Music I'm going to do it. Good evening ladies and gentlemen. Today is Monday, November the 50th, 2007, and this is the regular meeting of the City of Fairfax School Board. We will start with a pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, individual with liberty and justice for all. We have no changes to the agenda. The only other announcement I have is that Jonathan Early is in the audience. He is a young man who lives here in the city, the son of Patrice Winter, and he is with Boycecout Truve 1-887. And he's here this evening to observe the school board and to work on his communication badge. Welcome, Jonathan. I don't believe there are any other announcements at this time. We'll move on to number two. Presentation of the school board, the first item in citizen participation. And I understand Mr. O'Jale has signed up this evening. Mr. O'Jale. It's hard to believe after all this warm weather that we're getting winter at last, right, Mr. O'Jale? This is true. Thank you, Madam Chair. Cheerio, Dale, 3920, Breadwater Street. I was riding home today with a radio on FM105.1 and I heard the following words. As a top gun grad, I patrolled the skies off the coast of our enemies. As a volunteer youth director, I saw poor reading skills rob children of their academic opportunity. So I had traded in the F-14 for the Fairfax County School Board. I wish to continue to provide the leadership to steer Fairfax County schools on a better course. One as simple as the ABC's, accountability of a 2.2 billion budget that needs true measures of success instead of indicators of effort. Behavior for classrooms where students can learn. in reading with phonics, writing, and math, with computational skills. As an F-14 instructor, I went flying with my students, landing on a carrier, there is no room for low standards and high self-esteem. As the life of my pilot depended on that education, the lives of students of Fairfax County depends on theirs. To continue providing you effective leadership on the Fairfax County School Board, I need your vote. Please vote for me. Steve Hunt, not Steve Hunt, I'm Jerry O'Deal. On November 6 for the Fairfax County School Board at large, remember hunt for the best for great schools. I think there are 11 members on that board. In my mind, the only one worth you are consideration among all the incumbents is Steve Hunt. Thress are all flaming liberals. Don't know how to read the Constitution. And on Aalignbow right to life, the fifth amendment, no one shall be deprived of life, liberty, or property without due process of law. Now there are some other people running for that office. The Springfield Republican team has endorsed four, only the only three can run at large. Maybe one of these is actually representing Springfield. Yeah, Liz Bradshaw Springfield District and at large, Steve at Chris Brondlich and Paul Huslantino and Steve Hunt. I've agreed 100% with the way Hunt votes when Brondlich had two terms. and Steve Hunt. I've agreed 100% with the way Hunt votes. When Brownick had about an 84% correct voting record. Thank you. I'll be glad to finish any time. He wants to extend additional time. Okay, thank you, Mr. O'Dell. The next item is the report of the student representative, Christina Tomorrow. The item is the report of the student representative, Christina tomorrow. Fairfax has just ended the first gritting period. Sports teams are coming to an end, cheer plays fifth in the regional tournament on Saturday, and volleyball plays tonight in the regional tournament versus Langley. Homecoming was also a great success with the support of the school and community. Many people came out to the parade, tailgate, and football game, and the dance was also widely attended by students. Fairfax has just begun our canned food drive. It will last until November 20th, and our goal has been set to 25,000 items. Last year, our goal was set for 16,000 and we collected 21,000, so we are trying to up that even more. All items collected will be given to food for others which distributes food all throughout Northern Virginia. Also congratulations to Miss Pam Mezzar Smith, this year's recipient of Teacher of the Year for Fairfax High School. Parents will have the opportunity to meet with teachers for many conferences on November 12th from 7.30 to 9.30 a.m. School starts late for students so students are excited for the opportunity to sleep in. Students who achieve a 3.0 or better for first quarter will be given a rebel gold card, which can be used at local stores and restaurants for special deals and discounts. Hopefully with these new incentives implemented by Dr. Brayran, students will continue to maintain good grades or strive to do better in second quarter. Thank you. Okay, thank you, Christina. Questions for Christina before we move on? All right. The next item is student membership, Superintendent Monday. Thank you very much. Well, this is my first time presenting student membership to you. And I want to thank Laura Robinson from the perfect county staff who is here to help me with any questions that I might not be able to field. I'd also like to thank her publicly for the amount of time she's given me this year so that I can have the depth of knowledge that I know you expect of me in presenting this data to you. In your notebooks, behind the agenda, let's walk through a report that you're familiar with, so I know that you're not used to looking at this data, but let's walk it through and talk about some of the terms so that as I go ahead with my projections, we're all speaking the same language. First of all, there are three pages of detail. Page number one has the elementary school detail listing where all of