Be the second reading for Essay Langreep for the rezoning of the down property from our one to our four. Mr. Calhoun, as they land group for the rezoning of the down property from our one to our four. Mr. Calhoun graced us with his presence. Thank you for putting the staff analysis together for us and the floor is yours sir. Thank you Mr. Mayor appreciate the opportunity to work with you all on this case. I get in the request from the city, the resounding application, resounding property from currently our one to our four specifically for townhouses within our four zone district. Looking at the city's standards for zoning, and analyzing each one of those factors based on your existing land use, your existing zoning, your comprehensive plan, and utilities, public services. What I was able to determine was, first of all, based on your zoning map, there is a number or a number of adjacent parcels on industrial land use, which is one of the highest evokes intense land use in its own ordinance. And those properties are already developed for industrial, majority of those are developed. And there is one that is on the Velcro's own industrial. So there's certainly an opportunity here for that heavy industrial land use for industrial land used to grow. The subject property itself is also adjacent to the R1's on the district, particularly along the southern boundary and a little bit of eastern boundary. And this would of course increase the intensity of land use from single-fant and detached to single- attach. But one of the key things to point out is with the R4 zone district, it only permits your account house development and single family detached development. And when you look at the single family detached and single family attach, these town houses are just an attached single family type of house. They have the same sort of design in terms of ownership as a single family detached home. They just have to have no side block setbacks. They join a zero lot of line. And so they're still at the owner occupied opportunity there for the owner to own not just the unit but also the ground that sets on it. So it's a little different than a condominium. It's kind of between a single family and a tax house and a condominium. So the townhouses do have that big simple ownership. So the character of single family, the residential land use room remains the same. The difference would be there would be an opportunity for greater density units break, on the strawberry that currently exists. But again mentioning the zoning map, we don't identify that as a spot zone because again, that single-bounded character is shared by our four-and-borrow ones. So we don't see that as any kind of a real entering wedge or a spot zone, particularly considering the intensity of the land use industrial to that north and part of the eastern boundary and also the west of the south. Based on all that, there were no issues identified with creating any sort of spot zone or non-land zone in that, if this region was on or approved. Some of the other factors were of course the governance and plan and within your governance and plan which was upade back in 2022, the future land use map showed there's this property to be within the commercial area which would indicate a higher intensity land use even more so than residential as it's currently so. So the plan has been for higher intensity land use, particularly that commercial. But when we consider again the industrial to the north and the residential to the south, and the impact of the zoning could have on the surrounding brockers, particularly those that are residential around the subject brockers. If the subject brockers were reasonable and that could place a greater burden on the residential property to the south and the east, with the townhouse reason on it, and our four reason on it, like it's been proposed here, it could create from more opportunity and land use a little more intensity than current things this, but that would be buffered by the fact that it wouldn't be commercial, it wouldn't be of that high intensity. So we believe that based on the comprehensive plan and the surrounding land use, that there's really not a conflict with the comprehensive plan of this location, that this art or done district is a reasonable use for the land. I'm going to be understanding that this subject broadly with identified as an area could accommodate higher intensive land use. And the other things we look at of course were utilities and in-first and foremost is transportation infrastructure there in the highway. Of course, this being a federal highway, a four-dollar looking at traffic counts is a property good generator, a regional amount of trip generation. And we've driven up to that in staff analysis, but based on those estimates which are based on the Institute of Traffic Engineers, one of the more recent trip generation manuals, which is an industry standard through traffic engineering. We don't believe that the proposed land use is going and creating enough traffic to create any considerable concern with the functional classification or the capability of the highway to a normal traffic. We looked also at this ability, so this ability is very good from this property. There are two points of the ingress, the increase of the have done the access or emergency entrance exits. So there's a good design based on the site plan that the developer presented to us. And we also looked at water sewer utilities and after speaking