MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BRADBURY HELD ON TUESDAY, JANUARY 16, 2018 MEETING CALLED TO ORDER: The Regular Meeting of the City Council oft the City of Bradbury was called to order by Mayor Lathrop at 7:00 p.m. Mayor Lathrop led the Pledge of Allegiance. PRESENT: Mayor Lathrop, Mayor Pro-Tem Pycz, Councilmembers Barakat, Hale and Lewis STAFF: City Manager Kearney, City Attorney Reisman, City Clerk Saldana. and Management Analyst Santos Leon Councimember Hale made a motion to approve the agenda to proceed with City business. City Manager Kearney apologized for the incorrect language in the memo and stated that the language in Ordinance No. 351 was correct. The City released a Request for Grant Proposals to solicit proposed projects from neighboring cities, educational institutions and non-profit organizations. As a result, the City received proposals from the The City of Azusa is seeking $2,500 to support their Discovery Club and Science to-go Kits. The Azusa Library would like to debut the Discovery Club in March 2018 to promote literary and STEMISTEAM education through exposure of environmental The City of Duarte is seeking $2,000 to fund its annual Earth Day Celebration. ANNUAL APPRCIATION EVENT: Management Analyst Santos Leon stated that the City Council budgeted $1,200 in Fiscal Year 2017-18 for an appreciation event for the Planning Commission, committee members and staff. ANNUAL APPRCIATION EVENT: At the December meeting Council suggested consideration of Bella Sera in Monrovia and Villa Italia Ristorante in Duarte as potential locations for the event. Staff reached out to the suggested restaurants to inquire about pricing, menu options Staff recommends that the City Council review the proposed options and provide staff with direction on how to move forward Mayor Lathrop inquired about giveaways. City Manager Kearney stated that giveaways are not included in the $1,200 Mayor Pro-Tem Pycz preferred Villa Italia, stating that he likes Mayor Lathrop suggested to hold the event at Villa Italia this Management Analyst Santos Leon stated that Villa Italia does not have a private room for the event, but Bella Sera does. City Manager Kearney asked what kind of atmosphere Council is Mayor Pro-Tem Pycz changed his mind stating that he would Councimember Barakat made a motion to hold the Annual Appreciation Event at Bella Sera on Wednesday, March 21, 2018 at 6:30 pm. Measure CC will be voted on at the June 5, 2018 General Municipal Election. Councilmember Hale inquired if we are set on the percentage. City Manager Kearney replied that the City Council voted in December to set the rate on gas, electric, cable, trash and telecommunications at 1% the first year (not to exceed 7.5%) and 0.5% on water the first year (not to exceed 3.75%). Councilmember Lewis agreed to write the Argument in Favor. Councilmember Hale stated that he will endorsei it. This was a discussion item only. No further action was taken City Manager Kearney stated that the breakfast meeting with Supervisor Barger is scheduled for Friday, February 9 at 8 am and that we need to submit agenda items for discussion.