our city students attend schools at the elementary level. And you can see at the bottom an elementary totals for membership for this year at the end of September, the official membership date. Page number two gives you the same detail for our middle school students showing again where they attend school, those that attend linear middle school, and then the total for middle school membership in September. Then finally on the last page are high school city students where they're attending and our total membership for high school. At the very bottom page three of five is the membership by level and those numbers will become increasingly important as I begin to work through the budget presentation for next month and you'll see these numbers repeatedly as we analyze where our students are and what programs are involved in. So you can see that in our total membership for this year was 28, 24, with obviously the most of it being at the elementary level with 1,562 students, then at the middle school levels, city students number 392, and at the high school level, 870. Let me ask you to look at the chart that Laura helped me prepare. And this one I think may come as somewhat of a surprise to you because you're seeing, we're seeing an increase in membership that was somewhat unanticipated. And we'll look at that again in the next slide when we look at ADM or average daily membership over time that we've been at a relatively flat period. And now it appears that we're at a period of growth. Let me walk through this chart for you. Actually, you saw pieces of this in September when Mr. Stepp was here and he gave you a preliminary membership report sort of giving you some background for this. So you saw this bar graph, but now we've added to it as we have new information. The years 2004 to 2005, oh, 506, oh 0607 are actuals. The blue bar is the September actual membership, and then the kind of purplish bar is the actual March ADM. ADM stands for average daily membership and average of the daily membership of our students from the first day of school until the end of March. It's that ADM number that drives our tuition bill, and that's the number that we will use to calculate our tuition payment to the county. You can see that there's a predictability between the September membership and the March ADM. The March ADM is slightly lower than September membership. They're close. We're still talking about numbers that are relatively close together, but there is a slight down tick because there are students that come and go during that period of time from the first of September to the end of March. So where are we? The new bar that we've added in blue for 2007, 2008 is an actual. We actually have 2794 and for full disclosure Laura, we will admit it's actually 2790. It says 2795, it should have been 2794. We actually decreased one student when we when we verified addresses. So it's at 2794. That's an actual. We have verified those addresses and we feel secure that that's the number of city students in city schools and other schools as of the end of September. So that's an actual membership number. You can see that it is higher than previous year by 44 students, and that again was somewhat unanticipated in terms of membership growth. Based on that number, then, and I thank Laura again for this, because she not only used the trend of approximately 99%. She actually looked at actual, an actual, what, help me out with the word again. It grows or attrition from first grade to second grade. Right. She, she, she used a mathematical model to show that how students move through, move through traditionally in terms of mathematical trends. And using that information, she could predict that based on the 2790, five or 94 really, it really for this doesn't matter. We can predict 2764 students as our ADM for March, which is higher than the 2727 we had previously predicted. And so we would predict that our tuition bill this year will be adjusted by that number of students approximately 37 students higher than what we had predicted. Questions about these figures so far? Mr. Griffith. Remind us again where we set the budget for this year at what ADM? 27. 27. 27 is what we budgeted. Right. 27. 27 is what we budget. Okay. Now, I will have, I've asked Fairfax County to do a revised tuition bill so that we can look at what our actual tuition will be. And then I will. The Board have to ask them, they'll do it by the time they go. Yes, they will do that. And again, because of the uncertainty about the Fairfax County budget, we are not certain where that cost per- Cost for the student. I understand, because we did a cost per student that may end up as higher than the actual and that may all wash. Correct. But, yeah. We don't know that yet. I have looked at the budget firm clearly closely for last year and it would appear that Mr. Step was very cautious in his prediction in terms of making certain that he was more cautious about expecting the cost per student to go up rather than go down because it has done so with unfailingly over the last few years. Now this year we actually, as you know, the reconciliation was in our favor so there was a little bit of a surprise and that it didn't go up as high as had been predicted. But that's not something that I know yet. I will, as soon as I have information from Fairfax County, I will let you know. The next number, and this is everything that is in the bright pink or the sort of teal green is projection. The teal green projections of 27, 27 are where we were previously thinking that we were pretty much at flat growth. Now the bright pink are projections. We projected an ADM based on a mathematical model for this year. Now