There's a table that is showing total acreage and disturbed area, developed acres and a rezoned area under disturbed area on the parkwood application and the rocky gorge and it froze the Boulevard Marketplace. We've discovered that these numbers and erred the number of in terms of rocky gorge and Boulevard Marketplace. The area of the store is like as I stated 2.97 or 3 acres and the developed acres to be developed is 2.7. In terms of parkwood, the acre is 1.3 acres higher than what you see there. So I wanted to note that and I apologize for the confusion with that or if any confusion with that. This next slide is showing, again, the area to be disturbed, which is the two approximately three acres. The black line actually represents the seven-legged and the gas station, which will be sub-provided from this parcel. The red arrow is that is going to be dedicated to the city as open space from the creek all the way up to most of the woods. And I apologize to Mike Smith to be not functioning properly. In terms of the proposed development itself, the land area is 13.278, and this includes the entire site, including the gas stations. Obviously that's not part of this application. I have stayed with the area to move zones 5.81 acres and the area to move this rate. The total floor area of the retail building is 21,600 square feet and made up of a 12,100 square foot building, a 52-hundred square foot building, retail building, and a 4,300 square foot bank. Just to point out a couple items, access will be from the most western entrance and also towards the east. And this entrance has been changed and I will go through that in a few moments. In terms of meaning zoning, infrastructure requirements, zoning error requirements, the employer ratio proposed is 9%, where 50% maximum is permitted, parking space is provided, with the established uses is 117 where 105 is provided and the high level 36 feet including the tower is well below the 60 foot maximum of five stories of 60 foot maximum that's permitted in the zoning district. Open space amount and tree coverage meets the requirements at 25 and 34 percent. In terms of comprehensive plan policies and map descriptions, the open space to the North, as mentioned, is stated in the comprehensive plan, it's just open space. And that's a little slither what's being developed to the South, is business commercial. The comprehensive plan also parts about most of the parkway section of Fairfax, the Fort La Mastica plan, and this section has a connector node, and a connector node essentially is a transition from less dense development to more dense development relations of residential and environmental areas. And essentially what's important is retail office and hotel use. And just to go over that again, again, the North portion, this is the open space as per the comprehensive plan. This is business commercial. It does include the existing uses as well as business commercial. The applicant has a set of proposed partners, but should have been in your packet that the applicant agrees to adhering to the general development plan. An archaeological study, I believe this was mentioned at the work session, it's a highly sensitive historical area. It can be, an archaeological study phase one is essentially to find out what the impacts are and the African is proffing that. Also some improvements to the stream bank and clean up at time of a side plan approval after I should say I had actual permit for construction. Dedication of the land to the stream value up the multi-woods as stated as being profit. Also the construction, which I will talk about a little further of a single light at a turn lane, per approval of the proper public works at the western entrance of being profit as well as the cross of the construction of the APRIT pedestrian trail that's shown on the city's trails map and providing a future inter-pros interpersonal access and construction easements and natural assisted breed future interpersonal access easements and construction easements with you Jason parcels to the east. There's no interprosal connection with this proposal, but we are reserving an area as that properly develops in the future to have that interprosal connection if needed. So that begins and actually segues into the planning commission work session items that were discussed two weeks ago at June 9th meeting regarding interprosal connection. The applicant is proposing not to have it currently but as stated with the profit as a future connection if so needed. Again, the installation of the traffic signal will left turn lane if the western entrance of the subject property is being proffered. Traffic study was done at peak hours. The traffic light and the left turn lane is warranted. But also the traffic study warranted a further study, a traffic light study, which is being conducted. We don't have it at the moment. We'll be expect to say it will be light again and turning lane is warranted. And just to clarify a couple things, the inter-post access originally, not inter-post, I'm sorry, the access to the site was originally adjacent right here to the Senelco site. It has been moved just to minimise any safety concerns that was bettered out. And again, this is the western entrance with the proposed traffic light and left turn light. Other questions which I've previously discussed regarding the regulation