CALLT TO ORDER: ROLLCALL:  Mayor George Carr  Present:  Mayor George Carr Mayor Pro Tem Randy Crooker Councilmember. PUBLIC BUSINESS FROM THE FLOOR (No Action Taken):  Jean Henley provided a reminder to the City Council regarding the Hughson Historical Society  Annual Dinner in August 2024.    City Council Minutes  May 28, 2024  2.  PRESENTATIONS:  2.1: Proclaim June 4, 2024, as Hiram & Luella Hughson Appreciation Day.  No reportable action.  3.  CONSENT CALENDAR:  3.1: Approval oft the Minutes of the Regular Meeting of May 13, 2024.  3.2: Approval of the Warrants Register.  3.3: Adopt Resolution No. 2024-15, approving a Professional Services Agreement with Condor Earth Technologies, Inc., for Phase II Small Municipal Separate Storm Sewer System (MS4) Permit Support and Authorize the City Manager to Execute the Professional Services Agreement inclusive of any final edits by the City  Attorney.  3.4: Adopt Resolution No. 2024-16, Accepting the Lebright Restroom and Concession Stand Project; Adopt Resolution No. 2024-17, Accepting the Lebright Parking Lot Improvement Project; and Adopt Resolution No. 2024-18, Accepting the Lebright Restroom Site Preparation and Finish Project; and Authorize the City Clerk to file the Notices of Completion (NOC) for each of the Resolutions said Projects.  Mayor Pro Tem Crooker pulled Item 3.3 from the Consent Calendar for special consideration. PUBLICHEARING:  5.1: Adopt Uncodified Ordinance No. 2024-03, an Urgency Ordinance of The City of Hughson Extending a Moratorium on All New Smoking Lounges and Smoke Shops  Within the City of Hughson.  Deputy City Attorney Terpstra presented the staff report on this item.  Mayor Carr opened the public hearing at 6:13PM. There was no public comment. Mayor Carr  closed the public hearing at 6:13PM.  CARR/MCFADON  5-0-0-0  motion passes to adopt uncodified Ordinance No. 2024-  03, an Urgency Ordinance of The City of Hughson Extending a Moratorium on All New Smoking Lounges and Smoke Shops Within the City of Hughson, with the following roll call vote:  CROOKER AYE  RUSH AYE  STRAIN AYE  MCFADON AYE  CARR AYE  5.2: Introduce and Waive the First Reading of Ordinance No. 2024-02, Adding Chapter 17.03.082 and Amending Sections 17.01.090 and 17.02.032 of the Hughson  Municipal Code Relating to Smoke Shop Uses.  Deputy City Attorney' Terpstra presented the staff report on this item.  Mayor Carr opened the public hearing at 6:41PM. There was no public comment. Mayor Carr Mayor Carr expressed his interest inj prohibiting New Smoking Lounges and! Smoke Shops ini the Deputy City Attorney Terpstra advised Council that he would investigate this action and report  closed the public hearing at 6:41PM.  City of Hughson. Council discussed and deliberated on this topic.  back to Council at the next meeting. COMMENTS:  8.1: Staff Reports and/or Comments:  City Manager Romo informed the City Council that the Fiscal Year 2022-23 Audit will be presented at the June 10, 2024 meeting. She attended a public works appreciation lunch on May 23, 2024. She also provided an update regarding the comprehensive fee study currently being worked on, to come before Council for review and consideration in the near future. Director Weimer provided an update regarding the Fiscal Year 2024-25 Budget.  8.2: Council Member/Mayor Comments:  Councilmember McFadon attended the Memorial Day Laying of the Wreath at Dennis Wallace Councilmember Strain attended a public works appreciation lunch on May 23, 2024. Mayar Carr attended the Memorial Day Laying of the Wreath at Dennis Wallace Soccer Fields,  Soccer Fields on May 27, 2024.  and Lakewood Cemetery, on May 27,2024.  9.