my next job, and that's what I will be presenting you next month, is to project the ADM for FY09. I believe that it is wise for us to project growth. The reason why I believe that it's wise for us to project growth is that of the students of the 44 additional students, 38 are kindergarteners. And that's significant in terms of what that means for working through our system over time. And also last year's kindergarten class was unusually low. It was 188 students. This year it was 226. So I believe we're going to return more to the 218 to 220 kindergartners, and we're going to have this large class of kindergartners begin to move through our system. Thus we can expect to remain up at the 30 to 40 high students, so we're projecting accordingly. Next slide. Mr. I just had a question for Ms. Mundy. On your projections on the last slide, when we talk about your September numbers, coming at 2795. I do. She's OK. You're OK. I'm sorry. Yeah, I'm sorry. On 2795 for the end of September, and the numbers here in France in the book are 2824. You helped me with that one. Well, thank you. That's a very good question. And there was one that I had to learn. And there's a simple answer. We report in our membership and it does go to the state, all of our city students who are being educated in Fairfax County. And that includes our preschool and Head Start students. There are 30 of those students this year. For ADM, however, and tuition purposes, those students are excluded. And I should have made that clear to you. I apologize. No problem. Okay. Thank you. You will see in some reports that we use the total membership because the data that we receive from the county is by total membership. If you go online and look at the state report, you'll see total membership because that is in fact our total membership. But for the purposes of projecting ADM for our tuition bill and for the purposes for which this board is mostly interested, then we subtract those students. Okay. Thank you. Okay. Next slide, thank you. Thank you. Okay. Next slide. Thank you. You've seen this one over time. It's really pretty dramatic. It shows, boy, that the growth of our student population has some wonderful things began to happen in our schools when we saw tremendous growth. I guess beginning right about 1998 and going up until the early 2000s. And then you can see beginning 2003, four, five, six, fairly flat line with one blip down in 2006, and then right back up in 2007. And that was, is what caused Mr. Step to project that we would remain relatively flat for the next couple of years because the trend had been no growth, flat growth. That was also the trend in Fairfax County interestingly. For the last few years, somewhat as a surprise to the county, we had stopped seeing student growth in the thousands and had really either seen a slight decrease in numbers, overall numbers of students or flattening in numbers of students. This year we saw growth again in Fairfax City, someone unanticipated, and the county as well had unanticipated growth of approximately little over a thousand regular general education students, and closer to 1500 students all together when all the special programs were added in. So you can see that the trajectory is going in an increasing direction at this point. And that again is why we believe that it would be wiser for us to anticipate growth next year based on its only three years of trend information. But again, I think it's significant that the, that the, this growth was primarily at the kindergarten level. Ms. Robinson, is there anything that you think I need to add to? Well, thank you very much. So if I may, I can, the real question in the question is whether kindergarteners are here, they're not going away. Correct. So whether we've reached the new plateau, which we'll both fly again or whether this is going to continue on a lot for a friend life. That is absolutely true. And Fairfax County has recently, in fact you met him at the last work, the September work session has hired a demographer. And I just heard from Dean to set today and Mary Beth left us to assistance superintendents that they are going to ask it at our request and and Sravins and I absolutely believe it's necessary at this point to have this, the demographer look at the dynamics in the city. Because essentially what we've been using is a mathematical model. Mathematical model is a reasonable model. We're not just guessing. On the other hand, what's going on here is not purely a mathematical situation. situation and we need to have somebody look at what the demographics of the city are telling us about especially entry at kindergarten because that sets a trajectory through the years. So but that is where we are and I believe given these circumstances it would be wiser for us to anticipate growth rather than assuming a plateau and to plan accordingly. growth rather than assuming a plateau and to plan accordingly. Councillor Neill. Madam Chairman. Sir, Mr. Petra. Go ahead, Mr. Petra, and then I'll follow. Okay. Just kind of follow along with the math model and everything. I know that the trend is not necessarily straight line linear but a little bit asmetotic. Is that part of the math algorithm that you were foreseen more than just continued increase that similar to what we see coming through the system. Or we expect to see some kind of accelerated growth. and just summing the changes as students move first to second, second to third. So I'm just using a one-year model and then adjusting it for the AEM adjustments to wishing students would be subtracted. Overage students would be subtracted. Okay, I'll just try to get a feel for, we see the increase in kindergartners