trail, the applicant is proffering about $50,000 to construct the city to construct the trail here or possibly where else needed if the city saw fit to use the money and other parts of the city. Also the cost of maintaining the data can't be out the space. It was a question and it's in your staff report. Essentially the cost of maintaining the open space is about $5,000 per year for a three year period and dropping off significant after that. The idea is that if the drop off is once the parks and park department will be maintaining the site, gets the site up to a certain point. The maintenance cost drops down significantly. However, if the trail is constructed, there'll be additional $5,000 maintenance for a trail each year. And that will be continuous. That will drop to over time, but not as significant as the maintenance of the site itself. Also, there was a question on projected city revenues. And there's a table in the staff report and obviously up in the screen and you can see there's a difference in revenue from the current assessment which is about 4.5 million. You see that in column A, column B shows the current real estate value from that assessment which is about 20, 23,000. Obviously we have no current sales tax revenue for the portion in question and subject of question this evening. But if the zone is approved, the estimated real estate assessment will go up to $20,000, $12 million when an estimated real estate revenue of $96,000, so an increase of $7,500,000 and roughly $72,000, so an increase of 7,500,000, roughly $72,000. Now, there's a future estimated sales tax revenue that has been projected at about $200,000. So total of $272,000 could be estimated minus the maintenance of the open space, if dedicated. There's two other items, conformance with the draft master plan and screening from the resident, residential community. The first one, again, just to clarify that the master plan is actually very similar to the comprehensive plan, is that looking for low density buildings, about one for three stories, again as a transition to the urban village, in this case as opposed to calling in a node, and buffering the vinyl issues or sites, the open space and so forth and the residential. The screening from residential community was concerned of how this would work from most be words. This is an elevation of what's proposed. It's a very similar to what you saw before, the difference being there was going to be and I'll have another slide for this. There will be an area of seating, but also parking, this is the westmost building, and this is the easternmost building, and I'll circle the other area of seating and parking. So that's where the additional parking was picked up. But getting back to the point, this next slide, oops, two slides over, shows again the front elevation and this will be the elevation based on the saw that you just seen. Now the closest home to this is approximately 310, 330 feet in distance with existing vegetation and open space. So it will minimize the view. Next slide shows elevations from facing on left side, which is facing west and the right side facing east, what you would see from track backspool of art. And if you're looking out, I guess from the closest home and trying to look at those angles. And this is the bank building. And again, it has the front elevation, the rear elevation, again, the side elevations that will be facing the the prep expel bar and actually towards those people as in there is a re-elevation of the bank to in the bottom left corner. This is a slide of this person discussed in terms of presentation. Again, you could see the seating area, the parking, and again, the seating area along here. And with that, I conclude the presentation staff based on Section 10-1, 10-366, and being in performance and comprehensive plan, meeting zoning lines requirement, impact on the surrounding adjacent and Jason Prossels and neighborhoods does recommend support of the museum. Thank you. Thank you. I know there are some questions, and I would like to invite the applicant. There's the podium, so we can ask the questions at both of you at the same time, and then we'll have the public hearing. Thank you for joining us tonight. Nice to see everybody. Thank you. Thank you for joining me. Good evening, Mr. Knight. Nice to see everybody. Thank you. Thank you. Okay, Mr. Chairman. My question is that the assessment value projected, considering the bill said that it's going down, but is that a very rosy projection or easy to aid. I want to know that it is really realistic of the price that will be down and pretty high. You know, it's interesting. I haven't seen the land prices go down yet. So we'll have to see if that plays out. And I actually hope it doesn't. I mean, I think we're blessed with a good market, not only in the city of Fairfax, but really in this general region. So, you know, I was reminded, I guess, to give you a long answer to that question when there was a national conference not long ago. And I think the DC area is kind of the envy of the United States. So, you know, I don't know what the next 18 months or two years will hold in terms of could we receive a little further? I think it's possible. But I think fundamentally we're in a good area. I don't see values diminishing very much. I wish the assumption coming to the other assessment. What if I essentially