ADMINISTRATIVE REPORTS. expected to be taken by the Council. This section is to provide staff an opportunity toj present oral status reports on issues. No legal action is Public Works Superintendent, Bree Wilder Sutter Street Drainage Project- had positive meetings with DTSC and couple property owners last week to gain access for thel head wall and piping on their properties- hope to begin in August. Civic Center project is continuing with a couple change orders, but overall going well and keeping costs down. Paving project on Vukovich and Hoffman failed- results from core samples are pending review- will be working with the engineer and contractor George Reed to get it fixed. Councilmember Godde and Vice Mayor Simmons asked for a few additional specifics on failing at Vukovich/Hoffiman and were provided additional details. Supt Wilder advised ofr mine tailing conçerns when there are new underlay paving projects, which cannot be overlooked. Police Chief, Chris Mynderup - July 3rd festivities went well, no major issues (only one arrest, not fireworks related), no major fires, few aerials but unable to locate upon investigation- they will be doing ac debriefwith Lions Club, especially concerning vendors at Detert Park. Officer Patrick Harmon has left the City to work for San Juaquin County. Oral boards for three applicants were completed last Friday and pending backgrounds to fill open positions soon. Vice Mayor Simmons inquired about plans for Officer Walshaw's position, and ChiefMynderup advised there may be some retirees interested in the motorcycle program. Detective Doug Grey submitted his resignation and will be leaving the end of the month as well. Discussions with City Manager Kimball about potentially hiring a full time July 10th, 2023 City Council Meeting Minutes Detective to address the increase in sexual assaults and child abuse investigations that would otherwise Interim Fire Chief. Dale Fishback - July 3rd events went well, no fires/incidents. There was a small fire last week at Oro De Amador in an area ofa anticipated concern but was contained within the fire line. City Manager, Yvonne Kimball - Introduced Planning Consultant Susan Peters to present on a couple Susan Peters, Planning Consultant - Planning Commission is meeting next Monday for a Public Hearing on the Draft Environmental Impact Report that was prepared on the General Plan, to solicit comments. No action to be taken. She has been working on the potential annexation oft thel Kennedy Mine properties with Roxanne Chamberlain with the Amador Local Agency Formation Commission (LAFCO), specifically: addressing the inclusion ofi island properties and property owner agreement. items. 5. COUNCIL REPORTS. This section is to provide Council members an opportunity to present reports on their activities and to Councilmember Gonsalves - No meetings. Hosted her annual 3rdofJ July party. Has been in discussion Councilmember Godde - Attended the soft opening oft the National Hotel restaurant/bar (along with most council members) and the food samples were really good. Councilmember Gonsalves advised the request item be placed on future agendas. with the manager at the National Hotel about some upcoming ideas. full menu is now ready and they are open seven days a week. Councilmember Stimpson - No report. Vice Mayor Simmons Helped out with the kids' activities on Aimee Field at the Lions Club. July 3rd Mayor McLean - Attended an ACTC meeting; Attended the Amador Transit Committee meeting; Met Fireworks Event. with Keith Sweet re: the pickleball courts (along with Councilmember Godde). 6. Jackson City Pool public swim season to August 27th, 2023 for weekends only after the regularly scheduled closing date of August 12th, 2023. Pool Director Daphne Parker advised the pool has been very successful this year, swim lessons (public and private) have been going great, and daily admissions are high on hot days (in the hundreds). Pool Director Parker requested consent to extend the pool season for two more weekends (August 19th, 20th, 26th, and 27t). She has six to eight lifeguards willing to work those weekends after school starts, and she has cleared it with Asst. PW Supt. Trevor Hoaas. She expressed it would be a great transition period for Jackson Elementary school kids while returning to school and still being able to enjoy the pool during a couple more weekends while it is hot in August. Councilmember Gonsalves advised she has often thought of extending the pool dates as well. Daphne advised PW will need time to replace pool filters between the pool season and the start ofHS Water Polo, sO two weekends would be the most they can extend. Public Hearing - Resolution No. 2023-23 FY 21/22 development impact fee annual report City Manager Yvonne Kimball advised this is expected tol be an annual item. For new construction, the city collects a group ofi impact fees to mitigate impact due to growth, and this report studies the fund balances for future programs as of. June 30th, 2022. Yvonne introduced Dino Serafini advised the State law requires the annual impact fee report be heard in a Public Hearing and be available to the public for review. City spent approximately $21k in park-in-leiu funds with a continuation inj purchase ofcommunications for police vehicles. There is al healthy consultant Dino Serafini of Michael Baker International. balance in the fund, approximately $4.5 million. Mayor McLean opened the Public Hearing. Thornton Consolo spoke during public comment about numerous concerns against the school consolidation (related to Item B in discussion calendar). Mayor McLean responded and advised the Amador County Transportation Commission attorneys are working hard to get the school district to meet all requirements, including an environmental impact report. July 10th, 2023 City Council Meeting Minutes City Manager Yvonne Kimball provided additional information for the Annual Report regarding Future Projects. The Creek Walk, Sutter Street Extension Project, and Parking Configuration or a circulation study for future traffic can partially be funded through the impact fee as well. The park-in- lieu and ECRG grant can be used to fund the Oro De Amador future development and has been used for studies on this project. Some oft the swimming pool improvements can be taken out of the park-in- lieu impact fees as well. Mayor requests a motion and closes Public Hearing. Discussion and possible direction regarding Amador School District's Notice of Preparation for the School Closure/Consolidation Program. Mayor McLean opened the item for council discussion and received none. Mayor McLean asked for public comments. Steve Oneto commented in opposition to the school consolidation, citing traffic concerns. He requested speed tables and sidewalks to be installed. City Manager Yvonne Kimball advised Council that Planning Consultant Susan Peters is handling the City response to the school's Notice of Preparation. Susan Peters advised the school district was remanded to address CEQA (California Environmental Quality Act) concerns, and to send a project description ofwhat they intend to do with consolidation to all responsible agencies. City of Jackson is toj provide comments on what should be in the environmental impact report. Susan compiled information from each oft the City department heads in order to compose the City response, included in this council packet for review. Susan advised any additional concerns from council or the public Review and possible award ofFY 23/24 TOT Grants with recommendations from the Advisory Yvonne Kimball advised an RFP for request for TOT funds was posted, eight applications were received and reviewed by the. Advisory committee for recommendation, and all applications were recommended for approval. Amador Council ofTourism missed the deadline for application and was not reviewed by the Advisory Committee but has been added to this agenda to be considered Mayor McLean opened the item for council discussion. Councilmember Gonsalves (who is on the TOT Advisory Committee) advised the committee was comfortable with approving all oft the applications, with a stipulation on one application. They advised they are an event venue and bring tourists from all over the world for dinner mystery theatre, Victorian plays, live audience radio shows, afternoon private party consultations, Mr. Holmes dramatic readings, and zoom sessions as well. Holiday promotions are fairly specific to. Jackson, especially Christmas Delights, Wagon Train, and Argonaut Mine. Dale advised they would like to connect with Council more regarding their objectives and needs throughout the year, Mayor McLean opened the item for council discussion.
