Commissioner Ulsh opened up the floor for Public Comment Period. No comments were made. Motion by Commissioner Ulsh to approve the Commissioners' Minutes of the October 17, 2023 meeting with the exception to void the motion pertaining to dismissal of Special Counsel and to advertise on the October 31, 2023 agenda. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated October 20, 2023 in the amount of $229,371.42. All in favor. In attendance were Attorney Jim Stein, Paul Johnston/FIDA and Chief Tax Assessor Melissa Gordon. Johnston commented that in support of FIDA he would like to see the ordinance reinstated to include the 268 whole county, not specific areas. Commissioners tabled approval of Ordinance 1 of 2023 until October 31, 2023, when it will be enacted and ordained to become effective January 1, 2024. Motion by Commissioner Ulsh to enter into Executive Session at 9:14 a.m. for Legal Matters. All in favor. Motion by Commissioner Ulsh to exit Executive Session at 9:24 a.m. All in favor. Commissioners met with Chief Tax Assessor Melissa Gordon for a continuation of Tax Assessment Appeals. Attorney Jim Stein was present for the appeal. Separate minutes are on file. Commissioner Ulsh reopened the floor for Public Comment Period when Fulton County Resident Carolyn Kerlin entered the meeting. Kerlin addressed the Commissioners on ongoing litigation matters. Commissioners met with Mike Lamb and Marlissa Cinko (Via Telephone), both with Wessel and Co. and Fiscal Administrator Lisa Beatty for the first Budget Draft Review for 2024. Lamb presented an overview of the 2024 General Fund Budget, ARPA Update, Detailed Budget and the next steps which will entail the second Budget Draft Review and a meeting with the Department Heads. Motion by Commissioner Ulsh to approve a Budget Transfer Request from Chief Probation Officer Dan Miller from Fund 100 41360 531502 (Adult Programming) to Fund 100 41360 531500 (Prof. Medical) in the amount of $605.00. All in favor. Motion by Commissioner Shives to authorize Commissioner Ulsh to execute the Dental Renewal Acceptance Agreement between PCHIPC County of Fulton and Highmark Blue Shield for monthly premium rates that will be applied to the renewed contract, which reflected a 0.00% overall premium increase, effective January 1, 2024 through December 31, 2024. All in favor. Motion by Commissioner Shives to approve an Application for Burial Expenses of a Deceased Service Person, Roy C. Miller, who served as a SP5 during the Vietnam War, to be paid to his surviving spouse, Shirley A. Mellott. All in favor. Commissioners signed a Sheriff's S Letter requesting physician services for an inmate and also the Salary and Retirement Board Minutes both from the October 17, 2023 Meeting.
