And that is to move item number three down in the order to between items five and six and make it item five, moving items four and five up to make them three and four respectively for the purpose of making that particular item a more collegial discussion with the historic resource folks and letting us have discussion and for the amended agenda. I've been coordinating with Ann Monday our school superintendent to find a project that students can do for your next month's meeting on green communities. I did talk to them about maybe doing a drawing contest for a post or something. Apparently that's quite a common request of the schools to do that sort of activity and she's having to pair it through, but we'll try and get something together so that it comes in before your next meeting. I would expect to have some kind of final submissions to you at your October meeting, which is the Green Communities meeting. And maybe do some sort of a brief awards program on November 10th so that folks are recognized on television thereafter. So that's what we're planning. Please note for your calendars, there is no meeting on October 13th. That is a city holiday. For our next several meetings, just for your planning purposes on 1027, we'll be doing a review of the environmental section of the comprehensive plan. We have a couple folks coming to talk to you. One about green building and sustainable development, particularly with respect to what other jurisdictions in the Metropolitan Washington area are doing and what we can be doing. Second, we'll have the city engineer with us to talk about the city's own floodplain and stormwater management programs as we go to look at that. Both meetings in November, we're looking to focus on Fairfax Boulevard and some of the have a work session on the 10th, perhaps continued with some public outreach and work session again on the 24th so that we can begin to get our arms around what is probably the most important thing that we'll be doing in terms of the comprehensive plan over the next few months. And then in December, as those of you who've been on for a while now, we're back to the capital improvement program that this body is responsible for reviewing. And in these tough economic times, I think you'll have your hands full taking a look at that. So that's what we have upcoming, and that's the staff report. Thank you very much. Are there any questions or comments, staff? Well let's turn to the old number three which is now the new number five, the discussion of historic resources. And I'll turn it over to Dr. Martin and Mr. Pumphrey. Thank you for coming today. Thank you. Thank you, Mr. Foster. And it's a pleasure to address this body again. I think the last time was early last spring when you, and now you have three new commission members. So my name is Chris Martin. I'm the historic resources director with the city staff. I also would like to introduce David Pumphrey, the current president of historic Fairfax City Inc. As you are aware, historic Fairfax advises the city on all matters, history related, including planning issues, which this body is particularly concerned with. Speaking with Ms. Codalesa on the planning staff, we have a goal to update and revise the comprehensive plan, historic resources section. And speaking with Ms. Codalesa, we have an additional goal of creating an appendix to that plan, which would be a historic property master plan, a sort of a more comprehensive document than just the couple of pages currently in the comprehensive plan. So we're really talking about updating two sections. And in the memo that I prepared for this meeting tonight, it was really intended as a starting point with eight goals, if you will. And they're fairly self-explanatory, but the first is to update both of those two documents and included in that would be a key issue that this body has been interested in since last winter. And that is deciding upon an inventory of historic resources, which would help all planning decisions that had been requested previously. And in that winter meeting, we referred this document, a survey update report produced by EHT Traceries in 19, excuse me, 2004, very comprehensive document. In fact, we see the historic properties master plan as utilizing a lot of this material, which follows the same format as master plans that other jurisdictions use. In other words, historic contexts are a key part of that list of historic properties. We also talked about possibly including a list of threatened properties or high priority properties on that list, that larger list. And, for example, the survey report intentionally surveyed the major transportation quarters, Lee Highway, Fairfax Boulevard, because of the redevelopment plans along those quarters, as well as recommending an expansion of our downtown national register historic district. That was a key recommendation. In fact, a draft of that expanded nomination is included in the end of this report. So I think between this meeting and our next one, if we could all maybe look at that, because I think a lot of the material in our historic properties master plan is included in this report. The list of properties is going to be key, however, and historic Fairfax has a subcommittee very active and interested in these planning issues. And we'll want to weigh in, as you know, a store fair that's all included in their board as several notable historians, many published historians as well. And we count on them when we go to do quick history on unknown properties. Included in the goals also or options for future treatment. Those all some might include in addition to expanding the historic district identification of other historic districts. The Fairfax Triangle district was identified