are made? Well, you know, candidly, I think I would defer to Nick on that. I work with the real estate office and our comprehensive planning division. And the assessment's based on what's the current real estate value now? Is that $4.5 million? If you want to look on your screen. And the assessment is expected to go up if this would be developed for the retail use to 12 million. And it's a projection. It's not an exact number. In terms of the sales tax revenue, it's based on similar uses of this size throughout the region. They're probably roughly $250 to $300 a square foot. That could change. There's no guarantee it will be that number, but this is what the current six have shown now. Thank you. Mr. Cunningham. I have a comment and then several questions. If I may, first of all, my comment is that the work that's been done in the last two weeks since we first saw the application and the change that it made now are commendable. And I'd like to commend both the applicant and staff for the work that's been done because the tremendous amount of work has been done and trying to get this into shape that it will enter into the process. That being said, obviously there are still a couple of questions left and some of those that would ask. One, when we talk on the proffer of the trail outlet, ended being on the south side of the stream, and I look at the rezoning, which is going to break this into two parcels. I note that the easternmost parcel crosses the stream significantly. And so the question I would have, are we planning on taking the trail across the stream to keep it on the proper property or city property? Or is there an intent to give some form of easement across that area where the 7-11 is or just beyond the 7-11, which is going to be in the second parcel or the rezoned parcel? On the north of 7-Elevene, the intent is to have an, and it's part of the property, having easement across there linking up to which will be the future western portion or the retail center. Okay. And it will be south of the screen. South of the screen, but make it an easement across the, that existing property. The question then, I've got two, I guess, in terms of easements along that line. that's the reason why I'm not using the property. I'm not using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm using the property that's the reason why I'm Because you're restricting now who and how you're going to be able to use that piece of land. I think you're given a lot of flexibility too in terms of where it would ultimately, where the easement essentially would be placed. It's not locked into one area and I think that essentially should provide the flexibility you need for future redevelopment. It's best to my knowledge that the easement covers a broad area and the trail itself, I don't think would be large enough to limit the redevelopment potential. In addition, the North Portrait of 7-11, that process of what the easement can go through is RPA. So it wouldn't be developed anyhow. So it would restrict the OOB development to where, primarily where the sites are now, the uses are now. So if we could go further up into the RPA. From that, okay, so you're saying development cannot continue into the RPA, has not been given then to the size of the portion that's being re-zoned in terms of its utility for the way we're breaking The idea of the idea has thought been given then to the size of the portion that's being re-zoned in terms of its utility for the way we're breaking these pieces down to try to ease some of the future issues that might come up. I'm not sure I'm following. Right now it's a single large piece of property and we're about to break it into two pieces with redevelopment of one of them, as you look at it. I guess what I'm asking is the northern section is this projected for us now, where the red arrow is, is portion of that, but you're saying that that's RPA and can't re-redeveloped anyway. We can put an easement across it, but a future landowner for that piece since it's being segregated if you were to buy it is going to have to deal with the easement to deal with redevelopment issues and things along that line. That would be correct. That would be part of, you know, these will be part of the new subdivision we each, each lot. And whoever would own each lot, in this case, whoever owns, whoever ultimately owns this portion where it's the staffers, and someone else in the future would have to deal with those issues like you just stated. Okay. I got my thought was there in terms of trying to keep things straight forward as we go down the line. The other question, as it reflects on that piece of property and again, in reserving future use, is talking about reserving the right to have a traffic outlet to plantation parkway, which won't be executed now, but could be in the future with the redevelopment of that parcel. Two issues that, I guess, I have a question on there. One, with an additional development that was done further west on Fairfax Boulevard, when we were done with the entire process, we had an additional issue come up to break off one of those pieces because the bank wanted to own its own land. And that would, you know, that's a possible future here, I would think, if we have any precedents in the other one. And is the bank situated then to allow the future proposed use to be made with taking traffic