with city engineer, the renovation side of the water and sugar utility access, your capacity concerns. Again, that was not a bad issue. Again, based on the location along the highway, based on the location, the industrial development, commercial development, speculated in for the area, we were anticipating that there would be an bunch of utilities available up to the subject problem. We did reach out to the school system, rather than the worst some concerns with increased Disney really from a county-wide standpoint. Obviously, the county is undergoing a lot of growth, particularly in the industrial and commercial sectors, a lot of investment, a lot of job creation, and of course with that comes housing needs and housing pressure. So we see this double-edged sword, but what we have here is a development that is really difficult to determine how many children would be occupying any of these drugs. Typically, what town has to develop from our experience, these are starter homes, when young families, and where they are almost forcing your citizens to their downsizing from their single family to taxed cities to reduce their maintenance. And so statistically speaking, we generally don't see a high population of children in school age in these, but that's a difficult thing to determine. And the only issue we heard from school safety was capacity. And based on later, current law states, by the time of property, this property could be in construction completion, we believe that likely will be time to see and plan for that as things move forward. And not getting issues after reviewing a site plan in regard to accessibility or school pickup or drop-off, so that was considered as well. And the other factors in terms of the impact on adjacent property values, we don't anticipate any negative impacts with Jackson property value appreciation of design or proof and the development we're constructed. Again, these are single family residential units. This would be a new investment with a lot of new units of owner occupied fee simple design. And what we also see is that the tissue is given a fair amount of waste on property, as well as increased sentencing above and beyond what is required in the sounding work. It's also to go as far as to recommend additional conditions, including a deceleration lane, a northbound lane of Highway 411, which well is a left-hand term lane, almost southbound trajectory 411 as well as a left hand turn lane, home of Southbound, trajectory 411. And there's a number of other conditions as part of this, including a homeowner association that would manage the streets proposed for this development, as well as all the other common areas. Trash pickup with the district, and speaking more to the team of this, to the adoption design, they would to the dobstor design. They would use more of a conventional trash pick up with a curvy type hand level, which is much preferable to a dobstor type design. And again, several of these conditions noted on the side plan with the Jim Staff Analysis to note, the only additional condition for consideration, and this is just an extra sort of mitigating factor for the single family residences, particularly to the south and to the east of the subject robbery. And within the already larger setback, the shadow and the side map that the mature vegetation of worth the trees of the system on boundary and periphery of that property. The left-end distributor within that setback and that would go ahead and create an additional visceral, visual buffer that would create that separation between the subject property and those other similar family homes. But overall, essentially, something and conclusion, the proposed development, the proposed zoning, and we believe is one that can be approved for that and the negative impact on the city's infrastructure or the value of having any inch or negative property appreciation on the adjacent properties we're considering to notice stuff back in conditions. This is a good transition, we go on the same old family to town homes to then moving in the ivory tents that we've got by industrial industry. Thank you. Adam? Hey Adam Baker, would that say, I'm Andrew. Appreciate you guys having me again tonight. And I don't want to, I don't want to, this, me again tonight. I don't want this outcome across this respect or eat them, but I don't think he really told, hopefully you guys know more about me than who he is and what he does. These were the Northwest Northern Regional Commission and what they do is for other municipalities or view projects just like this and serve as kind of a recommending body and so this isn't like a one-off thing for this guy I mean he does this and I mean I don't know how many other municipalities but he's really good at what he does and I appreciate his analysis of the project with you heard from him he's a I would say third-party expert he gave I would say through a low recommendation of what's going to improve or not improve what's been proposed. And I appreciate that there's already a overview on that and you guys seeking that out. I feel like that's a wise thing to do and I appreciate you guys seeking that out and for giving us an opportunity to have a better and a better purpose. And so we are open to scrutiny and appreciate scrutiny, and I think the scrutiny that you guys provided us from our original plan to our second plan improved our project. And so how whole lot really more to add to other than the story in the rate or seeking