come through for this latest class. This would also tend to assume that we're going to see another increase coming through and that the, I guess, the attrition in the kindergartners as they move on through the different grades, that attrition is less than normal. It's how I see the trend here. The trend goes from kindergarten for a second, third, fourth. You don't see a real dropping off of students. It's a really pretty solid. Parents tend to not move their students. Once they start kindergarten, you know, and when you get into how parents behave with their children, it doesn't lend itself to mathematical models where you see the changes are between 6th and 7th grade and 7th and 8th grade, for me 8th and 9th grade. When you change schools, parents make decisions that would either say we're going to private school we're coming back to public school it's an opportunity at that change place to move in or out of the county or the city. Very good thank you very much. And I think the although what was that word she used to you? As a topic. Asmr Tatyak? An increasing note as the, through each period, it's going to increase on a certain scale. Okay. That's a good word. I haven't heard that one before. I mean, I, I, one of the reasons why I am asking the, uh, howdy for some more assistance with demographic trending is that we don't know whether this is, whether this trend is going to continue. It's really a three-year trend if you look at 30, some then 40, some, and then we're anticipating again 40, some, and again for the reasons that I gave you. But we don't know what caused this trend. We have some guesses as to what caused it. I think that the demographer in Fairfax County is trying to look at what caused an unanticipated growth county wide this year. I think there's some obvious things. We can certainly say that fewer families are moving because housing is not moving, and so families that may have moved west are staying here. And there are other factors that we need to look at, and we'll certainly look very closely at the demographics of this. But given what we know and given that I think it's a wiser for us to be cautious rather than to, the assuming growth is wiser for budgeting purposes. And that's the direction that we'll take. And candidly, because it appears that, although I don't have this verified yet, but it would appear that our cost per student is probably not going to go up at the same rate it's been going up for the past few years. Clearly, we'll have to budget for more students, but it may not be at the price tag that has been previously. This is a good time for us to kind of sort all this thing out and see where this line is going to the extent possible. Mrs. Muddy, I just have a couple of observations. The first observation, if you look at page 105, I think when you look at Fairfax City totals and school totals, I think those numbers are somewhat stark cross there because the school total couldn't be 782 and the city toll would be 797. I don't know what the number 797 is accurate as a school total based on the school membership that was posted online. Laura, can you help me out with that? I see what you say, the city total. Well, the city total has to be smaller than the school total. I don't know whether this is a spreadsheet and Excel sheet or whatever. And I don't want to try to solve it tonight. We'll get back to you. Okay. want to try to solve it tonight. I just, if that's okay. That's just, that's inaccurate to a certain extent. The second thing is that Dr. Mulvaney gave us some information on Mosey Woods, the GT Center, that, and that, it was that there were a total of 90 Daniels run in Providence Elementary School. 92 were enrolled in this figure shows that there were 85. So I don't know what the discrepancy is, but I mean maybe something. I mean, I realize things happen on a day-to-day basis because enrollment does change. And I guess the other thing that I'm curious about, the third I'm curious about is this membership was as of September 28, 2007. And how does that correspond to what's posted online? What's posted online for the county includes the county students? No, I understand that. But as an example, Ms. Robinson, is that if we look at the, let's just look at the elementary totals for a minute, that Daniel's run elementary total matches. It says the total school enrollment is 747, and that's the same on this sheet that your office provided and from the information online. But the numbers of students at various class levels would be different. On your sheet you show that there's 110 kindergartners online, it says there's 109. So there's some slight discrepancy and I don't, I mean, I don't know whether online information is based on a different date than this figure or what? Where online? This, oh, this is Fairfax County School Board. It's you go to statistics and you go membership this year? Yes, ma'am. Okay. I'll check in now and get back to you. And I just I mean the big picture is is the number is accurate for total school but if you look at if you do class breakdown then it breaks down. It's it's not they do not match. So those are the three questions that are three observations that I had. Thank you very much. Let me comment on the possible, and I'll certainly, by the way, Miss Mulvaney has, as you know, had some medical problems, and she needs to resturize tonight, so she's not here. She got the GT information from the GT office in Fairfax County. They count based on numbers of parents who tell them that they are accepting the GT offer. This is what's in Sassy. So this is much more official than what the GT office has. They collect that data for different reasons, but they