The meeting was held at the Bermuda Run Town Hall. Council Members Present: Mayor Mike Brannon, Mike Ernst, Rod Guthrie, Rae Nelson, Christy Schafer, and Jeff Tedder Council Members Absent: Also Present: Andrew Meadwell, Town Manager; Brian Williams, Town Attorney; Cindy Poe, Town Clerk; Charlie Chapman, Management Analyst; and Dora Robertson, Finance Director Call to Order Mayor Mike Brannon called the meeting to order and recognized the Quorum. Town of] Bermuda Run Code of Ethics Statement/Voting Procedures - Town Attorney Brian Williams Adoption of the Agenda Mayor Mike Brannon requested that his comments be moved to before the Closed Session. Council Member JeffTedder made a motion to approve the agenda as amended. Council Member Mike Ernst seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. Approval of the May 13, 2025 Council Meeting Minutes Council. Member Christy Schafer made a motion to approve the May 13, 2025 Council Meeting Minutes. Council Member Rae Nelson seconded the motion. Citizen Comments None Presentation = Davie County Sheriff JD Hartman Sheriff Hartman and Captain Matthew Pennington were present to discuss year-to-date activity in the Town of Bermuda Run. They spoke ofzone adjustments that have been made to narrow down areas of activity most crime reports have been at the Davie Medical Center. The #1 crime in the town is misdemeanor larceny. Overall, the Town of Bermuda Run has a low crime rate compared to towns of similar size. Public Hearings A. Text Amendment (TA-2025-001) Amendment Chapter 11 Administration 11.2 The Boards, Board of Adjustment Following the Planning Board' S review and approval, the amendment proposes to assign the functions and responsibilities of the Board of Adjustment from Planning Board to the Bermuda Run Town Council. Statutory structure remains the same clarification requested by Council Member Rod Guthrie. Mayor Brannon Opens Public Hearing Citizen Comments - NONE Mayor Brannon Closes Public Hearing Council Member Rod Guthrie made a motion to approve the proposed text amendment assigning the functions and responsibilities ofthe Board of Adjustment from the Planning Board to the Town Council. Council Member Christy Schafer seconded the motion. The motion was approved by a vote of five (5) infavor and none opposed. B. Town Manager's 2025-2026 Recommended Budget North Carolina General Statutes require adoption of a budget by June 30th of each year. The Town Manager presents a proposed budget based on feedback from the January Town Council Planning Sessions and subsequent follow-up communication. The Town Council may act tonight to adopt the proposed budget ordinance as presented, may approve as amended, or take no action. A budget, however, must be adopted prior to July 1, 2024. Mayor Brannon Opens Public Hearing Citizen Comments - Dr. Suzanne Hess ofOrchard Park Drive spoke about proposed gate management changes and increase to the cost per resident for gate fees asking, for clarification about "all inclusive ) VS. "current staff" models. Mayor Brannon Closes Public Hearing Council Member Mike Ernst made a motion to approve the 2025-2026 Budget as presented. Council Member Rae Nelson seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. Town Council Action Items A. Proposed 2025-2026 Town Audit Contracts Tony Brewer, CPA provided a proposed contract for Town audit services for the year ending June 30, 2026. The audit fee is proposed not to exceed $12,500. A proposed contract for Tourism Development Authority (TDA) audit services for the year ending June 30, 2026 for a fee of$1,700. The Town Manager requests Contract for audit services be approved. Council Member Mike Ernst made a motion to approve the lown Audit Contracts as presented. Council Member Christy Schafer seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. B. Resolution 2025-05-On Call Engineering Services Exempt the process of selecting an SVT Engineering for general engineering services in Fiscal Year 2025-2026 Council Member Jeff Tedder made a motion to approve the Resolution as presented. Council Member Rod Guthrie seconded the motion. The motion was approved by a vote offive (5) infavor and none opposed. Town Manager Comments - The Davie County Board of Elections has approved the residents of Bermuda Run "Hillsdale district" to vote on General Election Day at the Town Hall instead ofHillsdale Baptist Church. Notifications will go out from the Board of Elections. Mayor Comments - Thanked Sheriff Hartman for his presentation, and the staff: for their work on the budget. Reminded all of Food Truck Friday that will be on June 13, and the Food and Brews Fest that will be on June 28. Closed Session Discussion of Personnel Matters - Pursuant to NCGS 143-318.11(a)(5) Council Member Mike Ernst made a motion to enter Closed Session. Council Member JeffTedder seconded the motion.
