MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BRADBURY HELD ON TUESDAY, JANUARY 14, 2020  MEETING CALLED TO ORDER:  The Adjourned Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Hale at 7:00 p.m. followed by the Pledge of Allegiance. PRESENT: Mayor Hale, Mayor Pro-Tem Lewis, Counciimembers Bruny, Lathrop and Barakat  ROLL CALL:  ABSENT: None  STAFF: City Manager Kearney, City Attorney Reisman, City Clerk Saldana and Management Analyst Santos Leon Mayor Pro-Tem Lewis made a motion to approve the agenda to proceed with City business. Councimember Barakat seconded Inc compliance with the California Political Reform Act, each City Councilmember has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of participation in the decision-making: process concerning City Attorney Reisman stated that he was not aware of any. MOTION TO APPROVE CONSENT CALENDAR: APPROVED:  call vote:  AYES: Mayor Hale, Mayor Pro-Tem Lewis, Councilmembers Bruny, Lathrop and Barakat  NOES: None ABSENT: None Motion passed 5:0  Minutes CC Meeting January 14, 2020 Page 1of4    AWARD OF CAL RECYCLE GRANT PROPOSALS:  Management Analyst Santos Leon stated that in order to expend $11,356 of surplus CalRecycle restricted funds, the City released a Request for Grant Proposals to solicit proposed projects from neighboring cities, educational institutions, and nonprofit organizations during the month of December 2019. The City received three proposals from the cities of Azusa, Itis recommended that the City Council allocate funding for the projects proposed by the Azusa, Duarte and Monrovia. The City of Azusa is seeking $2,500 to support their ongoing Discovery Club. The program is comprised of two components. The first involves to-go experiment kits designed for youth in grades 3 to 5. Each kit promotes one subject area using literature and templates for a science-related activity. The second component involves lab activities with real worid applications for hands-on learning. If awarded, the program will be made available to Bradbury youth interested in participating. The City of Duarte is seeking $2,500 to fund its annual Earth Day celebration. In previous years, Bradbury and Duarte have collaborated to raise awareness on the importance of keeping a clean and safe environment. Similar to past events, volunteers at Earth Day will be tasked in cleaning up litter from staff determined areas in both cities. Volunteers will also be tasked with installing plant material and trees in both cities. The City of Monrovia is seeking $2,500 to support a new recycling pilot program. The program consists of the leasing of eleven (11) Bigbelly solar compactors for a five-year term. The Bigbelly units will be placed in several high-traffic areas throughout Old Town Monrovia to decrease trash overflow. Bradbury receives $5,000 annually in CalRecycle restricted funds, which the City struggles to spend. Currently, the City has at total of $11,356 of unused CalRecycle Funds. Monies received by CalRecycle cannot be used for General Fund Itis recommended that the City Council allocate funding for the projects proposed by the cities of Azusa, Duarte and Monrovia. Councimember Barakat stated that he does not like the Duarte proposal because Duarte is not matching any funds. Mayor Hale directed staff to contact the City of Monrovia and ask if they would put a Bradbury plaque on the Bigbelly bin(s) Councimember Barakat made a motion to award $2,500 to the City of Azusa, $2,500 to the City of Monrovia and $1,300 to the City of Duarte. Councimember Lathrop suggested a change to Section (1) Designated Areas as used in this chapter shall mean and refer to areas visible from public or private street that are (b) larger than 225 square feet to 15x 15 feet. The retreat would be held at 5 pm and dinner would be provided. Staff provided the City Council with several dates between Itis recommended that the City Council select a date for the joint City Council-Planning Commission retreat.  February and June 2020.  RECOMMENDATION:  Minutes CC Meeting January 14, 2020 Page 3 of4    DISCUSSION:  The City Council felt that 5:00 pm might be too early for some participants and proposed 6:00 pm for the retreat with the regular meeting starting at 7:30 pm.
