Thornton Consolo, Jackson resident, requested status oft the Pitt St. bridge and ift there will be any bids or repairs done to the bridge and an ETA on the re-opening ofthe bridge to the public. Ordo Dave McDaniel, Jackson resident, asking what the conclusion on the Brights Alleyway. Mayor Stimpson stated he believes City Manager Kimball will have an update soon but not ready yet. City Manager Kimball answered it is still ini the works and Pitt St Bridge is not currently on the agenda, however, the top layer ofthe bridge needs to be removed sO the City Engineer can do an assessment. CM McLean stated he is also doing some: research on his own as well for staff, we are getting close. McDaniel asked possibly next meeting, City Attorney Nelson stated it will we have to wait a couple ofyears for a replacement? likely be next month or SO. Council Meeting Minutes - March 14, 2022 Page 2 Mary Pulskamp, not a citizen but a merchant on Main Street, appreciates everyone for what they do to make our community thrive. There was some discussion around regarding the selling oft the civic center. Mayor Stimpson stated it was just a rumor. Mary continued to ask what the process would be ifthat were int the plans. Mayor Stimpson answered that would be hypothetical at this time and is definitely not in the works and not something happening or ongoing. [the chuckles from Council were purely due to the number of calls received regarding this rumor and not directly aimed at Ms. Pulskamp). 3. REMOTE MEETING FINDINGS. City Attorney Nelson stated this is contingent upon the Governor keeping the statewide declaration ofemergency, which is set to expire the end of March, but the Governor may extend it further. Interim Fire Chief, Dale Fishback Everything is going well at the Fire Department. As ofthis year, end ofFebruary, they are under about 14 calls VS. last year. Recruitment education classes has started with 41 recruits enrolled. Had a little incident this past Saturday where a volunteer had al little injury to his hand from working the ladder. Council Meeting Minutes - March 14, 2022 Page 4 Council member Simmons Attended the Softball game at Detert Park and talked with Bree, but the lights went out again for the 2nd year in a row. Do we. know how to fix this going forward SO it does not happen again? Bree talked with Chris Luckey as well, is that he called Bree the previous night to turn the lights off as they were done early and maybe there was a conflict with the online schedule. He sent Chris L. a screenshot showing the time it was set at on his calendar. There was no reason why they should have gone off as he checked it, double and triple checked it. He was able to turn back on from his phone and plans to call the company to see what is going on. It was a call he did not want and will check into what causes that. Council member McLean Attended the Amador County Transportation commission meeting as usual every month. Discussed funding and distribution over the next year. The issue they are creating now is what needs to be addressed. Mayor Stimpson asked whose property are they trespassing on, and Platt could not comment at this time. This was their 1st warning oft trespassing. JPD will post more signs of "Private Property - No Trespassing". They will have to deal with the clean-up after to get it back to good condition. She will talk with Foothill Conservancy to assist with the clean-up and ACES will most likely donate a classes. 50-yd dumpster VS. city works to do this. Mayor Stimpson opened for Public Comment. After none, moved onto next item, b. Possible interview of applicants and possible appointment to fill a council vacancy. City Manager Kimball said that following the resignation of former CM Riebe, Council directed to fill the vacancy by appointment. Staff advertised the vacancy and received two applications Max Godde and Sierra Grandbois. Council can appoint one and the appointee will serve until the November election. Mayor opened it up for council questions. VM Gonsalves said that Ms. Grandbois' resume is very impressive. Other council members agreed. Mayor Stimpson asked Sierra Grandbois to come forward (to the podium) and address the council and the public. Ms. Grandbois said she distributed her complete resume to council members and said that she was very interested in serving on council. She is an attorney, and her skills can be helpful fort the city. Mayor Stimpson thanked her and agreed that she is an outstanding candidate. Mayorasked for public comments. Max Godde (via virtual participation) stated that he would like to be considered and talked about his work and life experience and him serving on Planning Commission and Cemetery Committee after his long career working for. Jackson. Hearing no additional comments, Mayor asked for council's pleasure. VM Gonsalves said that she was very pleased to see young people like Ms. Grandbois to apply and she wished that more young people could involve city governing. She went on to say that Max Godde has run ini the election and gone through the process. It seemed that he would be a logic choice this time. She reasoned that city now needs stability and she believes Max can help with boosting morale. CM McLean agreed. Mayor Stimpson said that many council members started out serving on the Planning Commission and the Cemetery Committee. That's what he did and how he ended up being appointed to the Council when former member Pat Crew was elected to County Supervisor. Public Works Bree Wilder gave an overview and said the project is very much needed and was in the FY21-22 capital improvement plan and budget. City received three bids. Campbell Construction is the lowest Mayor opened to public comments. Hearing none, he asked for council discussion. Council Mayor asked for a motion and a vote. Directions regarding a future meeting with Main St. Merchants. Main St. Merchants meeting direction. Manager Kimball gave an overview. She said back in January she brought to council discussion that the city was suggested to host ai meeting with the Main St. merchants. Following that discussion, the merchants formed their own Business Association. With this update, she wanted to know whether the city should still continue with the originally discussed meeting or opt to attend the Association meeting. VM Gonsalves said it's exciting that the merchants are getting together. She felt that the city should participate in the association' si meetings because the city is a partner to them and should not run the meetings. CM McLean agreed and said he was very pleased to see the meeting minutes provided by the Merchants. It appears they are on a good track because what they wanted reflected council vision for Main St. VM Gonsalves also said that she received an email from Amador Council ofTourism saying that they are offering an online business promotion class. She thinks the Main St. merchants should participate. Other council members voiced their support for the association effort. McLean wanted to make sure that he got invited to the Association's meeting. VM Gonsalves said the same. Direction was given to stafft to Possible adoption of Ordinance No. 723 amending sections of the Jackson Municipal Code updating references to the Vice Mayorauthorizing Amador County to enforce participate in the upcoming association meeting. Council Meeting Minutes - March 14, 2022 Page 7 Chapter 10.38 Abandoned Vehicle, and updating references in Chapter 17.86 concerning Adoption hearing of Ordinance No. 723, Clean Up ordinance. Manager Kimball explained that the introduction hearing was held at the February 28th meeting. This clean up ordinance proposes to clarify three sections oft the municipal codes: Section 2 replacing "Mayor pro tempore" with "Vice Mayor"; Section 10, providing authority to. Amador County to enforce abandoned vehicle abatement; and Section 17, updating references tol lot line adjustment. Mayor said that this is a straightforward ordinance, with only clean-up changes. Mayor Stimpson opened for public comment. Hearing no comments, he closed the hearing and asked for council discussion and a vote. Council had no questions. Motion to adopt Ordinance No. 723, on.