our foreselling on the property, we propose the following conditions that the residential town can have a 100-ish mental and association, all the internal streets will be private, maintained by the HLA. No back yards will back up directly to the riot boy that faces how before nothing. The code does want you to have dumpster services, we don't like that. We think it into the distress services will be much better. It's a no-von-side and national not the national and out of some typical thing, some zoning gets in in their building material, but we want that condition in there just so that you guys know that it's a high-quality product that's being built there. We referenced a newly planned landscape strip that's in and sidewalk along how we're for 11. We think that although right now there's not a lot of sidewalk there, but for future growth and stuff that happened in the city of white, we were going to have that cut tied in and have the connectivity there, we think that's important. And as I even also mentioned, the left hand turn line, he did reference another proposed condition. I'm not, I'm almost okay with it, but there's a sometimes semantic, it's really matter. And so he referenced, you know, the basic way it sounded like an underserved buffer with some of the lannits in the setback. And I'm okay doing a little bit of an underserved buffer there, but only probably as sometimes you want these columns. The results went out of the back door and it's typically there's a gradient stuff that takes place within the setbacks. That's typically not a, this is an engineer's ear, not the, you know, you typically grade in the setbacks. It's very common to do, and I think that I want the ability to still be graduating and then you're going to setbacks. It's very kind of a normal thing to do, but I think I mentioned this previously, we have zero incentive to take down any tree. Every tree that you take down, it's more expensive to develop and so with the, with us being further off the setbacks here, I think there is a good chance of a least of them that stuff on this dirt, but there are some low spots that I think would require some dirt. We meant to go out on this side, some of the other, I just wanted to say that I opened the kind of talking through that little bit, but I love the flux of really there. And then, I don't think anything else, but, um, wasn't the ring. I know there's been a little bit of talk about the code and exactly what the density, um, and the code is and how that reads. And just briefly on that, I mean, when we read the code, the RNG, you read the code, we believe that we're designing this thing. But not even two codes, but much better than what the code says. And so there's a four area ratio, a building four area ratio is what's required for the town. And so I said, it's no more than 30% of the top set aside can be allowed to go towards the building footprints. And we're 24%. But then there's some questions about this 5,000 square foot moon. And we believe that if you look at our four section nine, it references that you can do single family and tell them within our four. And I believe that the code is saying, is if you do single family within our four, those lots can be, they gotta be a minimum of 5,000 square feet. And the reason why I believe that's the intent of that is because it also has an asher beside and says, hey, you can't, if there's no sewer here, you can do septic lots. Well, no one that's septic telling them lots of 26,000 square feet. That just doesn't mean this. I believe it was designed for single families with that, is what I believe that meant. So we feel like we've done everything because we feel like we've got a good project for you guys. And again, I think we're at 30, I think it was like 34% increase in space, you know, code is 10%. So I'm glad we're gonna follow you on one and have you to answer any other questions, concerns, feedback criticism. You guys love me though, I'm not going anywhere. So with that, I will yield my time. This is a very fast question. Get more absolutely. Mr. Bacon, I'm looking at it. Glad it's a really small version of it. So you call it, you put right off your head and under the envelope before. It looks like the boundary along the south that I have, residential, it looks like that open space is about 50 for the why. Is that correct? Yeah, I think that it was, I don't have to go to scale that doll, but it was, I think in some spots, it was up to 60 feet, and I think the tightest spot was 58. I don't hold it. I mean, he can hold it under my head for a day now. No, I'm holding it under my head, but it's at least 50 feet. Well, the reason I asked is that the bad case for the area that Mr. Hottie was found in the Dakota's condition of the platoon. Yeah. I'm staying in the, you know, you're going to need to be ready. That's right. I'm going to build. The scissors appears there is a 50 to 60 foot. Would you be agreeable to that? Unestirably, it's like 25 feet. Could it come stretch? Do we do like 15, like 15, 20 feet right in there? Is that something like that fun? Didn't you say that if you did have to take out three you said you would plant? We can't. So typically that's what happens. If a buffer is required, most municipalities allow that if it's graded buffer, you have to grade in the buffer space if you plant that and there's use of a spec so that, now forgive me for not having to memorize but in white white state, I'm not exactly sure what that spec would