Dwayne Keckley, President of American Legion Post 108 motorcycle riders- He said he discussed the Veteran's s Parade special event permit with thel Police Chief. He requested funding from the City to fund the event. He said the Legion usually spends about $6,000 each year to put on this event and I would like to ask if the City Council can help with the porta-potties and Ledger advertising costs. Mayor Stimpson responded that it sounds that the request is about $1,200 and that he feels that the Council would probably be able to help with that. Mayor directed the request to be added Vice-Mayor Gonsalves stated that she and Chief of Police Mynderup and I have been in correspondence regarding a camper that has been on City property a long time. VM Gonsalves asked Attorney Nelson and PD ChiefMynderup, ifthere is any type of ordinance that the City can impose on the public property for no more than 72 hr. parking? Attorney Nelson responded that hc's looked at anti-camping ordinances and the gth Circuit came down with the Boise decision, which prohibits us from banning those. We did a modified ban at certain important infrastructure areas, last year. Chief Mynderup responded, the City has the72-hr. ordinance, but sometimes PD tries to help individuals out. At this time, the Dept. is trying to help this individual out by getting his van out ofthere. ChiefMynderup gave more details ofthei individual and his situation and said that the city can impose the 72-hr. ordinance ifthe Council chooses. The individual is a citizen of the County. Attorney Nelson suggested to avoid un-agenda discussion, this issue can be added toa John Georgette, Jackson resident, said he's here regarding the Pitt St. bridge. He referred to Cal- Trans inspection reports. (Mr. Georgette brought copies to the Mayor and Council Members). He continued, that at the November 20, 2021, Council Meeting, the Council was requesting the City Engineer tol bring back some options to fix the bridge. Mayor Stimpson stated that the City Engineer is looking to see ift they can keep the same look ofthe Pitt St. Bridge. Council directed to add this Atul Patel, the owner ofHoliday Inn Express in Jackson. He said, his hotel collects a lot ofTOT funds for the City. A few years ago, he had requested the City to consider repaving Shopping Dr. which is adjacent to our property and it's also common access for DMV and the Jackson Cinema. He continued, that he just purchased another property on the circle, and will develop it into 6-8 multi-family properties, which will bring more residents and more revenue to the City. The meeting was basically talking about preparing for the 100th year anniversary oft the Argonaut Mine Disaster. Both the PD and FD: are both getting new vehicles, which are funded by special funds or grant funds. Under the general fund, the insurances keep Staffing costs also included a few new positions: Permit Technician for Building Dept., PT Administrative Assistant and 1FT Firefighter (under the measure M fund). There'll be a 5% COLA Utility fund- the sewer fund is doing well. The sewer rates are a 3-year cycle which will expire 6/30/2023. The City will need to considera a new rate study and modify the rate. going up and some are doubled. We can balance the general fund. increase for employees on January 1,2 2023. The water fund is not as solvent, as we had hoped for.
