June 9, 2025 = REGULAR MEETING Minutes of the regular meeting of the Mayor and Board of Commissioners of the Town of Elkin, June 9, 2025 6:00 p.m. at Town Hall. Present: Mayor Will Gwyn, Commissioners Graham Ray, Cicely McCulloch, Alvin Hayes, and Robert Ball. Commissioner Jeff Eidson was present by phone. Also present: Town Manager Brent Cornelison, Attorney Raymond Parker and Town Clerk Darla Parker. Mayor Gwyn welcomed everyone and called the meeting to order. He asked Police Chief Joey Vanhoy to lead our Pledge of Allegiance. Consent Agenda Approve minutes of the May 5, 2025 Board of Commissioners meeting. Approve minutes of the May 12, 2025 Board of Commissioners meeting. Approve BA#2025-30 to appropriate contingency expenditure line item in the Crater Park Grant Project Budget to Capital Improvements. Ar motion was made by Commissioner McCulloch to approve the consent agenda in its entirety, seconded by Commissioner Ball and passed unanimously. Special Recognitions 1. Proclamation recognizing June 19, 2025 as Juneteenth. Mayor Gwyn stated that he would read and present the proclamation at the Juneteenth Celebration on June 21st at the Heritage and Trails Center. 2. Swearing in of new Police Officers. Our two new police officers, Jerry Dodd and Corey Childress, with their families in attendance, were given the oath of office from Mayor Gwyn. Police Chief Joey Vanhoy gave a brief background of each officer while introducing them. Everyone welcomed and thanked them for their service. 3. Introduction of new employees Town Manager, Brent Cornelison introduced our newest employee, Portia Hayes who will be filling the position of Lori Dexter when she retires in September. She received a warm welcome by all. 4. Years of Service recognition. Missy Calhoun, Assistant to the Town Manager was given recognition for her 15 years of service to the Town of Elkin. Public Comments = Ms. Victoria Casey of 125 Vine Street, Elkin Mayor and Board Comments The Mayor and Commissioners thanked the staff for their hard work with the dedication and grand opening of the renovated Crater Park and splash pad. The NC Trail Days event this past weekend was a huge success and everyone is to be commended. Regular Agenda Budget Message 25-26 1. Town Manager, Brent Cornelison presented the 2025-2026 fiscal year budget message to the Mayor and Board of Commissioners. He went over highlights of the proposed budget. (see attached budget message) After a brief discussion a motion was made by Commissioner Ray to accept the budget message and set a public hearing at the Town Hall for June 27th, 2025 at 12:00 noon. The motion was seconded by Commissioner Ball and was unanimously approved. Special Event Explore Elkin 2. Rally in the Valley is a new Explore Elkin event that will cater to motorcyclist and have music, vendors, bike contest and organized motorcycle rides in and around the Elkin area. It is scheduled for August 1st_3 3rd. The request includes street closures of Standard St. from Commerce St. to Bridge St. on Friday from 3-11pm and Saturday from 9am = midnight. Also E. Main St. from Court St. to the Angry Troll parking lot on Saturday from 9am = midnight. The request also includes tent camping at Crater Park. After a brief discussion a motion was made by Commissioner McCulloch, seconded by Commissioner Ray and passed unanimously. Commissions and Boards MSAB Main Street Manager, Laura Gaylord presented to the BOC for approval, a new member for the Main Street Advisory Board, Gina Haynes-Buchanan. Gina is a property and business owner in downtown Elkin of the River & Trails Emporium and Creamy Dayz. After a brief discussion a motion was made my Commissioner McCulloch to accept the recommendation of Gina Haynes-Buchanan, seconded by Commissioner Ray and passed unanimously. Planning Board and Board of Adjustments Planner, Sarah Harris presented to the BOC for approval a recommendation of Christopher Overcash to fill the remainder of Hayden Snow's three-year term that will expire in December 2025. A recommendation of Christa Lilley was made as an intown alternate position for a three-year term. A motion was made by Commissioner McCulloch to approve both recommendations from the Planning Board, seconded by Commissioner Ray and passed unanimously. Sewer Authority Manager Cornelison stated that it is again now time to appoint a Commissioner to the Sewer Authority Board. Commissioner Ball was asked if he would like to continue as the representative for the Town of Elkin and he responded yes. A motion was made to approve the re-appointment of Commissioner Ball by Commissioner McCulloch, seconded by Commissioner Ray and passed unanimously. Manager Updates: 1. We have received a request from eight families that live on Woodland Drive concerning the speeding traffic. They are requesting that the speed limit be lowered to 25mph from the currently posted limit of 35. Brent is suggesting that we lower the speed limit and install (2) stop signs to slow the traffic. After much discussion, a motion was made by Commissioner Ray to lower the speed limit to 25mph and install (2) stop signs at the intersection of Woodland Dr. and Lyles St. Motion was seconded by Commissioner McCulloch and passed unanimously. 2. Another request has been received from residents living on Collins Road concerning the speeding traffic. After some discussion, it was decided to install a three-way stop at the intersection of Shore Street and Collins Rd. The police department has temporary speed bumps they can lay down to help slow the speeding traffic. A motion was made by Commissioner Ray to approve the three-way stop along with the temporary speed bumps. Motion was seconded by Commissioner McCulloch and passed unanimously. 3. Just an FYI to the Commissioners that a developer has been complaining about having to install sidewalks. He is starting a project on CC Camp Rd. Sidewalks must be installed according to our ordinance. 4. We have received an offer to purchase land owned by the Town on AZ Phillips Rd. This is the property where the airport beacon is located but is no longer used for air traffic. We Page 2 of3 have to determine if the land was purchased with FAA grant monies before moving forward. There being no further business to discuss, a motion was made to recess the meeting until June 27th, 2025 at 12:00 noon by Commissioner McCulloch, seconded by Commissioner Ball and passed unanimously.