be, but sometimes they say X, caliber, tree, X foot, off-center, space that, you know, we search distance, is there usually a spec for that, you know, the specs on trees and things like that. And so we're willing to either keep it on the start of up or report a plan something back there if we had to create it. So I'm going to offer for sure. Yeah. You're saying just along that southern line that touches the, yeah, that's the line I think that was up first time. OK, is that right? That's the other monitor. And so, I have just a question. So, I know you've talked about there is a little bit of, I guess, confusion, I guess some people may have about 30% versus the 5,000 square feet. Are you okay with the council making that determination of how we think it should read what that you're gonna be good with whatever outcome. Cause talking to even these, this shouldn't affect your actual zoning. This is something that we could work through after but I just want to make sure that you know that's something that yeah we're I can not talk to the nuns as well. So we're a guy with the receiving the zoning. No that caveat can still be out there. I mean I do want to say again though that I got it. I mean it matters right? So we've already carved off 10, you know, right, a 10% of the loss that we had originally proposed that we thought were still be heard within the public areas, we're red, but it's not getting another 20-something units off because it's a huge difference to economies of scale, property, and all those kind of things. So I do love what I do, but it's not hot enough. So we do want to be able to make money at the same time. I want to keep it alive and continue to keep moving forward. Yeah, and I want to get you an answer. We have that. I appreciate that. Yeah. Yeah, because we were able to get a positive vote tonight. Then in reality, I'm basically we're just going to be on standby because we can't really, I can't release an engineer to start designing what we don't know we something. Well what did it took to make it an amendment to the zoning order? Yeah I read the ordinance the way it's written is that you know the midst is 5,000 five thousand square foot per week. I didn't write it I don't I would do, that's just how we did it, and I know you would do it. But I think we have to interpret the ordinance as a shred. Now the ordinance can be changed, and that is a two to three month process. Okay. Okay. Any other questions? Then, Josh White has some questions about truck traffic and everyone getting in now. Well, that would be a design that should be able to get trucks in. Well, yeah, trying to very much affect your units and how much you could do. I don't know if I could put the intersend to question, but I'm gonna take a stab at it. So the question was, can truck traffic turn around? And so I think Ethan mentioned this thing. The school bus, they had no problems coming out of here. We have them at the Barthag, they only fire. And so we meet all of the international fire codes standards for a fire truck. And so the fire truck is turning on to look at most truck traffic. And so there's code, this design, to be able to accommodate all kinds of traffic, not just traditional vehicular traffic. And so we'll follow them. I thought, I could have been back to the proposed, I think, an important code with the A A cell length and the cell length so we can get people in and out. I think that we would be required for that at the cell length and I'm so not sure about the left hand turn limit. But we're going to do that for the other lessons. So we'll do everything to the standards. How's that going to turn out? It's going to turn out well to any side. That's not what we're going to do. Yeah, I think it was concerned about the side streets. Like, yeah, you know, the big one large truck and head is. Can we get rid of the liver? Yeah, so a good question is that if you were out of your mind to design a mask, except not a copy of the medicine, all of the, they call them, there's turn around spots in there that are designed for that, and they're not paid with the street exceeds basically up to 150 feet for a truck you would have took back in and in turn on the old term and we designed for that and so it's designed for school buses fire trucks everybody and so I'm just designed for that now it's gonna be super easy and someone can be super excited about bringing a mat truck in there no but it's the kind of can accommodate that and and it's designed to do what accommodate that. No one would be no truck driver would go to the area, did stuff unless every car parking the street and block the street, but I would argue that in the end of the Augusta street, the project, for 149 town homes down the street on the right way, 30 feet, what 50 feet of rock? Good afternoon. I made you balloon 66 for your program. Mr. Mayor and Council members have just like a recap. My presentation from May, May, briefly, has a stated in May that are many positive benefits for the city for the approval of Mr. Baker for the quest. And it will present a monthly income of the city, while it will enable the city to expand its services and have the budget to do so. This will come to be a water sewer, trash contract, connection fees, permits, and will increase the population, therefore increasing its lost funds to the city from Mark Koeh County. It has been mentioned in prior meetings that the city has to operate on a budget and the city's funds are very limited. If the