past the bank building and then out to plantation parkway in the future or as the bank because of parking space considerations and other things and other actions that may come up in this going to make this such a complicated issue that what we're doing is not clean and straight forward as we're approving it. Let me address the bank because there's really no intent to subdivide the bank parcel in this case, unlike the Frank's nursery redevelopment where we talked about that right up front. So I don't think it lends itself to the bank being separately subdivided, nor do I have any intent to do that. And I think one, if I understood correctly the question in terms of the easements, that it's really at the city's discretion. So whether there's future in a parcel will be up to the city. If in fact the staffers who own the 7-11 in the gas station want to redevelop those properties, it would go through a pretty extensive process that would come before you and a site plan review process. So I would think at that point, you can work around that easement since it's flexible. And the city would have discretion. That's how I would look at it from the city standpoint. And if I were the owner, if I were the staffer, it wouldn't be particularly troubling because I think we're talking about when A-foot path? A-foot. So I, you know, the trail is an A-foot path. The other question I think was with road, if you were going to extend traffic access to plantation parkway and put road in this and through that, are we going to take so many parking spaces out that we're now talking about compromising the various standards we have for the expected use to make it very difficult and or safety issue to come through that area. I think we kind of got over that hurdle by closing off the interpersonal access, and I think what the city has done, Kurt, me if I'm wrong, is just maintained its flexibility in the future. I'm not counting on that ever. But, ever, but I think it'll be up to the city. In discussion with the Department of Public Works is not anticipated. We will need that into personal connection, but we want to reserve the right to have it. And at the time, if we do need it, we will address the parking issues and location. It's one of those that it's highly unlikely we will not need that for an inter-poss connection, flow to a plantation parkway, but the problem probably works called much more comfortable, reserving the right to have it heard of profit. So I'm not sure if that helps you. I think it gives me an answer to my question, but without directly answering, it's so to speak, because we don't know if we were going to delete parking spaces or how traffic flow would make this a possible use in the future other than to have reserved a right to do that, which I gather would also impact the future use of the Stafford property because that that right or that again provides for an easement or some some interrelation between the two parcels if anything is going to happen? I can answer this and Robin was kind enough to give some specifics on the subject property tonight. We're probably talking about three parking spaces just to give you a sense of scope. If I could as well. Okay. If I could as well. Okay. There are, you know, it looks like to me there are a couple of potential locations for inter parcel access, but I think it needs to be made clear and for the record that there's no intention. There's no proposal for inter parcel access. There's no plan for future inter parcel access. Nobody's got that in the back of their mind. This is basically an exercise that in case a future redevelopment scenario of the two parcels on the corner of the 7-11 and the Sonoco station needed to be developed in such a way that inter parcel connection became feasible or desirable, then it could happen, but it's not being proposed here. It's totally a notion of given the city flexibility, not giving this developer or another developer any flexibility. It's totally before the city. So it looks like, and I really don't anticipate or don't really see logically how an interpersonal connection could actually work to the benefit of traffic flow at this location. But it's a future redevelopment might prove that to be wrong. That said, I believe that there are 12 surplus parking spaces as part of this development. That is 12 spaces in excess of those required by the code. So to the extent that two or three parking spaces or three or four parking spaces might have to be eliminated in the event of some unlikely future inter parcel connection, then it could still be accommodated through this, through the proposal you see tonight. Okay. Would this, when we're looking at both sides of the issue, would retaining the flexibility to do this, put an obligation or a development condition on someone who were to purchase the gas station and the 7-11 because they would have to make provision in their development plan for this possibility or how would that be dealt within the future? Any substantial future development of the property would require a substantial redevelopment of the property would require a special use permit for the highway corridor overlay district and likely require special exceptions given the size and current development conditions on the property. That's the city would then have an opportunity to impose conditions and accommodate the easement