JACKSON City Council Special Meeting Minutes March 17, 2020 JACKSON ALIFORNIA Meeting was open to Council Members and the Public via Teleconference Robert Stimpson, Mayor Connie Gonsalves, Vice-Mayor Wayne Garibaldi Keith Sweet - via teleconference COUNCIL MEMBERS ABSENT: John Georgette - City Clerk Yvonne Kimball - City Manager Max Godde - Public Works Superintendent Debbie Mackey - Fire Chief Chris Mynderup - Police Chief Patti Ungaro - Administrative Assistant Marilyn Lewis Mayor Stimpson called the meeting to order at 6:31 p.m. PLEDGE OF. ALLEGIANCE TO THE FLAG. Mayor Stimpson led the Pledge of Allegiance. 1. APPROVAL OF AGENDA. Motion to approve the City Council Special. Agenda dated March 17, 2020. Moved by Vice Mayor Gonsalves, seconded. by Councilmember Garibaldi, and carried by a 4t0 Oroll call vote: AYES: Stimpson, Gonsalves, Garibaldi, Sweet NOES: None ABSENT: Lewis ABSTAIN: None 2. These audio recordings provide an accurate and comprehensive backup ofCity council deliberations and citizen discussion. a) Discussion - COVID-19 How to Proceed. Vice Mayor Gonsalves reported she and Mayor Stimpson held a Department Head Meeting to collect any concerns and ideas on how to move forward at this point. She continued to review the concerns and ideas from the Administration Office. Following the review, Mayor opened to Council for discussion. Mayor Stimpson stated Jackson Police Department already closed their Lobby door and suggests City Hall do the same to limit access from the Public and to protect the employees. All council members agreed to Council member Sweet had one concern with the waste water department with only 3 employees in close quarters. Should one get sick and get exposed, there would be nobody to manage the plant. He suggested staggered work hours and/or a rotating schedule. Mayor Stimpson asked Mayor Peters, Sutter Creek,who was a caller, ifthey had implemented staggered work hours, which he: said they had. Mayor Peters closing the City Hall doors to the public. Jackson City Council Minutes March 17,2020 recommended Jackson City Manager to reach out to his City Manager on how they implemented their staggered schedule. One ofCity Manager Kimball's concerns regarding changing work hours would require an agreement with the SEIU. City Attorney Nelson confirmed that he will work with CM Kimball and the department heads to work out a game plan and coordinate with the union as appropriate. It was later added by Sutter Creek City Manager who called in and indicated that that the exempt employees are covering the essential services. Mayor Stimpson opened up for Public Comment. Mail delivery to City Hall was questioned and answered that wel have a drop box outside of building. After hearing no further Public Comments, Mayor Stimpson brought back to the Council. After no further Mayor Stimpson proceeded with closing the. Jackson City Hall doors to walk-in traffic effective immediately starting Wednesday, March 18, 2020 until further notice as things are changing rapidly. The City website will also be updated with the closure notice and how services will be provided behind closed doors. comments from the Council, Mayor Stimpson stated Council's direction. b) Resolution to Declare Local Emergency Regarding COVID-19. City Attorney Nelson brought forward to Council aj proposed resolution to declare a local emergency under the applicable provisions ofthe government code and in line with what the state has done as we are already ina a statewide emergency. The county is or already has declared an emergency in Amador County as well. CA Nelson addressed Council member Garibaldi's question regarding Governor Newsom'sp press release about a temporary abatement ofevictions and the like for those that may be affected. Nelson clarified that Newsom's declaration on the utility shut-offwas for the California Public Utilities Commission to prepare regular reports on what public or private utilities are doing on this. This would mean for us suspending the provisions oft the municipal code which allow us to terminate water for non-payment. Mayor Stimpson CM Garibaldi stated there was additional guidance extended beyond utilities. CA Nelson stated the Governor's executive order clarified that cities can adopt additional provisions to protect renters and this item was not discussed and not included in the draft resolution brought forward tonight Ifthe council didn't want to act on these provisions tonight, would be to accept the resolution as written and directing us to bring back a consideration ofthat additional protection at the next meeting. Discussion was held regarding the necessary language to be covered around the additional protection revolving around this emergency and time Mayor opened for Public Comment, after hearing none. Mayor Stimpson returned to Council forai roll call City Manager Kimball brought forward a clarification from a discussion with the hospital CEO that there are currently no confirmed cases in Amador County as it ist mentioned in the proposed resolution. CA Nelson confirmed this was the conclusion from the office that this would not happen. period limitations. vote. stated the Council can adopt this resolution with removing the referenced paragraph. Moved by Councilmember Garibaldi, seconded. by Vice. Mayor Gonsalves, and carried by a 41 to 0 roll call vote: AYES: Stimpson Gonsalves, Garibaldi, Sweet NOES: None ABSENT: Lewis ABSTAIN: None 7.