as a potential national registered district in the early 1990s, I believe, as Karelessa was on staff at that time, and she was involved in that project. But nothing has been, we haven't taken full action on that. Creating a historic district, as you probably are aware, has a lot of political issues as well. It requires some buy-in from the community. And but we have recommended potential additions. And in addition to that list would be nominating certain specific properties that we might nominate specifically for the National Register to expand our list of five that currently exist. And the last two goals on our list are, of course, are involvement of historic Fairfax. And the challenge, of course, and strategy is to involve them early enough so that decisions can be made in a meaningful way. And I look for help and suggestions in doing that. We've had different methods of doing that from, for example, a previous list of upcoming projects that we would circulate to historic Fairfax. But as we talked internally, it's getting them involved early is I think can only be done when the project not necessarily when it becomes public, but when we, because we'll know about some projects earlier than the first submission. But that's, frankly, an item to really talk about and Mr. Pumphrey might have some ideas on that too. So we want to get their input earlier. I think that was what we heard clearly from you last winter. How to do that? We look forward to some suggestions on that. And with that, I'll close and maybe ask Mr. Pumper, he has any comments on improving the process or? Thank you. My thanks to the vision for allowing you to come and participate in this discussion. This is a very important part of the process for us. A group that's very dedicated to trying to maintain and preserve the historic assets that we have in the city, and we think that it is really one of the defining characteristics of the city. So as you probably know, we get pretty passionate about some of the things that go on, but the thing we don't like to be is coming passion up with latent process. So in the process terms that the earlier that we can perhaps be helpful as items are being considered, especially in the comprehensive plan process as we start building the framework for what we'll be doing, we really value that opportunity and look forward to doing that. We have a coming, a major expansion of the historic assets with the Blendum Interpretive Center will finally be opening. And I think that that begins to set up a new area for where we have historic resources. And we would also like to think about not only the specific buildings in the inventory, but how does the sort of changing of the historic assets we have affect different neighborhoods, perhaps different regions, because it's not just the building itself is sometimes how it's presented and how it's seen and it becomes important. So I think in the process of the Comprehensive Plan, looking at that as well as developing further this idea of sort of sensitive areas that require even greater scrutiny. So I think with that I'd be glad to answer any questions and discuss further how we might best proceed. All right. Top first that we'll defer to you, but after this we'll defer to Ms. Robinson. If you have any questions, okay. Mr. Baudicelli. I just being the new guy. I have some questions. What determines something to be an historic asset? That's probably a question that Chris will be able to answer better, but it is one of the points that we think could be useful just in the development of the first draft of the new section on historic and cultural resources is to come up with a clear set of criteria by which we're defining historic assets. Because I think that sometimes becomes an item of misunderstanding down the road when one person's historic asset is another person's building that is deserving of at least a good paint job, if not further work on it. So I think that we would like to sort of clarify that. I think in this inventory, and Chris, correct me, I think it was a 50, this inventory was buildings that were 50 years or more old that gave a beginning list, and then that was further scrutinized. But Chris, perhaps I've gone beyond my knowledge. Well, no, that's a great question. It's a key question to what we're doing, and typically localities follow the national register definition of historic significance, and model their criteria after the national register criteria, but but assigning local significance as a possible factor, as does actually the National Register itself. And those are four criteria, A, B, C, and D, A, as significant events, B, as significant for persons, C, as for architecture or design, and D, as for archaeology and prehistory. So even though the term historic property is the term that's used, it includes prehistoric and archaeology as well. Thank you. Dr. Conn. Mr. Chairman, first of all, let me say it again. What is your dinner? Excellent job, frankly, outlining the whole thing. And I commend you because you have, I mean, I don't need to say about you. You have a command of the issues. However, I want to make two comments. One number one is, all the problem we had in the past. I've been the commission for five years. That has been due to the item number four. If the, if, if, if many commission and historic society can focus on one item, that's number four, half of the problem really will disappear. And I think also, although all these things, eight of them are important, but I was looking at which are the two most critical ones. In my view, they're all of them critical, but in my view, if we focus on, I have the number four and seven, and enhance the role of the historic society in collaboration and conversation