MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BRADBURY HELD ON TUESDAY, OCTOBER 20, 2020 EXECUTIVE ORDER N-25-20: Pursuant to Governor Newsom's Executive Order N-25-20, the City is allowing Council Members, Staff and the public to participate in this City Council meeting by means of a Zoom video or telephone call. Participants will be able to hear the entire proceedings (other than the Closed Session) and be able to speak during Public Comment, Public Hearing, and other authorized times. Members of the public must maintain silence and mute their micropnones and telephones except during The Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Lewis at 7:00 p.m. followed by the PRESENT: Mayor Lewis, Mayor Pro-Tem Bruny, Councimembers Lathrop, Barakat and Hale those times. Mayor Pro-Tem Bruny seconded Inc compliance with the California Political Reform. Act, each City Councilmember has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of participation in the decision-making: process concerning agenda items. City Attorney Reisman stated there were none. Serena Burnett, Public Safety Committee (PSC) member, wanted to give the City Council an update on what the PSC has been working on. At its October gth meeting, the Committee discussed how to get more residents to sign up for Connect CTY. After the November 3 election, the City will send out postcards to all residents regarding Connect CTY sign-up. The Committee is also proposing that the City purchase ham radios. Ms. Burnett proposed monthly updates from the PSC at City Council Meetings. The City Council also requested additional information on three (3). potential projects since the City currently has $162,955 in restricted road funds to spend on road improvements. These projects are the Bradbury Road Widening, Royal Oaks Drive North Curb Extension, and Lemon Avenue Street Curb Replacement. City Engineer Gilbertson and Municipal Services Engineer Leveillee were online to answer questions. City Manager Kearney sent an email to the City Council this afternoon with the Cost Estimate Work Sheet for the Bradbury Road/Wildrose Avenue Widening, Phases I and II. The cost The City receives approximately $90,690 every year from various restricted funding sources. There is currently al balance of$162,9551 in the City's accounts, and the City Council has the option to spend it on road improvement projects. Regulations call for a 3-year limit in holding funds, but allow for an exception ifan eligible project is reviewed in approved in advance. This means the City can save money for additional years, should there be a desire to fund a project or projects that exceed the Itis recommended that the City Council direct staff on how to proceed with spending the City's restricted road funding. The City Council discussed the Royal Oaks Drive North Curb Extension Project and decided that this project should be tied in with the development of 1901 Royal Oaks Drive North. Councimember Hale stated that Bradbury Road is only 18 feet wide with trailer trucks coming in through the entrance of the Bradbury Estates. Thisi is a very dangerous situation. Councimember Barakat made a motion to move forward with Phase 1 of the Bradbury Road/Wildrose Avenue Widening and to have RKA draw up plans. The argument is that PSC members would benefit from having identification if they were going from door-to-door to have neighbors sign up for the City's emergency notification system. Additionally, many PSC member have CERT and/or have first aid training, and having identification might give them better access to assist first Itis recommended that the City Council discuss ID cards for the Public Safety Committee members. Should the City Council desire to provide City issued ID card to PSC members, staff could return with a policy regulating usage of the ID cards. Councimember Barakat stated that City Councilmembers used to get ID card from the Sheriffs Department. City Manager Kearney stated that the City currently has a surplus of $11,356 in CalRecycle funds. Int the past there have been challenges expending these monies, as funds are restricted and may only be utilized to support activities related to container recycling and litter abatement. During Fiscal Year 2019-20 the City move forward with a grant program that would facilitate the expenditure of the City's surplus CalRecycle funds. Last year, the City partnered with the City of Duarte in sponsoring their Earth Day event, and with the City of Azusa in sponsoring their Discovery Club, a pilot environmental program. The benefits of partnering with al local agency is that it allows the City to provide funds in an appropriate way without having to return them to the State. The funding source is the California Redemption Value (CRV) premium that is paid when consumers purchase beverages in glass bottles, cans and plastic containers. Funding is distributed on an annual Bradbury is entitled to receive $5,000 each year, and applying for the funds is a simple as completing a form online. Mayor Pro-Tem Bruny stated that she knows people who are helping with the Monrovia Canyon clean-up. City Manager Kearney stated that on September 3, 2020 each City Councimember received an email from Torrance City Councilmember Mike Griffiths asking the City of Bradbury to join a coalition called' "California Cities for Local Control." The primary purpose of forming this Coalition is to send a message to State and external stakenolders that there is a growing movement among cities expressing support for greater local control over housing and zoning issues. There is no cost To date, there have been a number of cities that have passed a resolution in support of the California Citizens for Local Control coalition. These cities include Beverly Hills, Big Bear Lake, Brawley, Buellton, El Segundo, Glendora, Hawthorne, Hidden Hills, Lawndale, Lomita, Manhattan Beach, Parlier, Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills, basis based on a per capita formula. APPROVED: NOES: None ABSENT: None ABSTAIN: None Motion passed 5:0 DISCUSSION ON SPENDING EXCESS COVID-19 FUNDS: City Manager Kearney stated that the City of Bradbury has approximately $40,000 in unspent COVID-19 restricted grant funds. The State might end the program at the end of October instead of December. If the grant ends in October, Bradbury could either donate the remaining funds or return it to the State. The recent Federal CARES Act established the $150 billion Coronavirus Relief Fund (CRF). Through the CRF, The CARES Act provides for payments State, Local, and Tribal Governments navigating the impact of COVID-19. The CARES Act requires that the payments from the CRF only be used to cover expenses that: 1. Are necessary expenditures incurred due to the public health emergency related to COVID-19; and 2. Were not accounted for in the budget most recently approved as part of Fiscal Year 2020-2021 Based on Bradbury's population, the City received $50,000 in COVID-19 funding. To date, the City has spent approximately $10,000. Some of these expenses include purchasing cleaning supplies and face masks. Funds were also used to support ZOOM capabilities and other related technology expenses to support remote meetings.
