Any person may address the Council at this time on any subject within the jurisdiction oft the City Linda Gonzales came to the Council meeting to discuss the upcoming 100-year Anniversary of the Argonaut Mine Disaster. The Kennedy Mine Committee is planning ai month-long commemoration for 8/27-9/25. There will be a banner installed on Main Street on 8/25 through 9/25. The Committee is requesting a waiver ofthe $100 banner install/removal. Ms. Gonzales is asking the City Council to draft and sign al Proclamation to recognize the anniversary and commitment for the community to come together. Ms. Gonzales said there are approximately 138 miners and/or rescuers from all over the US and as far as Serbia, coming to this commemoration. The travelers will be utilizing our hotels and restaurants for their stay in Jackson, which will bring money to Jackson. There will be 2 days of Cemetery services on 9/22 and 9/24( (100 years to the day), held at all 3 cemeteries. Also, there will be a community event at the Kennedy Mine and a shuttle service to the Argonaut mine, which will have a machine shop, electric demo, and music events. Docents will also be there doing Living History and a re-creation ofthe Vaudeville Show. The final event will be a concert on Sunday at the Kennedy Mine Amphitheatre. Ms. Gonzales is asking what we need to do for the traffic control through graveyards and the shuttle service from Kennedy Mine to Argonaut Mine. The Council responded that the event will need to be coordinated with both Law Enforcement and Public Works. Council directed the request being Council. She said that they live by Mr. McDaniel's, who was at the last City Council meeting speaking about the Brights Alley Way. She said that Mc Daniel's had spoken to her and her husband about the fence he was building in the alley way and that they have no problem with it. They. just want all neighbors to get along. Mayor Stimpson stated that the Brights Alley Way has been resolved and thanked them for their John Georgette, ai resident of Jackson, spoke next. Mr. Georgette commented that when he first saw that Ampine. Fire started, he was conçerned that the historical Argonaut Mine might be on fire. He said he appreciated Jackson's historical sites, including the Argonaut Mine, Kennedy Mine, Cemeteries, Museum and Pitt St. Bridge. Mr. Georgette continued on to express his concern about the future Pitt St. Bridge project. He was concerned that the project would replace the bridge without enough consideration ofits historical background and charm. input. 4. CONSENT CALENDAR. CM Godde asked if anyone was arrested and Chief Mynderup said not yet, they are still trying to track down the suspects and they have leads. July 4th, Electra Fire. Itexted Sheriff Redman to ask whatever he needed; we will do. Redman pulled the big red handle on 7/5. Most ofour personnel reacted and headed out to help with the evacuations. Kudos to Sheriff'sl Dept. for their quick action, and major kudos June 11-Iattended the Historic Jackson Business Association Meeting with CM Godde. They talked about parking enforcement issues, happy there are less skateboarders on Main July 14-Iattended a school safety meeting, along with Sheriff Redman, Chief's from the other 2 cities and along with School Superintendent, Tori Gibson. Obviously, the Uvalde, Texas shooting is heavy on the school's mind. We want to get an early start on training teachers and staff on the newest procedures, ifthey have an active shooter. We talked about doing another active shooter training at one oft the High Schools. We also have a lot ofnew administration in the School District. We will be scheduling some campus walk throughs, as we try to get al hold on weak points in the schools, in case ofa fire, active shooter or other Wel had a subject overdose on Fentanyl last Friday. He was out on his own recognizances from being charged with sales of Fentanyl and while out, he overdosed. He was ordered to show up to Probation this morning for a drug test and of course he didn't show up. So, several officers went to his residence and he was arrested for possession of11 grams of Fentanyl. Fentanyl is up here. It's everywhere and it's very dangerous. Sutter St. extension project isr making progress and hopefully in August they will have a model sO we can envision how Wel have sent out 4 RPF's for the following Federal Aide projects: Pitt St. Bridge, French Bar Bridge, South Avenue Bridge and Highway 49 lighting project. Funding is passed down Wastewater treatment plant-National pollutant discharge elimination permit is due next year. 5-year permit. We lost al lot ofsewer plant capacity when we did this last time. Moving forward this year we will work toward not losing a lot ofc capacity while doing the testing. The wastewater treatment plant has been working hard to not have any noticeable violations. the round-about will work. by Caltrans. We are getting a lot ofinterest on1 the RFP's. The possible solution they came up with was to be able tol hook to the City sewer system. There is a grant available, and staffi is researching it. This will be Budget- We have been working on the budget. I'm waiting on the Mayor and CM Simmons to get together to talk about this. Meanwhile I'm