and discussion with the Planning Commission. And also, like what Alan was in his shane, identified ahead of time. So we did it like last time, I don't want to say, but last time we were here about to vote. And for example, I honestly did not know. I was all willing to vote for whatever that was, project. Once I heard the information was missing, I voted against the project. And there were some other people like me and that voted down. So the bottom line is appreciate your efforts. But if you can identify, you know focus on four and seven, it will make our job easier. I think and your job is easier. We appreciate your attention to what you have. Issues are important. Thank you. Mr. Chairman. Good to meet you. Mr. Cunningham. Yes, a couple of comments. I would second. I would second Dr. Conn in his comments at this time as I look at this group and note that we went through the comprehensive plan update process some five years ago. And that was largely done under the able leadership of Mr. Pumphrey's wife so that I have a feeling he's heard this before. In another venue, most definitely, but my recollection of what we went through five years ago is Dr. Conn and I were the two participants present tonight that actually were in that process. It dawns on me the corporate memory may be short along this line, but these are the issues that I think we were talking at that point, and I would like to thank Dr. Martin for providing the survey report that was done in 2004, because I think that gives a solicitor work from. But the issues that go beyond that, raised at that time were actions that we could take and trying to point and work with historic Fairfax ink to narrow the scope of this document down to something that we could have actionable and workable items. In other words, a priority list of what's most important on down to be able to address issues as they came along in a sense of where they come from. So I think we have an excellent list of priorities, but I think the areas that still need augmentation are a list of a top 10 list, if you will, of those properties that issues could come up with. And things that come to mind, the economic development authority next spring is going to come in businesses that have been in doing business in the city for 25 years, which represents longevity for them in an expectation of doing business. One of the businesses that probably would have been on that list, at least I remember it in 1981 I came here, was TT Reynolds. And it was downtown in a historic building. Well, it won't be here next spring. It's not here right now, and the building is being dealt with. It's one of the older buildings downtown, and as I understand it has significant structural issues that have to be dealt with, along with character issues. And while we may have some description on that kind of building that's in the middle of our historic district, I don't know what actions or role is being taken to, to deal with the building of that character, because that's the heart of the historic district we're trying to preserve. So actions in that and forethought to older buildings before the change comes up, as you alluded to, is important and a list that would identify those buildings that may not hit our radar screen for five years, 10 years, 15 years, but still they're going to and when they do, we need to be prepared to act. I would think would be important. And what comes to mind, there is the work that's been done on Blenum, but it steps forward then looking down the road at five chimneys, for instance. Is there something that we should be doing that involves not only the planning and the historical documentation, but proactive actions? Are there things that historic Fairfax could look at as fundraising if we're going to contemplate actions in the future on as fundraising if we're going to contemplate actions in the future on it and it's going to be significant. We'll go through good budget times and tight budget times before that action may or may not come up, but if we're at least moving in that direction, I think it provides assistance in being able to act as opportunities present themselves. So those actions as we had talked five years ago with all of us being new, we don't remember, but need to be resurrected periodically so we keep processes focused. And my thoughts would be along that line. The distillation of our 2004 historic review document into pages as outlined in your piece, Dr. Martin, that will whittle it down to something that's workable and can focus people's action and attention, I think would be helpful in our conflant process. And I look forward to continue discussion of this process as we go forward so that we're meeting the criteria as Mr. Pumphrey outlined of being proactive on these instead of reactive. And you'll maintain the ability to integrate the historic plan in the advance of other plans coming to the fore. Ms. Godelowski. What's several members of the board have said. There's a great quote that said the best time to protect a historic resources before it's threatened. And I think that's really what we're here doing is trying to, as you said, distill this document and other documents like it into a pyramid, if you will, of what is significant and what are the types of protection measures we can bring to bear on those. To determine significance and rank these, one of the things as Dr. Martin knows and has outlined and I know that Mr. Pumphrey knows is we've got to establish the historic context for these structures. And part of that historic context will lead us to what is significant, what treatments, what threats are there to this property, what types of protection measures are there out there, you know, strongest and surest way to protect