would then verify it based on Sassy. And I'm not surprised that it doesn't match entirely. Okay. All right. Thank you. Thank not surprised that it doesn't match entirely. Okay. Alright, thank you. We do that. Yeah, okay great. It's not, I mean it's not a life of death matter, but at some point in time it would be good to have the information correlate. Janice, I think it may have been a simple math error because actually the chart with the ethnic breakdown on page four does show 737, where Daniel's run in 627 for Providence. And when I add up the numbers listed for the breakdown by grade, it comes up to 737 and 636. Yeah. No, the numbers here are accurate. It's just that on page one, when you actually add the numbers that are listed by the grade breakdown, it totals up to 737 and 627, which matches the ethnicity page. So I think 747 and 797 may just be a simple math. Yeah, either just a typo. Right. It's just called information plugged into the wrong space. Another chart. I did have just one question out of curiosity. I should know. What is the program at Laurel? Laurel Ridge that brings a lot of our city students to Spanish immersion. Thank you. It's a Spanish immersion program. I just have the only one in this region. So that's that's in our next in the budget presentation. we will affect a Laura was working with us today we will give you the breakdown that you normally get is to the reason why students are in different places and again looking at some trends as to where students are. Right. Well I appreciate the overview and I'm pleased to know that the county demographer is going to take a deeper look at this. I know we talked a little bit about some of these issues at the September work session, and it will be nice to continue tracking it. So thank you for being on top of it. Well, this year we're doing the best we can with what we have. And hopefully next year, again, as we get more demographic information and begin to make some sense of it, we'll be able to also talk more about trends in that are not just again the mathematical equation, but really what's happening with families in our city to the extent that it's possible to predict. Thanks. Okay, thank you, Ms. Mende. Thank you, Ms. Robinson, very much. And thank you. All right, the next agenda item is construction update. So I get to pretend to be a George Step. Let me start by talking about Fairfax High School and just bring you up to date. That project is nearing completion. The majority of it is essentially complete and I think as we all know we'll celebrate the new facility at the rededication this Saturday. Current project that's going on now is that the fields that were used as a staging area by Grundley construction are now being prepared for student use so we'll have our entire campus back for our students. There are a significant number of items on the punch list, however. And unfortunately, this is what's going to keep this project from being totally completed before January. I think Mr. Stapp had hoped that it would be totally completed by the rededication and certainly in December, but there are a significant number of items there. And that does not appear that that will be so. And as you all are aware, Mr. SEP continues to work daily with the contractors and school staff to make sure that every item on the list will be addressed before this project is closed out. They're not the kinds of things that most people would see because the school looks wonderful, but they are important that we finish this job right and make certain that every piece in every single item on that punch list is addressed. Linear middle school. Now we have some pretty pictures starting with this is the new entrance to Linear on Germantown Road and I think it's about as dramatic and attractive as it can be, but it's also very functional. On this first slide, for example, you can see some sunshades that are adjacent to the entrance that are over some of those great big windows. And they add not only design appeal, but they provide shade and are obviously energy efficient. But that's an example of the kind of design that I think is particularly outstanding in this building. Next slide. This is a picture of the lobby, the new lobby. And it is a huge contrast to what you saw in the old building. It's light and large and also provides additional security in that that big glass area is where the main entrances, where the main office staff is, and so it's very easy to see who enters the building. I believe it's welcoming and entrances I've seen in a school and we should something that I know will all take pleasure in going into. Lots of smiles on people's faces when you walk in that door. Next, the cafeteria. The cafeteria is actually in the same location in the building. It was not actually new construction, but it is so much lighter with, you can see the new recess lighting and new windows, all the bank of windows across the, what used to be the front is now the back of the school. This size, of capacity was increased by removing the old stage. Remember it used to be called a cafeteria. As well, we don't have a cafeteria. We have a cafeteria with increased capacity. And our architect is particularly pleased with the design element in the cafeteria, that is that kind of swirl on the ceiling that makes that large rectangular kind of industrial working room look more interesting and just gives it a nice feel in terms. And also that ceiling is good for sound management, which is an important element in a middle school cafeteria. I think Mrs. Miller pointed out to you before that not only is the light good in terms of you can see the bank of windows across the back of the