through those conditions If it if the city deemed it desirable to have the interpersonal connections Okay, I guess and the only reason I guess I'm asking that is that we now have two Two easement opportunities so to speak one for the trail one for future road You would impact the redevelopment of that property and have to be considered by whoever we're going to do that. Right, and with respect to the trail, if it became necessary to actually, or desirable, actually, for the city to want that to be moved, again, through the redevelopment, subsequent redevelopment of those properties on the corner, easements can be vacated and re-drawn. So it's not as if we have eliminated all flexibility by having an easement across that property in a specific location. Okay. An additional question comes in that noticing that the design and looking at the layout of the buildings in the old Frank's nursery property as well as most locations, there's access to the rear of the buildings. Here it looks like there is none. Is there any impact that would occur on parking scenarios or other things when not only does the retail activity or commercial activity come in and out the front door, but any loading or unloading or stocking or any other functions would also appear to have to go in and out of the front door for delivery vehicles coming in which may or may not accommodate parking spaces. Well, you know, it's not on, there'll be a sidewalk in the rear for where you could, you know, roll a small area so you wouldn't have vehicular access in the rear, but there would be an area where you could bring supplies and things like that. And not uncommon at all for limited rear access. Kagan. And that just didn't appear in any of the plans and that's the question on that. One additional question as it applies to the bank, and the particular personal bank is on looks like it sits on two levels. The front level closest to the street is higher by several feet than the rear level, and you've got a ridge that goes down the center of that where it looks like the bank building will go. Is the intent to fill that back plateau to raise the banks level to the front level or the drop, so you've got a level building will go. Is the intent to fill that back plateau to raise the bank's level to the front level or the drop, but so you've got a level building where you are going to drop. I think we're all level. That's correct, you know, isn't it? What's that? Fill the back. Fill the back. Okay. And doing that since we have a road coming around the back, and it has to be stabilized for vehicular traffic for the three bank drive-through lines. Are we back far enough that we have any impact on the resource protection area or the area behind it for needing a retaining wall or anything else to handle? We are out of stabilization. We are outside the RPA area for sure. So it should not impact that at all. Okay. That's been sacred from day one, and we will absolutely respect that. Okay. Yeah, I think the final comment that I would have would regard proper statements, and as I note with previous issues in one regarding this, it was referred to us because of proper statements, and this appears to be an appropriate substitution of one proper statement with conditions that are appropriate to the development and the use of the property for the existing one as we're going forward. Thank you, Madam. There was one clarification that Robin alerted me to I think in proper number six I think it refers to proper nine when I think it should say proper seven It's just a typo Just to lend us if you have any questions About a telly I have a question again on the left hand turn. I read this application right now. It appears that we're going to construct the left hand turn line to come into the western end of the property. That's correct. Yes, sir. And it appears that the city has requested that a stoplight be put up. Is that correct? Correct. So the city is putting up the stoplight. No. The applicant is paying for it. Correct. Okay. I understand it. The applicant is paying for it. The stoplight is going up and the city is going to maintain it. Correct. Correct. Okay. That's all I want. Thank you. Well, my questions are pretty simple compared to the other guys getting rid of the list. Could you return briefly to the aerial shot that was near the front of your presentation? Sorry about that. That's okay. There we go. So if I understand what is being proposed tonight, the subject site will remain C2 with the different set of proffers. Correct. And the I1 site will become C2. And remain I1. Remain I1. Okay. So all we're doing is changing the proper list correct the You bus site stop Near the Sonoco station will that remain in the same place so that it's short of the Herb cut the new curb cut correct short of the curb cut, the new curb cut. Correct. Okay. Well, as a comment, I would like to thank Mr. Glarner for your financial analysis. I would hope that we can include it on all the applications in the future. I'm not saying we should make decisions based solely on that, but it's helpful to know. And I would like to thank the applicant, Mr. Donigan and Mr. Kalana for your work. I appreciate it. I'm at this point. I would like to open the public hearing or comments. We have one speaker signed up, Mr. Lestina. So I would call him to the podium at this juncture. I would call him