MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BRADBURY HELD ON TUESDAY,JULY2 21, 2020 EXECUTIVE ORDER N-25-20: Pursuant to Governor Newsom's Executive Order N-25-20, the City is allowing Council Members, Staff and the public to participate in this City Council meeting by means of a Zoom video or telephone call. Participants will be able to hear the entire proceedings (other than the Closed Session) and be able to speak during Public Comment, Public Hearing, and other authorized times. Members of the public must maintain silence and mute their micropnones and telephones except during The Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Lewis at 7:00 p.m. followed by the PRESENT: Mayor Lews, Mayor Pro-Tem Bruny, Councilmembers Lathrop, Barakat and Hale those times. Mayor Pro-Tem Bruny seconded Councimember has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of participation in the decision-making process concerning Councilmember Lathrop stated that he has to abstain from voting on Resolution No. 20-12 because the law firm he works for represents the San Gabriel Valley Council of Governments. All items on the Consent Calendar are considered by the City Council to be routine and will be enacted by one motion unless a Councilmember requests otherwise, in which case the item will be removed and considered by separate action. AGREEMENT City Manager Kearney stated that the Los Angeles County BETWEEN THE LA COUNTY FLOOD CONTROL DISTRICT. AND THE CITY OF BRADBURY FOR THE SAFE CLEAN WATER PROGRAM. AND ADOPTION OF RESOLUTION NO. 20-11: Measure W was passed on November 6, 2018 and created the Safe Clean Water Program. As part of the County Ordinance that established the Program, municipalities must enter into a Transfer Agreement with the County Flood Control District to receive Safe Clean Water funds. The disbursement of funds to municipalities is contingent upon a city developing an expenditure plan. Resolution No. 20-11 outlines the City of Itis recommended that the City Council review the Transfer Agreement and authorize the Mayor to sign both the Projections for the City of Bradbury suggest that the City would be receiving approximately $60,000 annually for the portion The City of Bradbury's $60,000 allocation of Safe Clean Water funds shall be allocated to the City's total share of $77,553.30 for the creation and finalization of the Rio Hondo/San Gabriel River Water Quality Group's Multi-Benefit Stormwater Project Councimember Lathrop proposed to wait to see what the City of Los Angeles is going to do before adopting the Transfer Agreement. City Attorney Reisman stated that changes to the Transfer Agreement are not expected and would have to go Councimember Barakat made a motion to adopt the Transfer Agreement with the County Flood Control District to receive Safe Clean Water funds and to adopt Resolution No. 20-11 allocating funds from the Safe Clean Water Program. This item was on the June agenda and postponed to the July meeting. Staff is seeking direction from City Council on how to proceed should the Council desire to audio/video record and/or live stream meetings. It was the consensus of the City Council not to pursue this matter any further. No further action was taken. City Manager Kearney stated that the City Council reorganized at the July meeting and needs to discuss the membership and alternate to the San Gabriel Valley Council of Govern- ments requires to be adopted by Resolution. Iti is recommended that the City Council designate City Council Members to organizations and associations and adopt Resolution No. 20-12 designating a representative as the voting member and alternate to the San Gabriel Valley COG.