cafeteria, but there's also an interior window that provides a view into the cafeteria and that's good for security and again good for light. The whole building just feels so much lighter which is terrific. The next two slides are the big new opening of the field house. I was there today. The moving in is going as expected. You can see that this facility is just tremendous. And the most exciting thing is that there will actually be students in it beginning on Wednesday. We are on track to open the gymnasium for student use and for classroom use on Wednesday. It is extremely pleasing to the staff because I really don't think that there are many other if any other middle schools in the region that have this kind of facility for physical education instruction and the staff there is just ecstatic about what they're going to be able to do. In that gymnasium area, there are four full classroom areas and they have good lighting, they have good screens between the classrooms, there's adequate space, there's white boards, there's everything you could possibly want right there in our, I know new gymnasium and again that will open on schedule for the second quarter on Wednesday. I also know that our community will very much appreciate having this space available for sports and recreation activities. I know the school anticipates that it will be used pretty much nonstop once it opens because it's a tremendous facility. And again, I would encourage anybody who is going by linear in the next couple of weeks, you might want to stop in and see students actually in that space because that's what it's all about. It will also be great very soon to have a new art room as well as the family and consumer science areas are due to be occupied in early December. We also have some additional science labs that will be ready in early December. And if everything continues on schedule and linear has been on schedule, the bus loop will return to its previous location in January. I know that our friends in Parks and Rec are glad to know that there's new top soil being added to the field so that they can be used again in our in good condition. And Mr. Stapp predicts that this project should be done including most of the punch list by the end of March and at the latest early April. That still that still are projected date of completion. And we have tentatively set a re-dedication date for Lanier for the first Saturday in May. We're still checking with other city officials, but I think you have gotten that date. Mr. Steff has that date, school staff has that date, so we're hoping that with a couple more yeses were in town, and that will work for us. We can go ahead and establish that as the date for the special event and begin planning for it because I know it will be just as important and festive as the Fairfax red dedication. So that's the good news on renovation. We're right where we need to be. Great. Thank you so much. Questions for Mrs. Monday? Madam Chairman. Mr. President. I'm just wondering if Mr. Step as an intentional plan to go over the punch list with the board in the next month or so. Just get a feel for how far along we really are on that. I can certainly ask him to give you information. I he will be here this week. I don't believe he will be back in town until after the first of the year. town until after the first of the year. If you could send me some questions that you might have about the punch list, then perhaps we can get you something in writing that I could report or he could give a report to me and I can give that to you at a work session. Mr. Pierce, are you aware at all of anything that Mr. Set might be preparing for the board? No, I'm not. I've seen it's of the punch list that the architects and Grunley have been working on it and it's quite large. And it's in, you know, they have it divided in the different areas and such. But any questions you have, I think, make sure we ask Mr. Staff. OK. That's what I'd like to do. I think the big question that I would have is that what percentage of the punch list has been completed. I'm not so interested in the details, but just so I would just like the bigger picture. Is like, is 20% 50% or what happened? So step last time I heard he's thinking about 40%. Okay. And then John, you'll get Mr. Wrecking, you'll get something to specific to. Okay, great. And if other board members have questions about that, just send that over that on. I'm going to move to the next slide. I'm going to move to the next slide. Okay. Great. And if other board members have questions about that, just send that over that on. Okay. Anything else? Construction update? Alrighty. Then we'll move on to action items. The first is the approval of the minutes of the October 1, 2007 regular school board meeting. Is there a second? Additions are corrections. There being then all in favor of proving the the minutes of the City of Fairfax School Board Minutes, October 1, 2007, as printed and distributed, signified by saying aye. Aye. Chair votes aye. Members opposed? Can members oppose the motion? Is unanimous except for Mrs. Craig, who is out of the area? The next item is approval of linear middle school change order. Board members were called. This is something that we discussed at the work session, but I think it would probably be a good idea for Mrs. Monde to go over it since Board Member, there was an absent board member at that time. Mrs. Munde? You have the detail in your notebooks. This is what we hope will be one of the last change orders that will in here. I know that Mr. Stett is very aggressively trying to put some control on some of the change orders. But this is the last one. He has approved all of these. You