to the podium at this juncture. Thank you, Mr. Chairman. My name is Dale Lestina. I reside at 10025, Brookout Drive. Gentlemen this evening I'm speaking on behalf of the Mosby Woods Community Association Board of Directors. At its regular monthly meeting on June 5th, the Mosby Woods Board of Directors unanimously voted the request that the retail developer, presently associated with the Stafford property located on the west side of Plantation Parkway, offered the 100 year blood blame, located on that property to the city of Fairfax as open space. During the planning commission's June 9th work session, the developer said that he would proper the land from that which is developed, developable, north including the creek, to the boundary of Mosby Woods. The Mosby Woods can board it directly as unanimously and respectfully request your support for their position and that of the developer's proper in your recommendation to the City Council concerning future development of the property. Thank you so much for your kind consideration on this picture. Thank you, sir. Appreciate your comments. Is there anyone else that wishes to address this subject for the Planning Commission tonight? Seeing none, I will close the public hearing. Are there any comments or questions that you would like to have concerning this subject? Dr. Kahn? I'm just curious that when you met with the neighbors what kind of a word or opposition did you get? That's going to impact this development impact some positives in that area. How did you, you do made an effort to outreach and what? Yeah, you know, there was, there was two different outreach sessions. A couple months ago we met at Fairfax High School. It was very well attended. I would guess there was probably 70 or 75 people roughly. And honestly it was very positive sentiment that was concerned about the interpersonal access at that time. That was a big takeaway for me. I think there was generally some uneasiness about what would be disturbed. And I think over the course of the last couple months we've confirmed that the RPA in that area would not be disturbed and we've since taken it to the point, I've just discussed that property would be deeded over to the city. We had a follow-up community outreach meeting literally today and I think there was probably a dozen people or so. I think it's fair to say that there was concern just about trees coming down. I think that was probably the overriding concern. But I think we talked it through in the context of it's outside the RPA that we would not disturb it. It was less obtrusive than what's currently zoned for the permitted use today that less tree area would be disturbed. And I think what I would say in all candor is that, you know, I think there's those that would prefer its remain open space. But they were very respectful and I thought we had a good session. And I was, you know, reasonably pleased with the sentiment that was expressed. Thank you. Thank you. Thank you. Thank you. I have a question as relates to the slide that's up in the comments of Mr. Lestina. He indicated that the Homeowners Association asked that they essentially all of the area within the flood plain, including the streambed, be included in what is preferred to the city and turned over to the city. As I look at the lines which have been perhaps somewhat artificially drawn, I notice that significant amounts of extreme bed remain on the property. Is that an accurate depiction or are the lines? The lines are just general guides, and it's not clear to pick up. Has Mr. Lestina's request then been addressed in the way the lines are drawn? Is the request to have all of that that's going to be turned over to the city in essentially conformance with the homeowners associations request in drawing that or how is the property laid out in reality? It's going to be, if you look at this line in front of you, the orange is the 5.188 and the rezoning area. Depending on what is actually needed to keep the site conforming in terms of open space and so forth, roughly what you see there will be dedicated. It might be a little less, probably, you know, 7.5 to acres, depending where that line actually flows. But we'll be in line with the previous application that failed. The Rocky Gorge was about eight acres that was being dedicated. Okay, since the numbers you provided as we're fairly specific to the hundredth of an acre, I didn't know how close your actual lines were drawn or whether we were drawing it with crayon or a very fine point pencil, so to speak. Neither. When we were talking numbers of acres and back and forth so that compliance is what I was looking for with the end of the request for the whole investigation. But did not range. Okay. Lamb? Thank you, Mr. Chairman. I would just like to echo Mr. Cunningham's comments. Obviously, that the staff and the applicant have really hustled in the last two weeks to tie up a lot of the loose ends on this. I think this will bring, not only about nine acres of open space our city, but I think it will bring us so much need revenue. Thank you. Mr. Bellagelli. Thank you. If there are no questions or comments, I would entertain a motion. Mr. Chairman. Based on the public convenience, welfare and good zoning practice, I move that the Planning Commission recommend adoption of the attached ordinance to approve the application of JDC Fairfax, contract