Wible, Commissioner Hervey P. Hann and Chief Clerk Stacey M. Shives Commissioner Bunch opened up the meeting with prayer. All recited the Pledge of Allegiance to the flag. Commissioner Bunch announced that an Emergency Executive Session with Legal Counsel was held Monday, June 23, 2025 at 9:00 a.m. Motion by Commissioner Wible to approve the June 17, 2025 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Payables dated June 23, 2025 in the amount of $187,171.33. All in favor. Bonnie Mellott Keefer was listed on the Agenda for 8:45 a.m. but did not need to meet with Commissioners. Rick Grissinger was also listed on the Agenda for 10:00 a.m. but rescheduled for July 1, 2025. Motion by Commissioner Wible to approve and execute a Franklin/Fulton MH/DD/Elinvoice for "FY 24-25 3rd Quarter Match", in the amount of $6,045.05. All in favor. Food Basket Director Sue Cubbage met with Commissioners to discuss an email explaining new procedures of how state funds from the SFPP (State Food Purchase Program) would be deposited. Cubbage stated that a Sub Agreement would be needed per the Department of Agriculture. Through the new system, all monies would be directly paid to the county. Services for Children Director Christine McQuade met with Commissioners to discuss promoting two employees from Case Worker 1 to Case Worker 2. McQuade stated that the promotion would occur once "In House Training" and Foundations Training" are completed to be effective end of. June. A brief Salary Board meeting was held at 9:36 a.m, for the Services for Children Department. Separate minutes are on file. Motion by Commissioner Bunch to enter into Executive Session at 10:12 a.m. for Personnel Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 11:03 a.m. All in favor. Motion by Commissioner Hann to table a quote for a scanner to be used in the Prothonotary's Office for scanning documents into the Infocon database until a discussion can be held with Rick Grissinger, IT Dept. All in favor. Motion by Commissioner Hann to approve and execute an Appointment Letter addressed to Gen Harper to serve on the Fulton County Library Board for a three-year term to expire June 30, 2028. All in favor. Motion by Commissioner Bunch to approve and execute two Elect Technology Management Invoices for "IT Staffing & Support Serviçes" and "Election Related Support Services", 1 in the amounts of $10,226.50 and $4,585.00 respectively. All in favor. Motion by Commissioner Hann to authorize Commissioner Bunch to execute Clean and Green documents from the Treasurer's Office. All in favor. Commissioner Wible departed the meeting at 11:04 a.m. A brief Salary Board meeting was held at 11:45 a.m. for the Probation Department. Separate minutes are on file.
