Commissioner Bunch opened up the floor to public comments. Motion by Commissioner Bunch to approve the November 19, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Accounts Payable, dated November 25, 2024, in the amount of $349,111.29. All in favor. All in favor. Commissioners met with Hometown Bank to complete paperwork for authorized signatures on a new deposit account. Fiscal Administrator Sue Reed was also in attendance. Commissioners met with Elections Director Laurel Griest to certify the November 5, 2024 General Election. Motion by Commissioner Hann to approve and execute the Election Certification of the November 5, 2024 General Election. All in favor. Motion by Commissioner Hann to approve an invoice #24320 from William Penn Printing Company for ballots, in the amount of $3,844.93. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 9:00 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 9:40 a.m. All in favor. Motion by Commissioner Hann to approve the Quarterly Investment Advisory Fee from Conrad Siegel, to be paid from Plan Assets, in the amount of $3,610.37. All in favor. Motion by Commissioner Hann to approve and execute an application for reimbursement of an installation of a government grave marker for Veteran Carl Wertman, a Veteran of the Vietnam War, to be paid to his spouse Norma Wertman. All in favor. Motion by Commissioner Hann to approve and execute an application for burial expenses of a deceased service person, Dean Strait, to be paid to his spouse Susan Hanks. Strait served in the Vietnam War. All in favor. Motion by Commissioner Hann to approve and execute invoice #INV576451 for four ballistic vests from Witmer Public Safety Group, in the amount of $4,420.00 for the Coroner's Department. The vests will be submitted for up to 50% reimbursement through the BVP (Bulletproof Vest Program) grant program. All in favor. Motion by Commissioner Bunch to adopt and execute Resolution 10 of 2024, "Resolution to Support Keeping the Cross on Flickerville Mountain Located in Warfordsburg, PA, Brush Creek Township". All in favor. Commissioners met with Chief Tax Assessor Melissa Gordon to discuss software for the Tax Assessment Office. Also in attendance were EMA/911 Director Brian Barton and HR Administrator Mary Huston. Motion by Commissioner Bunch to approve and execute a CAMA Software Implementation Agreement between Vision Government Solutions, Inc. and the County of Fulton for Vision 8 CAMA Software, to be paid on a payment schedule beginning on January 1, 2025 and ending on January 2, 2027, in the amount of $145,000.00 and an Annual CAMA Software Subscription Agreement. All in favor. Commissioners met with Fulton County Family Partnership to discuss rental space at the newly purchased property at 101 Lincoln Way West, McConnellsburg, PA. In attendance were Executive Development Director Julie Dovey, Executive Program Director Elen Ott and Finance Coordinator Marissa Welsh. Motion by Commissioner Hann to approve renewing Conservation District Director terms for Robbie Dickenson and Wayne McDonald for four year terms to expire on December 31, 2024. All in favor. Motion by Commissioner Hann to approve the CCAP PComp 2024 Wellness Improvement Program Grant Application for submission. All in favor. Motion by Commissioner Hann to approve and execute the Conrad Siegel PC-293Cform required under Act 293 of 1972 for submission to the Commonwealth of Periywanla/Depariment of Auditor General with the Actuarial Valuation.
