Mayor Pro-Tem Barakat seconded Inc compliance with the California Political Reform Act, each City Councimember has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of participation in the decision-making process concerning City Attorney Reisman stated that there were no disclosures. All items on the Consent Calendar are considered by the City Council to be routine and will be enacted by one motion unless a Councilmember requests otherwise, in which case the item will be removed and considered by separate action. Ms. O'Shields led the City Council through a power point presentation covering topics such as Renewable Natural Gas (the goal is 5% by the end of 2022, 20% by 2030) and Shaping the Future with Green Hydrogen. Ms. O'Shields stated that Hydrogen will play an essential role as SoCalGas builds the cleanest, safest and most innovative energy company in America. City Manager Kearney stated that at the September meeting, the City Council adopted Resolution No. 22-24, approving the new contract which dedicates $149,538 toward the Community Services Officer (CSO) Program, and directed the City Manager to enter into an agreement with the City of Monrovia. After the September meeting, Staff discovered a clause that been approved by the Monrovia City Council, but was left off the Memorandum of Understanding (MOU) presented to the Bradbury City Council. The clause reads as follows: "The parties agree that Exhibit B may be amended by mutual agreement of the Monrovia and Bradbury City Managers after June 3, 2023 to reflect any applicable Labor/Wages cost changes associated with Monrovia's new labor agreements. Itis recommended that the City Council review the proposed MOU and direct the City Manager to enter into an agreement with the City of Monrovia for the CSO Program. Mayor Lathrop stated that Bradbury has no say in the increase. City Attorney Reisman replied that Bradbury City Council has the ability to decline and cancel the contract. Councilmember Barakat made a motion to direct the City Manager to enter into an agreement with the City of Monrovia for the CSO Program. The City Councii discussed the annexation in reiation to Bradbury's annexation efforts of a portion of Royal Oaks Drive North. The minutes reflect a motion, followed by an amended motion, to direct Staff to take the following action: First Motion: Councilmember Hale made a motion for Bradbury to continue with its current annexation plan through LAFCO and let Duarte annex the Manor. Mayor Pro-Tem Barakat Amended Motion: Councilmember Hale amended his motion for the City of Bradbury to do nothing, to withdraw our application with LAFO for the annexation of a portion of Royal Oaks Drive North and to send a letter to the County to ask them to maintain the trail in front of the Manor. Mayor Pro-Tem Staff's interpretation of the City Council's action was to withdraw the annexation application of a portion of Royal Oaks Drive North if the City of Duarte decides to move forward with its own efforts to annex the road and Retirement Community. But if Duarte does not file an application, then Bradbury shall continue with its annexation application for a portion of Royal Oaks Drive North. Since Duarte has not yet indicated annexation intentions with LAFCO, Staff has not withdrawn Bradbury's application. Staff has also not sent a letter to the IfStaffs interpretation of the City Council's direction is correct, then Council should clarify its intention with an official motion. Mayor Lathrop stated that we should not wait for Duarte and move forward with our application to annex the portion of Royal Mayor Lathrop made a motion for the City of Bradbury to continue its application with LAFCO for the annexation of a portion of Royal Oaks Drive North. Ift the City of Duarte officially decides to annex the Royal Oaks Retirement Community and the southern portion of the road south of the Retirement, the City of Bradbury shall withdraw its LAFCO application and send a letter to Los Angeles County requesting that it maintain the trail south of the Retirement Community. The City Council was not in favor, but offered to swap the June First Friday Closure with Juneteenth. The decision was for City Hall to continue to close on the first Friday in June and be open for business on Juneteenth. Mayor Pro-Tem Barakat stated that his wife, Jan Barakat, would be a good candidate. Mayor Lathrop suggested that Staff look into the cost of insulating SCE electrical wires to reduce fire risk.