can see the detail there in terms of from black box lighting to Jim floor finishing, to needing temporary parking lights to make certain that people were safe on back to school night. Again, all of these changes were necessary and approved by Mr. Step and the construction manager there. And it totals $58,682. Okay, thank you. Mrs. Mende, questions? Okay, motion, please. Madam Chairman. Mr. Batchem. I'm in the city of Fairfax School Board. Authorize the superintendent of School Fairfax School. Yeah. Superintendent of City of Fairfax Schools or her designate the Director of Facilities Management to approve payment of Change Order No. 11 as printed and distributed for the renovation of Linear Middle School. Thank you, sir. Is there a second? Yes. May this move by Mr. Batchramon, seconded by Mrs. Knight, that the City of Fairfax School Board authorized the school superintendent or her designated director of facilities management to approve payment have changed order number 11 as printed and distributed for the renovation of linear middle school. If there are no further questions or comments, all in favor signify by saying aye. Aye. Chair votes aye. All right, aye. Chair votes aye. Members opposed? Members opposed? The motion is unanimous. The next item is approval of funds for Providence Elementary School Chiller. Mrs. Munde. Again, you have the detail in your notebooks. And if you will look at the email from Bill Bruno, who is the, I guess, coordinator and facilities who work with us on this bid. We have taken the lowest responsible bid and that amount therefore is $149,400 for the replacement of chillers at Providence, which has been an ongoing problem for the last few years. We patched something together for the opening of school, but this is the time to do this work. You will note that we are going to transfer funds from existing accounts. We do have the funds and existing accounts over that have been saved for the last few years. This will pretty much wipe out these accounts, but we feel like this is the responsible way to manage this replacement cost at this time and we are prepared to do that. Thank you. Mrs. Mande, questions? Madam Chair, Mrs. Knight. I'm sure this was all included in the bid. Was warranting information information and that all was comparable with It was being addressed. It was reviewed by Fairfax County staff and that all of their all of their bid requirements In terms of warranties and and those kinds of things. Yes, thanks Additional questions take there being then I'm motion pleased madam chair. Thanks. Additional questions? Take there being none. I have motion, please. Madam Chair, Mrs. Knight. I move that the City of Fairfax School Board authorizes the Superintendent of the City of Fairfax Schools to transfer funds from the account number 320-681225-580-330, in the amount of $102,714 and account number 325-682-102-580-330 in the account of 50,000 to a new account named Providence Elementary School Chiller and a proof payment in the amount of $149,400 for the purchase and installation of a Chiller at Providence Elementary School. Thank you, Mrs. Knight. Is there a second? Second. It is moved by Mrs. Knight and seconded by Mr. Griffith of the City of Fairfax School Board authorized the superintendent of the City of Fairfax schools to transfer funds in the amount of $102,714 and the amount of $50,000 to a new count named Providence Elementary School Chiller and approved payment in the amount of $149,400 for the purchase installation of a Chiller at Providence Elementary School. If there are no further questions, all in favor signify by saying aye. Aye. Chair votes aye. Members opposed? No, members opposed? The motion is unanimous. The next item is superintendent matters. Well, thank you. It's hard to believe that the first quarter is over. This is going by so quickly. One whole quarter of the school year is already ended. Having been in the schools a few times, and I know many of you, all of you have as well. I think our students have settled into a productive and positive pace, but time is certainly going by quickly. As I think you know, as we are completing the renovation at Fairfax High School, we decided that it would be wise at this point to stake the school property line across Rebel Run adjacent to the Greydox community. The survey work for this was actually done prior to the beginning of construction, so the staking was neither expensive nor will it take very long because again the work that would have taken some time would be to actually have to survey the property but that had already been done. In fact we expect the staking to be completed this week. I believe it was started today and may even just take a day we aren't certain but they agreed to wait until this week. Effective community members were notified of our action by mail, as you know. I just want to make certain that the public understands that the purpose for the staking is to a certain that we maintain the property that was intended to be a buffer between our campus and the residential community. And also to make sure that the grade-oaks residents get the full use of their property. So we will complete that work probably this week. I'd also like to thank members of the board for supporting the recommendation that we alter a slightly archa-wishen agreement temporarily with Fairfax County. They've agreed to this so that we can provide some funding to linear middle school so that Dr. Poole can go ahead and hire an operating engineer in January. I have explained to you the trade-off situation that we needed to have a position, a custodial position to trade off. Linear does not have currently have an opening. They expect