These audio recordings provide an accurate and comprehensive backup ofCity Council deliberations and citizen discussion. a. Amended Special Event Permit Approval - Mother Lode Cruise/Car Show. ChiefMynderup advised a minor change was proposed to thel Mother Lode Cruise Car Show Special Event Application, for the Elks Club to operate a beer and wine garden next to Sue's Shop in the parking lot owned by the City ofJackson. A band will play at this location and consumption of alcohol will be confined to the designated area. The ChamberofCommerce is using their license for the event and using bartenders from the Elks Club. May 12th, 2023 City Council Special Meeting Minutes Mayor McLean opened the item for council discussion. Councilmember Stimpson asked where the proceeds from sales will be going. Councilmember Gonsalves advised the proceeds will go to either the Chamber of Commerce or be split between the Chamber and the Elks. Gonsalves advised this amendment was due to some difficulty the Chamber experienced with securing a service organization to run the beer and wine garden. They had reached out to Lions and Ione Rotary, and at the last minute the Chamber decided to operate it themselves with the help ofE Elk's bartenders. Mayor McLean asked for public comments and received none. Mayor requests a motion. Motion to approve the Amended Special Event Permit Approval - Mother Lode Cruise/Car Show, dated May St, 2023 as presented. Letter in support of the League ofCities' efforts to enact legislative actions on Fentanyl and City Manager Kimball advised the support letter from the League ofCities requests legislature to enact legislation regarding the Fentanyl substance abuse issues and the City ofJackson wishes to support this effort. Mayor McLean opened thei item for council discussion. Councilmembers expressed support for the letter. Chief Mynderup provided al handout on the dangers and statistics related to Fentanyl use, stating this issue is a national emergency. Overdose deaths from Fentanyl is now the #1 leading cause of death for individuals between 18 and 43 years. Between 2020 and 2021, nearly 79,000 people between the age of 18 and 45 died of Fentanyl overdose in the United States, surpassing car accidents and suicides. Most oft the illegal Fentanyl in the US is coming from Mexico and China, and is often laced with other drugs like cocaine, methamphetamine, and marijuana. Tiny amounts (2t to3micrograms) can result in a lethal dose. Councilmember Stimpson stated he heard ifthe drug comes in contact with skin, it can also be deadly. Mynderup advised this isa another fear that is widely documented with law enforcement, resulting in changing many ofour own PD safety protocols when dealing with suspected Fentanyl. This can include full face respiration masks, double gloves, and carrying of Narcan. Within the last two years, Jackson PD! has deployed Narcan at least a dozen times. Councilmember Gonsalves asked ifFentanyl is seen mostly in the schools or out on the street. Mynderup advised it is more out on the street. Jackson PD got together with Sacramento District Attorney'sofficc to watch a presentation for high schoolers, raising awareness oft the dangers of Fentanyl. PDI has requested they bring it to our local high schools and they did. Mayor McLean asked ifNarcan is easily available for PD, and Mynderup advised it is and many users are also carrying it because they can get it free. Officer Tollett administered Narcan last week to an individual and it was non-effective. Once EMT's arrived, they had to administer Narcan intravenously before the person pulled out of what was nearly their death. July 3 Fireworks and festivities. ChiefMynderup: advised he and PW Supt. Bree Wilder met with Lions Club member Todde Riebe on Monday May gth about the upcoming July 3rd fireworks. Historically, the Lions Club launched fireworks at the. Jackson Junior High School, which was a huge event for people to view the fireworks with lots ofkids' games, hot dogs, hamburgers, and a watermelon eating contest. With Covid, the event was cancelled for a couple years, and recent fire issues in California have caused issues for fireworks companies. This year, fireworks will still launch from the. Junior High, but spectators and the event will be at Detert Park. Lions Club will sell fireworks and conduct kids events at. Aimee Field, like last year. The application and facility use permits have been issued, but Mayor McLean opened the item for council discussion. McLean provided the example that for Dandelion Days, Lions Club gets a permit and controls all the vendors. City Manager Kimball advised Lions Club provides their own vendor permits and the City doesn't require business licenses for Dandelion Days. Councilmember Stimpson advised the City shuts down the street. Kimball advised PD takes care of the street and there have been no serious issues on Dandelion Days. Chief Mynderup advised the only issue they' 've really evere experienced was during last year's Christmas Delights with the same vendor selling the light up slap bracelets and toys that caused issues on July 3rd, that did not obtain permission from the Lions Club. PDI had to intervene and diffuse the situation, requiring them to move outside the event. Councilmember Gonsalves stated it seems logical tol have Lions Club run the. July 3rd event the same as they run Dandelion Days with regards Jeff Votaw oft the Lions Club requested guidance from council on how many vendors to allow, where to put them, and potentially requiring a fee on vendor registration. He advised the alcohol and cornhole tournament have been eliminated to gear the event more towards the kids/kids' games. He expressed parking concerns for attendees VS. vendors, and Vice Mayor Simmons agreed the parking isl horrible at the park. Simmons and PW Supt. Wilder clarified Little League's contract for the snack shack is up in June and as a city owned building, the city can decide who uses the space for any given event outside that contract. Wilderadvised there are numerous youth organizations in the county that may be interested in using the: snack shack to make money. Little League does not have priority and has left the shack ai mess at the end of their contract each year. Little League'si items are stored there year around, but there is space to move them out oft the shack area ift the city wishes to there are some concerns regarding vendors. to vendors. allow another organization to use the space. This is one ofthe main concerns for Lions Club on the day ofthe event, though they do have some retired officers to help direct traffic and PD has always been willing to assist. Lions Club offers a shuttle service from the High School to the field as well, and council advised ofa couple other options for shuttle services/parking. Jeff Votaw stated he would like to conduct a site visit with the city to make aj plan for the park and would like to line all the vendors up like ai food court by the "visitor's dugout" tol hopefully drive up sales at their fireworks booth. Councilmember Gonsalves suggested limiting vendors to food vendors only and to address those who arrive without permission, such as liquid lights. Mayor McLean agreed limiting the space for a food court gives Lions al little more control over vendors, and suggested they advertise with a contact number for vendors to call and register for these limited spaces. As suggestion was made was to eliminate vendors altogether. City Manager Kimball advised cily staff can bei informed not to provide business licenses for this one day event ifvendors will not be allowed. She also offered to putt the use oft the snack shack out to bid to make it fair for anyone interested, ifthis is something council and Lions wants. Jeff Votaw advised he would like to have the opportunity to discuss use ofthe snack shack by the Lions Club first at their special board meeting next week, since they are running the event. He advisedifLions has the manpower they will offer a full menu of food items ini the shack, possibly incorporating free food items for winners ofkids' games. Council was in support ofLions operating the snack shack with no vendors allowed. Councilmember Stimpson requested they define aj protocol for unwanted vendors. Jeff advised Lions members will be there the entire day with barricades provided by the city and can control who comes in and out with assistance of PD: as needed. City Manager Kimball encouraged Jefft to reach out to Amador County Public Health to request they noti issue any vendor food permits for this event date. In summary, it was decided that no vendors will be allowed at the July 3rd Fireworks Event at Detert Option A: Lions Club operates the snack shack. JeffVotaw ofLions Club to connect with the club Option B: City posts an RFP inviting interested organizations to submit for use oft the snack shack, Citizen private BBQs are also not allowed due to fire risk issues.