procedure by Jennifer Hornback, agent to rezone from C2 retail commercial with proffers, two C2 retail commercial with proffers and subject to the Proffer Statement revised through June 20th, 2008, and rezoning sight layout revised through June 18th, 2008, on the 5.1 acre premises known as 1-0-1-2-02-002B1 and part of 47-4-02-004, also known as 10,120 Fairfax Boulevard. Thank you, sir. Dr. Conn seconds. Is there any discussion? All those in favor, please signify by saying aye. Aye. Opposed? Motion carries unanimously. Mr. Donigan. Thank you, all right. For your consideration. I appreciate it. Thank you, sir. Good night. Thank you. Moving on to item 4 on the agenda. The consideration of the minutes of the meeting of June the 9th, 2008. I have... Are you bringing us new... Oh, okay. It has been noted to me that there is a typo on page three of the minutes that the reference to Mrs. Codelesa twice left off the S and with that adjustment, are there any other proposed changes, corrections? Is there a motion? Second. Second. Second, Mr. Landis, all those in favor? Aye. Aye. Motion carries. Item five, the discussion of the Zoning Ordnance Plan. Work program, Ms. Kodalesa. Thank you very much. The Planning Commission has asked that we bring forward a general approach to the revision of the zoning ordinance. I provided you with a memo tonight that basically gives you an overview of what will be involved in this process and will be bringing back to you in the near future more detailed scope of each of these processes that we've laid out. But what I wanted to do was identify what the issues are in the zoning ordinance, what things we need to do to make it be a more effective document for our elected appointed officials for the staff and for people who have to use this ordinance every day in the community, both our citizens in our residential areas and in the commercial areas. We've identified, we've been going through over the last several months, word by word through this entire document, which is enormous and enormously complicated and has lots of cross references and have identified some content issues, some weaknesses and some major issues, which we've laid out in here that we think we can improve upon by using clearer definitions, better graphics, a better way of describing things in that ordinance that people can follow what they need to do as they're looking at developing their properties. The process will involve, as I said, this review of existing documents and then we'll get into the meetings with the elected officials, appointed officials and staff. At the same time as we're going through this overall process, which is a fairly long process. It can take, you know, a year or two to get through this process. There are few concurrent tracks which will be going along with things we need to get our arms around a little bit sooner. Some of those involve some residential district regulations. There are some fence issues, there are some issues with citing houses on lots in our neighborhoods. We've seen some issues with signs and parking. Whenever you go through a series of very constant special exceptions in various areas, you begin to need to look at one of two things. Are your ordinances real world and do they reflect what's really needed out there? And if they do, well, then you need to stick to them a little bit closer if they're not, then we need to adjust them so that we don't go through this constant process. There's some other things that are coming along which has to be Bay regulations are going to require some changes in the fall that we'll be going to look at. You've seen several issues related to the undergrounding of utilities go through that we're going to be looking at. So each of these are going to need further staff analysis but we wanted to provide you with this overview so you'd have an idea of what was coming down the pike. Thank you. Let's start on this side. If you got any questions or comments. No, at this time. Thank you, sir. Well planned agenda. You're like, you're just up in the kitchen. This will include the section for a form-based code. Yes. will include the section for a form-based code. Yes, this will run concurrently with the review of the comprehensive plan in which we'll start to bring in some of the elements of the master plan for Fairfax Boulevard and then we'll need to establish the appropriate implementation tools in this zoning ordinance. So yes, it'll include looking at all of those. Thank you. Would you like to move on to the National Community Planning Month discussion? Sure. This is something that I brought to you all. There are a lot of months declared for various things, but this is something this body has talked a lot about outreach. I've had experience in the past with planning things for the National Community Planning Month, which always occurs in October of each year. It has a different theme each year, and this year's theme is green communities, and what we can do, you know, to look at sort of green building and preservation of our environment. It'll dovetail nicely with some of the stuff we'll be doing in the fall with the Chesapeake Bay regulations, that sort of thing. There's also a World Town Planning Day which occurs in November, on November 8th of each year, and communities from all 31 different countries participated last year in having several