that they will over time because there's always a tradition in positions. And we'd expect that there would be one in the next couple of years. But by assisting with some funding for this trade-off in the short term, then at this critical time, Dr. Poole will be able to hire an operating engineer for linear and that person will be in place as the renovation is completed and really begin the important work of making certain that all these systems that we now have in that literally brand new school are well maintained. And so that's a good investment for us as a city. And eventually it will be out of the regular staffing ratio at linear and no longer being our funding. And I'd also like to thank colleagues in Fairfax County who have graciously agreed to provide as evidently they did in the past. Any channel 21 program that features our schools, our staff, or our students. So if you see something on channel 21 that you particularly like, and you just drop us me an email or somebody on staff or the principal, and we can request that to be sent to channel 12 and they will designated liaison at Channel 21 who would be glad to work with Channel 12 and make certain that any of this program that we want is available to us and there's some really wonderful programs that Channel 21 does. So if our schools or staff or students are featured then they get another opportunity to be featured on Channel 12 as well. And I know there's some interest in, in our reaching out to community in different ways. And certainly using Channel 12 as another vehicle to tell good news stories about our school is a great step in that direction. And of course, finally, I look forward to the rededication this Saturday. I think it's gonna be a great day. I hear that there's a lot of city folks coming. It begins at 10 o'clock in the morning with a ceremony in the auditorium. It won't be a long ceremony, but we have a number of fine speakers and guests. And then following the ceremony in the auditorium, the board will actually be hosting a reception in the George Step library, and they'll be tours going on from 11 o'clock to 2 o'clock and I believe there will be a number of students available to help guide our guests and community members through the school and I know everybody, a lot of people want to get in that building and see how great it looks inside. So I think it's just going to be a wonderfully fun day for Fairfax and a great, a great part of its wonderful, already wonderful history. So I look forward to it. Great, thank you so much. Matters for board members, Ms. Knight? Thank you. I just would like to share with the board that the Fairfax Community Coalition is being reorganized this fall. Amy Hollibas, you know, was the coordinator last year and when she received a promotion and moved had to give up that position and so Jennifer Sepola with the MAD organization is serving as the coordinator. They're going to be meeting on the second Friday of every month at 830 at Old Town Hall so they've got a meeting coming up this Friday. So we're trying to regroup and identify people to get back to the table. There's always a little transition time. Some transitions go a little more smoothly than others, but with getting people together. So we'll see. Great. Thank you for that information. Ms. Sepola, is she a school employee? You said she works for mad, mother, against her thriving. So it's normally coalition coordinators do not come from, or not school employees. Okay, in fact it was, I think, when he was probably one of the few school staff who was serving as a coordinator for the Fairfax Coalition in the last year. Okay, great, thank you. Anything else, Mrs. Knight? No, thank you. Anything else, Mr. Knight? No, thank you. Okay, thank you. Mr. Griffith? Yes, ma'am. I think all members of the board have received the draft, County 2008 legislative packet. That will be converted to word and and our clerk, Linda will be acidified and then we'll be doing whatever other changes you think appropriate. So if you would over the next couple of weeks take a look I believe we'll be talking about this if I'm not mistaken in the November work session. So if you would bring all of your thoughts by then I also believe that the city staff has received this to look at the joint proposed joint positions. Benefit if you could coordinate with Mayor Netregard. Well, do that would be helpful and that's all I have. Thank you. Okay. Great. Thank you very much, Mr. Griffith. Mr. Retrim. Actually, I have nothing to add to see me mad in chairman. Okay. Thank you very much. Mr. Retrim. Actually, I have nothing to add this evening, Madam Chairman. Okay, thank you very much. I have just a couple of things. The first thing is that the board members will be it, andburg. I had the pleasure on Saturday of helping our neighbors or sharing the Daniel's run-living class with our neighbors and great oaks and Lori Huberman-Hays, the science teacher was there as well as Jeanette Stewart and our neighbors at Gradoch were suitably impressed and really liked the work that was being done at Daniel's run. And also I'd like to remind people to vote tomorrow. We live in a country where the right to vote is comes at the age of 18 and we hope that everyone will exercise that right. And last but not least, I'd like to wish all of our students and staff well in the second quarter. I hope the first quarter has gone as well as it possibly could and that they will have even more successes in the second quarter. And I don't believe if there's anything additional, Christina, do you have any debt? Okay, thank you very much. And if there's no further business, this meeting is adjourned. Thank you very much.