something is to buy it, but that's not going to happen with all these properties. And what else, what other types of measures are there, different financial strategies, whether it's tax credits or some kind of fundraising effort, voluntary strategies, some things like awards and plaques and you know, some designations. And then we get to the little bit trickier areas of development regulation and laws. And those are important that those be developed as a result of policies that are adopted by a community. Legal protection for historic resources can't develop without establishing good public policy. And that public policy has to be supported by the public with a lot of popular support. Here in this jurisdiction, the main implementing body for these policies is the Board of Architectural Review. And they have a hand in hand relationship with city staff and with HFCI in carrying forward and implementing what's going on with respect to protecting our historic resources. To that end, we discussed earlier, I just discussed with Mr. Pumphrey bringing the BAR to the table and back to you because they need to tell you if the rules that they have to work with will get us to the end that you as a body and that HFCI would recommend. How can we strengthen their hand? How can we help them? They're charged in our city charter and by state code and by our regular zoning regulations with the review of treatment of historic structures even with the demolition of historic structures. So it's critical to make sure that they're at the table. We talked a little bit at your pleasure about having work sessions perhaps in February, coming to one in February with an outline of what this historic resources master plan would contain and with some input from the BAR and attendance with the BAR. Set up in the work session room, set around a table with the goal of saying, okay, this is the direction we're going in and then asking Dr. Martin to work on and with us on bringing back a full draft maybe in the April timeframe to talk to about so that everybody has time to work on these and identify these different resources and that's what I would suggest we go forward with if that's okay to everybody. Thank you. At the risk of being redundant, which I am sometimes accused of being, let me kind of echo the remarks of Ms. Kodelasa and Mr. Cunningham in their respective areas. It seems to me that this is a two-pronged issue that needs to be addressed. One part, the planning commission needs to address. The other part, to my mind, HFCI needs to address. Our concern is the comprehensive plan. So we need to have a section, and I won't try to define section at this juncture, that identifies maybe it's the threatened properties, maybe it's the top 10 biggies on the assessment list, because I don't believe in the final analysis the city council is gonna be comfortable putting 500 properties into the comprehensive plan. And I certainly wouldn't be comfortable recommending that. Once it becomes city policy, it would seem to me that the owners of these properties need to be notified that their property is in the comprehensive plan. And if they come to City Hall to do something, then all the alarm bells and the system go off. I am uncomfortable with the narrative of number seven, where you're talking about early notification. So there's sufficient time to identify affected historic properties. Part two of what I'm addressing is the HFCI plan, and I think there needs to be a proactive plan. This statement that you've put in here, to me, is a reactive approach. In the vernacular, it's like you're sitting waiting for somebody to tell you a property is threatened before you come forward. It would seem to me that HFCI needs to identify the properties that are important, but also needs to identify its approach toward fundraising, toward grant applications, toward the financial strength that it's going to need, because you can't ask counsel to buy every property that might be threatened. So there's got to be some external fundraising to my mind to create a viable financial organization to make this happen. If a property comes forward and let's use the PNC properties for example and the owner said okay we'll give them to you. Well what could HFCI do with that without having money to compensate the owner and out having land to Protect these structures So that's just kind of it to me it seems like it should be more of a business To protect these properties rather than a reactive process And I'm speaking to you on a proxy for the whole historical sentiment within the city which I think is very strong. But I think we need to have a more proactive approach to how this gets done and how these structures and parcels are protected as we go forward in the future. And they're not going to all be inexpensive either. There's going to have to be a lot of effort to be undertaken. I think your presentation has been very good and I appreciate you. And I'm not cutting off the questions now, but I also want to thank you for your time and your hard work. Do you have comments? Yes. Well, if I just may respond, I think one of the important things for us to do is to work out the various roles of organizations as Chris, as Dr. Martin, excuse me, had mentioned, HFCI is set up as an advisory body for the city. We're not established as an entity that can take ownership of properties nor we set up to individually do major fundraisers. We have done fundraisers for specific things we're about to start working with the historic resources staff on fundraisers for the Blenum property so we get that started and work in partnership there. So I don't think that you would ever see us in the role of becoming a property acquisition entity at least as we're