different events. One of the reasons I think this is important, we talked about community outreach. I did one of those career days at Fairfax High School about six or eight years ago, and went in to talk about city planning and brought all these marvelous maps to show what planning was all about. And I was excited, the bell rang. You had the first 10 minutes of kids, and they kept swapping out. Well, the first 10 minutes of kids and they kept swapping out. Well, the first 10 minutes of kids came in and I looked at their faces and I said to the fellow in the front row, I said, so tell me, why are you here? Why are you interested in city planning? And he said, well, the astronaut one was full. So I decided that we really needed to get out in the community a little bit and see it in through the high school and various ways we could and through various community associations get the word out there. Why are we doing what we're doing? Why are you spending time each month looking over these plans and trying to relate it to a comprehensive plan and it'll kick off nicely our redoing the comprehensive plan. So what I've asked you to do is to think about this. You don't need an August so we're going to have some really good ideas we need to get them underway. So could you please think about I will bring back a list in your second meeting in July of suggested activities, some of which I hope you all will email and get to get to me. If you go up on APA's website you can see years in the past, you know what what types of activities communities have done. And I think it would be a good way to get the word out about planning in our community. We'll discuss that on July 28th. Correct. Okay, thank you. Would you like to segue right into the staff report? You've got several upcoming zoning text amendments, one dealing with fences in yards. So as you go about the community over the next few weeks, take a look at fences and where they're placed in front yards and backyards, types of fences. There have been concerns about particularly large privacy fences up in front yards and that kind of a walldoth stockade effect and see what you think generally about sentences in our communities where there are good examples and for examples we're taking pictures and we'll be talking about that issue. We will be finalizing in the next few weeks the wayfinding project, our consultant is working on a design to bring forward some consolidated signage and old town fair facts to help give us a brand if you will with colors and graphics that we can then carry forward to other things and to help people find parking, reparcing and the library and things in a little bit better way. And that will be, you'll see probably something revealing itself over the next few weeks actually being put in place in the downtown. Once the new council is seated, which is imminent, we'll be moving forward again with the master plan. And we've also invited the director of historic resources to come to a meeting in July to talk about recent activities that he has been shepherding through to create a list of historic resources and what the plans may be to try and prioritize them as we go through historic resources planning as part of our comprehensive plan review. And that ends this chapter. Thank you very much. Commissioner Cummins, Dr. Cahn. Mr. Chairman, I want to thank, and I want to commend the staff. First of all, two things I have noticed. First of all, I want to welcome a new miss Lopez. But I want to comment, too, thinking, I've been on the commission like there has been for almost eight years. This is the first time that we are getting the package in time, not only on Fridays, and so that gives us time to appreciate that very much, because I don't want to criticize, but that's a good change. Secondly, I also appreciate that you have taken on the geneing left by calling because I'm not that I'm not a parent call, but actually today for example, your call helped me to leave the work early. Otherwise, I would have been very late. So thank you for that instituting that call. Thank you, Mr. Kennedy. Thank you, Mr. Chair. Thank you, Mr. Kennedy. Mr. Len, I have a question. You said take a out of the country. Mr. Landis. Oh, comments tonight. Mr. Thoughta, tell them. I have a question about you said to take a look at fences. Don't we have a voter restriction of what fences can it come up to you in? No, we do not. There are restrictions on placing fences in site distance triangles at corners, sort of those safety issues. We do not have a restriction on the height of fences in front yards or the placement of fences in front yards. Now a lot of the plan developments and some of the communities that aren't plan developments do have covenants and restrictions. But in many of our older R1, R2, and R3 zoning districts, we do not. Okay, and we don't have any restrictions on materials in the room. Correct. Thank you. I don't have any comments, but one of the items that I forgot to mention in item 4 of our minutes. I don't believe we've approved the minutes of the May 12 meeting. A memory may be less than perfection and if it is imperfect then just be graceful and we'll check it. And move along if it is we need to bring it. Thank you all very much for your participation. Meeting is adjourned. Oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh, oh What do you rather?
