199 Meeting oft the Fulton County Commissioners Tuesday, May 2, 2023 8:30 a.m. at the Commissioners Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners' Minutes of the April 25, 2023 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payables dated April 28, 2023 in the amount of $381,509.26. All in favor. All in favor. Commissioners met with Magisterial District Judge Devin Horne in regards to his office personnel. Due to an upcoming retirement of a current office employee, Horne requested approval for two current part-time positions to be combined into one full-time position. The new position would be a full-time Office Deputy 1 position. Motion by Commissioner Ulsh to move forward with combining two part-time Office Deputy 1 positions into one full-time Office Deputy 1 position in the Magisterial District Judges' Office in Magisterial District 39-4-01. All in favor. Commissioners met with Executive Development Director Julie Dovey for Fulton County Family Partnership and Franklin/Fulton Drug & Alcohol Administrator James Eagler. Dovey and Eagler provided a snapshot of proposed areas of use for the Opioid Settlement Funds allocated to Fulton County. The snapshot also provided a general overview, allocation breakdown and a list of committee 200 members who meet to make recommendations for the funds. The settlement was part of a lawsuit that targeted opioid manufacturers and distributors for 3,000 state and local governments. Motion by Commissioner Bunch to approve the Transportation Improvement Project (TIP) 2025-2028 Support Letter to Mr. Matthew Bjorkman, Transportation Program Manager for Southern Alleghenies Planning & Development Commission. All in favor. County Solicitor Jim Stein and Legal Assistant Jill Stains met with the Commissioners to have legal documents signed for a property settlement located at 119 N. Second Street, McConnellsburg, PA 17233. Commissioners met with CDBG Coordinator Patti Hess to review and approve the second payment to Keeta Quay for the McConnellsburg Borough Curb Cuts Phase II Project. Motion by Commissioner Bunch authorizing Commissioner Ulsh to execute Application #2 to Keeta Quay for their second payment for the McConnelsburg Curb Cuts Project Phase II, in the amount of $8,184.90. All in favor. Commissioners met with Building and Grounds Director Brad Seville for updates on building maintenance. Commissioners held a brief telephone call with Rachel Papuga, Project Manager for ABI to review a deadline extension request from Upward Broadband. No action was taken. Commissioners decided to table until further information was gathered from Papuga. Commissioners signed Salary Board Minutes for the April 25, 2023 meeting.