currently structuring. But I think it's in that advisory role against the backdrop of the regulations that the city has in place and the policies the city has in place that we would see our major function. And I think that's a very important part of this process is to get all of that clarified as to the roles and the issues that we'll be taking on. And we very much agree with you that we need to be in a proactive sense rather than a reactive sense as we move forward. Well, having had some recent exposure to the budget at a personal level, it would seem to me that you have a very difficult situation. If Blinham came to market now, where could the city find the money to do it? And I think that's something that needs to be thought through. And maybe long term, the role of HFCI has to change. And that you take more, you know, maybe the city is always the owner, but maybe you take more of an active role in the acquisition of properties rather than just an advisory role. I don't know. I'm just throwing out thoughts one way or the other. Ms. Kodelas. Following on that, and I think this is a natural tie-in too. I think part of this historic resources master plan needs to involve education and outreach to the community because the more a community buys into the project, the more support, financial and otherwise that you have for this. So I think identifying the roles for education and outreach are huge. Also, and that's the big part of proactive is get out there. So I think identifying the roles for education and outreach are huge. Also, and that's the big part of proactive is get out there. Also, maybe, and we should identify in this plan appropriate links to other organizations around the community Fairpecks County, the general Washington DC area and even on a national level, organizations that both would help us with preservation activities, possible funding sources and grants, also organizations that could accept historic easements if we were able to obtain those on some of these properties. And so, you know, in working out the roles of the various organizations thinking outside the community as well. And if I just may second, I didn't introduce formally Jason Sutton, who is a planner on our staff who is now the board of architectural reviews representative. He has a strong background in historic preservation and is going to be working with Dr. Martin on this project trying to carry forward this forward to you all. He also has a background in land use planning and has an understanding of sort of both sides of the fence if you will. So I think it'll do you all good stead as we move forward with this process. Thank you. Mr. Robinson. One thing just to echo what you said, Mr. Foster, the city of Savannah, Georgia, which I'm sure you're all familiar with, actually found itself in the same type of situation with its historic properties. And I do believe he was a private citizen, Lee Adler, but they basically were able to form a trust kind of association along the same lines of what we're talking about. And while they started out as being reactive and trying to save these properties, it ended up being more proactive and they managed to buy a lot of the historic properties and pretty much revitalize the city. And now private residents are living there, but all the houses I've been there, it's amazing. And all the houses have historic markers and properties on them. And they were all deemed historic, but they were all, most of them, a good deal, then were purchased by this company. This, I don't know if it was a real-to-trust corporation or what, but the way it started and the way it came to be, it's well documented. And it might be something or a course of action that we could consider given the budgetary situation and given the fact that there is a vested interest in preserving these properties. It might be something to look into as a means of marrying the two and maybe saving some of the properties, at least what we deem to be the most important or have the most historical significance? I think we need to find something because I recognize from our own personal exposures it's difficult for municipal entities to apply for and be awarded grants of significant size. It's easier for historic organizations than, you know, grand tours tend to thank the municipalities have money so they'll give the grant to someone else. And it's just a hard, hard process, but I assume it can be done at some level, whether it's sufficient is another question altogether. Mr. Kennedy, in amplifying that and trying to leave it open, I recognize that the city is a participant in some of these actions in various ways and the ways the city participates runs the gamut from recognizing as Mr. Caledis said through recognition plaques, awards, and things like that to actually owning properties. And part of looking at a coherent approach to our historic properties has the city as one participant. And I know that that can be influenced by Dr. Martin, your work on staff and with historic Fairfax Inc. and with H.A. of C.I.'s role. But as I see those and look at some of the examples in discussions we've had, Mr. Foster mentioned the property at the corner of Judicial and Main Street that PNC Bank has gone through and HFCI did study and has written and participated in the process of that decision coming before. The city's role was merely the granting of permits in that case and adjudicating the discussion where there was disagreement with participants. The city is the owner when I come downtown of the old post office and work through the process in a major way as the owner to get the desired outcome for the Fairfax Village project. And that is still ongoing. And that's the other end of the spectrum of the city being a