helping, with accounting, to sort it out on The City received a $320,000 grant, from DTSC (the Dept. ofToxic Substance Control), to doi investigation work for the Oro De Amador property. We sent out the 218 letters inl May 2022. So far, we have received 5 protest letters in the mail and tonight a gentleman brought in 1 protest letter. We sent out over 2,000 letters and in order to defeat the proposed rate increases, we would have had to have 1.000-+ protest letters. At this point we are far below that threshold. Att the City Council's discretion if you would like to propose al Motion to adopt the rate increase. It'sa3 3-year proposed increase as follows: 1St year is 6.98% increase and both years 2 and 3 are up to an 8% increase. All are effective ACES Waste Services, Paul Molinelli Jr. said that the 3-year rate will cap the rates at 8%. Ifcosts don'ti increase dramatically, then prices in 2023 and 2024, may not be 8%, but just al little less than that. Costs for gas, transportation and employee wages have all increased. We are going to purchase markers for the unmarked graves, which will be put in cement. Wel have rod iron fencing to be repaired. Headstones to be fixed. We are asking for $5,000 over the next 2 years. Mayor Stimpson asked for public comments on the issue. Tracy Towner- Asked ifthere is al budget for the Cemetery? City Manager Kimball stated the Committee has a small budget to do the work they need to do. Tracy suggested to budget aj portion from the TOT budget for the Cemetery Committee each year, instead ofhaving them come and ask each year for money. $5,000 a year would be al better investment each year for the Cemetery CM Godde stated that, the public donates to the cemetery and reminded everyone that Adam Dalton City Manager Kimball added that, Supervisor Pat Crew donated $1000 to the Cemetery Committee for Committee. City Manager Kimball gave an introduction to the TOT Grant awards. She said the City Council decided to allocate 30K for TOT grants and received 5 proposals. The TOT Committee met on 7/13/2022, in which CM McLean and Paul Molinelli, Jr are on the committee. Four oft the recommended proposals were chosen to receive funds: Amador County Chamber of Commerce $5,000; Council ofTourism $5,000 (they asked for $8,000); D'Place Entertainment $7,000 (they asked for $15,000); Historic. Jackson Business Association $10,000 (they asked for $18,000). So all together, we awarded $27,000 in grant awards. We have brought this to the City Council for CM Simmons asked City Manager Kimball, "Have we given money to private business before?" Both approval. Jackson Cinema, but we will not award them funds until we: receive information that they have signed plans to re-open the Cinema. CM Simmons had a question for Attorney Nelson. He said his company does a lot ofwork for Bart and Maura Gilman and Maura Gilman is one ofthe owners ofthat theatre. Most likely P'II be doing some work out there. So, should I abstain from this discussion? Attorney Nelson stated that in an abundance of caution that CM Simmons abstain from the Council discussing this matter. CM McLean stated some TOT grant proposals did not make the cut. The good thing about this is, now wel have the Historic Business Association, Chamber of Commerce and the Visitors of Amador County all in Jackson now. This is a great opportunity for them all to work together. CM Godde had a question on D'Place deadline, to see ifthey are actually going to open the theatre and receive the grant award. CM McLean responded, "We willl have to discuss with D'Place and find out when they have an answer on establishing the new Cinema. There will be no money granted to them, until wel have proofthey have the deal to open the theatre." Mayor asked, "Any public comment on this?" for public comment. Lana Vukovich- Iam ai former owner ofthe. Jackson Cinema, but the owner oft the DMV bldg., the Holiday Inn, which gives you' TOT, and the new theatre owners and the State ofCA has requested of me to fix the road between thel Holiday Inn and the DMV because it's quite torn up. Ifsomeone wants to tell me the procedure ofhow I can get some money to fix this I would like tol know. Mayor Stimpson asked, "So, we are talking about Shopping Dr.?" Lana Vukovich replied "Yes". Mayor said Lana has been on me for a while and I've talked to City Manager Kimball about this. Mayor asked City Manager Kimball, where are we at with any SB1 dollars for this? City Manager Kimball replied, the City Council has adopted ai resolution for SB1 money to fix Mattley St. slope. SB1 money that we received is about $23K a year, which you can't do anything with that amount. Although, we are now receiving about 70-80K this year and 90K next year. We have been saving it up, and adding some transportation funds to dol Hoffman, Stasal, Court St. and Summit St. We really need to fix Mattley St. slope as it has a drainage safety issue. Wel have other funding for transportation concerning the priority for road repairs. We have a PCI (paving condition index), that looks at the condition oft the roads. Idid not see Shopping Dr. on the list being a priority. Ifthe City Council directs us, to make Shopping Dr. aj priority, we could use TOT and/or American Recovery Plan Act (ARPA).