city has limited funds, it is only logical to approve a request that will benefit the city every month for many years to come. At Toyota Tire, we now have over 200 employees that are interested in and have completed our survey for possible assistance in purchasing a home. I would like to thank Mr. Patrick N. Tarsie O. for attending tonight. He as well as myself are in favor of this for our employees to re-enteric, to re-enteric. Our employees are driving for very very long distances to and from Toyota every day, which is a safety hazard for our employees after working 12 hours shifts and being one out and driving a hour and a half home an hour and I have two work. In the previous meeting, being the end-season in the previous meeting, it was mentioned about additional traffic issues that have been addressed as well as other people here tonight. We are going to have an increase in traffic regardless of whether this request is approved or denied. As we speak, 700 houses have been approved if we built off each valid road. We will inherit that traffic with no benefit to the city. The council previously approved a $7 million concrete facility to be built on highway 411. That will give the city concrete trucks coming through 24 hours a day. Again, no benefit to the city. School systems and Benadres and I'll disgive that part. School's follow root of cops, not the other way around. Concerns on occupancy of the town houses is mentioned. With the Toyo Interest plus the new industrial complex is on cast wide road, many people will be seeking a home closer to work. I previously gave up Council members to preliminary results from my ceremony. We conducted at Toyota as a reminder, 45% of the 102 employees at that time survey are renters that are actively seeking to purchase the home closer to work. And that's the survey I gave out. We have the last council meeting. I would like to remind the council that you have to base your decision on the standards for making zoning decisions that are found in the city's only ordinance. The council members were given copies of these standards on prior occasions that the council chose to ignore. Do you have any doubt about the consideration or the people means all people, present and future. The first. I'm going to come to you as the President and Chief Operating Officer of Tone Tudders North America tonight and speaking to you from that capacity. As you know, obviously, the great estate of Georgia is going to grow exponentially, but the government and his team are going to be a great job. Attracting business from all around the world, we know that the North West region is going to probably take a line and share that growth between the Northwest and the Southeast regions. And of course, we know that the Arto County and White Fall right in, in right in the line with that. And of course we know that Artaucalian and White fall right in the line with that. And of course we also know that the sale of the Audrey Corporation that opens up this area to growth from both industrial, commercial, and residential, both low and high density houses overall. So with all this growth in Georgia, you know, the three main things that affect our workforce in Georgia are housing, transportation and childcare. And this project will right along the cell, we need to give those three main issues that affect all work and the Williams. In our fact, it is not immune to those statistics of what I want to speak with our employees. Mr. Bruce said many over the drive, and now some up to an hour and a half to the phone work. Approximately 1,250 employees of our 1,450, outwardly employees, they drive more than 30 minutes overall. And we did a survey to the plant and we said it was interesting and we would close your factory and over 200 employees responded to that. We would love to see some housing where we could move closer to the plant. And especially with this project here, if they were able to utilize some of those town bones they would literally be in walking distance of facility. So I think this project was a long way and supporting the workforce of the folks in Georgia and get some culture to where their families could learn to work and play all in the same area. So, I'm certainly throwing my support behind the project. And to tack on with that, of course, Torio, who is looking at how can we help our employees potentially, remember these time loans by some type of employee who assisted more of this program that's still on the work so we can't have the head, we'll tell anybody on that one. But if we're trying to be on a part of that, well again, I think this project certainly would solve two of those three major issues facing the more unfortunate areas. So thank you. issues. While the county came and counted me and talked about that for the kind of day. They do not part. They are drilling away up the slasping. They drill some wells back here. Right now I'm properly between the quarry and my property. And it's a good walk back here. The problem that I have here, if the water that I am using and my home and my church, is not clean. Why are we not knowing the people about the world? Why are we not telling the people to be careful or to find another way of? Why are we not telling them that you are coming up with a plan. They said they would provide 24 test samples. The recommendation is to test for a year. However they did say that if during the testing process it comes that we're up the numbers are pretty much thing steady that