major participant in getting desired goals, none of which include the historic goals of the city with the redevelopment of that project. Now between those two, the City owns two what are considered, you know, somewhat older buildings, but not historic buildings at the corner of North Street and, I guess it's East Street at that point, instead of Old Lee Highway, and is considering redevelopment and commercial redevelopment. So the old surf shop and what is now the weight shop will be raised within the next couple of years. The city is a participant in owning that and helping in the redevelopment of that. When I get back to TT Reynolds as an example, the last owner before the current one was the city. The city bought the building in order to make adjustments to an easement and now is passing it on. So the city as an owner has had the ability to act in various ways if it wanted to do more than put an easement on the structure and help modify in the sale guidelines how the building could be used. It's a possibility but was someone participating in the process in terms of how do we save a historic building in the in the old town, and how will it be renovated? Well, we merely saved the face and the facade, cut off the back end and rebuild, and say that that's historic preservation, or how do we go through that process? So the city can be either an active participant or a benign participant and maybe a participant with one hand nothing active with the other. And I think a comprehensive plan and approach to these buildings as as they're important is part of what would bring these elements together and tie them together to meet the desired goal. Thank you. I think we need to obviously continue the discussion. From both directions, I will be the comprehensive plan part. Yours will be the strategic plan. And I think you need one to the extent that you can put it together. But we need a list and some narratives to start thinking about how we want to best express our commitment and what structures are the most important to us. All right, thank you. Thank you. Let's turn now to commission comments. We'll start with Mrs. Robbins. I'd like to thank you both for your presentation. It was very informative for me as the new member, both understanding what has happened in the past and what the problems are that we face going forward. And I look forward to coming back to this discussion and hopefully coming up with a solution that's beneficial to our historical properties, as well as our city's budget. Dr. Cohn. Mr. Chairman, I also echo what Mr. Nav city's budget. Dr. Khan? Mr. Chairman, I'll also echo what Mr. Roberts said. One thing I just want to add frankly is that I have been here like about 12 years in the city. The longer I stay, I more appreciate the historical aspect of the city, the significance of the living in this city, because it does have a lot of linkages from the past. So as I say, longer I stay, I am more committed frankly to make sure that there is a criteria or there are some kind of standards or some kind of hierarchy that we could accommodate what is most crucial is. And I think I'll agree with Mr. Chairman that we will not be, nobody can accommodate everything what you have, wish list. But the most important items are most in the near top of a hierarchy. At least this planning commission should consider very carefully. And in the last thing I would say in the planning document, what I personally would recommend really is that we should accept some principles that some guidelines are of the planning commission, not the list. I'm not saying the list is bad. You can have the list as a appendix, but it will be more helpful, useful to accept certain principles, certain criteria like the same criteria you're using to establish a hierarchy. That's what my personal views are. I don't know what my fellow other commission will think. Thank you. Mr. Lenz. Just want to thank you gentlemen for your time. I don't have any other comments this evening. Thank you. Mr. Botticelli. Again, echoing thank you, but I have one question. What is the Fairfax triangle district? You mentioned it, Dr It's an early the core of it is a street car suburb off Cedar Avenue. Maybe Miss Kotlessick and shed a little more light on that area also. Briefly my graduate school project was the Cedar Avenue historic district. I basically filmed the area going up 123 I actually fell off the back of a pickup truck. That's probably what happened. Basically involves the Cedar Avenue corridor. A lot of the old historic homes in that area. Another graduate student and I knocked on each door. Got some background on each of the properties from the folks there and wrote up a Cedar Ab of potential historic district. Looked at the criteria that Dr. Martin's always already mentioned that our national register criteria looked at the age of the properties, how well maintained they were, and made a recommendation that that area might be a good local residential historic district. Part of the issue with identifying historic districts, particularly if it involves multiple owners, and particularly residential, is there's pluses and minuses and people's minds to that. You know, there is documentation that there's value added by national register nomination. There's also concern that people have of being limited and what they can do because of it. So the political belief at the time, and this was in the early 90s, was unless the residents of that community came forward and said we want to be a historic district that the council really didn't want to pose that on them. There may be different owners, it may be a different time, it may be something that without reach we can say would you like to consider this and talk about again?
