Motion by Commissioner Shives to amend the Commissioners Meeting Agenda for July 11, 2023 to add "Human Resources Manual Review". All in favor. Motion by Commissioner Shives to approve the Commissioners' Minutes of the June 27, 2023 meeting. All in favor. Motion by Commissioner Shives to amend the June 13, 2023 Commissioners' Minutes to correct the spelling of Brady Strite's name to read: "Motion by Commissioner Bunch to hire Lesley Sugg and Brady Strite as Per Diem EMA/911 Dispatchers effective Monday, June 19, 2023". All in favor. Motion by Commissioner Shives to approve the Accounts Payables dated June 30, 2023 in the amount of $131,717.57 and July 10, 2023 in the amount of $81,111.40. All in favor. All in favor. Motion by Commissioner Shives to approve the Pretrial, Probation, and Parole Supervision Week Proclamation, July 16-22, 2023. All in favor. Commissioners met with Chief Probation Officer Dan Miller and Probation Officer Brannon Salzetti for Commissioner Ulsh's signature for the Subgrant Award Notification. Commissioners presented Chief Miller and his department with a Pretrial, Probation, and Parole Supervision Week Proclamation, July 16-22, 2023. Commissioners also signed amended Salary Board Minutes from June 13, 2023 to correct the spelling of Brady Strite's name. Commissioners met with Building and Maintenance Director Brad Seville to discuss how many new county seals needed ordered. Seville also gave an update on upgrades to the basement ofthe Neighborhood Services Building. Commissioners met with Central Fulton School District Staff; Michelle Grammick, Director of Transportation and Enrollment and Dr. Christina Ramsey, Superintendent. Grammick and Ramsey explained that all school buses will have radios and made a request for a repeater to be placed on the county radio communications tower on Aughwick Rd. off of Route 30. Ramsey explained that each bus will have it's own radio. Commissioners agreed on adding the repeater asking to make sure it would not interfere with county equipment and stated that there would be no cost involved since it was "in county". Ramsey said she would get an agreement drawn up to be signed. Motion by Commissioner Ulsh to approve the McConnell Park Lease for use by Fulton County Family Partnership on August 11, 2023 from 5:00-11:30 p.m. for the showing of Super Mario Brothers. "The event is open to all individuals in the community and is to help reduce the stigma towards individuals in or seeking a life of recovery". All in favor. Commissioners met with HR Administrator Mary Huston to review page 28, Section 220 of the Human Resources Manual. Motion by Commissioner Bunch to amend page 28, Section 220 policy of the Human Resources Manual. All in favor. (See amendment below) 220- Compensation for Temporary Additional Responsibilities It is the policy of Fulton County to rightly compensate employees for work performed. In instances where an employee will be out for scheduled periods longer than 2 weeks due to medical reasons, those employees will notify Human Resources immediately. Those employees and their department head (if applicable), will meet with the Commissioners prior to their leave to determine the needs for the department during their absence. It will be the decision of the Commissioners to approve increased hours for other employees in that department to perform the additional duties necessary to complete the requirements for the absent position. Any employee asked to or required to work any additional hours will be compensated at their normal rate of pay. If overtime hours become in effect, employees will be paid based on 1.5 times their normal rate of pay for any hours over 40 per week. Other options may be explored as determined by the Commissioners to ensure that the department 227 will continue to run effectively and efficiently. If the leave is an immediate emergency situation, the Commissioners will meet with Human Resources and related parties to determine the best course of action at that time. Effective: 7/11/2023 Commissioners met with Franklin/Fulton Court Administrator Mark Singer and President Judge Meyers to discuss matters of the Domestic Relations Department. Commissioners met with Elections Director Patti Hess to have a travel request form approved for the Annual Elections Conference and to sign "2023 Survey of Polling Place Accessibility for the Elderly and Persons with a Disability County Certification" forms for each township in the county. Commissioners also signed the following: Retirement Fund Report for June 2023; IT quote for two new laptops; PCOMP/PCorP Safety Grant Applications; Wessel Invoice for June and a Travelers Renewal Form for Fiduciary Liability Coverage, effective September 19, 2023. Commissioners elected to give donated items from the home of Ed and Alice Layton to the Fulton County Historical Society. The items were a hanging embroidery of the courthouse and a wooden bowl made from a chestnut log from the original courthouse. Motion by Commissioner Ulsh to adjourn at 12:00 p.m. All in favor.