we can cut those numbers down the cost per sample is $350, which the overall cost will be $8,400. If we do the full 24 tests. Is there any discussion? No, these other tests that we have are only on two wells. That's for well-win and well-tool. We can test all the wells. So this is for well-win and well-tool, which tested. Which tested back, but one by the other. Well, that would be an additional 350,000. So every test we do is 350. So if what you have to do is... But what the infrastructure would be a take to connect, the closest location would be on Richard Road, where the county water system comes near the cities, for the system where you have two, six inch lines. So the only thing we're waiting for the county on the price that that will cost. Also we're investigating sites for the geologist for mortar exploration, the groundwater exploration. So those are the main two options. And the third option is under the rank to treat you, which would be expensive. So the two most likely options are the first two, which are another way or a county order. So those are the top two options. But the testing model, that you made greatly informed decisions versus, you know, sporadic samples, consistent samples. What kind of time frame are you anticipating? Oh, we'll have the answers on the county connection, probably in the next week or two. And on the water exploration, that has taken a little time. John's working with the geologists right now. He's got potential sources. So that's probably on the level of minds on that option. But we should, on the accounting possible accounting connection we should here, pretty soon, then we'll be able to evaluate how much should water cost versus know, you're now, when we right now, you're using your own water, the county would charge a certain amount of water. We have to look at the economics of that in regards to the ancient. You said, so the county issue, the county mentioned crude facts, but the water source does take a little time. It's been the new water source. Yeah, well, and with the county connection, you know, there could be potential, you know, the fee, you know, there could be increases in the fees and that sort of thing with the county based on what they information they provide back to us. That's correct. That would have to be evaluated once we give the number from the county, we would have the value of the economic, the waterways can support it. Sounds good. There's a run of PFOS and to look at what it means under the influence of surface water. If it's under the influence of surface water, and that's an issue in this area, where you got harsh kind of geology, you got a lot of wood that is connected. If it's under the influence of surface, you're wondering why there's extensive treatment clarification and filtration. Ideally, we don't find some distance away, which we test immediately for heat boss, but being in hopefully, you could find a source that is not under the influence of surface water, which means it's connected to surface water and can be fully reused. So you won't. That's the ideal. Now that's not what it's easy to find, but it's kind of what you're looking for. Right, because if it's not, I said, I'm having, I'm sure, I just want to trying to understand. It's straight underground string and it runs from somewhere involved under the carpet mills and it gets contaminated there but it doesn't get contaminated in the surface water where you're going to drill. But you're going to have to have actually drill the well before you do that. You drill test well, meaning you are. So you just do it on a small, yeah, and then you rub, you test it for metals, testicles of metals. You test it micro-allage, really, which, and test to see if it's under the influence of surface water, and then they run tests, whether it's in certain microbes or common surface water, but you end in test of e-boss being also radiation. So you just run a quick test, well, you would run all of us. All of us. So what are the costs for doing that initial testing? Oh, for that. Because I didn't have to end up with that. Oh, yeah, for that. Before we ask for a letter, I'll go through the test. And for the test, over, you can get a successful. I figured they're run. Now you select the character, then you look at the best one and you get a geologist. John works with the geologist you go to. You do a geologist's involved, and they kind of select the location with the best-expecting water to be, but not under the influence of surface water. So, you are giving a slight chance with that, but what you don't want is you don't want one of those, and then you haveed to another solution. You know, it's like you can't imagine any of our circuits work. But you are a significant kind of a risk when you deal with tests, but using the highest risk is where you will get water. Now, I'm not sure what the most, the most latest cost for running a test where it is. I mean, maybe 50, I'm not sure. I have to get you the latest The latest cost for learning a guess where it is. I mean, maybe 50, I'm not sure. I have to get you to the latest bit of the thing in that. But it may be on the level of 50,000. But you select that side carefully, and you select it so you have the best chance of not being under the influence of certain people. Because that would require full treatment on my fellow required, you know, extensive treatment. What about, first of all, the restrictions that support we can build are we restricted to the citizens.
